Attacks against humanitarian aid workers have received increasing attention in the media, particularly high-profile incidents such as those against the hospitals of Médecins Sans Frontières in Afghanistan, Syria, and Yemen. Concurrently, scholarly research has given rise to a number of articles, white papers, and books on humanitarian insecurity. Most of this work centres on external threats, neglecting the internal mechanisms that humanitarian organisations use to mitigate security situations. This paper builds on the existing literature by focusing on the decision-making processes of humanitarian organisations, drawing on data collected from 16 security managers or advisers. The findings reveal that several factors contribute to contextual uncertainty and complexity, including recipient perceptions, local government actions, the behaviour of other non-governmental organisations (NGOs) in the area, logistical issues, risk variance within a single location, and organisational mandate. Furthermore, the results indicate that NGOs utilise a combination of decision-making processes to determine how to manage security in high-risk environments.  相似文献

The modern cast of disaster relief actors includes host nations, non-governmental organisations, private volunteer organisations, military organisations and others. Each group, civilian or military, has valuable skills and experiences critical to disaster relief work. The goal of this paper is to supplement the study of civil–military relief efforts with contemporary anecdotal experience. The paper examines the interaction between US military forces and other disaster relief actors during the 2005 Kashmir earthquake relief effort. The author uses direct observations made while working in Pakistan to contrast the relationships and activities from that effort with other accounts in prevailing scholarly disaster literature and military doctrine. Finally, this paper suggests that the Kashmir model of integration, coordination and transparency of intent creates a framework in which future humanitarian assistance operations could be successfully executed. Recommendations to improve civil–military interaction in future relief efforts will also be addressed.  相似文献

The 2003 war with Iraq has generated security concerns that present unique challenges to the practice of providing international humanitarian assistance during war and conflict. Objective research studies on security management are lacking. However, case studies have proven to be an important education and training tool to advance situational awareness of security risks. These challenges are illustrated by an analysis of the events surrounding the first ambush of, and assassination attempt on, a senior US aid official in Baghdad. Before deployment to conflict areas, especially those characterised by insurgent activity, humanitarian providers must realistically assess the threats to life and to the mission. They must obtain pre-deployment situational awareness education, security training and optimal protective equipment and vehicles.  相似文献

This paper documents current understanding of acceptance as a security management approach and explores issues and challenges non‐governmental organisations (NGOs) confront when implementing an acceptance approach to security management. It argues that the failure of organisations to systematise and clearly articulate acceptance as a distinct security management approach and a lack of organisational policies and procedures concerning acceptance hinder its efficacy as a security management approach. The paper identifies key and cross‐cutting components of acceptance that are critical to its effective implementation in order to advance a comprehensive and systematic concept of acceptance. The key components of acceptance illustrate how organisational and staff functions affect positively or negatively an organisation's acceptance, and include: an organisation's principles and mission, communications, negotiation, programming, relationships and networks, stakeholder and context analysis, staffing, and image. The paper contends that acceptance is linked not only to good programming, but also to overall organisational management and structures.  相似文献

This paper proposes a basic hypothesis that the volume of emergency assistance any humanitarian crisis attracts is determined by three main factors working either in conjunction or individually. First, it depends on the intensity of media coverage. Second, it depends on the degree of political interest, particularly related to security, that donor governments have in a particular region. Third, the volume of emergency aid depends on strength of humanitarian NGOs and international organisations present in a specific country experiencing a humanitarian emergency. The empirical analysis of a number of emergency situations is carried out based on material that has never been published before. The paper concludes that only occasionally do the media play a decisive role in influencing donors. Rather, the security interests of Western donors are important together with the presence and strength of humanitarian stakeholders, such as NGOs and international organisations lobbying donor governments.  相似文献

The challenges of achieving successful inter‐agency logistic coordination in preparing for and responding to natural disasters and complex emergencies are both well understood and well documented. However, although many of these challenges remain unresolved, the literature reveals that the organisations that form the urban search and rescue (USAR) community have attained a high level of coherence and interoperability that results in a highly efficient and effective response. Therefore, this paper uses the idea of ‘borrowing’ from other fields as it explores how the processes and procedures used by the USAR community might be applied to improve humanitarian logistic operations. The paper analyses the USAR model and explores how the resultant challenges might be addressed in a humanitarian logistic context. The paper recommends that further research be undertaken in order to develop a modified USAR model that could be operationalised by the international community of humanitarian logisticians.  相似文献

A plethora of untapped resources exist within disaster‐affected communities that can be used to address relief and development concerns. A systematic review of the literature relating to community participation in humanitarian logistics activities revealed that communities are able to form ad hoc networks that have the ability to meet a wide range of disaster management needs. These structures, characterised as Collaborative Aid Networks (CANs), have demonstrated efficient logistical capabilities exclusive of humanitarian organisations. This study proposes that CANs, as a result of their unique characteristics, present alternatives to established humanitarian approaches to logistics, while also mitigating the challenges commonly faced by traditional humanitarian organisations. Furthermore, CANs offer a more holistic, long‐term approach to disaster management, owing to their impact on development through their involvement in humanitarian logistics. This research provides the foundation for further theoretical analysis of effective and efficient disaster management, and details opportunities for policy and practice.  相似文献

In February 2000, Mozambique suffered its worst flooding in almost 50 years: 699 people died and hundreds of thousands were displaced. Over 49 countries and 30 international non-governmental organisations provided humanitarian assistance. Coordination of disaster assistance is critical for effective humanitarian aid operations, but limited attention has been directed toward evaluating the system-wide structure of inter-organisational coordination during humanitarian operations. Network analysis methods were used to examine the structure of inter-organisational relations among 65 non-governmental organisations (NGOs) involved in the flood operations in Mozambique. Centrality scores were used to estimate NGO-specific potential for aid coordination and tested against NGO beneficiary numbers. The average number of relief- and recovery-period beneficiaries was significantly greater for NGOs with high relative to low centrality scores (p < 0.05). This report addresses the significance of these findings in the context of the Mozambican 2000 floods and the type of data required to evaluate system-wide coordination.  相似文献

This paper seeks to contribute to an improved information management and exchange between humanitarian organisations and military agents in complex emergencies. To do so, a theoretical information management process model was developed and applied to the case of information management between International Security Assistance Force troops and humanitarian organisations such as Cordaid, DACAAR and the International Office for Migration in Kabul, Afghanistan. Based on this analysis the main shortcomings and problems in each stage of the information management process were identified. These include a lack of structured information databases, the absence of identification of information needs, and an over‐classification of documents by the military. Using a logical framework analysis, six major improvement tactics were developed, including the creation of more overlap in rotations of personnel, the specification of aims and tasks regarding information management, the improvement of skills and competences of personnel involved, and the introduction of regular joint civil–military evaluations.  相似文献

Painting an accurate picture of the situation on the ground in countries in crisis is vital for the efficiency of humanitarian aid and reconstruction agencies. This study describes a method for standardising and mapping the plethora of open-source information. The test site for the study is post-conflict Iraq. Important information on aid distribution, reconstruction and security in Iraq can be derived from the reports of humanitarian aid agencies and the media, before being formatted, inserted into a database and mapped. The product is a visual, cartographic structure of otherwise random information, showing which organisations are working in the country, which thematic and geographic areas are being prioritized in the field, and which areas most frequently experience security events. This type of mapping not only highlights the overall working environment within different parts of the country, but it may also serve as a decision-making tool for donors and humanitarian aid agencies planning to deploy personnel.  相似文献

This paper examines the interface between human rights and humanitarian action in the context of the conflict and tsunami in Aceh, Indonesia, between 1998 and 2007. It looks at the challenges international humanitarian non-governmental organisations (NGOs) faced as they engaged in human rights work in the conflict period and in conflict-related activities in the post-tsunami period. The paper argues that many large NGOs may have compromised what some would hold to be essential principles for humanitarian action because of domestic political concerns, donor restrictions and resistance among certain NGO chiefs. In contrast with the pre-tsunami period, in which NGOs worked for years amid military operations, in the post-tsunami period NGOs were decidedly apolitical, neglecting the conflict in their tsunami response--despite significant developments that permitted greater political engagement in Aceh's post-conflict transformation. The evidence suggests that NGOs are challenged in contextualising humanitarian responses and that there is a need to underscore donor flexibility and independence in humanitarian action.  相似文献

The relationship between military and civilian humanitarian organisations has developed in an increasingly integrative way. Military initiatives to institutionalise the relationship, since the interventions in Somalia and the Balkans, entail a dilution of humanitarian independence as was manifested in practice in Kosovo. Further, the state-centric foundations of military intervention run counter to the potential for humanitarian organisations to foster a cosmopolitan ethos that would not only preserve humanitarian principles but also contest statist assumptions about conflict, development and power.  相似文献

Partnerships between organisations in humanitarian crisis situations generally are challenging, but at the apex are those established as part of remote management in a context of extreme insecurity. To date, little systematic research has been conducted on arrangements between local organisations that have access to crisis‐affected populations and international organisations that hold the purse strings. This paper presents the findings of nine months of qualitative research conducted with five Syrian local organisations and their international partners engaging in humanitarian action across the Turkey–Syria border, and presents insights into the components of successful partnerships. It redefines capacity along organisational and operational lines, and unpacks how monitoring and evaluation and donor requirements create tension and, at times, place local organisations at risk. The paper highlights the centrality of trust in successful partnerships, and describes the personalisation of the conflict by local organisations. Based on a historical case study of civil society in northern Iraq, it closes with some suggestions for long‐term sustainability.  相似文献

This paper examines local perceptions of two international humanitarian organisations, the International Rescue Committee (IRC) and Malteser International, in the eastern Democratic Republic of the Congo (DRC) (formerly known as Zaire). At times, the self‐perception of these organisations differs considerably from the perceptions of local beneficiaries and stakeholders. This study begins by reviewing the current status of research on local perceptions of externally‐introduced humanitarian action. It goes on to discuss the local perceptions of the IRC and Malteser International, as well as the origins of these perceptions, and to show that three different narratives are used by local actors to explain their different perceptions. The paper ends with an examination of the factors that help to account for the differences in perceptions and of the implications of this type of research for humanitarian principles and management, as well as for the study of local perceptions.  相似文献

The rise in the number of interventions by faith-based organisations in the humanitarian field has reignited debate about the role of religion in the public sphere. This paper presents a nuanced examination of the part played by religious institutions and networks in the strategies of forced migrants in urban contexts. Furthermore, it considers how such organisations work to integrate displaced populations into their new surroundings. Drawing on two case studies and ethnographic fieldwork and in-depth interviews with Iraqi refugees and refugee service providers in Damascus, Syria, carried out between March 2010 and March 2011, it evaluates how Iraqi refugees, as active social agents, utilise religious institutions and networks in conjunction with established international humanitarian organisations to produce a distinctive geography of exile. In addition, it draws attention to how the Syrian state exerts influence over religious actors and how ultimately this affects the decision-making of forced migrants.  相似文献

This paper examines how the creation of knowledge and the location of decision-making authority within relief organisations influence coordination. Information was collected from the headquarters of international non-governmental organisations in 2003, as well as from Darfur and Khartoum, Sudan, in 2005 and 2007, respectively. Relief organisations rely on quality information dissemination between the field and headquarters. Yet, reporting from the field often is overloaded with misplaced precision, making it difficult for managers at headquarters to grasp the key issues. A high turnover rate among international field officers and a lack of inclusion of local staff and partners prevent the development of accumulated knowledge. Furthermore, most relief organisations have a centralised decision-making system. The creation of 'collective-meaning structures', based on reliable information on all decision-making levels, opens the way to the decentralisation of decision-making to field officers engaged with inter-organisational coordination structures. In sum, more efficient and reliable coordination between organisations relies on improved decision-making systems within each organisation.  相似文献

This paper focuses on the emergence and modus operandi of Muslim faith-based aid organisations from the West, particularly those from the United Kingdom. Through case studies of Islamic Relief Worldwide and Muslim Hands, it examines the actual and potential added value generated by these humanitarian players in Muslim-majority contexts at times when aid actors from or associated with the West are being perceived by some as instrumental to the political agendas of Western powers, or are being confronted with the consequences thereof. The study analyses Muslim faith-based aid organisations' transnational networks, their implementing partnerships with local faith-based non-governmental organisations (NGOs), and their security position within and their access to insecure contexts, drawing on field examples and opinion from Central Asia, Iraq and Pakistan. It thereby argues that there is ground for an expansion of the role of Muslim aid actors, because of the existence of social and political realities in the field that cannot be always effectively tackled by the dominant international development approaches.  相似文献

Effective coordination of humanitarian assistance activities remains elusive. This paper briefly addresses some of the reasons for what is widely perceived as a coordination dilemma in humanitarian affairs and argues for a new conceptualisation of the issue. Rather than continue to request that more authority be vested in a single organisation to secure coordination through top-down control, it contends that it may be timely to consider whether relief agencies involved in an emergency should be reconceived as social networks and efforts made to achieve changes in their organizational cultures that encourage operational coordination across institutional lines. Since such labours imply the need to trust, this article explores what forms of trust might be employed to promote improved coordination among relief institutions and how those relationships could themselves be conceptualised. Finally, while acknowledging that coordination is not costless, it suggests that its effective pursuit may be advantageous even in scenarios where aid organisations balk at cooperating to secure it.  相似文献

The continuing incidence of disasters and their associated challenges has increased the demand for humanitarian logisticians. However, there is a dearth of research on their essential competencies. This paper proposes, therefore, a humanitarian logistics competency framework (HlCF) to assist with the professional development of humanitarian logisticians. In creating the HlCF, nine competency domains containing 29 specific competencies across four levels (entry to senior management) were identified. This study makes two key contributions to the literature: (i) it extends the discussion of competency frameworks in humanitarian logistics; and (ii) it presents a framework designed to support the human resource plans and practices of aid agencies. The HlCF allows not only individual humanitarian logisticians to develop the competencies necessary for career success, but also humanitarian organisations to map their own competency frameworks to a common standard. This will, in turn, facilitate workforce mobility and support the overall concept of a certified humanitarian logistics professional.  相似文献

In 1996, in recognition of concerns about humanitarian response efforts, non- governmental organisations (NGOs) launched the Sphere Project, the first collaborative initiative to produce globally applicable minimum standards for humanitarian response. The aims of the Sphere Project are to improve the effectiveness of humanitarian efforts and to enhance the accountability of the humanitarian system, primarily to those people who have a right to protection and assistance in disasters, as well as to agency members and donors.
This paper discusses the purpose of the Sphere Project, the unique process that brought it about and the major concerns that have been raised about its practical application. Finally, the paper considers the implications of this for improving the impact of humanitarian response and for future initiatives given the process that Sphere has begun. It argues that improved accountability does not start and stop with NGOs. They are just one element of a wider humanitarian response effort and more needs to be done to improve the system as a whole.  相似文献
