ABSTRACT: The techniques of conflict analysis derived from game theory were applied to the Shoal Lake water supply conflict in southeastern Manitoba, Canada. The issue of conflict is the desire of an Indian Band in the area to build cottage lots near the intake for water supply for the City of Winnipeg. The City of Winnipeg contends that such a development would seriously affect the quality of water supplied to the City, thereby increasing its treatment costs significantly. The four major players defined for the conflict are the City of Winnipeg, Indian Band No. 40, the Province of Manitoba, and the Federal Department of Indian and Northern Affairs. The results of the conflict analysis suggest that the introduction of the provincial and federal government into the conifict will not assist significantly in its resolution and that further progress on the resolution is unlikely until the results of Federal Environment Assessment Review office hearing become available.  相似文献

Controversy between alternative uses of forests in Finnish Upper Lapland has been going on for decades, and in recent years it has been escalated to a serious conflict. The core of the conflict is the adverse impacts of forestry on old forests which are important grazing areas for reindeer and which are regarded as intact nature and wilderness areas. This paper describes the experiences of applying multi-criteria decision analysis interview approach on this conflict. The approach provides tools for structuring the problem and preferences of the stakeholders as well as for analyzing the effects of different alternatives in a common framework. We focus on the practical experiences gained from the application of this approach in this context. Multi-criteria decision analysis was found to be a useful approach to evaluate the economic, ecological and cultural aspects of this intense conflict. The obtained experiences also support the view that the approach works best when tightly integrated into the planning process.  相似文献

Water scarcity has become a key issue in water management. There are two contrasting positions regarding scarcity as a source of conflict or cooperation. Accordingly, it is worth exploring what exactly are the conditions that make water scarcity a source of conflict or cooperation. The history of water conflicts has shown that people are more likely to kill around a water hole than when conflicts grow into national or international issues. This suggests that there may be an inverse relationship between the level of violence and the scale at which the water conflict takes place. A common problem in environmental management has been the lack of effective mechanisms to handle conflict. In the majority of these cases, the main shortcoming was an inability of the parties to identify their differences. Therefore, this research explores the idea that understanding the causes of conflict from the outset, followed by an evaluation, at the local scale, of the conditions, is a necessary precondition to finding appropriate and sustainable solutions. With this background in mind, the objective of this paper is to employ a conflict assessment process in order to explore to the extent to which a collaborative dialogue among stakeholders can be an appropriate approach to conflict resolution. A case study in Mexico is employed as a testing ground.  相似文献

ABSTRACT: The solution of a water resource allocation problem by an alternative social arrangement is presented. Classical Austrian economic theory and the “new resources economics” provide both theoretical and practical evidence to support the development of well-defined, private property rights to the water resource in question. A conflict analysis demonstrates that management of the Manayunk Canal by a firm would reconcile existing confrontations through compromise use of the water resource. Benefit and cost calculations show that a compromise among industrial and recreational interests, currently competing in the political arena, would increase social benefits.  相似文献

This study explores conflict in recreational use of the Black Forest Nature Park (BFNP) by six different nature sports groups as a function of infrastructure, forest management and other users. A multi-step, methodological triangulation conflict model from US recreation management was applied and tested in the Park. Results from two groups, hikers and mountain bikers, are analysed in depth. The main conflict potentials were due to infrastructure and value conflicts. These were influenced by various visitor characteristics such as resource attachment, experiences, activity-style, expectations and motives. Results of quantitative data analysis were further interpreted by interviews with agency and group leaders. This methodological combination reveals a robust understanding of recreation conflict and management in the BFNP.  相似文献

The Devils Lake Emergency Outlet Diversion conflict is systematically studied from a strategic viewpoint using the Graph Model for Conflict Resolution in order to obtain insights about the resolution of this nagging international dispute. By modelling the conflict for the situation existing as of July 2005, just before the project began operation, the dispute is put into proper perspective and, subsequently, a stability analysis is carried out to obtain potential resolutions or equilibria. The results of a sensitivity analysis accurately predict the deal which actually took place when Canada and the American state of North Dakota reached a negotiated settlement. Finally, suggestions are put forward for improving the Boundary Waters Treaty of 1909 between Canada and the United States.  相似文献

ABSTRACT: Scarcity combined with differences in values, beliefs, and attitudes can lead to behavior differences and conflicts over water. This paper develops an index for measuring potential conflict using survey information about water attitudes and beliefs of individuals in three groups in a Florida case study. The index helps in assessing the current capability of the institution to reduce conflict. The results suggest that the current institution is effective, but changes may help to streamline the consumptive-use permitting process, to improve educational programs, and to seek improved institutional arrangements to reduce future conflict over economic uses of water.  相似文献

ABSTRACT: Faced with the necessity of meeting growing municipal water requirements in areas where available supplies are completely allocated, numerous cities throughout the West are turning to their eminent domain powers to affect a reallocation of water from less preferred uses to municipal uses, thus bringing about a sharp conflict with agricultural interests. As a basis for discussing these eminent domain powers, this paper begins with a brief review of the development of property rights. The existence of both private and public (social) rights in the “bundle of rights” is noted. In recent years the Public Trust Doctrine has been used to limit private rights in property, and to protect and strengthen social rights. A case study which focuses on a conflict between individual and social interests in water rights is discussed. This case involves the City of Thorton, Colorado which initiated municipal condemnation proceedings to acquire the water rights and structures of two nearby irrigation companies. The case represents an attempt to incorporate the spirit of the Public Trust Doctrine into legislation which sets forth procedures for resolution of similar water rights conflicts that will inevitably become more numerous throughout the West in the future.  相似文献

ABSTRACT: The application of a water balance model in finding “solutions” to the supply/demand problem was demonstrated using the South Platte River basin as a case study. Solutions were ascertained by hand, using both “average” and “stress” supply/demand conditions, and were developed for 1980, 2000, and 2020; nonquantifiable boundary conditions were incorporated by judgement. The solution obtained for a particular set of conditions is not unique and has strong normative characteristics; thus it must be judged by various interest groups having different ethical positions. The water balance model has a tabular display format and so the “model” is merely a simple table, i.e., a “water balance table.” In this work the water balance table was displayed on an eight-foot by eight-foot color-coded magnetic board. The board provides a means to both find and display the needed supply/demand “solution.” The tabular display facilitates understanding of the systemwide solution and the formulation of value judgments. Based upon these value judgments and an initial “straw man” solution, successive negotiated solutions can be found which can minimize “conflict.”  相似文献

ABSTRACT: The history of the Milwaukee water pollution abatement program is examined as a case study to investigate the costs of conflicting environmental policy. The recent U.S. Supreme Court decision concerning the Milwaukee case is described as a milestone in U.S. water pollution abatement policy which will help preclude the type of environmental policy conflict which has been found to be so costly to Milwaukee. ABSTRACT: This analysis identifies two basic structural features of Colorado's water management system which inhibit constructive reform and perpetuate inefficiencies in water use and distribution patterns. These features are: (1) the fragmentation of authority and influence over water, and (2) the estrangement of interest in reform from formal control over water policy. These interrelated features have continued to produce: sporadic, high conflict battles over proposed changes in the status quo; decision making which tends to exaggerate the importance of narrow, special interests while virtually ignoring legitimate interests of major sectors of the public; an inertia which discourages innovation; and an agglomeration of rules and water rights that are predicated on obsolete social and economic needs. Two radical proposals for reforming the state's water resource management system in order to overcome these problems and to enhance the probability that wise water policy will result are offered. These proposals are: (1) the abolition of the present system of water rights founded on the doctrine of prior appropriation, and (2) the consolidation of authority over water allocation in a single board of governors.  相似文献

There is a need for specific knowledge of what people can do to mitigate harmful water conflicts. This need is evident in the rural dry tropics of Central America where people face climate change impacts, inefficient water management, and social tension. To address this need, we investigated why some local water conflicts escalated to violence and why other potential conflicts were avoided in Guanacaste Province, Costa Rica. We used interviews, focus groups, and a stakeholder workshop to analyse five cases. We found that violent actions only occurred when rural groups opposed government agencies in settings without mediating leadership. With one exception in a circumstance aggravated over many years, water users did not take violent action against competing water users. Distrust, which has been formed by legacies of ineffective rural stakeholder engagement, diminished the credibility of water-related information used in decision processes and thus prolonged conflicts. Active community-based groups respected by both rural constituencies and government agencies helped some people avoid difficult conflicts. Self-organised groups in other areas struggled to address disputes in settings with contested property rights, high socio-economic inequality, and low human capital. Using insights from Guanacaste, we outline practical conflict mitigation strategies fitted to a range of local water governance contexts found in rural Central America. Results suggest the need for incorporating certain types of peace-building processes in water management and development. The study provides a foundation for policy-makers, water managers, and other stakeholders to more effectively manage water disputes and avoid harmful conflicts in challenging regions.  相似文献

ABSTRACT: In this paper we seek to identify historical indicators of international freshwater conflict and cooperation and to create a framework to identify and evaluate international river basins at potential risk for future conflict. We derived biophysical, socioeco‐nomic, and geopolitical variables at multiple spatial and temporal scales from GIS datasets of international basins and associated countries, and we tested these variables against a database of historical incidents of international water related cooperation and conflict from 1948 to 1999. International relations over freshwater resources were overwhelmingly cooperative and covered a wide range of issues, including water quantity, water quality, joint management, and hydropower. Conflictive relations tended to center on quantity and infrastructure. No single indicator—including climate, water stress, government type, and dependence on water for agriculture or energy—explained conflict/cooperation over water. Even indicators showing a significant correlation with water conflict, such as high population density, low per capita GDP, and overall unfriendly international relations, explained only a small percentage of data variability. The most promising sets of indicators for water conflict were those associated with rapid or extreme physical or institutional change within a basin (e.g., large dams or internationalization of a basin) and the key role of institutional mechanisms, such as freshwater treaties, in mitigating such conflict.  相似文献

This paper develops the idea that the principle of equitable utilization must be applied in concert with sustainable water use not only in the resolution of specific disputes but in the cooperative management of water resources in general. It illustrates this point with two different cases involving the use of the Danube River. The first is the conflict over the Gabcikovo Nagymaros Dam, which now rests before the International Court of Justice. The author argues that a narrow legal ruling that fails to take into account broader issues of equitable utilization as they relate to sustainable development will not satisfactorily address the long-term questions at stake between the parties. The second involves the situation in the Danube Delta where the potential for conflict exists, but may be minimized through the convention and institutional framework developed to address the environmental degradation and pollution of the Danube River basin, which is based in part on the principle of equitable utilization and the goal of achieving more sustainable water use. The paper provides a brief overview of the geographical features of the Danube River and international water law. It then explores the principle of equitable utilization and sustainable water use in light of the two cases and discusses the implications for the resolution and management of conflicts involving internationally shared water courses.  相似文献

Multivariate statistical techniques such as cluster analysis (CA), factor analysis (FA) were used for the evaluation of spatial variations and the interpretation of a large complex water quality data set of two selected estuaries of Malaysia. The two locations of interest with 10 sites in each location were Kuala Juru (Juru estuary) and Bukit Tambun (Jejawi estuary). Cluster analysis showed that some sites in both locations have similar sources of pollution from point or non-point sources whereas FA yielded four factors which are responsible for water quality variations explaining more than 80% of the total variance of the data set and allowed to group the selected water quality. Correlation analysis of the data showed that some parameters have strong association with other parameters and they share a common origin source. This study illustrates the usefulness of multivariate statistical analysis for evaluation and interpretation of complex data sets to get better information about the pollution sources/factors and understanding the behavior of the parameters in water quality for effective river water quality management.  相似文献

Excessive exploitation of and skewed access to dwindling water resources raise serious water justice concerns. Environmental justice movements and related literature have raised critical questions regarding the unequal distribution of the costs and benefits of a development paradigm that is founded on excessive exploitation and appropriation of natural resources. This paper explores the growing relevance of a water justice framework that addresses both the social and ecological aspects of water use and appropriation, with reference to a four-decade long water conflict over the Chaliyar River in Kerala, South India. It highlights how ecosystem degradation and denial of justice go hand in hand. The paper argues that the framing and articulation of the conflict in a partisan manner led to the glossing over of certain critical features, thus preventing a full view of water injustices. It also failed to inform subsequent policies and practices in this regard.  相似文献

ABSTRACT: A method of project planning for systematically assessing and recording impacts of alternative timber harvest startegies for subareas of a sale planning area is presented. This method uses an interdisciplinary team composed of specialists and decisionmaker to develop and analyze treatment alternatives and uses impact prediction matrices with explicit evaluation criteria to illustrate and record ratings of impacts on resource factors. The method is a system for organizing, for discovering appropriate alternatives, for facilitating interaction, and for documenting environmental analysis. It provides for decisionmaker control over the project, for exchange of value perspectives, and for reduction in conflict between specialists. The quality of decisions which result from the method presented depends upon the information available and the effectiveness of interaction between all members of the interdisciplinary team.  相似文献

Water companies have to ensure that supply and demand for water are kept in balance. This can necessitate the development of new sources of supply that may conflict with local wildlife interests. The paper reviews the policy background to this problem in the UK. It then presents an appraisal of a project to artificially recharge an aquifer with river water during the winter period, and abstract the water in the summer to augment shortages during drought conditions. The research investigates the preference trade-offs of water company customers between increasing security of supply and potential environmental impacts on local wetland sites and river flows. A cost-benefit analysis of the project is presented. The study also reveals a disparity between the site-specific valuation and that generated using the Environment Agency's approved benefit transfer guidelines.  相似文献
