Payment for environmental services (PES) schemes are increasingly being introduced in developed and developing countries for the ecological conservation of forests also. Such payment schemes resemble a new mode of forest governance labelled political modernization, in which centralized and state-based command-and-control policies make room for market dynamics, non-state actors, and decentralization. In entering the new Millennium, China has massively started using payment schemes to conserve its forests. An analysis of the implementation of the Forest Ecological Benefit Compensation Fund Programme in Liaoning Province is used to investigate whether China's PES schemes resemble notions of political modernization. It is concluded that Liaoning Province introduced market dynamics and farmer participation in the implementation of its PES scheme, but in a way different from that theorized by political modernization scholars. Hence, it should rather be seen as a ‘Chinese style’ political modernization process.  相似文献

Forest certification--an instrument to promote sustainable forest management?   总被引:10,自引:0,他引:10  
Forest certification was introduced in the early 1990s to address concerns of deforestation and forest degradation and to promote the maintenance of biological diversity, especially in the tropics. Initially pushed by environmental groups, it quickly evolved as a potential instrument to promote sustainable forest management (SFM). To date about 124 million ha or 3.2% of the world's forests have been certified by the different certification schemes created over the last decade.Forest certification shares the aim of promoting SFM with another tool, namely criteria and indicators (C&I) for SFM. C&I sets are mainly developed for the national level to describe and monitor status and trends in forests and forest management. They also provide an essential reference basis for forest certification standards, which set performance targets to be applied on a defined area. Progress in developing these two different tools has been significant.After 10 years of implementation, it is evident that the original intention to save tropical biodiversity through certification has largely failed to date. Most of certified areas are in the temperate and boreal zone, with Europe as the most important region. Only around ten per cent is located in tropical countries.The standards used for issuing certificates upon compliance are diverse, both between certification schemes and within one and the same scheme when applied in different regions. However, they are at least equal to legal requirements and often include elements that set actually higher standards.While the quality of actual audits of the standards is of varying quality, there are indications that independent audits are an incentive for improving forest management. As a voluntary market-based tool, forest certification is depending on the ability to cover the costs incurred and thus on often-elusive green consumer sentiment.Regardless of many difficulties, forest certification has been very successful in raising awareness and disseminating knowledge on a holistic SFM concept, embracing economic, environmental and social issues, worldwide. It also provides a tool for a range of other applications than assessment of sustainability, such as e.g. verifying carbon sinks.  相似文献

The maintenance of a timely, reliable and accurate spatial database on current forest ecosystem conditions and changes is essential to characterize and assess forest resources and support sustainable forest management. Information for such a database can be obtained only through a continuous forest inventory. The National Forest Continuous Inventory (NFCI) is the first level of China’s three-tiered inventory system. The NFCI is administered by the State Forestry Administration; data are acquired by five inventory institutions around the country. Several important components of the database include land type, forest classification and ageclass/ age-group. The NFCI database in China is constructed based on 5-year inventory periods, resulting in some of the data not being timely when reports are issued. To address this problem, a forest growth simulation model has been developed to update the database for years between the periodic inventories. In order to aid in forest plan design and management, a three-dimensional virtual reality system of forest landscapes for selected units in the database (compartment or sub-compartment) has also been developed based on Virtual Reality Modeling Language. In addition, a transparent internet publishing system for a spatial database based on open source WebGIS (UMN Map Server) has been designed and utilized to enhance public understanding and encourage free participation of interested parties in the development, implementation, and planning of sustainable forest management.  相似文献

Intact riparian ecosystems are rich in biological diversity, but throughout the world, many have been degraded. Biodiversity declines, particularly of vertebrates, have led to experimental efforts to restore riparian forests by thinning young stands to accelerate creation of large diameter live trees. However, many vertebrates depend on large diameter deadwood that is standing as snags or fallen to the forest floor or fallen into streams. Therefore, we reviewed the sizes of deadwood and live trees used by different vertebrate species to understand which species are likely to benefit from different thinning treatments. We then examined how riparian thinning affects the long‐term development of both large diameter live trees and deadwood. To this end, we used a forest growth model to examine how different forest thinning intensities might affect the long‐term production and abundance of live trees and deadwood. Our results suggest that there are long‐term habitat tradeoffs associated with different thinning intensities. Species that utilize large diameter live trees will benefit most from heavy thinning, whereas species that utilize large diameter deadwood will benefit most from light or no thinning. Because far more vertebrate species utilize large deadwood rather than large live trees, allowing riparian forests to naturally develop may result in the most rapid and sustained development of structural features important to most terrestrial and aquatic vertebrates.  相似文献

Oregons land-use planning program is often cited as an exemplary approach to forest and farmland conservation, but analyses of its effectiveness are limited. This article examines Oregons land-use planning program using detailed spatial data describing building densities in western Oregon. An empirical model describes changes in building densities on forest and agricultural lands from 1974 to 1994, as a function of a gravity index of lands commuting distance to cities of various sizes, topographic characteristics, and zoning adopted under Oregons land-use planning program. The effectiveness of Oregons land-use planning program is evaluated based on the statistical significance of zoning variables and by computing estimated areas of forest and agricultural lands falling into undeveloped, low-density developed, and developed building density categories, with and without land-use zoning in effect. Results suggest that Oregons land-use planning program has provided a measurable degree of protection to forest and agricultural lands since its implementation.  相似文献

In the 1980s, tropical forest-management principles underwent a shift toward approaches giving greater responsibilities to rural people. One argument for such a shift were the long-term relations established between rural people and their natural resources. In Madagascar, a new law was drawn up in 1996 (Gelose law), which sought to integrate rural people into forest management. A gap was observed between the changes foreseen by the projects implementing the Gelose law and the actual changes. In this article, we use the concept of the social-ecological system (SES) to analyze that gap. The differences existing between the planned changes set by the Gelose contract in the village of Ambatoloaka (northwest of Madagascar) and the practices observed in 2010 were conceptualized as a gap between two SESs. The first SES is the targeted one (i.e., a virtual one); it corresponds to the designed Gelose contract. The second SES is the observed one. It is characterized by the heterogeneity of forest users and uses, which have several impacts on forest management, and by very dynamic social and ecological systems. The observed SES has been reshaped contingent on the constraints and opportunities offered by the Gelose contract as well as on other ecological and social components. The consequences and opportunities that such an SES reshaping would offer to improve the implementation of the Gelose law are discussed. The main reasons explaining the gap between the two SESs are as follows: (1) the clash between static and homogeneous perceptions in the targeted SES and the dynamics and heterogeneity that characterize the observed SES; and (2) the focus on one specific use of forest ecosystems (i.e., charcoal-making) in the targeted SES. The climate change mitigation mechanism Reducing Emissions from Deforestation and Forest Degradation in developing countries (REDD+) is currently being negotiated under the United Nations Framework Convention on Climate Change (UNFCCC). Integrating biodiversity monitoring into REDD+ facilitates compliance with the safeguards stipulated by the UNFCCC to exclude environmental risks. Interviews with actors engaged in REDD+ implementation and biodiversity conservation at the national and sub-national level in Peru (n = 30) and a literature review (n = 58) were conducted to pinpoint constraints and opportunities for monitoring effects of REDD+ management interventions on biodiversity, and to identify relevant biodiversity data and indicators. It was found that particularly sub-national actors, who were frequently involved in REDD+ pilot projects, acknowledge the availability of biodiversity data. Actors at both the national and sub-national levels, however, criticized data gaps and data being scattered across biodiversity research organizations. Most of the literature reviewed (78 %) included indicators on the state of certain biodiversity aspects, especially mammals. Indicators for pressure on biodiversity, impacts on environmental functions, or policy responses to environmental threats were addressed less frequently (31, 21, and 10 %, respectively). Integrating biodiversity concerns in carbon monitoring schemes was considered to have potential, although few specific examples were identified. The involvement of biodiversity research organizations in sub-national REDD+ activities enhances monitoring capacities. It is discussed how improvements in collaboration among actors from the project to the national level could facilitate the evaluation of existing information at the national level. Monitoring changes in ecosystem services may increase the ecological and socioeconomic viability of REDD+.  相似文献

In recent years, researchers and policy makers have recognized that nontimber forest products (NTFPs) extracted from forests by rural people can make a significant contribution to their well-being and to the local economy. This study presents and discusses data that describe the contribution of NTFPs to cash income in the dry deciduous forests of Orissa and Jharkhand, India. In its focus on cash income, this study sheds light on how the sale of NTFPs and products that use NTFPs as inputs contribute to the rural economy. From analysis of a unique data set that was collected over the course of a year, the study finds that the contribution of NTFPs to cash income varies across ecological settings, seasons, income level, and caste. Such variation should inform where and when to apply NTFP forest access and management policies.  相似文献

We investigated differences in vegetation composition and dynamics for two globally rare ecosystems, bracken–grasslands and northern–dry forests of northern Wisconsin. These ecosystems commonly have been viewed as degraded pine barrens. Bracken–grasslands contained a high dominance of exotic species, low native richness, and no obvious prairie species, suggesting logging-era anthropogenic origins. Differences in cover for common plants among ecosystems were examined using Mann-Whitney U tests of equivalence. Cover of all 8 graminoid species, 4 of 5 Ericaceae and Myricaceae species, and 10 of 17 species of forbs were significantly different between ecosystems. Vegetation changes over a 4-year period were examined through detrended correspondence analysis (DCA) and analysis of variance (ANOVA) repeated measures. DCA analyses of community composition failed to detect significant temporal trends within individual management units, although differences were apparent between ecosystems, regardless of sample year. In addition, no apparent patterns could be detected between years when comparing dominant individual species to management history (prescribed fire). This is contrary to what would be expected for a degraded pine barrens and questions the efficacy of using repeated prescribed fire as a management tool in bracken–grasslands. Methods for conservation and restoration of xeric ecosystems of northern Wisconsin have historically relied heavily on single species (e.g., sharp-tailed grouse) wildlife models, without full consideration of other factors. We suggest that stakeholders involved in these restoration projects examine historic processes and reference conditions prior to formulating management goals. Greater attention to the differentiation and individual management needs of pine barrens, northern–dry forests, and bracken–grasslands is needed.  相似文献

Forests are socioeconomically and ecologically important ecosystems that are exposed to a variety of natural and anthropogenic stressors. As such, monitoring forest condition and detecting temporal changes therein remain critical to sound public and private forestland management. The National Parks Service’s Vital Signs monitoring program collects information on many forest health indicators, including species richness, cover by exotics, browse pressure, and forest regeneration. We applied a mixed-model approach to partition variability in data for 30 forest health indicators collected from several national parks in the eastern United States. We then used the estimated variance components in a simulation model to evaluate trend detection capabilities for each indicator. We investigated the extent to which the following factors affected ability to detect trends: (a) sample design: using simple panel versus connected panel design, (b) effect size: increasing trend magnitude, (c) sample size: varying the number of plots sampled each year, and (d) stratified sampling: post-stratifying plots into vegetation domains. Statistical power varied among indicators; however, indicators that measured the proportion of a total yielded higher power when compared to indicators that measured absolute or average values. In addition, the total variability for an indicator appeared to influence power to detect temporal trends more than how total variance was partitioned among spatial and temporal sources. Based on these analyses and the monitoring objectives of the Vital Signs program, the current sampling design is likely overly intensive for detecting a 5 % trend·year?1 for all indicators and is appropriate for detecting a 1 % trend·year?1 in most indicators.  相似文献

Dilemmas of natural resources governance have been a central concern for scholars, policy makers, and users. Major debates occur over the implications of property rights for common resources management. After the Mexican Revolution (1910–1917), land was distributed mainly as ejidos conceived as a hereditary but unalienable collective form of property. In 1992, a new Agrarian Law was decreed that allows individual ownership by removing various restrictions over the transfer of land. Scholars have examined the reform mainly focusing on land-tenure changes and environmental fragmentation. This study examines how the new ownership regime is affecting collective decision-making in ejidos located in a tropical dry forest (TDF) ecosystem. Information on decision-making processes before and after the 1992 reform was gathered through 52 interviews conducted in four ejidos selected along a gradient including agricultural, cattle-raising, and TDF use. The new individualized land property system reduced collective action in ejidos but did not trigger it. Collective action responses to the 1992 reform were buffered by self-organization each ejido already had. Heterogeneous users who shared a short history and showed little understanding of TDF and low dependence on its resources seemed to explain why ejidos have not been able to share a sense of community that would shape the construction of institutions for the collective management of forest resources. However, when a resource is scarce and highly valuable such as water the same users showed capacities for undertaking costly co-operative activities.  相似文献

This study aimed to unpack the dynamic proximity effects of a park on residential values in the urban regeneration context: first by the development phase of the park, and second, by specific characteristics of the residential units. The study site is the Dream Forest in Seoul, South Korea, and the study period is from 2006 to 2015. The two-fold multilevel regression analysis suggests that the Dream Forest began exerting proximity effects from the time of site acquisition by the city, which peaked at a 3.7% price increment per 100-meter distance to the park from a prototypical housing unit, soon after the public announcement of the park procurement plan. During construction, inauguration and stabilization, the effect has remained at around 3.0%. The analysis also suggests that the proximity effect applies unevenly to housing units: apartment type or older housing units are more sensitive to the externality effects than their counterparts – multifamily type or newer housing units.  相似文献
