A central problematic for researchers working at the interface of economic and environmental change is the development of research designs and methodologies that can satisfactorily link economic processes of global reach (such as direct investment) to environmental change at local and regional scales. This article reviews recent efforts to couple economic and environmental change and finds that relatively little effort has been made to use the direct investment process as a means of linking industrial restructuring to land use change. The article argues that direct investment, when conceptualised as a political-economic process involving the assemblage of a package of rights (to land, water, pollution permits etc), can be an effective vehicle for tracing through the impacts of industrial restructuring on local environments. To develop this analytical approach, an empirical case of mineral investment in the Gila Valley of eastern Arizona is presented. The case study identifies the acquisition of land and water rights as central strategic issues for mineral firms seeking to make investment, and traces through the impact of these acquisition strategies on existing patterns of land ownership and land use.  相似文献

This review analyses some of the environmental and economic implications of current trade policies and changes in the world trading system for mineral producers and consumers. A principal factor which determines environmental performance is whether firms have the resources and capabilities to undertake innovation. We therefore place particular emphasis on the anticipated effects of liberalized trade on innovation and competitiveness at the firm level. Evidence indicates that improvements in environmental management would be expected to occur irrespective of the country hosting the investment. Due to the opening investment climate and relatively large quantities of mineral reserves, we expect these effects to be positive for many mineral producing developing countries. One difficulty which may arise is whether policy measures to promote production efficiency and develop innovation in mining and mineral processing operations could be interpreted as protectionism. The creation of new lines of credit, to promote, but not subsidize, technological and organizational innovation, may be the best way forward for developing countries .  相似文献

Over the past 20 years the mining industry has been a leader in the conception and application of advanced technologies. New thinking about earth tectonics as well as advances in geophysics, geochemistry, remote sensing, data processing and communications permit more effective and accurate geological exploration. Mechanization, more durable materials and more powerful explosives, as well as computer aided mine design and management have led to substantial gains in productivity. Minerals processing has similarly seen significant technological advances including solvent extraction, electro-winning of metal ores, bath smelting techniques, cyanide leach to produce gold, and bioleaching of sulphide and refractory ores. New technologies have dramatically improved mine health and safety as well as making possible control of water and air pollution. Improved communication and transport have stimulated competition and fostered the internationalization of mineral commodity prices. As these technologies are essentially market driven, developing countries should continue current efforts towards economic liberalization. Promoting investment in mining entails lifting many of the restrictions and taxes that can hinder efficient exploration and development. We examine some developments that have greatly increased the efficiency of exploration, mining and marketing. To obtain maximum benefit from many of these technologies requires governments to adopt a wide range of new policies which are examined in some detail.  相似文献

The Abt study of forty-one mostly Fortune 200 nonservice firms forms a new picture of environmental management. We present data indicating that environmental management is becoming central to corporate strategy and is being managed as an arena of competition rather than as a compliance-driven function. We look at environmental management's new role through four lenses: its relationship to strategic planning; its evolving management structures that show environment increasingly integrated into the main functions of the business; innovation in corporate environmental investments reflecting new drivers beyond compliance; and new management systems and measures of firm-wide performance that demonstrate that environment is being seen increasingly as an arena of competitive concern. We argue that much of the change is driven by three realities. First, as customers integrate environmental values into their conceptions of product quality, they are buying more products with identifiably environmental attributes. This change translates environmental management, historically a cost center, into a potential source of sales revenue, a change which cannot be underestimated. Second, recent life-threatening damage to the global ecosystem and atmosphere reframes environmental management. This moves firms toward a systemic and global approach matched to the globalization of competitive and market concerns, and it places environmental management in the strategic sphere. And third, pollution prevention in its cross-fertilization with total quality management is driving firms to focus on managing environment as an integral part of product management, and is helping them to reassess environmental performance as a contributor to productivity and innovation.  相似文献

Mining is an important part of the South African economy and has been the driver of much of the economic development of the country. However, the small–scale mining subsector still has to realise its full potential. A small–scale mine has been defined as a mining activity employing less than 50 people and with an annual turnover of less than 7.5 million Rand and includes artisanal mines. Small–scale miners are involved in many commodities but there appears to be a bias towards gold, diamonds and quarrying for construction materials, including brickclays. Small–scale mining is regulated by the same legislation (i.e., for the environment, labour, mineral rights, exploration and mining permitting, and skills development) as large–scale mining, though compliance is low, particularly where artisanal mining in concerned. The effective participation of small–scale miners in the mining sector is hampered by their lack of skills, i.e., technical, business and management, and their limited access to mineral deposits, capital and markets. Some of these hindrances have been inherited from the imbalances of the colonial and apartheid eras and continue to act as barriers, making entrance to the industry difficult. For those who have entered the industry out of desperation, as is the case with most artisanal miners, their activities result in negative impacts evident in the inefficient, unsafe and environmentally unfriendly operations. With the advent of the new political dispensation in South Africa, a new era is dawning for the country’s small–scale mining subsector. This has resulted in a change of attitude and new government policies which have led to special programmes being put in place to promote the subsector. Intervention strategies for the support of small–scale mining (some of which are already in operation) include programmes for kickstarting mineral beneficiation and value–addition projects, development of appropriate technologies and skills and technology transfer. Proponents of small–scale mining see a well–regulated industry as being the cornerstone of future rural economic development, particularly for previously disadvantaged communities in the poverty nodes.  相似文献

Over the past decade many developing and transition economies have liberalized their investment regimes for mining and privatized formerly state-owned mineral assets. In response, these economies have witnessed increased foreign investment in exploration and development, growth in the number and diversity of mineral projects, and the opening up of new channels for harnessing increased economic and social benefits from development in the minerals sector. The restructuring of fiscal and regulatory regimes to encourage foreign investment, and the associated influx of mining capital, technology and skills, is transforming traditional relationships between mining firms, local communities and the government. This transformation necessitates a re-evaluation of the most effective policy approaches to capture increased economic and social benefits from mineral production. This article considers effective mechanisms for improving the capacity of developing and transition countries to maximize the economic and social benefits of mineral production. Common challenges associated with minerals economies are reviewed. Consideration is given to the opportunities for harnessing foreign direct investment and the possibilities for creating new partnerships between local communities, industry, government, and multilateral development agencies through social investment projects. The article concludes with a series of recommendations for the design and implementation of policy approaches towards harnessing mineral production for economic and social benefit following the liberalization of investment regimes for mining.  相似文献

Today, mine reclamation is a key component to a successful mine plan. Most of the industrialized nations have recognized the need to make mining activities relatively environmentally friendly, if they want to continue to benefit from the economic gains from mineral resource development. Countries such as the United States, Canada, Australia and South Africa are leaders in the field and have implemented relatively sophisticated legislation to ensure environmentally correct mine closure. These countries rely on a combination of strict control strategies and economic penalties to ensure compliance. Yet, from the firm's perspective, reclamation activities are counterproductive as they cut into profits. In order to attract economic development and earn much needed economic capital, most of the rest of the world, particularly the developing countries, lack effective mine closure legislation. The traditional command and control type of legislation that is sometimes used is either vague and therefore avoided, or not enforced appropriately, resulting in an undesirable level of environmental degradation. With the use of case studies from Brazil, this article shows that direct controls are effective in some instances and not in others. It proposes that economic and financial tools may be more effective than the traditional direct controls in getting firms to comply with environmental standards, particularly in developing countries where environmental compliance is more difficult to achieve. It explains the use of performance bonding as one type of economic incentive that has proven to be an effective environmental policy in mine planning and closure. The authors additionally push beyond the typical style of performance bonds to introduce a flexible bonding and insurance system that allows governments to maintain strict environmental standards but limits firms financial exposure during the mining process. Such a system learns from the successes of the industrialized countries that use performance bonding and is sensitive to the needs of developing nations to attract investment yet maintain environmental integrity.  相似文献

More than 200 years ago, Adam Smith, the founder of modern economics, wrote in the Wealth of Nations that “…consumption is the sole end and purpose of all production; and the interest of the producer ought to be attention to…that of the consumer.” In recent years, the rapid growth of the world economy has given Adam Smith's maxim new meaning. The age-old desire for consumption grows unabated and increasing numbers of consumers around the world are attaching new value to the environmental quality of goods and services and expressing concern over the environmental impacts of industrialization. That concern is growing because more than 70 percent of the world's urban population live in areas where the air is seriously polluted and as many as 750,000 people—the majority in developing countries—die each year of ailments caused by air pollution.1 Over the past 25 years, corporations throughout the world have made dramatic changes in the way they do business as more people come to understand how the ecological system works and how polluted air and water endanger human health. The key to increasing industry's participation in the drive for higher standards of air quality is the growing realization that effective environmental management, technological development, and technology dissemination are cost-effective and profitable business strategies. Global competition is making firms around the world more customer-conscious and, to the extent that consumers demand products that minimize environmental degradation and enhance the quality of their lives, businesses in every industry must respond in order to survive.2 This article examines how changes in business practices, driven by a better understanding of how natural environments function, are converging to provide new opportunities for environmental management that go beyond regulatory compliance to reduce air pollution. Although sound and well-enforced environmental regulations are an essential foundation for improving air quality, command-and-control systems alone are unlikely to achieve the lower levels of pollution that will be necessary to achieve sustainable development in the 21st century. In cooperation with government, businesses in every industry can play crucial roles in achieving higher standards of air quality while at the same time maintaining acceptable levels of economic growth. We explore three ways in which corporations can contribute to environmentally sustainable development: (1) by adopting proactive environmental management systems that focus on air pollution prevention; (2) by developing new technologies for air pollution control and reduction; and (3) by transferring air pollution control and prevention technologies through international trade and investment.  相似文献

This research considers the question of changing environmental values within the leadership of firms responsible for the management of pollution as an unwanted byproduct. Information was obtained from a pair of surveys mailed to the chief executive officers (CEOs) of the 50 largest firms listed within the mining and manufacturing directories of Colorado, Montana, Utah, and Wyoming in 1976 and again in 1986. The authors found that industry CEOs were more supportive of environmental concerns in 1986 than 1976, suggesting that ecological values have become institutionalized to some extent. Yet, there is little indication that this attitudinal shift in environmental concern among CEOs has been accompanied by a willingness to spend a larger proportion of the company budget on pollution control or to improve working relationships with federal regulatory officials.  相似文献

Conditions of environmental pollution and degradation in Asia are among the worst in the world. Rapid economic growth and industrialization over the past half century have accelerated the pollution of air, water, and land resources in a region with the world's largest concentration of population. As the economics of Asia recover from financial crisis in the late 1990s, they will face a more serious environmental crisis in the early years of the 21st century. Remediation of soil and water contamination will become a stronger concern in the region, as the human health impacts become more visible and widespread. Although environmental remediation is only beginning to emerge in Asia as a solution to problems of natural resource degradation, the authors show how U.S. firms with experience in quality environmental management and biological remediation technologies will find new opportunities for exports and technology transfer. Environmental technology and services firms interested in Asia must understand both the opportunities for and barriers to operating in Asia.  相似文献

This paper analyses some of the social, political and economic dimensions of the environmental behaviour of mining enterprises and governments in the context of evolving regulation, growing public concern and technological innovation. Contrary to the belief that a trade-off exists between production costs and environmental costs, which presupposes a static technology, new generations of technology offer improved economic and environmental efficiency. Technical change is therefore reducing both production and environmental costs. Because most planned mines and available reserves are in developing countries, situations may develop whereby technical change reduces that trade-off for them.  相似文献

The environmental situation in Ghana is characterized by desertification, land degradation, deforestation, soil erosion, and inadequate water supply in the northern regions of the country. The population as a whole is growing at a rate of 3% per annum, with even greater urban growth rates, due to rural out-migration. Large parts of the coastal zone in the south are rapidly developing to become one large suburbanized area. Water quality is particularly threatened in the urban and industrialized areas, which are mainly located in the southern part of the country. The coastal lagoons and coastal waters are moderately to heavily polluted. Erosion extends along the whole Ghanaian coast with excesses, for example, in the Keta area, where during the last century over 90% of the original buildings have been washed awayby the sea. The obvious environmental consequences of the mining sector are illustrative of the environmental threats caused by a fast growing industry and industrializing agriculture, in a country where environmental policy is only in its formative years. Desertification, food insecurity and coastal erosion all contribute to an increasing number of environmental refugees. Environmental policy in Ghana is a post-Rio phenomenon. Environmental laws, a Ministry of Environment, Science and Technology, an advisory National Committee for the Implementation of Agenda 21, and a fully mandated environmental administration have been established. This administration advocates a progressive attitude towards environmental legislation and points out the specific utility of economic and legal instruments in environmental management in this relatively fast developing country. The choice of instruments for environmental management is increasingly influenced by the specific state of African environmental and technological capacity and by a call for the recognition of the role of traditional customs in nature conservation. This African perspective on environmental management is further intensified by an unmet need for regional, transboundary cooperation in the West African subcontinent. This specific West African context calls for an elaboration of an effective capacity-building program for environmental management in the area.  相似文献

This paper reviews a series of strategies for improving environmental performance in the small-scale gold mining industry. Although conditions vary regionally, few regulations and policies exist specifically for small-scale gold mining activity. Furthermore, because environmental awareness is low in most developing countries, sites typically feature rudimentary technologies and poor management practices. A combination of policy-, managerial- and technology-related initiatives is needed to facilitate environmental improvement in the industry. Following a broad overview of these initiatives, a recommended strategy is put forth for governments keen on improving the environmental conditions of resident small-scale gold mines.  相似文献

水质基准与标准是国家环境保护工作的根本,是进行环境管理的重要技术依据。随着我国水环境形势的变化和管理目标的改变,为准确、客观地反映我国当前的地表水环境状况,强化水污染防治,有效引导水环境质量改善的方向,提高水环境管理的效率,要求基于水质基准研究开展《地表水环境质量标准》的修订工作,以满足新的管理需求。预测表明,"十三五"期间我国环保投资将达到约6.8万亿,为达到修订《标准》后的目标,我国水污染防治至少需投资2.04万亿。另外,修订《标准》,将带动工业和城镇水污染防治投资超过一万亿元,能够加快环保产业的技术成果转化与应用推广。水质基准与标准对环保产业创新和社会经济发展具有积极促进作用,将在我国水环境质量改善和科技进步促进方面产生重大而深远的影响。  相似文献

This paper provides an overview of the environmental impact of mining on viable future land use and underlines the imperative of improved environmental management and closure planning. It argues that pollution prevention, through planning for closure, can lead to cost-effective strategies for sustainable minerals development and viable future land use. This seems to be most true for greenfield sites since, generally, the earlier closure planning and pollution prevention is built into a project, the more cost-effective and environmentally benign closure will be. Further, for greenfield sites, pollution prevention techniques can be employed from the outset, at the stages of exploration and mine development, and then monitored and improved through the operation stage to closure, and can be kept in place to manage future land use.
The paper discusses how global changes in the industry, following the liberalisation of investment regimes, and mergers and strategic alliances between key firms, has, by virtue of the diffusion of new technology, led to further opportunities to prevent pollution and optimise future land use through planning for closure from the outset. The objectives and components of closure plans are also reviewed as the paper draws on case studies to highlight some of the possible constraints and challenges to pollution prevention that may be faced at the level of both public policy and corporate strategy. The article concludes by suggesting a forward-looking approach to integrated environmental management and viable future land-use planning based on a dynamic model for environmental management.  相似文献

As our society's environmental concerns have grown over the past 20 years, U.S. firms have struggled to find effective and inexpensive ways to meet their mushrooming environmental obligations. Many firms, recognizing the competitive advantages to be won through adroit environmental management, have begun to seek managers trained to deal with these issues. The corporate response has been hobbled by business schools'general failure to train managers to deal with crossfunctional issues, and by a specific failure to address environmental management in their curricula. In this article, the Management Institute for Environment and Business, a program of the World Resources Institute (WRI), describes its innovative University-Community Partnerships (UCP) project to address these shortcomings. Bringing new approaches and new thinking to management curricula, MEB and several like-minded organizations are breathing new life into the old MBA programs.  相似文献

Summary The development products of environmental research lag behind in Australia. The conventional technology transfer model may not apply where environmental research, especially in the social sciences, is still seen as marginal to society. Pragmatic planning is needed for strategic security in times of trouble ahead. Cultural alignment with technological advance allows seduction by laboratories, white gladiatorial coats and expensive equipment imparting high credibility. A correctness for research futures disallows more radical pathways by the use of profit watchers, waste watch committees, technocrats and masculinist political views.A new protocol for environmental research and development calls for less complacency, scrutiny of political and military investment in nuclear futures, greater public policy analysis of issues such as pesticides in Australia's cotton industry, more attention to natural systems thresholds, radical review of social mores, more flexible management systems and closer links between strategic land use and environmental planning.She currently works for the New South Wales Department of Water Resources as a Senior Executive Officer. She has published widely on environmental policy analysis and water planning, and is a Director of Australia's National Land and Water Resources Research and Development Corporation.  相似文献

政府和民众对于城市环境事件的关注越来越高,树立典型是激励良性发展的有效手段。为了提高年度城市环境事件评选的科学性和合理性,本文提出定量和定性相结合的评选方法,包含事件收集、事件筛选、事件评定三个阶段。在此基础上,对2016年度中国城市环境保护十大事件进行了评选,无锡、贵溪、三亚、珠海的案例分别代表了水、土、气、生4个专项领域环境治理和保护的先进典型;杭州、深圳、三沙的案例分别体现了以大型赛事活动为契机开展城市综合环境整治的先进经验,以及市场化的治理手段和生态技术对于城市综合治理的重要性;上海(崇明)、重庆、鄂尔多斯(库布齐地区)代表了因地制宜的区域生态文明发展模式。通过案例分析,得出如下启示:提升环境治理成效应该兼顾责任制、市场化、民主化的管理模式创新和各种技术创新;生态环境要素应该被视为城市发展的新兴增长点;城市环境保护行为具有发展和再分配双重属性,环保行为的发展属性仍有待于继续普及,而先行城市应该借鉴典型经验,积极探索通过环境保护实现经济发展的新模式。  相似文献

我国环境污染日益严重,政府加大环境保护力度势在必行,科学、有效的环境管理对保护环境、提高环境质量起着重要的作用。环境技术进步是环境管理有效且持久的驱动力,但是,环境技术进步的测度方法一直未能实现普适性。本文首先综述了技术进步对改善环境质量的重要性,在此基础上,阐述了各学者对技术进步和偏向型技术进步测量方法的探究。然后介绍了大数据在环境管理中的应用,在其应用经验的基础上,将其引入环境技术测度领域。大数据在该领域的应用为环境偏向型技术进步的测度提供了新的契机,同时,大数据的应用也增加了研究的困难性。最后,基于偏向型技术进步之间的矛盾,提出最优环境技术的理念。通过利用大数据,可以合理测度偏向型技术进步,实现生产偏向型技术进步和环境偏向型技术进步的合理配比,找出可以兼顾高产出和低污染物排放量的最优偏向型技术进步模式。并进一步结合各区域的差异性和关联性,能够测算出区域最优偏向型技术进步模式,找到有效的环境管理方式,为环境管理者与政策制定者提供合理参考。  相似文献
