The ocean provides food, economic activity, and cultural value for a large proportion of humanity. Our knowledge of marine ecosystems lags behind that of terrestrial ecosystems, limiting effective protection of marine resources. We describe the outcome of 2 workshops in 2011 and 2012 to establish a list of important questions, which, if answered, would substantially improve our ability to conserve and manage the world's marine resources. Participants included individuals from academia, government, and nongovernment organizations with broad experience across disciplines, marine ecosystems, and countries that vary in levels of development. Contributors from the fields of science, conservation, industry, and government submitted questions to our workshops, which we distilled into a list of priority research questions. Through this process, we identified 71 key questions. We grouped these into 8 subject categories, each pertaining to a broad component of marine conservation: fisheries, climate change, other anthropogenic threats, ecosystems, marine citizenship, policy, societal and cultural considerations, and scientific enterprise. Our questions address many issues that are specific to marine conservation, and will serve as a road map to funders and researchers to develop programs that can greatly benefit marine conservation. Every action in a conservation plan has a different level of effect and consequently contributes differentially to conservation. We examined how several community-based, marine, management actions differed in their contribution to national-level conservation goals in Fiji. We held a workshop with experts on local fauna and flora and local marine management actions to translate conservation goals developed by the national government into ecosystem-specific quantitative objectives and to estimate the relative effectiveness of Fiji's community-based management actions in achieving these objectives. The national conservation objectives were to effectively manage 30% of the nation's fringing reefs, nonfringing reefs, mangroves, and intertidal ecosystems (30% objective) and 10% of other benthic ecosystems (10% objective). The experts evaluated the contribution of the various management actions toward national objectives. Scores ranged from 0 (ineffective) to 1 (maximum effectiveness) and included the following management actions: permanent closures (i.e., all extractive use of resources prohibited indefinitely) (score of 1); conditional closures harvested once per year or less as dictated by a management plan (0.50-0.95); conditional closures harvested without predetermined frequency or duration (0.10-0.85); other management actions, such as regulations on gear and species harvested (0.15-0.50). Through 3 gap analyses, we assessed whether the conservation objectives in Fiji had been achieved. Each analysis was based on a different assumption: (1) all parts of locally managed marine areas (including closures and other management) conserve species and ecosystems effectively; (2) closures conserve species and ecosystems, whereas areas outside closures, open to varying levels of resource extraction, do not; and (3) actions that allow different levels of resource extraction vary in their ability to conserve species and ecosystems. Under assumption 1, Fiji's national conservation objectives were exceeded in all marine ecosystems; under assumption 2, none of Fiji's conservation objectives were met; and under assumption 3, on the basis of the scores assigned by experts, Fiji achieved the 10% but not the 30% objectives for ecosystems. Understanding the relative contribution of management actions to achieving conservation objectives is critical in the assessment of conservation achievements at the national level, where multiple management actions will be needed to achieve national conservation objectives.  相似文献

Land-use change is considered one of the greatest human threats to marine ecosystems globally. Given limited resources for conservation, we adapted and scaled up a spatially explicit, linked land–sea decision support tool using open access global geospatial data sets and software to inform the prioritization of future forest management interventions that can have the greatest benefit on marine conservation in Vanuatu. We leveraged and compared outputs from two global marine habitat maps to prioritize land areas for forest conservation and restoration that can maximize sediment retention, water quality, and healthy coastal/marine ecosystems. By combining the outputs obtained from both marine habitat maps, we incorporated elements unique to each and provided higher confidence in our prioritization results. Regardless of marine habitat data source, prioritized areas were mostly located in watersheds on the windward side of the large high islands, exposed to higher tropical rainfall, upstream from large sections of coral reef and seagrass habitats, and thus vulnerable to human-driven land use change. Forest protection and restoration in these areas will serve to maintain clean water and healthy, productive habitats through sediment retention, supporting the wellbeing of neighboring communities. The nationwide application of this linked land–sea tool can help managers prioritize watershed-based management actions based on quantitative synergies and trade-offs across terrestrial and marine ecosystems in data-poor regions. The framework developed here will guide the implementation of ridge-to-reef management across the Pacific region and beyond.  相似文献

Abstract:  Over the last decade, 2 major U.S. commissions on ocean policy and a wide range of independent sources have argued that ocean ecosystems are in a period of crisis and that current policies are inadequate to prevent further ecological damage. These sources have advocated ecosystem-based management as an approach to address conservation issues in the oceans, but managers remain uncertain as to how to implement ecosystem-based approaches in the real world. We argue that the philosophies of Edward F. Ricketts, a mid-20th-century marine ecologist, offer a framework and clear guidance for taking an ecosystem approach to marine conservation. Ricketts' philosophies, which were grounded in basic observations of natural history, espoused building a holistic picture of the natural world, including the influence of humans, through repeated observation. This approach, when applied to conservation, grounds management in what is observable in nature, encourages early action in the face of uncertainty, and supports an adaptive approach to management as new information becomes available. Ricketts' philosophy of "breaking through," which focuses on getting beyond crisis and conflict through honest debate of different parties' needs (rather than forcing compromise of differing positions), emphasizes the social dimension of natural resource management. New observational technologies, long-term ecological data sets, and especially advances in the social sciences made available since Ricketts' time greatly enhance the utility of Ricketts' philosophy of marine conservation.  相似文献

The Great Barrier Reef Marine Park was established to provide for conservation and ecologically sustainable multiple use of 344,400 km2 of a large marine ecosystem. Management is based on multiple use, with zoning as a fundamental component of marine spatial planning. The legislative framework, including a specific Act and Regulations, address the objectives of ecosystem-based, integrated management of human uses and impacts consistent with best contemporary understanding of biological diversity. Zoning is one of a suite of management tools that include other spatial and temporal management tools and non-spatial measures including public education, community engagement, codes of environmental best practice, industry partnerships and economic instruments. The first section of the Great Barrier Reef Marine Park came into operation in 1981 and the most recent zoning came into operation in mid 2004. The paper discusses some common misunderstandings about zoning and identifies lessons that appear relevant for others addressing management and use of marine ecosystems and natural resources.  相似文献

Abstract:  The existence of the Gulf of Mexico dead zone makes it clear that marine ecosystems can be damaged by terrestrial inputs. Marine and terrestrial conservation planning need to be aligned in an explicit fashion to fully represent threats to marine systems. To integrate conservation planning for terrestrial and marine systems, we used a novel threats assessment that included 5 cross-system threats in a site-prioritization exercise for the Pacific Northwest coast ecoregion (U.S.A.). Cross-system threats are actions or features in one ecological realm that have effects on species in another realm. We considered bulkheads and other forms of shoreline hardening threats to terrestrial systems and roads, logging, agriculture, and urban areas threats to marine systems. We used 2 proxies of freshwater influence on marine environments, validated against a mechanistic model and field observations, to propagate land-based threats into marine sites. We evaluated the influence of cross-system threats on conservation priorities by comparing MARXAN outputs for 3 scenarios that identified terrestrial and marine priorities simultaneously: (1) no threats, (2) single-system threats, and (3) single- and cross-system threats. Including cross-system threats changed the threat landscape dramatically. As a result the best plan that included only single-system threats identified 323 sites (161,500 ha) at risk from cross-system threats. Including these threats changed the location of best sites. By comparing the best and sum solutions of the single- and cross-system scenarios, we identified areas ideal for preservation or restoration through integrated management. Our findings lend quantitative support to the call for explicitly integrated decision making and management action in terrestrial and marine ecosystems.  相似文献

Seasoned conservation researchers often struggle to bridge the research–implementation gap and promote the translation of their work into meaningful conservation actions. Graduate students face the same problems and must contend with obstacles such as limited opportunities for relevant interdisciplinary training and a lack of institutional support for application of research results. However, students also have a crucial set of opportunities (e.g., access to academic resources outside their degree programs and opportunities to design research projects promoting collaboration with stakeholders) at their disposal to address these problems. On the basis of results of breakout discussions at a symposium on the human dimensions of the ocean, a review of the literature, and our own experiences, we devised recommendations on how graduate students can create resources within their academic institutions, institutionalize resources, and engage with stakeholders to promote real‐world conservation outcomes. Within their academic institutions, graduate students should foster links to practitioners and promote knowledge and skill sharing among students. To institutionalize resources, students should cultivate student leaders and faculty sponsors, systematically document their program activities, and engage in strategic planning to promote the sustainability of their efforts. While conducting research, students should create connections to and engage actively with stakeholders in their relevant study areas and disseminate research results both to stakeholders and the broader public. Our recommendations can serve as a template for graduate students wishing to bridge the research–implementation gap, both during their current studies and in their future careers as conservation researchers and practitioners. Adaptive management implies a continuous knowledge‐based decision‐making process in conservation. Yet, the coupling of scientific monitoring and management frameworks remains rare in practice because formal and informal communication pathways are lacking. We examined 4 cases in Micronesia where conservation practitioners are using new knowledge in the form of monitoring data to advance marine conservation. These cases were drawn from projects in Micronesia Challenge jurisdictions that received funding for coupled monitoring‐to‐management frameworks and encompassed all segments of adaptive management. Monitoring in Helen Reef, Republic of Palau, was catalyzed by coral bleaching and revealed evidence of overfishing that led to increased enforcement and outreach. In Nimpal Channel, Yap, Federated States of Micronesia (FSM), monitoring the recovery of marine food resources after customary restrictions were put in place led to new, more effective enforcement approaches. Monitoring in Laolao Bay, Saipan, Commonwealth of the Northern Mariana Islands, was catalyzed by observable sediment loads from poor land‐use practices and resulted in actions that reduced land‐based threats, particularly littering and illegal burning, and revealed additional threats from overfishing. Pohnpei (FSM) began monitoring after observed declines in grouper spawning aggregations. This data led to adjusting marine conservation area boundaries and implementing market‐based size class restrictions. Two themes emerged from these cases. First, in each case monitoring was conducted in a manner relevant to the social and ecological systems and integrated into the decision‐making process. Second, conservation practitioners and scientists in these cases integrated culturally appropriate stakeholder engagement throughout all phases of the adaptive management cycle. More broadly, our study suggests, when describing adaptive management, providing more details on how monitoring and management activities are linked at similar spatial scales and across similar time frames can enhance the application of knowledge.  相似文献

When deciding how to conserve biodiversity, practitioners navigate diverse missions, sometimes conflicting approaches, and uncertain trade-offs. These choices are based not only on evidence, funders’ priorities, stakeholders’ interests, and policies, but also on practitioners’ personal experiences, backgrounds, and values. Calls for greater reflexivity—an individual or group's ability to examine themselves in relation to their actions and interactions with others—have appeared in the conservation science literature. But what role does reflexivity play in conservation practice? We explored how self-reflection can shape how individuals and groups conserve nature. To provide examples of reflexivity in conservation practice, we conducted a year-long series of workshop discussions and online exchanges. During these, we examined cases from the peer-reviewed and gray literature, our own experiences, and conversations with 10 experts. Reflexivity among practitioners spanned individual and collective levels and informal and formal settings. Reflexivity also encompassed diverse themes, including practitioners’ values, emotional struggles, social identities, training, cultural backgrounds, and experiences of success and failure. Reflexive processes also have limitations, dangers, and costs. Informal and institutionalized reflexivity requires allocation of limited time and resources, can be hard to put into practice, and alone cannot solve conservation challenges. Yet, when intentionally undertaken, reflexive processes might be integrated into adaptive management cycles at multiple points, helping conservation practitioners better reach their goals. Reflexivity could also play a more transformative role in conservation by motivating practitioners to reevaluate their goals and methods entirely. Reflexivity might help the conservation movement imagine and thus work toward a better world for wildlife, people, and the conservation sector itself.  相似文献

Abstract:  We explored the interaction of science and society in attempts to restore impaired marine ecosystems in Channel Islands National Park and National Marine Sanctuary, California. Deteriorating resource conditions triggered a community's desire to change public policy. Channel Islands National Park, one of 40 marine protected areas in the U.S. National Park System, was proclaimed a national monument in 1938 and expanded substantially in 1980 by an act of Congress. Collapse of marine life populations and loss of 80% of the giant kelp (Macrocystis pyrifera) forests in the park between 1980 and 1998 showed that habitat and water quality protection alone had not secured sustainable ocean ecosystems or fisheries. The failed fishery management strategies and practices prompted formal community and agency requests in 1998 for a network of reserves protected from direct fishing impacts to serve as marine recovery areas. A 2-year attempt to build a community consensus based on science for a reserve network successfully identified recovery goals for fisheries, biodiversity, education, economics, and heritage values. Nevertheless, the community group failed to garner unanimous support for a specific reserve network to achieve those common goals. The group submitted a recommendation, supported by 14 of 16 members, to state and federal authorities in 2001 for action in their respective jurisdictions. California adopted the half of the network in state waters in 2003. This process exposed the socioeconomic factors involved in the design of marine protected areas that can be negotiated successfully among groups of people and factors determined by nature that cannot be negotiated. Understanding the differences among the factors was crucial in reaching consensus and changing public policy.  相似文献

Abstract: Conservation assessment is a rapidly evolving discipline whose stated goal is the design of networks of protected areas that represent and ensure the persistence of nature (i.e., species, habitats, and environmental processes) by separating priority areas from the activities that degrade or destroy them. Nevertheless, despite a burgeoning scientific literature that ever refines these techniques for allocating conservation resources, it is widely believed that conservation assessments are rarely translated into actions that actually conserve nature. We reviewed the conservation assessment literature in peer‐reviewed journals and conducted survey questionnaires of the authors of these studies. Two‐thirds of conservation assessments published in the peer‐reviewed scientific literature do not deliver conservation action, primarily because most researchers never plan for implementation. This research–implementation gap between conservation science and real‐world action is a genuine phenomenon and is a specific example of the “knowing–doing gap” that is widely recognized in management science. Given the woefully inadequate resources allocated for conservation, our findings raise questions over the utility of conservation assessment science, as currently practiced, to provide useful, pragmatic solutions to conservation planning problems. A reevaluation of the conceptual and operational basis of conservation planning research is urgently required. We recommend the following actions for beginning a process for bridging the research–implementation gap in conservation planning: (1) acknowledge the research–implementation gap is real, (2) source research questions from practitioners, (3) situate research within a broader conservation planning model, (4) expand the social dimension of conservation assessments, (5) support conservation plans with transdisciplinary social learning institutions, (6) reward academics for societal engagement and implementation, and (7) train students in skills for “doing” conservation.  相似文献

Artisanal fishing is an activity which has long occupied an important place on the West African coast. In less than 20 years, the increasingly widespread use of motors in fishing boats and cold storage facilities both on board and on land have enabled fishermen to master the constraints of space and time. Furthermore, globalization has created a demand for new products, thus influencing the behaviour of fishermen and consequently the status of some fish, turtle and marine mammal species. Development policies for artisanal fishing do not adequately reflect the importance of these changes. They tend to use inappropriate scales of reference, be it spatially (national borders take precedence over ecosystems) or temporally (the long-term consequences of development plans are seldom considered). Some international conservation organizations are testing promising new approaches to managing resources more sustainably and restoring degraded ecosystems, and their recent experiences can serve as useful examples to others. It is recommended to grant special rights of access to resident fishermen. In defending ‘their’ resources, they will also protect the ecological functions of the area. Close collaboration with administrations and development assistance agencies is needed to assess consequences of political decisions on the use of resources. The important role of marine protected areas as a tool for fishing management should be better documented and strengthened. These areas should not be considered as isolated units but rather as vital parts of a comprehensive system for improved coastal zone management. Consistent with the ecosystem approach, fishermen and their communities, being the main users of coastal resources, should also play a major role in the design and implementation of any fishing management actions.  相似文献

We examine issues to consider when reframing conservation science and practice in the context of global change. New framings of the links between ecosystems and society are emerging that are changing peoples’ values and expectations of nature, resulting in plural perspectives on conservation. Reframing conservation for global change can thus be regarded as a stage in the evolving relationship between people and nature rather than some recent trend. New models of how conservation links with transformative adaptation include how decision contexts for conservation can be reframed and integrated with an adaptation pathways approach to create new options for global‐change‐ready conservation. New relationships for conservation science and governance include coproduction of knowledge that supports social learning. New processes for implementing adaptation for conservation outcomes include deliberate practices used to develop new strategies, shift world views, work with conflict, address power and intergenerational equity in decisions, and build consciousness and creativity that empower agents to act. We argue that reframing conservation for global change requires scientists and practitioners to implement approaches unconstrained by discipline and sectoral boundaries, geopolitical polarities, or technical problematization. We consider a stronger focus on inclusive creation of knowledge and the interaction of this knowledge with societal values and rules is likely to result in conservation science and practice that meets the challenges of a postnormal world.  相似文献

Abstract:  Planning of marine protected areas (MPAs) is highlighted in the conservation literature but is not explored in much detail. Many researchers acknowledge the importance of involving the public in MPA planning, but there is limited guidance on how to do this in an effective manner. I present a framework for involving the public in planning of U.S. MPAs. Derived from empirically and theoretically based research on public participation in U.S. natural resource management, this framework is composed of factors that influence the success of participatory processes: active participant involvement, complete information exchange, fair decision making, efficient administration, and positive participant interactions. Processes incorporating these factors will produce decisions that are more likely to be supported by stakeholders, meet management objectives, and fulfill conservation goals. This framework contributes to the MPA social science literature and responds to calls in the conservation literature to increase the use of social science research to inform conservation decision making.  相似文献

The national legislative and policy context for integrated ocean management in Canada is provided by the Oceans Act (1996) and the supporting policy statement, Canada’s Oceans Strategy. Under the Oceans Act, Fisheries and Oceans Canada (DFO) is the lead federal authority for ocean affairs and is charged with leading and facilitating the development and implementation of integrated management plans for all marine waters. Integrated management efforts in Canada are being undertaken through an area-based approach that enables marine planning, management and decision making to occur at appropriate spatial scales, from regional to site-specific. This article focuses on the Eastern Scotian Shelf Integrated Management (ESSIM) process, an offshore-focused effort to develop an integrated ocean management plan for a large portion of the Scotian Shelf, off Nova Scotia. The resulting Eastern Scotian Shelf Integrated Ocean Management Plan (the ESSIM plan) has been developed through a collaborative process involving all interested and affected government departments and ocean stakeholders, and provides an objectives-based approach to ocean management. The ESSIM plan contains a set of long-term, overarching goals for collaborative governance and integrated management, sustainable human use, and healthy ecosystems. These goals are supported by more specific objectives that express desired outcomes and conditions for the marine region. The objectives-based approach seeks to ensure that interrelationships among ecosystem and human use objectives are recognized and reflected in the identification of management strategies and supporting actions. This article considers the role of marine spatial planning within the context of the integrated ocean management process underway for the Scotian Shelf. The policy and management context for integrated ocean management in Canada is briefly described and a summary of the ESSIM plan is provided. The current and potential role for marine spatial planning in implementing the objectives and strategies of the ESSIM plan is highlighted using examples related to multiple ocean use and marine conservation and protected area planning. The article concludes by drawing out key lessons learned to date through the ESSIM process for marine spatial planning and looks to the future in terms of the development of tools and approaches for this integral aspect of integrated ocean management.  相似文献

Climate change is expected to be a top driver of global biodiversity loss in the 21st century. It poses new challenges to conserving and managing imperiled species, particularly in marine and estuarine ecosystems. The use of climate‐related science in statutorily driven species management, such as under the U.S. Endangered Species Act (ESA), is in its early stages. This article provides an overview of ESA processes, with emphasis on the mandate to the National Marine Fisheries Service (NMFS) to manage listed marine, estuarine, and anadromous species. Although the ESA is specific to the United States, its requirements are broadly relevant to conservation planning. Under the ESA, species, subspecies, and “distinct population segments” may be listed as either endangered or threatened, and taking of most listed species (harassing, harming, pursuing, wounding, killing, or capturing) is prohibited unless specifically authorized via a case‐by‐case permit process. Government agencies, in addition to avoiding take, must ensure that actions they fund, authorize, or conduct are not likely to jeopardize a listed species’ continued existence or adversely affect designated critical habitat. Decisions for which climate change is likely to be a key factor include: determining whether a species should be listed under the ESA, designating critical habitat areas, developing species recovery plans, and predicting whether effects of proposed human activities will be compatible with ESA‐listed species’ survival and recovery. Scientific analyses that underlie these critical conservation decisions include risk assessment, long‐term recovery planning, defining environmental baselines, predicting distribution, and defining appropriate temporal and spatial scales. Although specific guidance is still evolving, it is clear that the unprecedented changes in global ecosystems brought about by climate change necessitate new information and approaches to conservation of imperiled species. In the process of rapid urbanisation in China, environmental problems have increased, from sewage discharge to climate change. Marine protected areas (MPAs) are widely advocated as a means to comprehensively manage human activities and resources in ocean and coastal areas. However, MPAs only safeguard populations or assemblages within their boundaries and fail to offer any protection from many major threats to marine environments. An increase in environmental threats implies an increase in environmental management and assessment. We propose a methodological framework for integrated ecological assessment using the Xiamen marine protected area as a case study. The integrated ecological assessment framework can be generalised from the dimensions of environment, economy, society and institution. Surveys were undertaken to assess the state of the Xiamen coastal environment, the resources of the reserve, and issues associated with human activities. Stakeholders were interviewed about their attitudes towards issues regarding the management of the reserve. The constraints of the reserve management were identified. The methodological framework is presented as a tool to help identify relative ecological security in order to prioritise actions and assess the ecological implications of management and policy decisions.  相似文献

The knowledge-action gap in conservation science and practice occurs when research outputs do not result in actions to protect or restore biodiversity. Among the diverse and complex reasons for this gap, three barriers are fundamental: knowledge is often unavailable to practitioners and challenging to interpret or difficult to use or both. Problems of availability, interpretability, and useability are solvable with open science practices. We considered the benefits and challenges of three open science practices for use by conservation scientists and practitioners. First, open access publishing makes the scientific literature available to all. Second, open materials (detailed methods, data, code, and software) increase the transparency and use of research findings. Third, open education resources allow conservation scientists and practitioners to acquire the skills needed to use research outputs. The long-term adoption of open science practices would help researchers and practitioners achieve conservation goals more quickly and efficiently and reduce inequities in information sharing. However, short-term costs for individual researchers (insufficient institutional incentives to engage in open science and knowledge mobilization) remain a challenge. We caution against a passive approach to sharing that simply involves making information available. We advocate a proactive stance toward transparency, communication, collaboration, and capacity building that involves seeking out and engaging with potential users to maximize the environmental and societal impact of conservation science.  相似文献

Abstract: Graduate education in conservation biology has been assailed as ineffective and inadequate to train the professionals needed to solve conservation problems. To identify how graduate education might better fit the needs of the conservation workplace, we surveyed practitioners and academics about the importance of particular skills on the job and the perceived importance of teaching those same skills in graduate school. All survey participants (n = 189) were alumni from the University of California Davis Graduate Group in Ecology and received thesis‐based degrees from 1973 to 2008. Academic and practitioner respondents clearly differed in workplace skills, although there was considerably more agreement in training recommendations. On the basis of participant responses, skill sets particularly at risk of underemphasis in graduate programs are decision making and implementation of policy, whereas research skills may be overemphasized. Practitioners in different job positions, however, require a variety of skill sets, and we suggest that ever‐increasing calls to broaden training to fit this multitude of jobs will lead to a trade‐off in the teaching of other skills. Some skills, such as program management, may be best developed in on‐the‐job training or collaborative projects. We argue that the problem of graduate education in conservation will not be solved by restructuring academia alone. Conservation employers need to communicate their specific needs to educators, universities need to be more flexible with their opportunities, and students need to be better consumers of the skills offered by universities and other institutions.  相似文献
