基于需求时间的隧道塌方应急资源分级调度研究*

摘    要:为打破对物资送达时间的绝对性限制,均衡关注关键考量因素,提出需求时间的概念,借助ArcGIS绘制需求时间服务范围;考虑救援需求的不确定性,在需求时间服务范围内建立模型对应急资源进行分级调度,并对关键路段及交叉口制定应急交通管控预案。模型包括2部分,在路径决策方面,建立带需求时间和畅通可靠度阈值约束的路径选择决策综合评价模型;在资源调度方面,考虑救援时间和调度物资数量提出救援效率概念,建立救援成本最低、救援效率最高的双目标优化模型,基于NSGA-Ⅱ算法引入TOPSIS法求解。结果表明:采取需求时间服务范围分级调度和应急交通管控,可充分满足救援需求、保障救援时间,为应急资源调度提供有效参考。

Abstract:In order to break the absolute limitation on the delivery time of materials,pay attention to the key consideration factors in a balanced manner,the concept of demand time was put forward,and the service range of demand time was drawn with ArcGIS.Considering the uncertainty of rescue demand,a model was established within the service range of demand time to carry out the hierarchical scheduling of emergency resources,and the emergency traffic management and control plans were formulated for the key road sections and intersections.The model consisted of two parts,in terms of path decision-making,a comprehensive evaluation model for the path selection decision-making with the demand time and unobstructed reliability threshold constraints was established,and in terms of resource scheduling,the concept of rescue efficiency was proposed by considering the rescue time and the quantity of dispatched materials.A dual-objective optimization model with the lowest rescue cost and the highest rescue efficiency was established and solved by introducing into the TOPSIS method based on the NSGA-Ⅱalgorithm.The results showed that adopting the hierarchical scheduling based on the service range of demand time and the emergency traffic management and control can fully meet the rescue requirements,guarantee the rescue time,and provide effective reference for the emergency resources scheduling.
