摘    要:为了指导智慧安全城市的可持续发展,根据2007—2021年世界城市的主流发展趋势和安全基础理论研究非常薄弱的现状,采用文献调研、逻辑分析和归纳建模等方法,从大安全的视阈和2个层面,对现有国内外智慧安全城市的基础理论进展进行梳理和评述,对未来智慧安全城市的发展及其核心基础理论研究进行阐述与展望。研究结果表明:未来系统开展智慧安全城市基础理论研究对建设智慧安全城市具有基础性和系统性的参考指导作用。

Abstract:In order to guide the sustainable development of smart and safe city,according to the main stream development trend of cities over the world from 2007 to 2021 and the current status that the research on the basic theory of safety & security is very weak,using the methods of literature survey,logical analysis and inductive modeling,the basic theoretical progress of smart and safe city over the world was summarized and reviewed from the safety & security perspective and two layers.Also,the outlook of developing smart and city safe and its basic core theory to be investigated in the future were expounded and prospected.The research results show that it has a basic and systematic reference and guidance function for the future system to carry out the basic theoretical research of smart and safe city and to build a smart and safe city.
