Within the CLEAR project a new approach to integrated assessment modelling has been developed for the participatory integrated assessment of regional climate change involving citizens' focus groups. The climate change decision problem was structured by focusing separately on climate impacts and mitigation options. The attempt was made to link the different scales of the problem from the individual to the global level. The abstract topic of climate change was related to options on the level of a citizen's individual lifestyle. The option of a low energy society was emphasised in order to embed the climate change decision problem in a wider range of societal concerns. Special emphasis was given to the characterisation and communication of uncertainties. The chosen approach allows different kinds of uncertainties in one framework to be addressed. The paper concludes with a summary of the experience made, and recommendations for the use of models in participatory integrated assessments. A mechanism has been established to improve integration of international climate-related programmes. Known as the Climate Agenda it outlines a programme, that in a cost-effective way, responds to national obligations to respond to international agreements as well as their national needs for social and economic development. The paper briefly describes the Climate Agenda and the incorporation within it of studies of climate impact assessments and response strategies to reduce vulnerability. The need for increased emphasis on climate impact assessment and for the development of effective adaptation measures is emphasised following the elaboration of a Kyoto Protocol to the United Nations Framework Convention on Climate Change (UNFCCC). UNEP's efforts to identify national programmes contributing to the Climate Agenda are described.The response from developing countries has, however, been very disappointing, even from countries where we know work is ongoing through funding by GEF or US Country Studies Program and other bilateral programmes. Initial compilation of information available so far shows that many developed countries are putting a lot into the area of impact assessment of not just climate change, but also climate variability. There remain some research gaps, especially in the area of assessment of climate impacts on ecosystems, hydrological systems, etc. Considerable efforts are presently being directed at reduction of emissions of greenhouse gases and in the case of developing countries, most efforts are being directed towards completing national communications and providing baseline data for future studies.The paper refers to early activities by UNEP in cooperation with other international organizations to undertake integrated assessments of the impacts of climate change on important socio-economic sectors and the later incorporation of lessons learned into the IPCC Guidelines for Assessing Impacts of Climate Change.Later sections outline the development of a handbook on methods for climate change impact assessment and adaptation strategies as a practical approach to national assessments and the development of appropriate and cost-effective response to climate change.The initiation of a GEF-funded project to apply the methods contained in the handbook and improve the results based on national studies is also described for both developed and developing countries.Working in collaboration with a team of international experts under the coordination of the Institute of Environmental Studies at Vrije University (Amsterdam), the goal of this ongoing project is to develop a valuable methodological tool that Parties to the UNFCCC may apply to develop national climate change impact and adaptation assessments. Development of these guidelines was linked to a series of country studies in Antigua and Barbuda, Estonia, Cameroon and Pakistan funded under a UNEP/GEF project. The application of the first version of the UNEP Handbook by national study teams in these four countries is making valuable technical and practical contributions and will ensure that the next version of the Handbook will be a more useful tool for experts in developing countries undertaking similar studies in the future. The methods contained in the Handbook are also the basis for similar assessments funded under bilateral development programmes in other countries. These and similar studies elsewhere are coordinated with the UNEP programme and will eventually aim to create reliable and comparable assessments, a compatible set of tools for such purpose and the identification of realistic adaptation options for incorporation into national planning for adapting to climate change. The paper also addresses how climate impact assessment and response strategies are undertaken as part of national enabling activities carried out in co-operation with UNEP.  相似文献

A number of key policy insights have emerged from the application of large-scale economic/energy models, such as integrated assessment models for climate change. These insights have been particularly powerful in those instances when they are shared by all or most of the existing models. On the other hand, some results and policy recommendations obtained from integrated assessment models vary widely from model to model. This can limit their usability for policy analysis. The differences between model results are mostly due to different underlying assumptions about exogenous processes, about endogenous processes and the dynamics among them, differences in value judgments, and different approaches for simplifying model structure for computational purposes. Uncertainty analyses should be performed for the dual purpose of clarifying the uncertainties inherent in model results and improving decision making under uncertainty. This paper develops a unifying framework for comparing the different types of uncertainty analyses through their objective functions, categorizes types of uncertainty analyses that can be performed on large models, and compares different approaches to uncertainty analysis by explaining underlying assumptions, suitability for different model types, and advantages and disadvantages. The appendix presents a summary of integrated assessment models for climate change that explicitly account for uncertainty.  相似文献

In this paper one uses an infinite time horizon optimal control paradigm to deal with three important issues in global climate change integrated assessment, namely the equitable treatment of all the generations involved, the representation of technical progress, and the uncertainty concerning technological progress and climate change processes. The notion of economic sustainability is associated with the concept of turnpike in infinite horizon optimization models. The issue of deciding on the proper discount rate is addressed in this context and a method is proposed to reconcile long term sustainability and short term time preference for current generations. One also formulates a model where environmental damage and/or technical progress are represented as stochastic jump processes. One calls this random evolution a mode switching process. In this context, sustainability is represented by a family of turnpikes, and the economy will be driven from one steady state to the other as the modes switch. These concepts are illustrated on the DICE model and their possible implementation in other types of integrated assessment models is discussed.  相似文献

The paper provides an overview of attempts to represent climate change impact in over twenty integrated assessment models (IAMs) of climate change. Focusing on policy optimization IAMs, the paper critically compares modeling solutions, discusses alternatives and outlines important areas for improvement. Perhaps the most crucial area of improvement concerns the dynamic representation of impact, where more credible functional forms need to be developed to express time‐dependent damage as a function of changing socio‐economic circumstances, vulnerability, degree of adaptation, and the speed as well as the absolute level of climate change.  相似文献

Winter tourism and mountain agriculture are the most important economic sectors in a major part of the Swiss Alps. Both are highly sensitive to changing climatic conditions. In the framework of the CLEAR project, results from climate impact research in the field of tourism and agricultural production were used to investigate the perception of climatic change by stakeholders and to assess possible adaptations. We used a participatory integrated assessment (PIA) to involve the knowledge, values and experiences of the various social actors in tourism and agriculture (e.g., skiers, tourism managers, farmers) in the research process. Whereas climate change may have various severe direct impacts on the tourism industry, depending on the region, agricultural production may generally benefit from changed climatic conditions. But because of the dependence of farmers on “off-farm” income, the loss due to declining winter tourism in specific areas may cause more important indirect effects. However, the two sectors may adapt actively by choosing from a variety of strategies, and the loss of income from the tourism industry may support the re-evaluation of the various functions agriculture plays in mountain regions, beyond the production of food. The study demonstrates the suitability of the PIA approach to elucidate the interactions between different stakeholders and their perception of the climate change phenomena. A similar participatory approach could be a useful tool to transfer research results and expert knowledge to the political process addressing adaptations to climate change. Climate change research with the economic methodology of cost–benefit analysis is challenging because of valuation and ethical issues associated with the long delays between CO2 emissions and much of their potential damages, typically of several centuries. The large uncertainties with which climate change impacts are known today and the possibly temporary nature of some envisaged CO2 abatement options exacerbate this challenge. For example, potential leakage of CO2 from geological reservoirs, after this greenhouse gas has been stored artificially underground for climate control reasons, requires an analysis in which the uncertain climatic consequences of leakage are valued over many centuries. We here present a discussion of some of the relevant questions in this context and provide calculations with the top–down energy-environment-economy model DEMETER. Given the long-term features of the climate change conundrum as well as of technologies that can contribute to its solution, we considered it necessary extending DEMETER to cover a period from today until the year?3000, a time span so far hardly investigated with integrated assessment models of climate change.  相似文献

This article takes its point of departure in two approaches to integrating climate change into Strategic Environmental Assessment (SEA): Mitigation and adaptation, and in the fact that these, as well as the synergies between them and other policy areas, are needed as part of an integrated assessment and policy response. First, the article makes a review of how positive and negative synergies between a) climate change mitigation and adaptation and b) climate change and other environmental concerns are integrated into Danish SEA practice. Then, the article discusses the implications of not addressing synergies. Finally, the article explores institutional explanations as to why synergies are not addressed in SEA practice. A document analysis of 149 Danish SEA reports shows that only one report comprises the assessment of synergies between mitigation and adaptation, whilst 9,4% of the reports assess the synergies between climate change and other environmental concerns. The consequences of separation are both the risk of trade-offs and missed opportunities for enhancing positive synergies. In order to propose explanations for the lacking integration, the institutional background is analysed and discussed, mainly based on Scott's theory of institutions. The institutional analysis highlights a regulatory element, since the assessment of climate change synergies is underpinned by legislation, but not by guidance. This means that great focus is on normative elements such as the local interpretation of legislation and of climate change mitigation and adaptation. The analysis also focuses on how the fragmentation of the organisation in which climate change and SEA are embedded has bearings on both normative and cultural-cognitive elements. This makes the assessment of synergies challenging. The evidence gathered and presented in the article points to a need for developing the SEA process and methodology in Denmark with the aim to include climate change in the assessments in a more systematic and integrated manner.  相似文献

This study looks at the role of biophysical sectors and world markets on an integrated economic assessment of climate change impacts on Egypt. Using the outcome from Global Circulation Models (GCMs) and a global model of world food trade (the Basic Linked System; BLS) — changes in crop yields; crop water demands; water and land resource availability; and world market prices were applied to a dynamic, computable general equilibrium model of Egypt (the Standard National Model of the BLS). Modeling results consistently showed that the net effect of climate change on the macro indicator of per capita GDP was not great — regardless of the level of integration. This outcome was only realized through autonomous economic adjustments which implied significant socio-economic and structural change. Including or excluding certain biophysical sectors and world markets influenced the development path and the nature of the autonomous adjustments. The importance of a particular biophysical sector or of world markets was also dependent upon the specific climate change scenario.  相似文献

Vector-borne diseases are feared to extend their range in a future where global warming has occurred. There is considerable concern about scourges such as malaria re-invading currently temperate regions and reaching into higher altitudes in Africa. In this paper we examine the various factors thought to determine potential infectivity of malaria, and its actual outbreak in the context of a dynamic integrated assessment model. We quantify: (i) the role of demographics in placing a larger population in harms way; (ii) the role of climate change in increasing the potential geographic range and severity of the risk of infection; and (iii) the role of economic and social development in limiting the occurrence of malaria. We then explore the climate and economic implications of various climate policies in their effectiveness to limit potential infectivity of malaria. In illustration of these issues we present the climate-related and economics-related impacts of unilateral CO2 control by OECD on incidence of malaria in non-OECD nations. The model presented here, although highly stylized in its representation of socio-economic factors, provides strong evidence of the role of socio-economic factors in determination of malaria incidence. The case study offers insights into unintended adverse consequences of well-meaning climate policies. Research on the climate change issue has generally focused on uncertainties in climate projections and calculation of mitigation costs. Most integrated assessment (IA) efforts have been directed at the mitigation component. The problem of climate change, however, is really about the potential effects on ecosystems, resources, and societies that depend on them. As illustrated by experiences from the Mackenzie Basin Impact Study, a case study from Northwest Canada, these effects will be unique to each region and country. Many of these will be indirect, including region specific thresholds, vulnerabilities and adaptations which may not be included in sectoral analyses. Science can define some of the “What if” aspects of climate change, but the regional “So what” and “What should be done” questions are largely unanswered and subject to intense debate in various political fora. IA needs to recognize the multiobjective and multistakeholder aspects of vulnerabilities, risks, and potential responses to climate change. IA could provide a more holistic analysis of the regional impacts dimension of climate change by including both modeling and non‐modeling approaches, and incorporating institutional and stakeholder issues that do not readily lend themselves to economic analyses.  相似文献

Several integrated assessment studies have concluded that future learning about the uncertainties involved in climate change has a considerable effect on welfare but only a small effect on optimal short-term emissions. In other words, learning is important but anticipation of learning is not. We confirm this result in the integrated assessment model “model of investment and technological development” for learning about climate sensitivity and climate damages. If learning about an irreversible threshold is included, though, we show that anticipation can become crucial both in terms of necessary adjustments of pre-learning emissions and resulting welfare gains. We specify conditions on the time of learning and the threshold characteristic, for which this is the case. They can be summarized as a narrow “anticipation window.”  相似文献

Cohen et al. [16] suggest that in order to explore ways to bring climate change (CC) and sustainable development (SD) research together, it is necessary to develop more heuristic tools that can involve resource users and other stakeholders. In this respect, this paper focuses on methodological development in research to study climate change impacts and regional sustainable development (RSD). It starts with an introduction of an integrated land assessment framework (ILAF) which is part of the integrated phase of the Mackenzie Basin Impact Study (MBIS) in Canada. The paper then provides some articulation on how the integrated approach was applied in the Mackenzie Basin to show implications of climate change for RSD.  相似文献

We introduce climate impact response functions as a means for summarizing and visualizing the responses of climate-sensitive sectors to changes in fundamental drivers of global climate change. In an inverse application, they allow the translation of thresholds for climate change impacts (‘impact guard-rails’) into constraints for climate and atmospheric composition parameters (‘climate windows’). It thus becomes feasible to specify long-term objectives for climate protection with respect to the impacts of climate change instead of crude proxy variables, like the change in global mean temperature. We apply the method to assess impacts on terrestrial ecosystems, using the threat to protected areas as the central impact indicator. Future climate states are characterized by geographically and seasonally explicit climate change patterns for temperature, precipitation and cloud cover, and by their atmospheric CO2 concentration. The patterns are based on the results of coupled general circulation models. We study the sensitivity of the impact indicators and the corresponding climate windows to the spatial coverage of the analysis and to different climate change projections. This enables us to identify the most sensitive biomes and regions, and to determine those factors which significantly influence the results of the impact assessment. Based on the analysis, we conclude that climate impact response functions are a valuable means for the representation of climate change impacts across a wide range of plausible futures. They are particularly useful in integrated assessment models of climate change based on optimizing or inverse approaches where the on-line simulation of climate impacts by sophisticated impact models is infeasible due to their high computational demand. Energy and the environment are closely interconnected. In particular, energy-related carbon dioxide emissions are major contributors to climate change. To analyze options within the energy sector to curb greenhouse gas emissions, or to study alternative climate strategies such as adaptation and geoengineering measures, policy-makers can rely on mathematical decision support models, in particular E3 (economy/energy/environment) models and integrated assessment models (IAMs). This paper discusses equity issues in relation to climate change. Models of long-term climate assessments study changes in relative prices. These changes lead to gains and losses for different economic actors and these consequences are held responsible for problems related to social acceptability. Policy recommendations issued by such models cannot be put into practice. Equity should be integrated into those models in order to make them more relevant for policy. This paper considers this problem in three parts.The first part shows that equity is only one aspect of the social dimension of sustainable development, which cannot be treated separately. It invites an understanding of complexity. Equity is also interrelated with the economic and ecological dimensions of sustainable development.The second part deals with the fact that different aspects of equity have to be taken into account and several concepts of equity co-exist. If only distribution of income is taken into account, equity can effectively be addressed through economic growth, but the specific characteristics of sustainable development are left out of the analysis.Therefore, the third part is a questioning of traditional modelling approaches and of the reasons why modelling should be carried out. The paper concludes with a short discussion about the normative content of any attempt to model climate change.  相似文献

Conflicts between economic development and fragile natural resources represent a growing problem among the islands of the Caribbean. Relatively simple methods exist to incorporate environmental impact assessment (EIA) into development planning and review. These methods can save scarce financial resources for island nations, increase their control over the development process, and possibly forestall widespread environmental deterioration and its attendant public cost. Island nations have more power as negotiating partners in the development process than is generally realized. This power can be exercised if EIA is integrated into the national planning process, giving ministries a stronger bargaining position when negotiating with development interests.This paper begins with a discussion of the most prevalent environmental concerns in the region, including oil development, water supply, beach erosion and fisheries depletion, and proceeds to discuss practical solutions to improve local control over economic development and environmental resource management. A hypothetical case study is used to illustrate major obstacles to effective integration of economic development and EIA. Recommendations are included to advance the state-of-the-art of EIA using joint fact-finding, expanding participation in EIA, evaluating cumulative impacts and project alternatives, and conducting post-projecting monitoring.  相似文献

In this paper, we analyze the relative importance and mutual behavior of two competing base-load electricity generation options that each are capable of contributing significantly to the abatement of global CO2 emissions: nuclear energy and coal-based power production complemented with CO2 capture and storage (CCS). We also investigate how, in scenarios developed with an integrated assessment model that simulates the economics of a climate-constrained world, the prospects for nuclear energy would change if exogenous limitations on the spread of nuclear technology were relaxed. Using the climate change economics model World Induced Technical Change Hybrid, we find that until 2050 the growth rates of nuclear electricity generation capacity would become comparable to historical rates observed during the 1980s. Given that nuclear energy continues to face serious challenges and contention, we inspect how extensive the improvements of coal-based power equipped with CCS technology would need to be if our economic optimization model is to significantly scale down the construction of new nuclear power plants.  相似文献

Project-level impact assessment was originally conceived as a snapshot taken in advance of project implementation, contrasting current conditions with a likely future scenario involving a variety of predicted impacts. Current best practice guidance has encouraged a shift towards longitudinal assessments from the pre-project stage through the implementation and operating phases. Experience and study show, however, that assessment of infrastructure-intensive projects rarely endures past the project's construction phase. Negative consequences for environmental, social and health outcomes have been documented. Such consequences clarify the pressing need for longitudinal assessment in each of these domains, with human rights impact assessment (HRIA) as an umbrella over, and critical augmentation of, environmental, social and health assessments. Project impacts on human rights are more closely linked to political, economic and other factors beyond immediate effects of a company's policy and action throughout the project lifecycle. Delineating these processes requires an adequate framework, with strategies for collecting longitudinal data, protocols that provide core information for impact assessment and guidance for adaptive mitigation strategies as project-related effects change over time. This article presents general principles for the design and implementation of sustained, longitudinal HRIA, based on experience assessing and responding to human rights impact in a uranium mining project in Malawi. The case study demonstrates the value of longitudinal assessment both for limiting corporate risk and improving human welfare.  相似文献
