| 摘 要： | 建立了排污总量控制区内出境断面考核体系.提出根据源与水质影响关系和年度污染物削减量制定控制断面年度目标值的计算公式及上游控制断面超标对下游断面影响的剔除方法.该体系已在河南省市、地政府环境责任目标考核中使用,并取得良好效果.

| Abstract: | The examination system of river boundary section in the pollutant total discharge control areas is formed.The formula to calculate yearly objective concentrations of the control sections based on the relationship between pollution sources and water quality and the yearly reduced load are advanced.A method to pick out the effect of upstream water on the downstream section when water quality of the upstream section is worse than objective concentration is also presented.The system has been successfully applied in the environmental responsibility objective examination in cities in Henan Province. |
