Persistent hazardous wastes are produced in the recovery, processing and upgrading of crude petroleum in Nigeria. However, recent developments in environmental pollution control are drawing increasing attention to the problems of hazardous wastes. The ever-increasing need to control these wastes from the petroleum industry often compels the chemical engineer to specify methods of treatment and disposal. Present methods for disposal are becoming increasingly undesirable for a number of reasons, and incineration is being considered as an alternative. This paper reviews the extent of hazardous waste generation from the Nigerian petroleum industry and its environmental implications. It also examines the current disposal methods and the incineration technology option. The major chemical engineering concepts of the incineration process and the principles guiding their operations are discussed. The potential for the use of incineration is examined, as well as information that would aid the choice of incineration system for new applications.  相似文献

A number of policies adopted by the federal government and the states have been designed to promote waste reduction or influence the choice of waste disposal technologies employed by generators of hazardous waste. Graphic analysis of smoothed time series data for hazardous wastes manifested in New York State for the period between June 1982 and February 1987 suggests that some of these policies have had the intended effects.

Significant shifts in manifested waste volumes are evident that coincide with the following policy interventions: (1) increased state waste-end tax rates; (2) state and federal landfill bans; (3) federal restrictions on burning hazardous wastes and waste oils for energy recovery; and (4) changes in the federal regulatory definition of hazardous waste. Other changes in waste generation and management appear to be attributable to such factors as state and regional economic conditions and changes in instate treatment and disposal facility capacity. Analysis of the management of specific waste types supports evidence from the graphic analysis that waste generators changed from land disposal to “higher” waste handling technologies in response to several policy interventions.  相似文献

The Hazardous and Solid Waste Amendments to the Resource Conservation and Recovery Act direct the Environmental Protection Agency to determine the available treatment technologies for a number of hazardous waste streams, including halogenated organics. If it is determined that existing technology and capacity is sufficient for the safe management of the designated halogenated organic wastes, these wastes will be prohibited from land disposal, effective July 8,1987. In the Hazardous and Solid Waste Amendments of1984, Congress declared the objective of the national waste policy to be "to promote the protection of health and the environment and to conserve valuable material and energy resources." Further, Congress stated that this would be done by minimizing the generation and land disposal of hazardous waste by encouraging process substitutions, materials recovery, proper recycling and reuse, and treatment.

This paper presents the approach used by 3M to find innovative ways to minimize the amount of hazardous waste which ultimately must be disposed by landfilling. The life cycle of waste is examined, looking at how it can be reduced or eliminated starting with the point of generation in the manufacturing operation, to its processing, treatment or ultimate disposal as a residual hazardous waste. Case histories are used as examples of how waste can be minimized in each stage of the life cycle, with emphasis on innovative alternatives that have arisen out of the 3Mprogram.  相似文献

The types and rates of pollutant emissions from a coal-fired power plant depend upon plant design, coal characteristics, and environmental control policy. In the past, air pollution regulations were often promulgated without rigorous analysis of the resulting energy penalties and secondary environmental impacts that occur in other environmental media (air, land, or water), which are counterproductive to overall environmental quality. This paper describes a Comparative Assessment Model that has been developed to consider systematically such tradeoffs for conventional and advanced coal-to-electric technologies. The model is applied to quantify the secondary (“cross-media”) environmental and resource impacts resulting from alternative air pollution control policies that reduce sulfur dioxide emissions from a 1000 MW power plant. Multimedia pollutant burdens are presented, together with the increased requirements for coal, limestone, and water that are incurred in generating a fixed net quantity of electricity. The development of sound public policy requires that environmental regulations be sensitive to adverse effects in all environmental media, and that tradeoffs involved in the regulation of specific pollutants to one medium be rigorously and systematically characterized.  相似文献

Bioremediation, the process by which hazardous substances are degraded by microorganisms, is at the forefront of a larger group of innovative remediation technologies being applied at hazardous waste sites worldwide. Although the process of bioremediation has been utilized for decades in the field of wastewater engineering, its application to soils and groundwater at hazardous waste sites is fairly new and still undergoing intensive development. This article is intended to provide both an overview of the state of practice of bioremediation in hazardous waste remediation operations, and an inventory of issues to consider when evaluating the use of this technology for a contaminated site. These topics will be the subject matter of a unique Bioremediation Satellite seminar to be broadcast on January 9, 1992. The seminar, a joint venture between the Air and Waste Management Association (A&WMA) and the Hazardous Waste Action Coalition (HWAC), is the first in a series of satellite seminars that will deal with innovative hazardous waste remediation technologies. ABSTRACT

Owners of hazardous waste treatment, storage, and disposal facilities, and certain major air pollution sources, must conduct several separate ambient air dispersion modeling analyses before beginning construction of new facilities or modifying existing facilities. These analyses are critical components of the environmental permitting and facility certification processes and must be completed to the satisfaction of federal, state, and local regulatory authorities.

The U.S. Army has conducted air dispersion modeling for its proposed chemical agent disposal facilities to fulfill the following environmental regulatory and risk management requirements: (1) Resource Conservation and Recovery Act human health and ecological risk assessment analysis for the hazardous waste treatment and storage permit applications, (2) Quantitative Risk Assessment to support the site-specific risk management programs, and (3) Prevention of Significant Deterioration ambient air impact analysis for the air permit applications. The purpose of these air dispersion modeling studies is to show that the potential impacts on human health and the environment, due to operation of the chemical agent disposal facilities, are acceptable. This paper describes and compares the types of air dispersion models, modeling input data requirements, modeling algorithms, and approaches used to satisfy the three environmental regulatory and risk management requirements listed above. Although this paper discusses only one industry (i.e., chemical demilitarization), the information it contains could help those in other industries who need to communicate to the public the purpose and objectives of each modeling analysis. It may also be useful in integrating the results of each analysis into an overarching summary of compliance and potential risks.  相似文献

This paper discusses the Chemical Manufacturers Association's 1984 survey of the chemical industry's hazardous waste management practices. The survey data include a breakdown of how the industry's hazardous wastes are managed, detailing generation, treatment and disposal, and cover 725 plants in 81 companies. The 1984 survey is the third CM A hazardous waste survey, and the paper discusses resultant waste treatment trends from 1981- 1984, the period covered by previous surveys. A total of 278.5 million tons of hazardous waste was treated and disposed by survey respondents. Of this, 276.8 million tons was hazardous wastewater and 1.7 million tons was solid hazardous waste. The survey solid hazardous waste total was projected to the entire industry (Standard Industrial Code 2800) and is estimated at 6.9 million tons. The survey showed continued decreasing trends in hazardous waste generation in the chemical industry. It demonstrated changes in hazardous waste management practices, with decreased use of landfills and increased incineration of the solid wastes that are generated.  相似文献

There are economic and regulatory incentives for considering alternatives to the direct land disposal of solvent-bearing hazardous waste streams (EPA Hazardous Waste Codes: F001, F002, F003, F004, and F005). These alternatives include recycle/reuse (including use as a fuel substitute), destruction of a stream's solvent component, and treatment prior to land disposal. This paper reviews these three waste management alternatives and discusses their applicability to solvent waste streams having various physical characteristics. Seven waste treatment techniques which may be used to handle solvent wastes are described: incineration, agitated thin-film evaporation, fractional distillation, steam stripping, wet oxidation, carbon adsorption, and activated sludge biological treatment.  相似文献

The U.S. Congress and the U.S. Environmental Protection Agency believe that treatment and recovery techniques should be given maximum priority when considering methods for managing the nation's generated hazardous waste. A prohibition for the disposal of certain categories of hazardous wastes either directly onto or into the land without being treated to an accepted degree prior to such disposal practice has been promulgated.1 Wastes containing toxic metals and cyanide complexes have been selected as a group to be restricted. Due to the high generation rate associated with this category, a large capacity of waste treatment processing will be required. Existing and emerging treatment alternatives which are or have the potential to be employed for waste treatment of metal bearing wastes are presented in this paper.  相似文献

Included in the thermal destruction category are treatment technologies such as rotary kiln incineration, fiuidized bed incineration, infrared thermal treatment, wet air oxidation, pyrolytic incineration, and vitrification. Among them, conventional rotary kiln incineration, a disposal method for many years, is the most well established, and often serves as a barometer to gauge the relative success of similar technologies. Public sentiment on environmental issues and increasingly stringent environmental regulations has, over time, spurred design and development of innovative thermal treatment processes directed toward reducing harmful emissions and residuals that may require further treatment or disposal. In situ vitrification (ISV), a technology that combines heat and immobiliztion, is one such innovative and relatively new technology.

This paper presents a comparison of ISV and rotary kiln incineration for soils treatment in the areas of process performance, process residuals, process limitations, applicable or relevant and appropriate (ARAJRs) regulations, criteria and limitations, and costs.  相似文献

The disposal of hazardous waste is a very critical issue. It is associated with many risks. Efforts are made to minimise these by consistent legislation and by proper treatment of the waste. The goal of a hazardous waste disposal site, as described in this paper, is to ensure that hazardous waste is treated and disposed of in a way that does not harm human beings or the environment. To assure this it is necessary to observe the handling of the hazardous waste from its producer up to the disposal site, and to identify possible inherent risks.  相似文献

A concise summary balance of industrial and hazardous waste is given, reflecting the situation in Poland. Nearly 130 million tonnes of waste were generated annually in the past in more than 1300 larger industrial plants. Approximately 1800 million tonnes of industrial waste is already stockpiled. The amount of hazardous waste generated per year was 0.3 and 1.0 million tonnes of the first and second class of toxicity, respectively. Seventeen existing on-site incinerators cannot treat the whole amount of solid and hazardous waste generated. Therefore, landfilling is still the most widely used method of waste disposal. Decontamination of the abandoned areas left by the Soviet Army, and reclamation of some hundreds of storage sites filled with outdated pesticides are now added to the national plan of waste management. Its implementation, including introduction of the best available and best managed technologies of hazardous waste treatment and disposal, will take at least 20 to 30 years.  相似文献
