2015—2017年“2+26”城市生态文明发展水平评估及动态变化分析

摘    要:“2+26”城市是我国实施大气污染防治攻坚战的重点地区之一.为量化评估“2+26”城市生态文明建设取得的成效,在全国生态文明发展水平评估的研究基础上,进一步完善了评估技术方法,基于双基准渐进法评估了2015年和2017年“2+26”城市生态文明发展水平,揭示了该区域生态文明发展的短板;对比分析了2015—2017年生态文明发展水平的年际变化及其主要原因,特别是空气质量改善对该区域生态文明发展水平提升的影响.结果表明:①2017年“2+26”城市生态文明中国指数(ECC)得分为64.98分,整体上达到一般水平,但与长三角、珠三角等城市群以及全国平均水平相比,生态文明发展水平相对落后,依然存在生态环境质量较差、区域与城乡发展不协调、经济发展与环境保护不协调等短板.②2015—2017年“2+26”城市生态文明发展水平明显提升,ECC得分增加了3.64分,高于长三角、珠三角等城市群及全国平均水平,地表水环境质量、主要水污染物排放强度及主要大气污染物排放强度是其生态文明发展水平提升的主要贡献指标.③2015—2017年“2+26”城市空气质量改善不明显,对生态文明发展水平提升的贡献相对较小,这可能与气象条件变化、大气治理成效的滞后效应有关.研究显示,“2+26”城市生态文明发展取得了明显成效,但依然存在突出短板,应优化国土生态空间、转变经济发展方式、建立协同发展机制,补齐短板,从而进一步提升生态文明发展水平.

Abstract:The '2+26' cities are one of the key areas in the implementation of air pollution prevention and control in China. In order to quantitatively evaluate the achievements of ecological civilization construction in '2+26' cities, based on the research of national ecological civilization development level evaluation, this study further improved the evaluation method, and evaluated the ecological civilization development level of '2+26' cities in 2015 and 2017 by the double benchmark progressive method, revealed the short boards of the regional ecological civilization development, compared and analyzed the interannual change of the ecological civilization development level from 2015 to 2017 and its main reasons, especially the impact of air quality improvement on the regional ecological civilization development level. The results show that: (1) In 2017, the eco-civilization China (ECC) score of the '2+26' cities was 64.98. Compared with the Yangtze River Delta (YRD) Region, Pearl River Delta (PRD) Region, other urban agglomerations and the whole country, the development level of ecological civilization in the '2+26' cities remains relatively backward, and some shortcomings such as poor quality of the ecological environment, uncoordinated and unplanned development of regional urban and rural areas, uncoordinated economic development and environmental protection persist. (2) From 2015 to 2017, the ecological civilization development level of the '2+26' cities registered significant improvements, and the ECC score increased by 3.64 points. The surface water environment quality, the emission intensity of main water pollutants, and the emission intensity of main air pollutants were the main contributory factors. (3) From 2015 to 2017, there was no remarkable improvement in the air quality in the '2+26' cities, and their contribution to the improvement of ecological civilization development level was relatively insignificant, which may be related to the changes in meteorological conditions and the lag effect of air governance effect. The research results show that the development of ecological civilization in the '2+26' cities has achieved astounding success, but several shortcomings outstand. It is necessary to optimize the national ecological space, transform the economic development model, establish a coordinated development mechanism to remove the shortcomings, and further enhance the development level of ecological civilization.
