ABSTRACT: In many of the limited water resource areas of the western United States most water supplies have been put to beneficial uses. Energy, a fast expanding high-priority water use, is making challenging demands for these limited supplies. Can water supplies be stretched, supplemented, or redirected so that present uses can be maintained and energy water needs satisfied? The Bureau of Reclamation is investigating innovative methods of water management, reregulation, and use to meet these demands. Related programs under study include potentials for: development of additional hydroelectric power, installation of low-head turbines in western water courses, utilization of pumped storage and underground storage, use of geo-thermal heat, extension of water supplies through more efficient irrigation systems and practices, and weather modification.  相似文献

Abstract: Rapidly growing regions such as the western United States face difficult challenges in mobilizing new water supplies to meet new demands. Environmental concerns have curtailed the scope for large new surface storage projects, and widespread basin overdraft has limited ground water’s potential as a source of expansion. Drawing on the California experience, this article explores modern water planning approaches, which focus on a portfolio of options including nontraditional sources (recycling, desalination, underground storage) and more efficient use of existing supplies (conservation and water marketing). It reviews the advantages and drawbacks of the elements of the portfolio, provides examples of innovative planning approaches, and assesses the role for supportive government policies.  相似文献

ABSTRACT: Texas is one of the states in which limitations in water supplies could severely constrain economic growth in certain areas. The traditional planning approach for addressing this problem has involved devising schemes for large water development projects, which for many years included the importation of water from other states. Now the attitude towards water resource management is changing, and it is generally agreed that better management of existing supplies is the preferred approach. In this paper we review some of the changes that have recently occurred in Texas, including attempts to streamline the water institutions in such a way that they might be more responsive to the need for more comprehensive management of water resources statewide, with greater emphasis on social and environmental concerns.  相似文献

To demonstrate the benefits of water conservation at the household level in regional Victoria in Australia, a family house “Sharland Oasis” was designed and built according to an ecologically sustainable design for improved water and energy efficiency. This study has demonstrated that the combined use of alternative water supplies together with water efficient appliances can save up to 77% of total potable water use compared to the average 1990s household water use in the same region considering the location and differing in water use approach. The use of rainwater inside the home alone saved up to 40% of potable water use. In addition to the water savings, there is a significant wastewater discharge saving achieved through the use of water conservation strategies and greywater reuse. A community survey undertaken in regional Victoria revealed that community receptivity for reusing greywater is highest for uses, such as watering gardens and flushing toilets; but it progressively decreased with increasing personal contact with greywater. Positive perception of greywater reuse needs to be encouraged through programs targeted at developing resources, skills and motivation for new water reuse practices and technologies, across a diverse range of social groups.  相似文献

ABSTRACT As urban expansion outstrips water supplies, the usual solution is to build pipelines to bring in water from sources farther afield. Such water supplies may act as either a leader of urban development or as a follower. In either case, this engineering approach to the provision of water has fostered less than optimal utilization of regional water and land resources for urban growth. More efficient utilization of these resources is achieved when water supply development and urban growth planning are conjoint activities. Water supply planners and land use planners, working together, are able to generate and evaluate the full range of urban development options, including water demand management through conservation. Preferred regional growth plans are achieved using the best mix of water supply and urban growth. The result is a reduced rate of water supply development and a reduction of urban expansion on prime lands. This partnership approach is demonstrated for the Calgary Region under two levels of water conservation.  相似文献

ABSTRACT: Source control costs for deep percolation emissions from irrigated agriculture are analyzed using a farm-level model. Crop area, irrigation system and applied water are chosen to maximize the net benefits of agricultural production while accounting for the environmental damages and disposal costs of those emissions. Deep percolation is progressively reduced as environmental and disposal costs are increased. This occurs primarily through the adoption of more efficient irrigation technology and reductions in applied water for a given technology Higher surface water prices, such as through irrigation reform and constrained surface supplies, are additionally considered in light of the drainage problem, as are the effects, both short- and long-term, on ground water use.  相似文献

In this paper, it is proposed that water resources should be managed as an integral part of a nation's social and economic development. Water resources managers should broaden their scope of work to include an integrated management approach. Instead of the traditional 'supply oriented approach' in which they act in response to ever-increasing demands for water from different sectors of the economy, water resources management agencies should play a more active role in guiding and stimulating socioeconomic development through more efficient water use. Demand management should be an important tool which should go beyond the improvement of technical efficiencies. Most important is to develop economic and institutional approaches that accept charging for the full costs of the utilization and management of water resources. Implementation of such an approach will require more sectoral integration than is currently the case and will have considerable implications for organizations, staffing, institutional arrangements and corresponding capacity building.  相似文献

ABSTRACT: During recent years many countries have moved to rationalize the management of state owned or state controlled resources. In Victoria, Australia, water, in particular, has received a great deal of attention. Subsidies to construct, operate, and rehabilitate irrigation facilities have been reduced, and there have been numerous consolidations of small water supply authorities to achieve economies of scale. In addition, Victoria has taken the unusual step of using auctions to allocate new irrigation water entitlements. The six water auctions that took place during 1988 and early 1989 were perceived as an efficient and equitable mechanism to allocate limited water supplies to their highest value use. While the agricultural areas where the different auctions occurred were similar, there was substantial variation in the prices paid, which reflects varying demands for additional irrigation water. This paper will discuss the following topics: the auction process used and the results of the auctions, the efficiency of the auction procedures, and the factors influencing the demand for additional irrigation water in the different auctions. In addition, the implications of using auctions to allocate water supplies for future water management in Victoria will be discussed.  相似文献

The use of linear programming as a planning tool for determining the optimal long-range development of an urban water supply system was explored. A stochastic trace of water demand was synthesized and used as an input to the model. This permitted evaluating the feasibility of imposing demand restrictions as an effective cost reduction mechanism. The City of Lincoln, Nebraska, was used as the urban model. The fundamental problem was to allocate limited water supplies from several sources to an urban load center to minimize costs and comply with system constraints. The study period covered twenty years, and findings indicate the planning direction for stage development during this period. Sensitivity analyses were performed on cost coefficients and demands. Thirteen sources were included in the initial computations. Conclusions were that linear programming and generated demand traces are useful tools for both short- and long-term urban water supply planning. Lowering peak demands results in long-range development of fewer sources of supply and more economic and efficient use of the supplies developed.  相似文献

ABSTRACT: Economic information for efficient water allocation is difficult and costly to acquire under administrative water systems evolving under the Model Water Code. One approach to obtaining more information is to use a simulator like the Florida AGWATER model. The advantage of AGWATER is the potential for realistic prediction, because it operates at the field and day levels, using detailed information for each crop and tract. Unfortunately, such simulators are complex and require large amounts of costly input data. A better solution to the information problem may be to use markets for the marketable goods associated with water, because information is inherent in such a process. This approach will allow limited modeling and management resources to be put into using water models to generate information for the goods dependent on water that are difficult to market, like wildlife services.  相似文献

The use of waters of impaired quality has been suggested as a means to expand available water resources supply for water‐limited communities. An ongoing concern is the safety of supplies that use wastewater because of the potential for introduction of emerging contaminants such as pharmaceuticals into drinking water supplies. Prior research into contaminants of emerging concerns (CECs) have included a variety of methods, but the only consistent removal is with reverse osmosis (RO) membranes, ultraviolet light (UV), and advanced oxidation processes (AOP). However, few of these prior studies have measurable quantities of these contaminants in the influent wastewater, so determining actual removal percentages is difficult. This project was designed to evaluate the removal of CECs to verify that a 3‐log removal of common constituents was realized. Spike testing was used to compare to prior research and to evaluate whether the project costs were competitive with other forms of reuse or other water supplies. The combination of RO/UV/AOP was effective at obtaining a 3‐log removal of CECs, but the RO and UV/AOP processes alone were not capable of removing all substances. However, despite the extensive treatment, the proposed process was both competitive cost‐wise and met the water quality goals.  相似文献

Efficiency in the use of water for irrigation is normally defined in a physical sense - engineering and agronomic; and it is often assumed that higher efficiency is desirable. However, in an economic sense, there is an optimum range in the level of physical efficiency. Normally it can be said that as water prices increase, it becomes more rational to increase physical efficiency by selecting and adopting improved methods of controlling, measuring and applying water, and to design systems of pricing and regulations that will promote optimal allocation and efficient use. However, the value of water is often extremely low, in which case there may be little economic incentive to improve physical efficiency unless forced by physical factors that affect production and productivity such as soil characteristics, waterlogging or nutrient leaching.
The combination of regulations and prices that are used to allocate irrigation water reflect the conflicting goals of redistribution of income in favor of agriculture and needs to encourage efficient use of water. Regulations and pricing systems also depend on the value of water, the dependability of supplies, systems of delivery and the extent to which flows can be regulated.
Using examples and case studies, this paper discusses physical and economic efficiencies and their interrelationships. It emphasizes the role of pricing and regulations and provides general guidelines.  相似文献

ABSTRACT: In southern Alberta, as elsewhere, pressures on limited water supplies are increasing. Not surprisingly, a great deal of attention has been focused on irrigated agriculture, which accounts for the largest share of water consumed in the region. In order to meet broadly accepted water conservation goals, some commentators have suggested that irrigation water use should be metered and that irrigators should be charged based on the amount of water used. An alternative proposal would have water management authorities rely upon the perceived adaptability of irrigators. This paper offers a perspective on the willingness of irrigators to conserve water. Based on a survey of 183 irrigation farmers conducted over the summer and early fall of 1998, we found that irrigators are generally aware of the need to conserve water and soil moisture, and that a variety of water conserving strategies were being employed. Water saving technologies specific to irrigation agriculture were less widely adopted. The findings suggest that there is considerable potential to reduce the amount of water consumed by the irrigation sector through increased efficiency, but that change will be limited if current economic circumstances and institutional arrangements persist.  相似文献

ABSTRACT The effects of major water management practices on the pumping requirement from the Ogallala aquifer are discussed. Demand on the aquifer may be reduced as much as 15 percent by recycling irrigation runoff, 25 percent by recycling irrigation runoff and irrigating with water from playas, and 29 percent by recycling irrigation water in combination with irrigation from playas and artificial recharge of playa water to the aquifer. Other practices that can result in more efficient use of precipitation and groundwater are limited irrigation, land forming, soil profile modification, and improved irrigation systems, thereby reducing the pumping demand on the Ogallala. Additional water supplies can possibly be obtained by water harvesting, weather modification, and water importation. Conclusions reached were that the overdraft on the aquifer can be reduced by the application of sound water management practices on an area-wide basis.  相似文献

Climate change is increasing the variability of rainfall, and thus the availability of water supplies in many areas of the world. These impacts are already being felt in the state of Victoria, Australia where a 12 year drought period was recently experienced. Restrictions to water use have been implemented, as one component of a broad policy approach to manage the drought. While anecdotal evidence suggests that the substitution of centralised water supplies is occurring, this has not been proven empirically. This paper reports results from a survey of households in Victoria regarding their use of alternative water sources. The study found that substitution is occurring. Garden watering is the purpose which has the highest rate of alternative water source use. In total 41.6% of respondents always, and 33.2% sometimes use an alternative water source for garden watering. The most commonly used alternative source of water for garden watering is water previously used in the laundry (30.7%). The alternative source of water used was found to vary depending on the purpose of the water use. High levels of satisfaction were found for all alternative water sources used. Several barriers were found to the use of alternative water sources, the main of which were: inflexibility of existing infrastructure, cost, policy, and housing status. The results have implications for water retailers, policy makers and governments in locations facing water shortage.  相似文献

Abstract: Arctic communities are increasingly faced with social–ecological changes that act at variable speeds and spatial scales. Such changes will affect vital resources, particularly water supplies. Currently, there are few computational tools that integrate multiple social and environmental processes in order to aid communities’ adaptation to change through decision support systems. This paper proposes a modeling and simulation approach that can integrate such processes at different spatiotemporal scales in order to address issues affecting community water supplies. In this paper, a modeling and simulation tool is developed and applied to a case study on the Seward Peninsula. Initial results, using both field observations and computation, show projected patterns of water use, perceptions of water availability, and long‐term consumption trends. More broadly, the paper demonstrates the need for developing tools that address issues at the community level for better understanding human and hydrological interactions and policy decisions affecting water supplies.  相似文献

Recycled water is a valuable resource that has potential to free up potable water supplies and recharge systems while improving the environment. Recycled water for washing machine could be one of the options as new end use of recycled water to alleviate the demand on existing and limited water supplies. This paper summarizes the findings of a research survey in Sydney, Australia to explore the attitudes and opinions of community towards the use of recycled water for different purposes, especially for the washing machine. The survey showed that 97% of the respondents were aware of the persisting water shortage problem while more than 60% of the respondents supported the use of recycled water for washing clothes. This paper exposes the basic concern of participants for using recycled water in washing machine. Health issue was found as the most concerns of the community. The survey also presents the further conditions to be considered for using recycled water for washing machine according to the participants’ opinions. Correlation between knowledge and attitudes of respondents was also found in this survey.  相似文献

The impact of small farm reservoirs on urban water supplies in Botswana   总被引:1,自引:0,他引:1  
In eastern Botswana there are many small farm reservoirs within the catchments of the major water supply reservoirs, and there is increasing demand for more small reservoirs. The increasing development of farm reservoirs has an impact on the availability of water from the major reservoirs, which supply urban and industrial users, and this creates a conflict between the needs of the rural water users and the urban and industrial users. This paper describes a model which has been developed to allow the effects of the existing small reservoirs and the possible impacts of future proposed ones on the water resources of the major reservoirs to be quantified. The model provides a planning tool, enabling guidelines for future small reservoir development to be determined. The model is a general one which could also be calibrated and applied in other areas with a broadly similar climate. The results of a series of model runs indicate the rate of decline of runoff and yield from the major reservoirs as the total capacity of small reservoirs within the catchment increases. It also shows how this decline is affected by secondary factors such as the relative location of the small reservoirs within the catchment, the typical size of small reservoirs and the type of use to which they are put. The results clearly indicate the adverse effect which uncontrolled development of farm reservoirs would have on the water supplies from the major reservoirs. By quantifying these effects, planners have some of the necessary information to determine the optimum balance between development of small-scale rural water supplies and large-scale urban supplies .  相似文献

Parts of the USA are facing impending shortages of freshwater. One proposed solution is the construction of desalination plants to turn seawater into freshwater. Although seawater desalination plants are widely used in the Middle East, especially Saudi Arabia, there are few desalination plants in the USA. In 2003, Tampa Bay Water built the largest desalination plant in North America. Persistent operating problems and escalating costs have caused the utility to re-evaluate its reliance on the seawater desalination plant as part of a long-term regional water supply strategy. In addition, environmental effects of the plant are uncertain. Advances in reverse osmosis technology have significantly reduced desalination costs. However, desalination of seawater is still more expensive than other freshwater supply sources and demand management measures. With time and research, seawater desalination may prove to be a sustainable, cost-effective source of new freshwater supplies, especially if plants are coupled with renewable energy sources. Until then, the development of small-scale groundwater desalination plants, the re-use of water, water conservation, and a more efficient allocation of water through higher prices and rising block rates will be important strategies in meeting growing water demand. Moreover, it is important to improve the coordination between water supply planning and land use planning as populations continue to increase.  相似文献
