 This paper deals with the present scenario of hazardous waste management practices in Thailand, and gives some insights into future prospects. Industrialization in Thailand has systematically increased the generation of hazardous waste. The total hazardous waste generated in 2001 was 1.65 million tons. It is estimated that over 300 million kg/year of hazardous waste is generated from nonindustrial, community sources (e.g., batteries, fluorescent lamps, cleansing chemicals, pesticides). No special facilities are available for handling these wastes. There are neither well-established systems for separation, storage, collection, and transportation, nor the effective enforcement of regulations related to hazardous wastes management generated from industrial or nonindustrial sectors. Therefore, because of a lack of treatment and disposal facilities, these wastes find their way into municipal wastewaters, public landfills, nearby dump sites, or waterways, raising serious environmental concern. Furthermore, Thailand does not have an integrated regulatory framework regarding the monitoring and management of hazardous materials and wastes. In addition to the absence of a national definition of hazardous wastes, limited funding has caused significant impediments to the effective management of hazardous waste. Thus, current waste management practices in Thailand present significant potential hazards to humans and the environment. The challenging issues of hazardous waste management in Thailand are not only related to a scarcity of financial resources (required for treatment and disposal facilities), but also to the fact that there has been no development of appropriate technology following the principles of waste minimization and sustainable development. A holistic approach to achieving effective hazardous waste management that integrates the efforts of all sectors, government, private, and community, is needed for the betterment of human health and the environment. The draft legislation on e-waste prepared by the Chinese national government assigns management responsibility to local governments. It is an urgent task for the municipal government to plan an effective system as soon as possible to divert the e-waste flow from the existing informal e-waste recycling processes. This paper presents a case study implemented in Beijing, the capital city of China, with the purpose of predicting the amount of obsolete equipment for five main kinds of electronic appliances from urban households and to analyse the flow after the end of their useful phase. The amount to be handled was 885,354 units in 2005 and is predicted to double by 2010. Due to consumption growth and the expansion of urbanization it is estimated that the amount will increase to approximate 2,820,000 units by 2020: 70% of the obsolete appliances will be awaiting collection for possible recycling, 7% will be stored at the owner's home for 1 year on average and 4% will be discarded directly and enter the municipal solid waste collecting system. The remaining items will be reused for about 3 years on average after the change of ownership. The results of this study will assist the waste management authorities of Beijing to plan the collecting system and facilities needed for management of e-waste generated in the near future.  相似文献

While accurately estimating electrical and electronic waste (e-waste) generation is important for building appropriate infrastructure for its collection and recycling, making reliable estimates of this kind is difficult in Hong Kong owing to the fact that neither accurate trade statistics nor sales data of relevant products are available. In view of this, data of e-products consumption at household level was collected by a tailor-made questionnaire survey from the public for obtaining a reasonable e-waste generation estimate.It was estimated that on average no more than 80,443 tonnes (11.5 kg/capita) of waste is generated from non-plasma and non-liquid crystal display televisions, refrigerators, washing machines, air-conditioners and personal computers each year by Hong Kong households. However, not more than 17% of this is disposed as waste despite a producer responsibility scheme (PRS) not being in place because of the existence of a vibrant e-waste trading sector. The form of PRS control that can possibly win most public support is one that would involve the current e-waste traders as a major party in providing the reverse logistics with a visible recycling charge levied at the point of importation. This reverse logistic service should be convenient, reliable and highly accessible to the consumers.  相似文献

Infectious industrial waste management in Taiwan is based on the specific waste production unit. In other countries, management is based simply on whether the producer may lead to infectious disease. Thus, Taiwan has a more detailed classification of infectious waste. The advantage of this classification is that it is easy to identify the sources, while the disadvantage lies in the fact that it is not flexible and hence increases cost. This study presents an overview of current management practices for handling infectious industrial waste in Taiwan, and addresses the current waste disposal methods. The number of small clinics in Taiwan increased from 18,183 to 18,877 between 2003 and 2005. Analysis of the data between 2003 and 2005 showed that the majority of medical waste was general industrial waste, which accounted for 76.9%-79.4% of total medical waste. Infectious industrial waste accounted for 19.3%-21.9% of total medical waste. After the SARS event in Taiwan, the amount of infectious waste reached 19,350 tons in 2004, an increase over the previous year of 4000 tons. Waste minimization was a common consideration for all types of waste treatment. In this study, we summarize the percentage of plastic waste in flammable infectious industrial waste generated by medical units, which, in Taiwan was about 30%. The EPA and Taiwan Department of Health have actively promoted different recycling and waste reduction measures. However, the wide adoption of disposable materials made recycling and waste reduction difficult for some hospitals. It has been suggested that enhancing the education of and promoting communication between medical units and recycling industries must be implemented to prevent recyclable waste from entering the incinerator.  相似文献

There is an increasing pressure on the construction industry to reduce costs and improve the quality of our environment. The fact is that both of these goals can be achieved at the same time. Although construction and demolition (C&D) constitutes a major source of waste in terms of volume and weight, its management and recycling efforts have not yet seen the light in Kuwait. This study focuses on recycling efforts leading to the minimization of the total C&D waste that is currently landfilled in Kuwait. This paper presents the current status of C&D waste disposal system in Kuwait and identifies the potential problems to the environment, people and economy. Then, it investigates alternative solutions to manage and control this major type of waste in an economically efficient and environmentally safe manner. Next, the paper describes the feasibility of establishing a C&D waste recycling facility in Kuwait. It concludes by highlighting the major benefits and bottleneck problems with such a recycling facility.  相似文献

Taiwan is the second most densely populated country in the world; its 22.604 million residents (2002) live in an area of 35,967 km2 (628 people/km2). Taiwan's economy has grown rapidly during the last 20 years, resulting in a corresponding increase in the amount of municipal solid waste (MSW). This study describes and evaluates the municipal solid waste management system in Taiwan. The study's results indicate that the amount of MSW began to decline after 1997, when the government enforced aggressive MSW management policies. By 2002, total MSW production had dropped by 27%, and the average daily per capita weight of MSW had fallen from 1.14 kg in 1997 to 0.81 kg in 2002. Summarizing the successful experience of MSW reduction in Taiwan, the most important factor was the government's combining of the MSW collection system with reduction/recycling programs. The second most important factor was the policy of extended producer responsibility, which laid a foundation of recycling by producers and retailers and promoted public recycling.  相似文献

Information on food waste disposal and on recycling methods and recycled amounts is reported. Data were obtained from a mail and phone survey of all licensed food establishments in Hawaii conducted in 2004 and 2005. Of 8253 licensed food establishments, 5033 completed surveys. It was found that relationships exist between food establishment size (measured by the number of meals served per day or the number of employees) and the amount of food an establishment recycled; establishment type and recycling behavior; and establishment type and amount recycled. The amount of food waste recycled in the state of Hawaii was estimated to be 264,000 L/day and annual food waste generation was estimated to be 336,000 tonnes.  相似文献

Reduction and recycling initiatives such as producer responsibility and pay-as-you-throw are being implemented in Taiwan. This paper presents a study assessing the impact of recently implemented municipal solid waste (MSW) reduction and recycling management strategies on the characteristics of waste feedstock for incineration in Taiwan. Through the periodic sampling of two typical MSW incineration plants, proximate and ultimate analyses were conducted according to standard methods to explore the influence of MSW reduction and recycling management strategies on incineration feed waste characteristics. It was observed that the annual amount of MSW generated in 2005 decreased by about 10% compared to 2003 and that the characteristics of MSW have changed significantly due to recent management strategies. The heating value of the MSW generated in Taiwan increased yearly by about 5% after program implementation. A comparison of the monthly variations in chemical concentrations indicated that the chlorine content in MSW has changed. This change results from usage reduction of PVC plastic due to the recycling fund management (RFM) program, and the food waste as well as salt content reduction due to the total recycling for kitchen garbage program. This achievement will improve the reduction of dioxin emissions from MSW incineration. In summary, management strategies must be conducted in tandem with the global trend to achieve a zero-waste-discharge country. When implementing these strategies and planning for future MSW management systems, it is important to consider the changes that may occur in the composition and characteristics of MSW over time.  相似文献

The paper presents the results on the analysis of non-hazardous waste generation characteristics and recycling practices in Saskatchewan (SK) and Manitoba (MB) using the biennial waste reports published by Statistic Canada. The objectives are to examine the waste generation rates from both residential and non-residential sources from 1998 to 2010, and to evaluate the effectiveness of their recycling programs and regulations. In spite of the many similarities between the provinces, MB on average generated 17.5 % more residential waste than SK, and about 15 % less non-residential waste than SK during the study period. It appears that MB waste generation characteristics were very different from SK and the rest of Canada. The amount of MSW generation in MB was, to a certain degree, independent from the economic factors. Assuming status quos conditions, the linear models predicted that the per capita MSW generations in MB would be about 33 % lower than SK in 2020. Data from this study suggest that (1) curbside recycling programs and (2) pay-as-you-throw collection systems may be important factors for increasing diversion rate in SK. It is also found that the non-residential waste generation in Canada was substantially larger than the residential waste generation during the 13-year period.  相似文献

One of the key aspects that must be taken into consideration within the framework of Sustainable Construction is the management of Construction and Demolition (C&D) Debris. As for other types of waste, specific handling procedures are required to manage C&D Debris; these include reduction, reuse, recycling, and if all other possibilities fail, recovery or disposal. For public planning strategies aimed at the management of C&D Debris to be effective, it is first necessary to have specific knowledge of the type of waste materials generated in a particular region. After verifying that the methods available to determine the production and composition of C&D Debris are limited, this paper presents a procedure to ascertain the production and composition of C&D Debris, in any region. The procedure utilizes data on the surface areas of newly constructed buildings, renovations and demolitions, which are estimated from available data for recent years, as well as information on the quantity of debris generated per surface area in any type of construction site, which is obtained from recently executed constructions or from the ground plans of older buildings. The method proposed here has been applied to Galicia, one of Spain’s autonomous communities, for which the quantity and composition of C&D Debris have been estimated for the horizon year 2011.  相似文献

The construction, demolition and excavation waste arising in England was estimated at 91 million tonnes in 2003. The current thinking on construction waste minimisation is heavily focussed on several issues relating to physical construction waste and recycling guides. Indeed, much had been published on ways to improve on-site waste management and recycling activities but very few attempts made to address the effect of design practices on waste generation. However, there is a consensus in the literature that the architect has a decisive role to play in helping to reduce waste by focussing on designing out waste. This paper examines previous studies on architects' approach towards construction waste minimisation; and by means of a postal questionnaire, investigates: the origins of waste; waste minimisation design practices in the UK; and responsibilities and barriers within the UK architectural profession. The findings reveal that waste management is not a priority in the design process. Additionally, the architects seemed to take the view that waste is mainly produced during site operations and rarely generated during the design stages; however, about one-third of construction waste could essentially arise from design decisions. Results also indicate that a number of constraints, namely: lack of interest from clients; attitudes towards waste minimisation; and training all act as disincentives to a proactive and sustainable implementation of waste reduction strategies during the design process.  相似文献

Economic potential of recycling business in Lahore, Pakistan   总被引:1,自引:0,他引:1  
The state of household waste recycling in Lahore city, Pakistan with a population of 7.2 million was analyzed. Data on solid waste recycling were gathered from residents of low-, middle- and high-income groups, as well as from scavengers and junkshops. The recycling activities in Lahore exert a significant impact on resource conservation, creation of jobs, provision of economic opportunity and reduction in the magnitude of waste disposal problems. A cost analysis is presented to show the income that can be generated through a well-planned recycling program. It is shown that 21.2% of all recyclable waste in Lahore is recycled, and it generates an amount of Rs. 271 million (US dollars 4.5 million) per year through the informal sector. However, if the recycling practice is owned by the formal sector, it can save an amount of Rs. 65 million by reducing the collection cost. If recycling is adopted as an industry, it can generate revenues of Rs. 530 million (US dollars 8.8 million) per year and can also save enormous amount of energy, as well as the natural resources.  相似文献

This article covers partial results for research which was carried out to determine the effectiveness of municipal solid waste (MSW) recycling in Bandung metropolitan urban areas. It focuses on the results of waste flow analysis as basic information in developing better MSW management systems, especially in applying the reduce, reuse, recycle (3Rs) concept. The dependence upon final disposal sites in MSW management and the difficulties in finding disposal sites have resulted in interest in the 3Rs concept. In this research, the determination of waste compositions and the potential of recycling were evaluated based on data from interviews with householders, members of the nonhousehold sector, and recycling actors and on measurement. The informal sector activities observed were mainly from handcart crews, mobile scavengers, transfer point scavengers, final disposal scavengers, waste traders, and recycling business people at several locations in Bandung and Cimahi cities. The estimated waste recycling and composting by stakeholders has not yet achieved 10% (wet weight) of the total waste generated. As in other major cities in developing countries, the informal sectors hold an important role in the recovery of usable materials from waste. However, inorganic waste recycling activities from this sector have not even reached 8% (wet weight) of the total waste generated.  相似文献

One methodology is proposed to estimate the quantification and composition of building-related construction and demolition (C&D) waste in a fast developing region like Shanghai, PR China. The varieties of structure types and building waste intensities due to the requirement of progressive building design and structure codes in different decades are considered in this regional C&D waste estimation study. It is concluded that approximately 13.71 million tons of C&D waste was generated in 2012 in Shanghai, of which more than 80% of this C&D waste was concrete, bricks and blocks. Analysis from this study can be applied to facilitate C&D waste governors and researchers the duty of formulating precise policies and specifications. As a matter of fact, at least a half of the enormous amount of C&D waste could be recycled if implementing proper recycling technologies and measures. The appropriate managements would be economically and environmentally beneficial to Shanghai where the per capita per year output of C&D waste has been as high as 842 kg in 2010.  相似文献

Over the past decades, uncontrolled population growth and rapid urbanization and industrialization have resulted in environmental problems in Corlu Town, Turkey. One of the most important problems is solid waste due to inadequate management practices. Nowadays, increasing public awareness of the environment compels local authorities to define and to adopt new solutions for waste management. This paper presents a general overview of current solid waste management practices in Corlu Town and principles of the recommended municipal solid waste (MSW) management system. In Corlu, 170 tonnes of municipal solid waste are generated each day, or 1.150 kg per capita per day. Approximately one-half of the municipal solid waste generated is organic material and 30% of the MSW consists of recyclable materials. The recommended system deals with maximizing recycling and minimizing landfilling of municipal solid waste, and consists of separation at source, collection, sorting, recycling, composting and sanitary landfilling. This study also analyzed the recommended system with respect to feasibility and economics. To evaluate whether the suggested system is cost effective or not, the operating cost of the recommended system and market prices of recyclable materials were compared, and the results show that the recommended system will reduce required landfill volume up to 27% of compared to the present situation. The profit of the recommended system is estimated to be about 80 million US dollars.  相似文献

During the past decade, plastic solid waste (PSW) has increased drastically in the state of Kuwait, amounting to 13% of the waste load. Most ends up in landfills with only a minor percentage being recycled. In this study, a databank was established to include plastic manufacturers and converters in Kuwait. The aim was to assess the amount of plastic waste being generated from a number of sources. Types, quantities, and recycling information were gathered and fed into the databank. Kuwait was divided into five sectors to ease data gathering. A total of 37 companies and agencies related to plastic were integrated into the work, as well as information from a previously established databank for plastic waste bags. It was noted that most converters of plastic use in-house recycling schemes. Grades of polyethylene and polypropylene, as well as aliginic acid, polyacetals, and poly-styrene, are all considered major imports in the Arabian Gulf market, and especially in Kuwait. These grades possess an import value in excess of 20 million US dollars per year. The conclusions from this study could be used in neighboring countries in order to reduce PSW generated from the region.  相似文献

In Korea, generation of waste electrical and electronic equipment (WEEE), or electronic waste (e-waste), has rapidly increased in recent years. The management of WEEE has become a major issue of concern for solid waste communities due to the volumes of waste being generated and the potential environmental impacts associated with the toxic chemicals found in most electronic devices. Special attention must be paid when dealing with WEEE because of toxic materials that it contains (e.g., heavy metals, polybrominated diphenyl ethers, phthalates, and polyvinyl chloride). If managed improperly, the disposal of WEEE can adversely affect the environment and human health. Environmental regulatory agencies; electronic equipment manufacturers, retailers, and recyclers; environmental nongovernmental organizations; and many others are much interested in updated statistics with regard to how much WEEE is generated, stored, recycled, and disposed of. In Korea, an extended producer responsibility policy was introduced in 2003 not only to reduce the amount of electronic products requiring disposal, but also to promote resource recovery from WEEE; the policy currently applies to a total of ten electrical and electronic product categories. This article presents an overview of the current recycling practices and management of electrical and electronic waste in Korea. Specifically, the generation rates, recycling systems and processes, and recent regulations of WEEE are discussed. We estimated that 1 263 000 refrigerators, 701 000 washing machines, 1 181 000 televisions, and 109 000 airconditioning units were retired and handled by the WEEE management system in 2006. More than 40% of the products were collected and recycled by producers. Four major producers’ recycling centers and other WEEE recycling facilities are currently in operation, and these process a large faction of WEEE for the recovery of valuable materials. Much attention should still be paid to pollution prevention and resource conservation with respect to WEEE. Several suggestions are made in order to deal with electronic waste management problems effectively and to prevent potential impacts.  相似文献

The feasibility of the 3R concept tends to increase the reduction, reuse, and recycling of industrial waste. In this study, we investigated the feasibility of 3R methods to cope with industrial waste generated from high-density polyethylene production in Thailand. The sources and types of waste and existing waste management practices were identified. The four sources of waste generation that we identified were: (1) production, (2) packaging, (3) wastewater treatment, and (4) maintenance, distributed as 47, 46, 4, and 3 %, respectively. The main options for management were: sales to recycling plants (60.41 %), reuse and recycling (25.93 %), and industrial-waste landfilling (10.47 %). After 3R options were introduced, the proposed alternatives were found to be capable of reducing the amount of waste by 33.88 %. The results of life-cycle assessment (LCA) were useful for considering the environmental impact where 3R options were adopted. We also found that net greenhouse gas (GHG) emissions and other environmental impacts could be reduced when industrial waste diverted from landfill is used as alternative fuel. However, the cost of waste disposal seems to be the greatest obstacle for the adoption of 3R methods in Thailand.  相似文献

From environmental viewpoint, the most important advantage of compact fluorescent lamps (CFLs) is reduction of green house gas emissions. But their significant disadvantage is disposal of spent lamps because of containing a few milligrams of toxic metals, especially mercury and lead. For a successful implementation of any waste management plan, availability of sufficient and accurate information on quantities and compositions of the generated waste and current management conditions is a fundamental prerequisite. In this study, CFLs were selected among 20 different brands in Iran. Content of heavy metals including mercury, lead, nickel, arsenic and chromium was determined by inductive coupled plasma (ICP). Two cities, Tehran and Tabriz, were selected for assessing the current waste management condition of CFLs. The study found that waste generation amount of CFLs in the country was about 159.80, 183.82 and 153.75 million per year in 2010, 2011 and 2012, respectively. Waste generation rate of CFLs in Iran was determined to be 2.05 per person in 2012. The average amount of mercury, lead, nickel, arsenic and chromium was 0.417, 2.33, 0.064, 0.056 and 0.012 mg per lamp, respectively. Currently, waste of CFLs is disposed by municipal waste stream in waste landfills. For improving the current conditions, we propose by considering the successful experience of extended producer responsibility (EPR) in other electronic waste management. The EPR program with advanced recycling fee (ARF) is implemented for collecting and then recycling CFLs. For encouraging consumers to take the spent CFLs back at the end of the products’ useful life, a proportion of ARF (for example, 50%) can be refunded. On the other hand, the government and Environmental Protection Agency should support and encourage recycling companies of CFLs both technically and financially in the first place.  相似文献

Municipal services in the Palestinian Authority (PA) areas, including the West Bank and Gaza Strip (WBGS), are facing serious difficulties that have been intensified following the outbreak of the Palestinian uprising in late September 2000. The solid waste management services, being the most essential services provided by the municipalities and village councils, are mostly affected by the ongoing harsh situation and hence proper solutions that take into account the actual amount of generated municipal solid waste and its composition is a pre-requisite for planning proper treatment. Hence, a study was carried out to identify the actual status of solid waste in eight West Bank districts. A social survey was also conducted to collect information concerning the level of public awareness among communities surveyed to the perception of solid waste recycling and reuse. The results of the survey conducted in 2001–2002 were later reviewed during July–October 2008 to assess if the trend of domestic solid waste generation had changed. Based on the survey and post-assessment, it is found that political and economic conditions have both significantly impacted the trend of generated municipal solid waste and since no improvements in either condition are forthcoming, it is concluded that survey results could be used in a planning study. A possible handling of the generated wastes may entail transferring the recyclable waste to Israeli recycling industries, and in constructing three composting plants in different accessible locations in the West Bank.  相似文献
