| 摘 要： | 简述了目前社会环境监测机构在监管中存在的诸多问题以及地方法规在政府监管层面的立法探索。从有无行业主管部门、是否取得计量认证等角度,探讨了不同类别监测机构出具的监测数据在社会各领域的应用情况。剖析了监测数据弄虚作假的原因,提出针对社会环境监测机构弄虚作假的现状,应该在加大执法力度的同时,多部门联合惩戒,对其进行有效打击。

| Abstract: | From the perspective of whether there is the department in charge of industry, whether to obtain the measurement certifi-cation and so on, the paper discussed the application of the monitoring data from different kinds of monitoring institutions in various fields. The paper also analysed the causes of resort to deceit of the monitoring data, elaborated the problems currently existing in the supervision and management of social environmental monitoring institutions and the legislative exploration of local regulations on gov-ernment supervision level. It is suggested that law enforcement should be intensified in the social environmental monitoring institu-tions, and a multi-sectoral joint discipline, would combat the resort to deceit of monitoring data effectively. |
