中国的排污许可证制度与总量控制技术突破

摘    要:本文对中国排污许可证制度产生的条件和特点进行评述,论述了中国水环境目标管理体系的三个特点和三类总量控制,围绕总量控制技术方法阐述了发展设计条件理论,功能区划分与控制单元解析归类,输入响应系列模型、零维、一维、二维容量资源分配模型,负荷技术、经济优化分配模型等七个技术突破,说明中国水污染控制的基本方向应对重点企业抓总量控制。

Abstract:This paper deals with the characteristics and conditions of Chinese permit system including three characteristics and three kinds of total emisssion control for the objective management system of Chinese water environment. Focused on the technical methods of total emission control, we developed the theory on designed conditions, definition of functional zoning analyses and classification of controlling units, series inputrespond models,economically and technically optimistical wast load allotment model, and zero, one and two dimensional models on allotment for capacity sources. It emphasized that the basic direction for Chinese total emission control of water pollution should be guided towards the total emission control of main point sources.
