城市水质指数法在地表水环境质量评价中的应用

摘    要:城市水质指数法能够量化、直观地反映不同流域、地区或城市的地表水环境质量,运用城市水质指数法测算了江苏省不同流域或地区的城市水质指数。结果表明,相应时段内苏南城市地表水水质略优于苏北城市;长江流域地表水水质优于淮河流域;城市水质指数变化程度(△CWQI)的统计结果基本为负值,表明江苏省地表水环境质量整体呈改善趋势;长江流域a市△CWQI为正值,表明该市2020年上半年水质较去年同期有所下降;淮河流域总磷水质指数波动范围最大,该流域总磷污染问题较突出,与水质监测结果总体相符。大量数据测算发现,城市水质指数法在应用到地表水环境质量排名时存在数据修约、方法检出限、断面统计基数及现状与变化程度排名倒挂等问题,针对不同问题提出相应的解决方法与对策建议,以期为相关主管部门提供参考与决策依据。

Abstract:City Water Quality Index (CWQI) is an evaluation method to reflect the surface water quality of different basins, areas or cities quantitatively and directly. CWQI and CWQI of different basins or areas in Jiangsu Province was respectively calculated using CWQI method. Results indicated that surface water quality of cities in the south of Jiangsu was better than that in north, surface water quality of Yangtze River basin was better than that of Huai River basin. Results of degree of variation of CWQI(CWQI) of most regions were negative, which showed the improvement of Jiangsu surface water quality. CWQI of city a, located at Yangtze River basin, was positive, indicating surface water quality of this region in the first half of 2020 was worse than that of the corresponding period in 2019. CWQI of TP in Huai River basin varied the most, indicating the obvious TP pollution in this area, which was also consistent with the relevant monitoring results. In addition, based on plenty of calculation, it showed some problems about rounding off of numberical values, detection limits, section base and polarization between CWQI and CWQI when sequencing surface water environmental quality by means of CWQI method. Related solutions and suggestions of different problems were proposed for environmental management department decision making.
