基于NVivo与集对分析的自然资源领域安全生产风险研究*

摘    要:为系统地梳理并分析自然资源领域安全生产风险,通过文献阅读、现场调研、专家座谈等方法收集自然资源领域内安全生产管理资料,构建包含土地、矿产、海洋、测绘、地勘5大领域的风险评判指标模型,使用集对分析法对模型的可靠性进行检验,采用NVivo质性分析方法对风险评判指标模型进行重要度分析。结果表明:所构建的风险评判指标模型较为可靠;5个领域下各指标编码频率按照由高到低将指标危险度划分为高度危险、比较危险、一般危险和轻微危险4个等级,其中不按批准用途用地(54)和园区间安全距离不足(51)、越界开采(51)、改变海域使用用途(48)、野外作业(24)、钻探作业施工(27)分别为5个领域内高度危险的指标;基于重要度分析从自然资源管理部门角度提出事故预防对策措施。

Abstract:In order to systematically sort out and analyze the work safety risk in the field of natural resources,the work safety management data in the field of natural resources were collected through the literature reading,field investigation and expert discussion,and a risk assessment index model covering five fields of land,minerals,oceans,surveying and mapping,and geological prospecting was constructed.The set pair analysis was used to test the reliability of the model,and the NVivo qualitative analysis method was applied to analyze the importance of the risk assessment index model.The results showed that the constructed risk assessment index model was relatively reliable.The coding frequency of each index in the five fields were sorted from high to low,and the corresponding index risk was divided into four levels,including high risk,relative risk,general risk and slight risk.Among them,the non-approved land use(54)and insufficient safety distance between parks(51),cross-border mining(51),changing the usage of sea areas(48),field operation(24),and drilling operation construction(27)were the indexes of high risk in the five fields.The accident prevention countermeasures were proposed from the perspective of natural resources management departments based on the importance analysis.
