This study is motivated by the interesting relationship between the income Kuznets curve and the carbon Kuznets curve.This paper focuses on the interaction effects of income distribution and income per capita on CO2 emissions using country group panel data over the period of 1980 to 2006 by employing fixed effects(FE),random effects(RE)and feasible generalized least squares(FGLS)estimation methods.The main findings are as follows.(1)There exists an inverted-U relationship between CO2 emissions per capita and income per capita in all sample countries and high-income groups.(2)The cross-country income disparity has a negative effect on the average level of CO2 emissions but a positive effect on the aggregate income elasticity of CO2 emissions.(3)This negative effect of income disparity on the average level of CO2emissions decreases along with the growth of per capita income.Thus,economic growth contributes to the reduction of this negative impact.  相似文献

Climate change has become a hot topic in international environmental negotiations.For post-Kyoto international climate regime negotiations,many countries have proposed a variety of frameworks to share the emission reduction responsibilities and allocate carbon emission rights,and have tried to quantify the emission reduction obligations of all countries based on the perspectives of international equity and individual equity.In this paper,the authors have distinguished the concepts of carbon emissions rights based on these two perspectives respectively,have analyzed the relationship between carbon emissions per capita and economic development,and have calculated and compared the proportion of cumulative emissions per capita of different countries in history and future,and then authors conclude that emission reduction obligations should be allocated based on each country’s conditions,including historical emissions,development stage,and future demands.Developed countries should take the initiative to significantly reduce their emissions because they have already accomplished their industrialization process.However,developing countries are still in the process of industrialization,which requires more emission rights to meet their development needs.For China,the concept of carbon emissions based on individual equity can be used as a theoretical tool for the allocating the international carbon emissions rights.  相似文献

In this paper,the authors have empirically analyzed the convergence in per capita GDP gap and the convergence in the variation of energy intensity with respect to the change of per capita GDP between China and eight developed countries.Then,the authors run a regression on the impact of decisive factors of economic growth on energy intensity and its change,so as to find out the economic mechanism of energy intensity gap changing with respect to the variation of economic growth.This study concludes that:First,there is a convergence in per capita GDP gap between China and the eight developed countries.With the convergence in per capita GDP gap,the energy intensity gap between China and eight different countries also converge,and the convergence rate of the latter is faster than that of the former,i.e.if the per capita GDP gap between China and the eight developed countries decreases by 1%,the energy intensity gap between them will correspondingly decrease by 1.552%.Second,the energy intensity decreases with the improvement of industrial structure,the rising of energy prices,the advances of technology,and the expansion of investment in fixed assets,and it slightly increases with the increase of FDI.Third,the energy intensity gap between China and eight developed countries narrows with the lessening of the difference in fixed assets investment,energy prices,and technological progress between China and eight developed countries,yet increases with the narrowing of the difference in FDI,and has no significant correlation with the difference in industrial structure.Fourth,the narrowing of difference in per capita GDP between China and the eight developed countries can result in the lessening of energy intensity gap,whose economic mechanism is that the decisive factors,such as difference in investment,technology,and the competition mechanism of prices,which can determine the difference in economic growth,can significantly affect the energy intensity gap.  相似文献

Becoming the world’s largest emitter of carbon makes China the object of criticism;however,people may ignore the fact that when China exports low-carbon products,the carbon emissions have been left in the meanwhile,forming the so-called"embodied carbon".Using the input-output model,this paper analyzes the carbon emission intensity and amount of embodied carbon of various sectors in China’s export trade in 2002 and 2007,and filters out high carbon emission sectors.In addition,this paper also points out the problem of carbon emissions’international transfer from developed countries to China through the analysis of national and regional flow of export carbon emissions and changing of the proportion of emissions for exports relative to total emissions,and explains the reason that caused carbon transfer to China by using the treadmill of production theory.Based on that,this paper proposes some measures for carbon reduction in China from the foreign trade perspective.  相似文献

Foreign trade drives China’s growth,but as the trade scale continues to expand,the carbon emissions also increase quickly.Based on the industry panel data from 1996 to 2010,this paper calculates carbon emissions of 27manufacturing industries.According to the intensity of carbon emissions,this paper divides the manufacturing sectors into low carbon and high carbon manufacturing industry and then analyzes the carbon emission trends.Next,the paper uses the feasible generalized least square regression to verify the existence of environmental Kuznets curve(EKC)of the manufacturing industry’s carbon.In order to investigate the carbon leakage problem,the regression also includes the interaction term between trade and industrial value added.Our findings are as follows:the carbon emissions of the whole manufacturing industry and low carbon manufacturing industry accord with the EKC curve,but have a linear relationship with the high carbon manufacturing industry;trade reduces the carbon emissions of the whole manufacturing industry and low carbon manufacturing industry,but it increases those of the high carbon manufacturing industry;for the whole manufacturing industry and low carbon manufacturing industry,there is no carbon leakage,but it exists in the high carbon manufacturing industry.On the whole,pollution haven hypothesis does not hold up in China,and China does not need to limit industry foreign trade to reduce the emission of CO2.But the manufacturing industry will still be the main engine of the economic growth,and therefore our country should make an effective low-carbon policy,introduce advanced technology,increase R&D investment into lowcarbon technologies,and upgrade and transform the original equipment to change the backward mode of production.  相似文献

This paper proposes to use DEA models with undesirable outputs to construct the Malmquist index that can be use to investigate the dynamic changes of CO 2 emission performance.With the index,the authors have measured the CO 2 emission performance of 28 provinces and autonomous regions in China from 1996 to 2007;with the convergence theory and panel data regression model,the authors analyze the regional differences and the influencing factors.It is found that the performance of CO 2 emissions in China has been continuously improved mainly due to the technological progress,and the average improvement rate is 3.25%,with a cumulative improvement rate of 40.86%.In addition,the CO 2 emission performance varies across four regions.As a whole,the performance score of eastern China is the highest.The northeastern and central China has relatively lower performance scores,and the western China is relatively backward.The regional differences are decreasing,and the performance of CO 2 emissions is convergent.The influence of some factors on the performance of CO 2 emissions is significant,such as the level of economic development,the level of industrial structure,energy intensity,and ownership structure.The influence of some factors,such as opening-up to the outside world,on the performance of CO 2 emissions is not significant..  相似文献

Carbon-motivated border tax adjustment (BTA) aims to compensate for the loss of competitiveness of carbon intensive products due to carbon dioxide abatement actions.Based on the analysis of the international background of carbon-motivated BTAs,this paper discusses the fundamental motivation leading to US policy transformation,the potential impacts of the policy on China’s manufacturing industries,and the compatibility of the policy to WTO rules.Carbon-motivated BTAs violate the fundamental principle of the UNFCCC,and potentially conflict with the core WTO principle of non-discrimination reflected in the GATT Articles I and III.However,Article XX of the GATT may be applicable.Thus,the author suggests several measures to alleviate the impacts of carbon-motivated BTAs,and puts forward countermeasures based on carbon consumption per capita.  相似文献

The transportation industry is an essential sector for carbon emissions mitigation.This paper firstly used the LMDI(Logarithmic Mean Divisia Index)decomposition method to establish factors decomposition model on China’s transportation carbon emission.Then,a quantitative analysis was performed to study the factors influencing China’s transportation carbon emissions from 1991 to 2008,which are identified as transportation energy efficiency,transportation structure and transportation development.The results showed that:(1)The impact of transportation development on transportation carbon emissions showed pulling function.Its contribution value to carbon emissions remained at high growth since 1991 and showed an exponential growth trend.(2)The impact of transportation structure on transportation carbon emissions showed promoting function in general,but its role in promoting carbon emissions decreased year by year.And with the continuous optimization of transportation structure,the promoting effect decreased gradually and showed the inversed"U"trend.(3)The impact of transportation energy efficiency on transportation carbon emissions showed a function of inhibition before pulling.In order to predict the potential of carbon emission reduction,three scenarios were set.Analysis of the scenarios showed that if greater intensity emission reduction measures are taken,the carbon emissions will reduce by 31.01 million tons by 2015 and by 48.81 million tons by 2020.  相似文献

Co-integration theory has been employed in this paper and Granger causes are found between urbanization rate and GDP, between capital stock and GDP. Scenario analysis of GDP is performed using the GDP model established in the paper. The energy consumptions in Germany, Japan and other developed countries are analyzed and compared with the energy consumption in China. Environmental friendly scenario of energy demand and CO2 emissions for sustainable China has been formed based on the results of comparison. Under environmental friendly scenario, the primary energy consumption will be 4.31 billion ton coal equivalence (tee) and CO2 emissions will be 1.854 billion t-c in 2050; energy per capital will be 3.06 tee that is 1.8 times of energy consumed in 2005 in China and 51% of consumed energy per capital in Japan in 2003. In 2050, the energy requirement of unit GDP will be 20% lower than that of Germany in 2003, but will be still 37% higher than that in Japan in 2003. It is certain that to fulfill the environmental friendly Scenario of energy demand and CO2 emissions is a difficult task and it needs long term efforts of the whole society, not only in production sectors but also in service and household sectors,  相似文献

Levying carbon tax is conducive to reducing carbon dioxide emissions and protecting the environment.The author firstly reviewed some relevant empirical studies on carbon tax both home and abroad,and then established the CGE model and simulated levying carbon tax in China.The study found that levying carbon tax would have little impact on China’s economy:in a short-term,China’s GDP might decrease by 0.51%,while in a long-term it might decrease by 0.08%;however,the carbon dioxide emissions would be substantially reduced.Meanwhile,levying carbon tax has some negative impact on the output of each industry in the very economic structure;of this,the mineral extractive industries would be influenced the most.Then the author summarized experience of levying carbon tax in foreign countries.  相似文献

The EU, the United States and other economies, with the intention to implement unilateral trade measures Border Carbon Adjustments, impose emission reduction pressure on developing countries. Once implemented, the measures will have great impact on China’s foreign trade. Using the input-output table in 2007, this paper had analyzed the influences on China’s foreign trade as a whole and sub-sectors in three tax rates scenarios. The results showed that the tariff level of China’s exports will increase by 3.6%-6.3% if the tax was levied on exports embodied emissions, and by 1.0%-1.7% if levied on export direct emissions. In 2007, the former total amount of carbon tax was about US$42.6-73.0 billion, 4 times that of the latter. Based on export embodied emissions, sectors largely influenced were non-traditional energy intensive ones, such as textile, et al. These sectors should be encour-aged to carry out industrial upgrading, raising the value-added of export goods, and reducing their embodied emissions by reduction of energy intensity. Taking into account of the complexity of data collection, the tax levied on products direct emission is more operational. The results showed that the five top sectors most affected were other chemical materials, processing of petroleum and nuclear fuel, coking, smelting and rolling of ferrous metal and textile. Most of them were energy intensive sectors. Therefore, adjusting export products structure, and controlling too fast development of energy intensive industries are also important strategies in China.  相似文献

Since the reform and opening up,China’s export trade has maintained a rapid growth;meanwhile,China’s energy consumption has been increasing sharply. "High export and high energy consumption" has become the feature of China’s trade and economic development.In this paper,based on the input-output analysis approach,the authors have conducted an empirical study on the export trade and energy consumption of 21 trade industrial sectors.The results show that,China is a big net exporter of embodied energy.Assuming that the export growth rate of embodied energy maintains to be about 23.6%,the average annual growth rate of the past 32 years,and based on the input-output data of 2005,by 2030 China’s net export of embodied energy would be over eight times more than the aggregate energy production,which is obviously infeasible.As a country of very low per capita energy,China must change its export pattern,encourage or restrain the export of different industrial sectors according to their energy consumption intensity,and promote structural change of energy-efficient exported products,so as to achieve the sustainable development.Accordingly,the authors put forward some suggestions.  相似文献

Consensus on reducing greenhouse gas emissions has been reached at the technical and political level.However,as the issue involves economic costs and the right to develop,the international institutional framework for addressing greenhouse gas emissions has consistently failed to balance the demands of impartiality and sustainability.However,a sustainable carbon budget proposal is undoubtedly achievable if the global carbon budget (the total amount of carbon permitted by climate security) is made an absolute constraint.If a preliminary distribution was made among the world’s population on a per capita basis,the total limited global carbon budget could not only meet basic needs but also ensure the proposal’s equitable.Taking into account historical emission levels and future needs,we should carry out carbon budget transfer payments and devise a corresponding funding mechanism to ensure efficient allocation under the proposal.Unlike the phase-by-phase progress and provisional goals of the Kyoto Protocol,the carbon budget proposal outlined above is a comprehensive and holistic package.Due to the politicization of the climate change issue,however,many technical issues can only be worked out through international political and diplomatic negotiations.  相似文献

Based on the methodology provided by Organization for Economic Co-operation and Development, we analyze regional disparities in China's mainland at provincial level between 2000 and 2005. It regards regional GDP growth as the joint result of contribution of a number of factors, i.e. capital productivity, capital per manpower, specialization, employment rate, active population, and population. The results show that for all provincial units, capital per manpower is a dominant contributing factor to the growth of GDP per capita during the period from 2000 to 2005 while capital productivity has quite significant negative impacts. Specialization contributes differently in different provinces. In most provincial units, employment rate and age activity have a positive impact on growth of GDP per capita, though not very significantly.  相似文献

Carbon emission is the current hot issue of global concern. How to assess various contributing factors for carbon emission is of great importance to find out the key factors and promote carbon emission reduction. In this paper, the author constructs an identical equation for carbon emission, based on the economic aggregate, the economic structure, the efficiency of energy utilization, the structure of energy consumption, and the coefficient of carbon emission; by applying to LMDI decomposition technology, the author analyzes the carbon emission of China from 1995 to 2007 at industrial level and regional level. The results show that the expansion of economic aggregate is the main reason for China’ s rapidly increasing carbon emission and the increase of energy utilization efficiency is the key factor that can hold back the increase of carbon emission. In addition, the change of industrial structure or regional structure and the change of traditional energy structure have limited influence on the carbon emission, and their potentials have not yet been exploited. At the end of this paper, the author proposes the efforts that China should make to reduce carbon emission.  相似文献

This study investigates the relationship among pollutant emissions,energy consumption and economic development in China during the period 1982-2007 by using a one-step GMM-system model under a multivariable panel VAR framework,controlling for capital stock and labor force.Regarding the data for all 28 provinces as a whole,we find that there is a unidirectional positive relationship running from pollutant emission to economic development and a unidirectional negative relationship between pollutant emission and energy consumption.Based on traditional economic planning,the panel data of28 provinces are divided into two cross-province groups.It is discovered that in the eastern coastal region of China,there is only a unidirectional positive causal relationship leading from economic development to pollutant emission;while in the central and western regions,there are the unidirectional Granger causal relationships between pollutant emission and energy consumption,as well as between pollutant emission and economic development.There is also a unique unidirectional causal relationship running from economic development to energy consumption,which does not appear in the eastem coastal region or in China as a whole.  相似文献

Climate change is one of the focuses to mitigate greenhouse effect and reduce carbon dioxide emissions.First,the paper summarizes on the carbon dioxide emission factors and methods suitable to the situation in China.Second,it analyzes the primary energy-related carbon dioxide emissions during the period between 1995 and 2005 from different fossil fuels and different zones.The trend of primary energy-related carbon dioxide emissions from 1995 to 2005 is"first decreasing and later increasing."Seven regions-Liaoning,Shanxi,Hebei,Shandong,Henan,and Jiangsu-and most of the provinces(cities or regions)were found to have similar trends regarding total carbon dioxide emissions in China.The annual carbon dioxide emissions and the growth ratio of these seven regions are much higher compared to those of the other 24 provinces(cities or regions).Finally,this paper puts forward some suggestions to reduce carbon dioxide.  相似文献

This paper aims to estimate the effects of changing life style and consumption demands driven by income growth and urbanization on increase of energy requirements in China, and es-timate the impacts of improvement in household consumption on mitigating energy requirements towards 2020, based on input-out-put analysis and scenarios simulation approach. The result shows that energy requirement per capita has increased by 159% for urban residents and 147% for rural residents from 1995 to 2004. Growth in household consumption driven by income growth and urbanization may induce a successive increase in energy require-ments in future. Per capita energy requirements of urban residents will increase by 240% during 2002-2015 and 330% during 2002-2020. Urbanization might lead to 0.75 billion ton of increment of energy requirements in 2020. About 45%-48% of total energy requirements in China might be a consequence of residents’ life styles and the economic activities to support consumption demands in 2020. Under low-carbon life style scenario, per capita energy requirements of urban residents may decline to 97% in 2015 and 92% in 2020 in contrast with baseline scenario. That implies that China needs to pay a great attention to developing green low-carbon life style in order to realize mitigation target towards 2020.  相似文献

When accounting the CO2 emissions responsibility of the electricity sector at the provincial level in China,it is of great significance to consider the scope of both producers’ and the consumers’ responsibility,since this will promote fairness in defining emission responsibility and enhance cooperation in emission reduction among provinces.This paper proposes a new method for calculating carbon emissions from the power sector at the provincial level based on the shared responsibility principle and taking into account interregional power exchange.This method can not only be used to account the emission responsibility shared by both the electricity production side and the consumption side,but it is also applicable for calculating the corresponding emission responsibility undertaken by those provinces with net electricity outflow and inflow.This method has been used to account for the carbon emissions responsibilities of the power sector at the provincial level in China since 2011.The empirical results indicate that compared with the production-based accounting method,the carbon emissions of major power-generation provinces in China calculated by the shared responsibility accounting method are reduced by at least 10%,but those of other power-consumption provinces are increased by 20% or more.Secondly,based on the principle of shared responsibility accounting,Inner Mongolia has the highest carbon emissions from the power sector while Hainan has the lowest.Thirdly,four provinces,including Inner Mongolia,Shanxi,Hubei and Anhui,have the highest carbon emissions from net electricity outflow- 14 million t in 2011,accounting for 74.42% of total carbon emissions from net electricity outflow in China.Six provinces,including Hebei,Beijing,Guangdong,Liaoning,Shandong,and Jiangsu,have the highest carbon emissions from net electricity inflow- 11 million t in 2011,accounting for 71.44% of total carbon emissions from net electricity inflow in China.Lastly,this paper has estimated the emission factors of electricity consumption at the provincial level,which can avoid repeated calculations when accounting the emission responsibility of power consumption terminals(e.g.construction,automobile manufacturing and other industries).In addition,these emission factors can also be used to account the emission responsibilities of provincial power grids.  相似文献
