A method of predicting and comparing the immediate impact of different environmental policies and of selecting the optimal policy is suggested in this paper. The degradation of water quality by a polluting industry is used to demonstrate this approach. Aggregation over this industry consists of firms with “putty clay” properties in production, and credit constraints in the capital market generate the macrorelations. The macrorelations which depend on the level of the policy variables are expressed in terms of probabilities and moments of the distribution of the microrelations and are used for different planning purposes.  相似文献

The long-run efficiency properties of regulatory instruments are examined in a multiple-input framework. The effluent tax and tradeable permit are shown to be efficient with free entry and exit of small firms. The existing literature (i) examines bycatch and discard behavior in a static framework and (ii) treats bycatch as a deterministic process uniform across vessels. Using a dynamic representative agent model in a two-stock resource, this paper explores strategic interactions between a social planner and two groups of harvesters, one of which imposes a stochastic “technological externality” (bycatch) on the other. In addition to limitations on entry and the number of trips taken in each industry, three bycatch control instruments are compared to the unconstrained case: taxes, trip limits, and value-based quotas. Implementation and enforcement costs aside, taxes dominate both types of quota, and value limits outperform trip limits by eliminating one type of discarding. In simulations, relative performance depends upon variance in the bycatch process, differences in the ex vessel prices of stocks, relative efficiency of the harvester types, and fixed costs on the trip and industry margins.  相似文献

This series of articles titled “Regulatory Ecotoxicology” is intended to (i) elucidate the legal background, general principles and instruments of ecotoxicological risk assessment of chemicals, (ii) exemplify the thinking and functioning of regulatory decision making, (iii) illustrate the consulting and decision making processes in risk assessment of chemicals, (iv) communicate different positions on controversial regulatory topics and (v) highlight recent trends in regulatory ecotoxicology. Both discussion papers and scientific articles are contributed by authors representing all stakeholders involved (administrative bodies, industry, academia, environmental associations). The issues addressed cover all relevant substance groups, methods and regulatory instruments (biocides, plant protection products, pharmaceuticals, wastewater treatment, REACH, Water Framework Directive).  相似文献

Aim and Background

In 1999, under German Presidency, the European Council asked the European Commission to set up an approach with new instruments for a new European strategy on chemicals management. In 2001, the Commission subsequently published a White Paper called ‘Strategy for a future European chemicals policy’. After intensive discussions with all involved parties, a proposal for a new Regulation, called REACH, was brought in to Council and Parliament (co-decision procedure) in October 2003. Different impact assessments concerning the strategy of the White Paper presumed dramatically increasing costs for the chemical industry. Due to these discussions, the Government of North Rhine-Westphalia decided to conduct a pilot project on workability of the new requirements in the second half of 2003. The parties involved were administrations, producers, industrial associations, unions and NGOs. The focus was not to test the entire Regulation, but to analyse the practicability of selected processes, evaluations, and communication processes connected with the registration of substances.

Results

Examining the requirements and processes with regard to their realization in practice, resulted in a list of well-founded proposals. These proposals concern modification in the Regulation itself, implementation tools required, and guidelines which will need to be available before the REACH system is launched. The pivot questions of the pilot testing were the acceptance of data of substance-effects and their evaluation in different application areas. The registration Agency (played by the German Competent Authorities) checked the presented documents concerning completeness and plausibility. For all presented papers inquiries were needed In summary, the simulation has provided concrete evidence of where and why REACH may cause problems. Lack of simple instruments and corresponding knowledge for conducting exposition scenarios were noticed. The simulation process facilitated a new communication of all parties along the supply chain. In addition, the development of new networks could be observed to ease co-operation between authorities and those active on the market. These networks continue to exist even after cessation of the pilot trial.  相似文献

Inefficient environmental instruments and the gains from trade   总被引:1,自引:0,他引:1  
The primary result from the trade and environment literature is that countries never lose from trade liberalization as long as they implement optimal pollution targets or if they hold emissions constant. These results are derived in models where the regulators use efficient instruments such as tradable permits or emission taxes. Regulators, however, continue to prefer command and control instruments. I show that regulation under these inefficient instruments (such as design standards or concentration standards) can lead to net losses under trade liberalization even if emissions are optimally adjusted for trade. Furthermore, holding the line on emissions need not guarantee welfare improvements either. The problem is that institutional distortions, the excess costs of inefficient instruments, can rise with trade and offset the material gains from trade. Hence the presumption that we can achieve gains from trade by considering only the level of emissions fails to recognize that the mode of regulation also matters.  相似文献

Enacting market-based environmental regulation, such as emissions taxes and cap-and-trade programs, often create rents that are contested by agents. In this paper, we create a framework that compares social welfare from alternative market-based environmental policy instruments under the presence of rent seeking. We show that, contrary to the commonly held view, non-revenue-raising instruments (NRRIs) are in many cases preferable over revenue-raising instruments (RRIs). We find that the choice of instrument depends on the size of a potential revenue-recycling effect and the level of preassigned rents.  相似文献

This ecological study aimed, through the analysis of 1,146 wards in the South West of England (1998–2002), firstly, to examine whether chemical incidents and public casualties are more likely near complex industry (emissions to land, air or water: Integrated Pollution Control industry, IPC) or industry with emissions to air only (Local Air Pollution Control industry, LAPC). Secondly, the study examined whether industry, incidents and casualties are found close to deprivation. Social inequalities were examined across quintiles of wards. Fifty-two wards (4.5%) contained an IPC industry and 712 (62.1%) an LAPC. Incidents occurred in 132 wards (11.5%), with casualties in 59 (5.1%). Chemical incidents occurred more frequently in wards with LAPC (152, IPC 20); the same was true of casualties (211, 12). With each additional LAPC site in a ward, the risk of an incident rose by 22% (95% confidence interval [CI] 8–38%), suggesting a dose–response relationship. No clear social inequalities were found. In the South West of England, the public are more likely to be affected by an incident occurring at a simple LAPC site rather than a complex IPC site. This has implications for emergency planning which, at present, focusses most attention on the larger, more complex IPC sites.  相似文献

Although set-up costs are prevalent and substantial in natural resource extraction, it is known that a Walrasian competitive equilibrium cannot exist in simple extraction models with set-up costs. This paper demonstrates that this result is sensitive to the assumption of unlimited extraction capacity and derives sufficient conditions for existence. An equilibrium exists if extraction is limited such that each firm earns sufficient surplus to cover its set-up costs or if firms choose extraction capacity subject to non-increasing returns. The resulting competitive equilibrium price either grows at the rate of interest when total extraction is below industry capacity or is constant when industry capacity is fully utilized. In the equilibrium, identical deposits are opened simultaneously, and set-up costs for new deposits are incurred when the industry has excess capacity rather than when capacity is fully utilized.  相似文献

In the 1980s conflicts over the extraction and use of natural resources will increase. While some of these controversies are unavoidable, many are manufactured when people choose inappropriate methods for responding to problems. This paper explores five ways industry creates its own problems and how it can avoid doing so. They are: failure to provide adequate information to the public; relying on stereotypes in making decisions; ignoring a problem, hoping that it will disappear; assuming that technical solutions are sufficient to solve a problem; depending on archaic techniques for conducting business with the public. This paper provides evidence of market power in the transportation of ethanol used in reformulated gasoline and alternative transportation fuels. I estimate a reduced form model for railroad route-level prices. My identification strategy instruments for railroad entry, controls for selection and explicitly models capacity constraints. A detailed understanding of this industry is important because U.S. environmental policies seek to substantially expand ethanol use. Evidence of market power may alter the types of policies pursued by lawmakers. I find that ethanol shipment prices are lower for more competitive routes. I also find evidence that railroads price discriminate based on environmental regulation at route destinations. Monopolist prices for shipments to carbon monoxide non-attainment areas are 3% higher than shipments to other destinations. This price premium falls sharply with increased competition. This suggests a perverse result where environmental regulation increases the price of a clean input.  相似文献

Petrochemical industry have severe problem in disposing effluent and semisolid sludge despite repeated recycling. It requires further treatment prior to disposal of sludge. In recent years biological treatment methods received much attention and considered as an efficient low-cost treatment. One such method is vermiculture treatment The end product of vermicompost is rich in essential micro and macronutrients along with microorganisms in a very simple form. Adding cast, not only improves the soil structure and fertility but also leads to improvement in overall plant growth and thus increase their yield. The present study was carried out to dispose the petrochemical sludge biologically using an exotic earthworm Eudrilus eugineae. The petrochemical sludge at various concentrations 25, 50 and 75% were subjected to vermicomposting treatment for a period of 60 days. During the period of study, data were collected on life form of earthworm and chemical analysis of the sludge before and after treatment. The microbial analysis was carried out fortnightly. The results indicate that 25 and 50% concentration of sludge was ideal for the vermicomposting, whereas the higher concentration inhibits the vermicomposting.  相似文献

In 1986, New Zealand responded to the open-access problem by establishing the world's largest individual transferable quota (ITQ) system. Using a 15-year panel dataset from New Zealand that covers 33 species and more than 150 markets for fishing quotas, we assess trends in market activity, price dispersion, and the fundamentals determining quota prices. We find that market activity is sufficiently high in the economically important markets and that price dispersion has decreased. We also find evidence of economically rational behavior through the relationship between quota lease and sale prices and fishing output and input prices, ecological variability, and market interest rates. Controlling for these factors, our results show a greater increase in quota prices for fish stocks that faced significant reductions, consistent with increased profitability due to rationalization. Overall, this suggests that these markets are operating reasonably well, implying that ITQs can be effective instruments for efficient fisheries management.  相似文献

Title III of the 1990 Clean Air Act Amendments requires the Environmental Protection Agency to regulate 189 air toxics, including emissions from by-product coke ovens. Economists criticize the inefficiency of uniform standards, but Title III makes no provision for flexible regulatory instruments. Environmental health scientists suggest that population exposure, not necessarily ambient air quality, should motivate environmental air pollution policies. Using an engineering-economic model of the United States steel industry, we estimate that an exposure-based policy can achieve the same level of public health as coke oven emissions standards and can reduce compliance costs by up to 60.0%.  相似文献

Climate change is a key threat to biodiversity. To conserve species under climate change, ecologists and conservation scientists suggest 2 main conservation strategies regarding land use: supporting species’ range shifts to enable it to follow its climatic requirements by creating migration pathways, such as corridors and stepping stones, and conserving climate refugia (i.e., existing habitat areas that are somewhat buffered from climate change). The policy instruments that could be used to implement these conservation strategies have yet to be evaluated comprehensively from an economic perspective. The economic analyses of environmental policy instruments are often based on ecological effectiveness and cost-effectiveness criteria. We adapted these general criteria to evaluate policy instruments for species’ conservation under climate change and applied them to a conceptual analysis of land purchases, offsets, and conservation payments. Depending on whether the strategy supporting species’ range shifts or conserving climate refugia is selected, the evaluation of the policy instruments differed substantially. For example, to ensure ecological effectiveness, habitat persistence over time was especially important for climate refugia and was best achieved by a land-purchase policy instrument. In contrast, for the strategy supporting range shifts to be ecologically effective, a high degree of flexibility in the location of conserved sites was required to ensure that new habitat sites can be created in the species’ new range. Offset programs were best suited for that because the location of conservation sites can be chosen comparatively freely and may also be adapted over time.  相似文献
