The views expressed here are the author's and do not necessarily reflect an expression of opinion on the part of the United Nations. The objective of sustainable development is to integrate environmental concerns with mainstream socio-economic policies. Integrated policies need to be supported by integrated data. Environmental accounting achieves this integration by incorporating environmental costs and benefits into conventional national accounts. Modified accounting aggregates can thus be used in defining and measuring environmentally sound and sustainable economic growth. Further development objectives need to be assessed by more comprehensive, though necessarily less integrative, systems of environment statistics and indicators. Integrative frameworks for the different statistical systems in the fields of economy, environment and population would facilitate the provision of comparable data for the analysis of integrated development.  相似文献

This paper steps into the minefield that is urban sustainability studies. It defends a rigorous definition of sustainable development called Environmental Space. This approach starts from the assumption that (1) there are limits to the biophysical capacity of the ecosystem and (2) that — within these limits — each individual has equal access rights to natural capital. On this basis, per capita sustainable consumption targets are calculated which can be (and are being) used as policy objectives. The paper explores how environmental space has influenced local sustainability politics in Edinburgh, Scotland. By doing so, it finds that environmental space targets are still far from being achieved. Reasons for this failure are investigated and Edinburgh's continued commitment to the material growth of her economy is identified as one key barrier. This point is illustrated through the investigation of recent policy decisions in Edinburgh which were justified as being necessary for growth, but which clearly contradict the aims of sustainable development.  相似文献

The adoption of democracy and the market economy ideology in post-communist Central and Eastern Europe is encouraging changes in rural public land policy. A system of state public land is being partly dismantled, to be replaced by private ownership.This paper exploresthe present dynamics of the rural public land reprivatization process in Slovakia. In Slovakia approximately 40% of rural public land are being reprivatized. Evidence indicates that the reprivatization of public land is having a detrimental effect on the management of State Forests, National Parks and game management.The integrated, centrally planned public land system of the communist era is being fragmented by reprivatization. This paper argues that this process is creating barriers to the achievement of the sustainable management of the natural resources of rural Slovakia. Recent Governmentof Slovakia laws and policies on sustainable development and environmental management, and adherence to international environmental conventions may provide opportunities for enlightened change in the reprivatization process. A public land system in a democratic free market economy can be an effective mechanism to secure the protection and the sustainable managementof forests, farmland, game, outstanding landscapes and wildlife. This is an opportune time to debate the future of rural public land in Central and Eastern Europe in order that enlightened policy making may be fostered.  相似文献

Nigeria has abundant deposits of oil and natural gas and their exploitation has improved the economy substantially, but with serious environmental costs. Severe ecological damage has occurred in the Niger Delta area where most of the oil industries are based. Statutory rules and regulations for environmental protection applicable to the oil industry in Nigeria appear to be generally inadequate and ineffective. So far, air pollution has not been properly addressed. Natural gas is still being flared from many oil wells, with serious air pollution problems and a waste of this resource. The legal control of air pollution in the light of the ongoing operations of liquified natural gas (LNG) and compressed natural gas (CNG) projects is advised along with other measures for environmental quality, control and the conservation of resources.  相似文献

ABSTRACT

Bioeconomy is a new political and economic buzzword that frames many proposed pathways to sustainable regional development in Europe, particularly in rural, biomass rich areas. Dissected by research into various strands, visions, shades of “green” and presented by bioeconomy stakeholders through regional examples and self-promoting bio-clusters, the socio-spatial processes of regional assemblages are often ignored in these accounts. Based on a prominent Finnish example, this case study employs the concept of bioassemblage to display the socio-spatial positionalities of regional bioeconomy development in the places of materialisation. Furthermore, it ties the spatial (re-)production of bioassemblages to their role as bioeconomy policy translation loops and consequently provides insights into the processes of bioeconomy policy mobility, translation and mutation. Examining the positionalities in a bioassemblage presents a complex and frequently shifting local environment accompanied by unequal power topologies and means of territorialisation. Shallow policy narratives create problematic mismatches between the “best-practices” employed by policy makers and regional bioeconomy materialisation in the places themselves. While the study makes no assumption on the sustained future of bioeconomy development, it shows that current processes enable the externalisation of risks at industrial sites, restrict wider participation and discredit the important role of institutional actors in development.  相似文献

土壤环境质量作为土壤质量的重要组成部分之一,是表征土壤容纳、吸收和降解各种环境污染物的能力。目前对土壤环境质量定义尚无统一的意见,陈怀满教授给出了土壤环境质量的参考定义,指出土壤环境质量是在一定的时间和空间范围内,土壤自身性状对其持续利用和其他环境要素,特别是对人类或其他生物的生存、繁衍以及社会经济发展的适宜性。本文从土壤污染、环境容量、污染物迁移转化、生态安全以及修复技术等角度回顾了国内外土壤环境质量的研究内容。对今后土壤环境质量的发展趋势进行了展望,指出土壤环境质量在我国的研究和应用还比较薄弱,在土壤持续污染物防治、土壤污染风险评价等方面急需加强。随着我国环境形势日益严峻,土壤环境污染机理及其防治也提上议事日程,土壤环境质量的研究和应用对于我国的农业安全、食品安全、生态安全都具有极为重要的理论和现实意义。  相似文献

洞庭湖是长江流域重要的调蓄滞洪区、物种基因库和商品粮基地,具有重要的战略地位。然而由于人类不合理的开发利用致使湖泊功能和效益不断下降。系统认识洞庭湖自然、社会经济属性,揭示其内在的演变规律,有助于洞庭湖区资源的合理配置、环境保护和经济的可持续发展。本文从土地利用/覆被变化、洪涝灾害等方面,综述了洞庭湖的研究进展。研究结果表明目前对洞庭湖研究的深度和广度均不够,洞庭湖作为通江湖泊的复杂性和不确定性、研究思路方法创新意识不够、基础数据难以获得、洞庭湖区血吸虫病害严重等是洞庭湖研究难以深入的主要原因。最后从洞庭湖流域土地利用/覆被变化及其水文效应与调控研究、洞庭湖区洪灾风险评价与区划研究两个方面展望了今后研究的重点。  相似文献

Successful transitions to a sustainable bioeconomy require novel technologies, processes, and practices as well as a general agreement about the overarching normative direction of innovation. Both requirements necessarily involve collective action by those individuals who purchase, use, and co-produce novelties: the consumers. Based on theoretical considerations borrowed from evolutionary innovation economics and consumer social responsibility, we explore to what extent consumers’ scope of action is addressed in the scientific bioeconomy literature. We do so by systematically reviewing bioeconomy-related publications according to (i) the extent to which consumers are regarded as passive vs. active, and (ii) different domains of consumer responsibility (depending on their power to influence economic processes). We find all aspects of active consumption considered to varying degrees but observe little interconnection between domains. In sum, our paper contributes to the bioeconomy literature by developing a novel coding scheme that allows us to pinpoint different aspects of consumer activity, which have been considered in a rather isolated and undifferentiated manner. Combined with our theoretical considerations, the results of our review reveal a central research gap which should be taken up in future empirical and conceptual bioeconomy research. The system-spanning nature of a sustainable bioeconomy demands an equally holistic exploration of the consumers’ prospective and shared responsibility for contributing to its coming of age, ranging from the procurement of information on bio-based products and services to their disposal.

We present a simple dynamic model to get some key insights about the substitution of renewable for nonrenewable resources and the consequences for sustainability. We highlight the role of the elasticity of substitution (technological component) to determine the adjustment of production as a response to scarcity and growing ability of resources (environmental component). In some cases, the model predicts a smooth substitution of renewable for nonrenewable resources, but this process could work in the opposite direction if renewable resources are temporarily beyond their maximum sustainable yield, so that their marginal natural growth is negative. If substitution possibilities are high enough, it may be optimal to suspend the extraction of a resource to allow the biomass to regenerate. A production process is more likely to be sustainable the more heavily it depends on renewable, rather than nonrenewable resources.  相似文献

This paper describes new environmental policies and expanded administrative agencies which in recent years have been adopted by many governments faced with a continuing decline in the quality of their environments. In a number of developed and developing countries, devising a far reaching environmental policy for sustainable development of the natural resources sector is a national priority. Specific environmental policies may be classified according to objectives, timeframe, mechanisms for implementation, whether or not they are binding, and the nature of sanction. This paper provides some generalizations about certain features common to most environmental policies. In the first section an examination is made of some of the most pressing problems which environmental policies relating to natural resources seek to address. The second section discusses environmental policies themselves. The third section, which makes up the main body of the paper, assesses the strengths and weaknesses of a variety of mechanisms available for implementing environmental policies to promote sustainable development in the natural resources sector.  相似文献

Economic sustainability or intergenerational equity entails maintaining social well-being by decisions about investments in different types of assets. Under certain conditions, consumption can be sustained by depleting resources, or various kinds of natural capital, while building up other kinds of capital. Theoretically, the choices involve the use of a set of accounting prices. The question becomes one of finding and implementing accounting prices that express the roles of the various capital goods in achieving the objective of the economy.Hartwick's rule holds that an economy can be sustained if the value of the total, net investment in the economy, evaluated at those accounting prices, is zero. The rule applies to a special, abstract economic model which expresses a social objective different from the discounted-utilitarian objective on which national accounting is based. Different objectives give rise to different accounting prices. Because the prices may not be right, the zero net-investment rule using available national-accounting prices cannot generate a condition for sustaining an economy.Still, environmental accounting is a tool which, used prudently, can make an important contribution to social decision-making. This paper expands upon these ideas by discussing the incorporation of natural resource and intangible environmental costs and benefits into green accounting at the firm as well as the economy level. Common techniques of mine valuation and standard corporate accounting are the bases for this extension to the valuation of and accounting for decisions concerning the environment.  相似文献

Summary The concept of sustainable development, is increasingly being proposed as a means to avoid the impasse between economic development and environmental protection. In this paper, the incorporation of the concept of sustainable development into policy-making in both Japan and the European Union is examined. A particular variation in response between the two has been in relation to encouraging the development of environmental or clean technologies, a key element in achieving sustainable development. The benefits of an early lead in environmental technology may result in gains to the economy. A unique pastoral community uses the arid rangelands of eastern Ladakh, known as Changthang, northern India. The nomadic people rear a variety of livestock such as sheep, goats, horses and yaks, which provide them with various goods and services. Nevertheless, the needs and aspirations of the people are changing. There is a trend towards increasing the livestock population, especially of a breed of goat that produces one of the finest natural fibres: Pashmina, which is the mainstay of their economy. This increase in goat population, however, is jeopardising the long‐term survival of the wild herbivores in the region, and as such is not sustainable. We present information on the current trends in socio‐economy, Pashmina production, wildlife conservation, and the conflicts of interest between wildlife and nomads in the region. On the basis of this information, we make suggestions for the conservation of natural resources in the region. We recommend preserving the historical societal norms and notions of the people, and capitalising on them to manage natural resources. We also recommend joint management of natural resources by the local people, State and non‐governmental organisations. Our findings provide a platform on which a grazing policy for the region may be formulated.  相似文献

Common property resources (CPR) tend to be particularly susceptible to depletion and degredation. This creates problems for sustainable development and for resource stewardship in general since many of the key global resources are common property. The article explores the different definitions of CPR and the traps associated with the harvesting of CPR without understanding the social, economic, and environmental costs related to their exploitation. The commons problem may be approached in terms of a private property solution, the allocation of individual quotas to fishermen, or a communal property solution in which communities of fishermen basically manage their own fisheries. The offshore fishery of Barbados lends itself to the private property solution, and the inshore fishery of Jamaica, to the communal property solution.Drawing from case studies of Jamaica and Barbados fisheries, four principles of CPR use are proposed: (a) the solution of the CPR problem starts with the control of access to the resource, (b) increasing production from a CPR depends on the conservation of the resource base, (c) the sustainable utilization of a CPR is closely connected to the use of technology appropriate for the harvest, and (d) local-level management improves prospects for the sustainable use of a CPR. The case studies illustrate that there may be local, national, and international levels of interest over the resource. Hence, the successful management of such resources as Barbados and Jamaica fisheries requires that conflicting demands for the resources be taken into account, perhaps using a cooperative management approach.  相似文献

China is confronted with the dual task of developing its national economy and protecting its ecological environment. Since the 1980s, China's policies on environmental protection and sustainable development have experienced five changes: (1) progression from the adoption of environmental protection as a basic state policy to the adoption of sustainable development strategy; (2) changing focus from pollution control to ecological conservation equally; (3) shifting from end-of-pipe treatment to source control; (4) moving from point source treatment to regional environmental governance; and (5) a turn away from administrative management-based approaches and towards a legal means and economic instruments-based approach. Since 1992, China has set down sustainable development as a basic national strategy. However, environmental pollution and ecological degradation in China have continued to be serious problems and have inflicted great damage on the economy and quality of life. The beginning of the 21st century is a critical juncture for China's efforts towards sustaining rapid economic development, intensifying environmental protection efforts, and curbing ecological degradation. As the largest developing country, China's policies on environmental protection and sustainable development will be of primary importance not only for China, but also the world. Realizing a completely well-off society by the year 2020 is seen as a crucial task by the Chinese government and an important goal for China's economic development in the new century, however, attaining it would require a four-fold increase over China's year 2000 GDP. Therefore, speeding up economic development is a major mission during the next two decades and doing so will bring great challenges in controlling depletion of natural resources and environmental pollution. By taking a critical look at the development of Chinese environmental policy, we try to determine how best to coordinate the relationship between the environment and the economy in order to improve quality of life and the sustainability of China's resources and environment. Examples of important measures include: adjustment of economic structure, reform of energy policy, development of environmental industry, pollution prevention and ecological conservation, capacity building, and international cooperation and public participation.  相似文献

At first ‘sustainable mining’ could be perceived as a paradox—minerals are widely held to be finite resources with rising consumption causing pressure on known resources. The true sustainability of mineral resources, however, is a much more complex picture and involves exploration, technology, economics, social and environmental issues, and advancing scientific knowledge—predicting future sustainability is therefore not a simple task. This paper presents the results from a landmark study on historical trends in Australian mining, including ore milled, ore grades, open cut versus underground mining, overburden/waste rock and economic resources. When complete data sets are compiled for specific metals, particular issues stand out with respect to sustainability—technological breakthroughs (e.g. flotation, carbon-in-pulp), new discoveries (e.g. uranium or U), price changes (e.g. Au, boom/bust cycles), social issues (e.g. strikes), etc. All of these issues are of prime importance in moving towards a semi-quantitative sustainability model of mineral resources and the mining industry. For the future, critical issues will continue to be declining ore grades (also ore quality and impurities), increased waste rock and associated liabilities, known economic resources, potential breakthrough technologies, and broader environmental constraints (e.g. carbon costs, water). For this latter area, many companies now report annually on sustainability performance—facilitating analysis of environmental sustainability with respect to production performance. By linking these two commonly disparate aspects—mining production and environmental/sustainability data—it becomes possible to better understand environmental sustainability and predict future constraints such as water requirements, greenhouse emissions, energy and reagent inputs, and the like. This paper will therefore present a range of fundamental data and issues which help towards quantifying the resource and environmental sustainability of mining—with critical implications for the mining industry and society as a whole.  相似文献
