ABSTRACT: Ecosystem management has become an important unifying theme for environmental policy in the past decade. Whereas the science of ecosystem dynamics suggests that it will remain difficult to define ecosystem borders and all of the natural and anthropogenic effects that influence them, the politics of ecosystem management require that a national ecosystem delineation standard be adopted. Moreover, a political framework for ecosystem management decision making must be designed in such a way as to complement the hierarchical, interrelated nature of ecosystems generally. This paper advocates that a watershed-based ecosystem delineation standard is the most politically suitable because it will be easily understood by the public and watersheds have a long history as a medium of environmental policy. The paper then proposes that the political framework for watershed-based ecosystem management must depend heavily on state and local autonomy, subject to federally prescribed standards and goals. The Coastal Zone Management Act provides a model for how a national ecosystem management policy can work within state and local watershed cultures and economies.  相似文献

The problems posed by adaptive management for improved ecosystem health are reviewed. Other kinds of science-informed ecosystem management are needed for those regions of conflict between rapid human population growth, increased resource extraction, and the rising demand for better environmental amenities, where large-scale experiments are not feasible. One new framework is threshold-based resource management. Threshold-based resource management guides management choices among four major science and engineering approaches to achieve healthier ecosystems: self-sustaining ecosystem management, adaptive management, case-by-case resource management, and high-reliability management. As resource conflicts increase over a landscape (i.e., as the ecosystems in the landscape move through different thresholds), management options change for the environmental decision-maker in terms of what can and cannot be attained by way of ecosystem health. The major policy and management implication of the framework is that the exclusive use or recommendation of any one management regime, be it self-sustaining, adaptive, case-by-case, or high-reliability management, across all categories of ecosystems within a heterogeneous landscape that is variably populated and extractively used is not only inappropriate, it is fatal to the goals of improved ecosystem health. The article concludes with detailed proposals for environmental decision-makers to undertake “bandwidth management” in ways that blend the best of adaptive management and high-reliability management for improved ecosystem health while at the same time maintaining highly reliable flows of ecosystem services, such as water.  相似文献

Commonly used methods of evaluating the degree of consistency of protected area ecosystems with social and ecological carrying capacities are likely to result in decision errors. This occurs because such methods do not account for imprecision and uncertainty in inferring the degree of ecosystem consistency from an observed ecosystem indicator. This paper proposes a fuzzy adaptive management approach to determine whether a protected area ecosystem is consistent with ecological and social carrying capacities and, if not, to identify management actions that are most likely to achieve consistency when there is uncertainty about the current degree of consistency and how alternative management actions are likely to influence that consistency. The proposed approach is illustrated using a hypothetical example that uses an ecosystem indicator that reflects combinations of different levels of user satisfaction and conservation of threatened and endangered species. Application of the proposed fuzzy adaptive management approach requires a protected area manager to: (1) identify alternative management actions for achieving ecosystem consistency with social and ecological carrying capacities in each of several management zones in a protected area; (2) randomly assign alternative management actions to management zones; (3) define fuzzy sets for the ecosystem indicator and degree of ecosystem consistency, and fuzzy relations between the ecosystem indicator and the degree of ecosystem consistency; (4) monitor the indicator in each management zone; (5) define fuzzy sets based on the observed indicator in each management zone; and (6) combine the fuzzy sets defined on the observed indicator and the fuzzy relations between the indicator and the degree of ecosystem consistency to reach conclusions about the most likely degree of consistency for alternative management actions in each management zone. The fuzzy adaptive management approach proposed here is advantageous when the benefits of avoiding the decision errors inherent with crisp and stochastic decision rules outweigh the added cost of implementing the approach.  相似文献

Input- and output-oriented approaches to landscape management have distinct roles for resource protection, environmental restoration, and sustainable land management. Implementing recent proposals for ecosystem management in the western United States involves a synthesis of input and output management. Within the broader context of ecosystem management, input management focuses on tailoring land use to the landscape, whereas output management employs assessments of resource condition to trigger modified management activity once resources are degraded to specified threshold conditions. Current approaches to landscape-scale management, however, tend to rely primarily on output-oriented strategies that are most effective for monitoring environmental conditions. Current uses of input management focus on environmental impact assessments, which generally are site- or project-specific analyses. The compeexity and dynamic nature of ecosystems, and the range of scales over which ecological processes operate, imply that development and incorporation of input-oriented approaches into landscape-scale management is necessary to implement ecosystem management as a strategy for sustainable land use.  相似文献

Integrating social and hydrologic sciences for understanding water systems is challenged by data management complexities. Contemporary mandates for open science and data sharing necessitate better understanding of the implications of social science data types. In the context of an interdisciplinary water research program that endeavors to integrate and share social science and biophysical data, we highlight the array of data types and issues associated with social water science. We present a multi‐dimensional classification of social water science data that provides insight into data management considerations for each data type. Sound ecosystem management meshes socioeconomic attitudes and values with sustainable natural resource practices. Adaptive management is a model for guiding natural resource managers in this process. Ecosystems and the societies that use them are continually evolving. Therefore, managers must be flexible and adaptable in the face of uncertainty and lack of knowledge. To couple good science to management, it is important to develop goals, models, and hypotheses that allow us to systematically learn as we manage. Goals and models guide the development and implementation of management practices. The need to evaluate models and test hypotheses mandates monitoring, which feeds into a continuous cycle of goal and model reformulation. This paper reviews the process of adaptive management and describes how it is being applied to oak/pine savanna restoration at Necedah National Wildlife Refuge as an illustration. Our aim is to help managers design their own adaptive management models for successful ecosystem management.  相似文献

ABSTRACT: Ecologically effective ecosystem management will require the development of a robust logic, rationale, and framework for addressing the inherent limitations of scientific understanding. It must incorporate a strategy for avoiding irreversible or large-scale environmental mistakes that arise from social and political forces that tend to promote fragmented, uncritical, short-sighted, inflexible, and overly optimistic assessments of resource status, management capabilities, and the consequences of decisions and policies. Aquatic resources are vulnerable to the effects of human activities catchment-wide, and many of the landscape changes humans routinely induce cause irreversible damage (e.g., some species introductions, extinctions of ecotypes and species) or give rise to cumulative, long-term, large-scale biological and cultural consequences (e.g., accelerated erosion and sedimentation, deforestation, toxic contamination of sediments). In aquatic ecosystems, biotic impoverishment and environmental disruption caused by past management and natural events profoundly constrain the ability of future management to maintain biodiversity and restore historical ecosystem functions and values. To provide for rational, adaptive progress in ecosystem management and to reduce the risk of irreversible and unanticipated consequences, managers and scientists must identify catchments and aquatic networks where ecological integrity has been least damaged by prior management, and jointly develop means to ensure their protection as reservoirs of natural biodiversity, keystones for regional restoration, management models, monitoring benchmarks, and resources for ecological research.  相似文献

We performed a sociocultural preference assessment for a suite of ecosystem services provided by the Kiamichi River watershed in the south‐central United States, a region with intense water conflict. The goal was to examine how a social assessment of services could be used to weigh tradeoffs among water resource uses for future watershed management and planning. We identified the ecosystem services beneficiaries groups, analyzed perception for maintaining services, assessed differences in the importance and perceived trends for ecosystem services, and explored the perceived impact on ecosystem services arising from different watershed management scenarios. Results show habitat for species and water regulation were two ecosystem services all beneficiaries agreed were important. The main discrepancies among stakeholder groups were found for water‐related services. The identification of potential tradeoffs between services under different flow scenarios promotes a dynamic management strategy for allocating water resources, one that mitigates potential conflicts. While it is widely accepted the needs of all beneficiaries should be considered for the successful incorporation of ecosystem services into watershed management, the number of studies actually using the sociocultural perspective in ecosystem service assessment is limited. Our study demonstrates it is both possible and useful to quantify social demand of ecosystem services in watershed management.  相似文献

An inadequate basis for precisely predicting the outcome of lotic ecosystem recovery, whether due to unaided natural processes or management techniques or both, exists because: (1) the field of ecology has not yet matured as a rigorous predictive science; (2) the precise sequence of events, including climatic occurrences, affecting the recovery process may be unique events and thus rarely or never repeated; and (3) even when attempts are made to control the recolonization process through introduction of species, etc., the interaction of these species may not follow deterministic models. Although this symposium focuses on lotic ecosystems, such systems are influenced strongly by exports from the surrounding land mass and, under certain circumstances, this may be the overriding influence on the recovery process; therefore, unless the boundary conditions are determined realistically, the recovery process may not follow desirable pathways. Despite the lack of a robust theoretical support base for lotic ecosystem recovery, some remarkable and rapid recoveries have occurred to either a close approximation of the original condition or to a condition ecologically superior to the damaged condition. In some cases, the recovery was due entirely to natural processes and, in others, often followed relatively straightforward management practices. There is evidence indicating that lotic ecosystem restoration is both cost effective and likely to produce satisfying results relatively rapidly. It is both fortunate that this is the case, since society is likely to support such efforts when the results have been extraordinarily successful, and unfortunate since restoration ecology needs a predictive capability.  相似文献

An adaptive management approach is necessary but not sufficient to address the long-term challenges of the Greater Yellowstone Ecosystem (GYE). Adaptive management, in turn, has its own particular challenges, of which we focus on two: science input, and stakeholder engagement. In order to frame our discussion and subsequent recommendations, we place the current management difficulties into their historical context, with special emphasis on the 1990 Vision document, which attempted a broad synthesis of management goals for the ecosystem. After examining these two key challenges in the context of the GYE, we make several recommendations that would allow for more effective ecosystem management in the long term. First, we recommend adoption of the GYE as a site for long-term science research and monitoring with an emphasis on integrative research, long-term federal funding, and public dissemination of data. Second, we conclude that a clearer prioritization of legislative mandates would allow for more flexible ecosystem management in the GYE, a region where conflicting mandates have historically led to litigation antithetical to effective ecosystem management. Finally, we recommend a renewed attempt at an updated Vision for the Future that engages stakeholders (including local landholders) substantively from the outset.  相似文献

In the United States and around the world, scientists and practitioners have debated the definition and merits of ecosystem management as a new approach to natural resource management. While these debates continue, a growing number of organizations formally have adopted ecosystem management. However, adoption does not necessarily lead to successful implementation, and theories are not always put into practice. In this article, we examine how a leading natural resource agency, the United States Department of Agriculture Forest Service, has translated ecosystem management theory into concrete policy objectives and how successfully these objectives are perceived to be implemented throughout the national forest system. Through document analysis, interviews, and survey responses from 345 Forest Service managers (district rangers, forest supervisors, and regional foresters), we find that the agency has incorporated numerous ecosystem management components into its objectives. Agency managers perceive that the greatest attainment of such objectives is related to collaborative stewardship and integration of scientific information, areas in which the organization has considerable prior experience. The objectives perceived to be least attained are adaptive management and integration of social and economic information, areas requiring substantial new resources and a knowledge base not traditionally emphasized by natural resource managers. Overall, success in implementing ecosystem management objectives is linked to committed forest managers.  相似文献

Continued resource degradation in various areas of the Great Lakes has led to doubts of the adequacy of conventional science and management approaches. The need for a more holistic approach, identified as an ecosystem approach, appears now to be more widely accepted although progress with implementation is slow. We argue here that ecosystem science is an integral part of an ecosystem approach and is a prerequisite to effective management planning.One of the problems of implementing an ecosystem approach is forging the link between ecosystem based research and management. For Green Bay, Wisconsin, USA, certain structural and functional qualities of the ecosystem have been used to define operational guides and to formulate management objectives. Adaptive management, an established method in natural resource and ecosystem management, has not been widely applied to landscape planning due to the lack of an operational method that addresses the role of uncertainty and standardized monitoring protocols and methods. A review of adaptive management literature and practices reveals several key concepts and principles for adaptive planning: (1) management actions are best understood and practiced as experiments; (2) several plans/experiments can be implemented simultaneously; (3) monitoring of management actions are key; and (4) adaptive management can be understood as ‘learning by doing’. The paper identifies various uncertainties in landscape planning as the major obstacles for the adoption of an adaptive approach. To address the uncertainty in landscape planning, an adaptive planning method is proposed where monitoring plays an integral role to reduce uncertainty. The proposed method is then applied to a conceptual test in water resource planning addressing abiotic-biotic-cultural resources. To operationalize adaptive planning, it is argued that professionals, stakeholders and researchers need to function in a genuinely transdisciplinary mode where all contribute to, and benefit from, decision making and the continuous generation of new knowledge.  相似文献

A strategy for management of giant sequoia groves is formulated using a conceptual framework for ecosystem management recently developed by Region Five of the USDA Forest Service. The framework includes physical, biological, and social dimensions. Environmental indicators and reference variability for key ecosystem elements are discussed in this paper. The selected ecosystem elements include: 1) attitudes, beliefs, and values; 2) economics and subsistence; 3) stream channel morphology; 4) sediment; 5) water; 6) fire; 7) organic debris; and 8) vegetation mosaic. Recommendations are made for the attributes of environmental indicators that characterize these elements. These elements and associated indicators will define and control management activities for the protection, preservation, and restoration of national forest giant sequoia ecosystems.  相似文献

Currently popular concepts such as sustainable development and sustainability seek the integration of environment and development planning. However, there is little evidence that this integration is occurring in either mainstream development planning or environmental planning. This is a function of the history, philosophies, and evolved roles of both. A brief review of the experience and results of mainstream planning, environmental planning, and ecosystem science suggests there is much in past scientific and professional practice that is relevant to the goal of integrated planning for environment and development, but still such commonly recommended reforms as systems and multidisciplinary approaches, institutional integration, and participatory, goal-oriented processes are rarely achieved. “Ecosystem approaches,” as developed and applied in ecology, human ecology, environmental planning, anthropology, psychology, and other disciplines, may provide a more transdisciplinary route to successful integration of environment and development. Experience with ecosystem approaches is reviewed, their advantages and disadvantages are discussed, and they are compared to traditional urban and regional planning, environmental planning, and ecosystem science approaches. Ultimately a synthesis of desirable characteristics for a framework to integrate environment and development planning is presented as a guide for future work and a criterion for evaluating existing programs.  相似文献

Water planning processes in Australia have struggled to account for Indigenous interests and rights in water, including the use of Indigenous knowledge in water management. In exploring the role of Indigenous knowledge in government-led water planning processes, how might tensions between Western scientific and Indigenous knowledges be lessened? Drawing on two case studies from northern Australia we examine how Indigenous knowledge is represented and managed as a different social knowledge to that of Western science in a management context where legal and planning conventions assume priority. The role of Indigenous (social) knowledges in developing options and strategies for sustainable water management is contingent upon the participation of Indigenous people in water planning. We suggest that water planning processes must contain the possibility of an explicit approach to mutual recognition and consequent translation of the conceptual and pragmatic bases of water management and planning in both Western scientific and Indigenous domains.  相似文献

The environmental planning and management of the Assarawat highlands of south-western Saudi Arabia are currently confronted by difficult problems. Deforestation is caused either by natural or intentional forces. Natural factors are limited to lightning fire and drought, while intentional forces include vandalism caused by the burning or cutting of preserved forests. Such vandalism continues despite the tremendous efforts of afforestation and preservation by several government agencies, especially the Ministry of Agriculture and Water, the National Commission for Wildlife Conservation and Development and by the municipalities of the cities and towns in the region. For centuries, local inhabitants of the Assarawat highlands have successfully established environmental planning and management strategies which balanced the settlements' growth and natural resource uses according to Islamic laws, and the tribal self-government of each settlement and tribal region. Following the establishment of the Kingdom of Saudi Arabia in 1932, the land management system started to change from tribal-based, where every tribe used to manage its local territory, to State authority. The creation of the State witnessed the unification of various fragmented tribes of Saudi Arabia into one government. This meant that environmental planning and management moved from local/regional towards a national control. This investigation proposes that the local/regional planning and management practised by the tribes could be viably utilized today. As in the past, the implementation of these practices could protect the natural environment of the locality and region and regularize their exploitation rationally, as long as vernacular people implement them. Today environmental planning and management need to be based on strategies of local requirements that enable the indigenous people to plan and manage the use of the resources.  相似文献

国土空间规划是统筹区域资源空间配置、开发管理和布局优化的总体方案,在引领区域协调发展上具有重要意义。国土空间规划必然导致土地利用类型及布局的改变,从而引起经济、社会、生态环境等方面的供给与需求变化。本研究从三生空间耦合协调的角度,通过生态系统服务和人类福祉需求的供需关系,揭示三生空间的供需连接与耦合关系。本研究借助 InVEST模型和生态服务价值当量法对生态系统服务供给与需求进行定量分析,同时引入耦合协调度模型与相对发展度模型,通过对生态系统服务供需变化进行耦合协调类型分析,探究国土空间用地结构调整所产生的供需间的协调关系,并用耦合协调状况对国土空间规划效益进行评价。研究发现,在规划期内宜宾市翠屏区生态系统服务供需总体耦合协调度呈现减小态势。2020-2035年耦合协调度从 0.60降低到 0.59,相对发展度由 1.05减小至 1.01。生态系统服务总体供给盈余明显,但由于供需分布空间差异,城镇地区为主要的供给赤字区域。影响生态系统服务需求的主要因素为环境净化需求,城市化指标对生态系统服务供需相对发展度具有较为普遍的负面影响。  相似文献
