Leadeship is an essential ingredient in reaching international agreements and overcoming the collective action problems associated with responding to climate change. In this study, we aim at answering two questions that are crucial for understanding the legitimacy of leadership in international climate change negotiations. Based on the responses of the three consecutive surveys distributed at COPs 14-16, we seek first to chart which actors are actually recognized as leaders by climate change negotiation participants. Second, we aim to explain what motivates COP participants to support different actors as leaders. Both these questions are indeed crucial for understanding the role, importance, and legitimacy of leadership in the international climate change regime. Our results show that the leadership landscape in this issue area is fragmented, with no one clear-cut leader, and strongly suggest that it is imperative for any actor seeking recognition as climate change leader to be perceived as being devoted to promoting the common good.  相似文献

Urban Transitions: On Urban Resilience and Human-Dominated Ecosystems   总被引:3,自引:0,他引:3  
Urbanization is a global multidimensional process paired with increasing uncertainty due to climate change, migration of people, and changes in the capacity to sustain ecosystem services. This article lays a foundation for discussing transitions in urban governance, which enable cities to navigate change, build capacity to withstand shocks, and use experimentation and innovation in face of uncertainty. Using the three concrete case cities—New Orleans, Cape Town, and Phoenix—the article analyzes thresholds and cross-scale interactions, and expands the scale at which urban resilience has been discussed by integrating the idea from geography that cities form part of “system of cities” (i.e., they cannot be seen as single entities). Based on this, the article argues that urban governance need to harness social networks of urban innovation to sustain ecosystem services, while nurturing discourses that situate the city as part of regional ecosystems. The article broadens the discussion on urban resilience while challenging resilience theory when addressing human-dominated ecosystems. Practical examples of harnessing urban innovation are presented, paired with an agenda for research and policy.  相似文献

Balancing agendas for climate mitigation and environmental justice continues to be one of the key challenges in climate change governance mechanisms, such as Reducing Emissions from Deforestation and Degradation (REDD+). In this paper we apply the three-dimensional environmental justice framework as a lens to examine the REDD+ process in the Lao People’s Democratic Republic (Laos) and the REDD+ social safeguards. We focus particularly on challenges to justice faced by marginalized communities living in forest frontier areas under an authoritarian regime. Drawing on policy analysis and open-ended interviews across different policy levels, we explore procedural, distributional, and recognitional justice across the REDD+ policy levels in Laos. We find that REDD+ social safeguards have been applied by both donors and state actors in ways that facilitate external control. We underscore how authoritarian regime control over civil society and ethnic minority groups thwarts justice. We also highlight how this political culture and lack of inclusiveness are used by donors and project managers to implement their projects with little political debate. Further obstacles to justice relate to limitations inherent in the REDD+ instrument, including tight schedules for dealing with highly sensitive socio-political issues under social safeguards. These findings echo other research but go further in questioning the adequacy of safeguards to promote justice under a nationally driven REDD+. We highlight the importance of recognition and political context, including aspects such as power relations, self-determination and self-governance of traditional or customary structures, in shaping justice outcomes.Supplementary InformationThe online version contains supplementary material available at 10.1007/s13280-021-01618-7.  相似文献

REDD+ remains a critical tool for dealing with increasing levels of atmospheric carbon dioxide. Like other global-level initiatives, REDD+ has strong supporters and critics. Despite the division over its merits, little has been done to understand how a national-level audience responds to the program’s arrival in a partner country and which players drive a program’s implementation. Here we coded the archives of two Guyanese newspapers to identify the policy actors, institutions, and concepts (players) that drove the implementation of the country’s Low Carbon Development Strategy (LCDS). Two groups of players—super-key and key—dictated the direction of the LCDS implementation. Super-key players used the state-owned media to advocate their positions, while players who felt they would be punished by the LCDS implementation published their positions in the privately-owned media. Therefore, like responses to other global-level environmental challenges, views around the LCDS were divided.  相似文献

Vegetation change has consequences for terrestrial ecosystem structure and functioning and may involve climate feedbacks. Hence, when monitoring ecosystem states and changes thereof, the vegetation is often a primary monitoring target. Here, we summarize current understanding of vegetation change in the High Arctic—the World’s most rapidly warming region—in the context of ecosystem monitoring. To foster development of deployable monitoring strategies, we categorize different kinds of drivers (disturbances or stresses) of vegetation change either as pulse (i.e. drivers that occur as sudden and short events, though their effects may be long lasting) or press (i.e. drivers where change in conditions remains in place for a prolonged period, or slowly increases in pressure). To account for the great heterogeneity in vegetation responses to climate change and other drivers, we stress the need for increased use of ecosystem-specific conceptual models to guide monitoring and ecological studies in the Arctic. We discuss a conceptual model with three hypothesized alternative vegetation states characterized by mosses, herbaceous plants, and bare ground patches, respectively. We use moss-graminoid tundra of Svalbard as a case study to discuss the documented and potential impacts of different drivers on the possible transitions between those states. Our current understanding points to likely additive effects of herbivores and a warming climate, driving this ecosystem from a moss-dominated state with cool soils, shallow active layer and slow nutrient cycling to an ecosystem with warmer soil, deeper permafrost thaw, and faster nutrient cycling. Herbaceous-dominated vegetation and (patchy) bare ground would present two states in response to those drivers. Conceptual models are an operational tool to focus monitoring efforts towards management needs and identify the most pressing scientific questions. We promote greater use of conceptual models in conjunction with a state-and-transition framework in monitoring to ensure fit for purpose approaches. Defined expectations of the focal systems’ responses to different drivers also facilitate linking local and regional monitoring efforts to international initiatives, such as the Circumpolar Biodiversity Monitoring Program.  相似文献

Climate change and related adaptation strategies have gender-differentiated impacts. This paper reviews how gender is framed in 41 papers on climate change adaptation through an intersectionality lens. The main findings show that while intersectional analysis has demonstrated many advantages for a comprehensive study of gender, it has not yet entered the field of climate change and gender. In climate change studies, gender is mostly handled in a men-versus-women dichotomy and little or no attention has been paid to power and social and political relations. These gaps which are echoed in other domains of development and gender research depict a ‘feminization of vulnerability’ and reinforce a ‘victimization’ discourse within climate change studies. We argue that a critical intersectional assessment would contribute to unveil agency and emancipatory pathways in the adaptation process by providing a better understanding of how the differential impacts of climate change shape, and are shaped by, the complex power dynamics of existing social and political relations.  相似文献

Halting forest loss and achieving sustainable development in an equitable manner require state, non-state actors, and entire societies in the Global North and South to tackle deeply established patterns of inequality and power relations embedded in forest frontiers. Forest and climate governance in the Global South can provide an avenue for the transformational change needed—yet, does it? We analyse the politics and power in four cases of mitigation, adaptation, and development arenas. We use a political economy lens to explore the transformations taking place when climate policy meets specific forest frontiers in the Global South, where international, national and local institutions, interests, ideas, and information are at play. We argue that lasting and equitable outcomes will require a strong discursive shift within dominant institutions and among policy actors to redress policies that place responsibilities and burdens on local people in the Global South, while benefits from deforestation and maladaptation are taken elsewhere. This study was conducted in the Swedish sub-Arctic, near Abisko, in order to assess the direction and scale of possible vegetation changes in the alpine–birch forest ecotone. We have re-surveyed shrub, tree and vegetation data at 549 plots grouped into 61 clusters. The plots were originally surveyed in 1997 and re-surveyed in 2010. Our study is unique for the area as we have quantitatively estimated a 19% increase in tree biomass mainly within the existing birch forest. We also found significant increases in the cover of two vegetation types—“birch forest-heath with mosses” and “meadow with low herbs”, while the cover of snowbed vegetation decreased significantly. The vegetation changes might be caused by climate, herbivory and past human impact but irrespective of the causes, the observed transition of the vegetation will have substantial effects on the mountain ecosystems.  相似文献

It seems inevitable that the ongoing and rapid changes in the physical environment of the marine Arctic will push components of the region’s existing social-ecological systems—small and large—beyond tipping points and into new regimes. Ongoing changes include warming, freshening, acidification, and alterations to food web structure. In anticipation we pose three distinct but interrelated challenges: (1) to explore existing connectivities within components of the marine system; (2) to seek indicators (if they exist) of approaching regime change through observation and modeling; and (3) to build functional resilience into existing systems through adaptation-oriented policy and to have in hand transformative options when tipping points are crossed and new development trajectories are required. Each of the above challenges is scale dependent, and each requires a much deeper understanding than we currently have of connectivity within existing systems and their response to external forcing. Here, we argue from a global perspective the need to understand the Arctic’s role in an increasingly nonlinear world; then describe emerging evidence from new observations on the connectivity of processes and system components from the Canada Basin and subarctic seas surrounding northern North America; and finally posit an approach founded in “resilience thinking” to allow northern residents living in small coastal communities to participate in the observation, adaption and—if necessary—transformation of the social-ecological system with which they live.  相似文献

The arctic tundra ponds at the International Biological Program (IBP) site in Barrow, AK, were studied extensively in the 1970s; however, very little aquatic research has been conducted there for over three decades. Due to the rapid climate changes already occurring in northern Alaska, identifying any changes in the ponds’ structure and function over the past 30–40 years can help identify any potential climate-related impacts. Current research on the IBP ponds has revealed significant changes in the physical, chemical, and biological characteristics of these ponds over time. These changes include increased water temperatures, increased water column nutrient concentrations, the presence of at least one new chironomid species, and increased macrophyte cover. However, we have also observed significant annual variation in many measured variables and caution that this variation must be taken into account when attempting to make statements about longer-term change. The Barrow IBP tundra ponds represent one of the very few locations in the Arctic where long-term data are available on freshwater ecosystem structure and function. Continued monitoring and protection of these invaluable sites is required to help understand the implications of climate change on freshwater ecosystems in the Arctic.  相似文献

Interacting forces of climate change and globalization are transforming the Arctic. Triggered by a non-linear shift in sea ice, this transformation has unleashed mounting interest in opportunities to exploit the region’s natural resources as well as growing concern about environmental, economic, and political issues associated with such efforts. This article addresses the implications of this transformation for governance, identifies limitations of existing arrangements, and explores changes needed to meet new demands. It advocates the development of an Arctic regime complex featuring flexibility across issues and adaptability over time along with an enhanced role for the Arctic Council both in conducting policy-relevant assessments and in promoting synergy in interactions among the elements of the emerging Arctic regime complex. The emphasis throughout is on maximizing the fit between the socioecological features of the Arctic and the character of the governance arrangements needed to steer the Arctic toward a sustainable future.  相似文献

Protecting the climate is not costly but profitable (even if avoided climate change is worth zero), mainly because saving fuel costs less than buying fuel. The two biggest opportunities, both sufficiently fast, are oil and electricity. The US, for example, can eliminate its oil use by the 2040s at an average cost of 15 per barrel (200015 per barrel (2000), half by redoubled efficiency and half by alternative supplies, and can save three-fourths of its electricity more cheaply than operating a thermal power station. Integrative design permits this by making big energy savings cheaper than small ones, turning traditionally assumed diminishing returns into empirically observed expanding returns. Such efficiency choices accelerate climate-safe, inexhaustible, and resilient energy supply—notably the “micropower” now delivering about a sixth of the world’s electricity and 90% of its new electricity. These cheap, fast, market-financeable, globally applicable options offer the most effective, yet most underestimated and overlooked, solutions for climate, proliferation, and poverty.  相似文献

Numerous scientific publications have stirred a political debate about the impact of synthetic chemicals on the endocrine system of humans and animals. In an parliamentary inquiry, the Federal Government of Germany was requested to give its opinion on currently available information, to describe the measures taken so far and to outline the challenges for the future. The government’s reply — an abridged, translated version is published here — reviews crucial aspects of the present scientific debate. The main focus is on the critical examination of the request for immediate legal action (e.g. restricting the production or use of certain substances) to reduce exposure to endocrine disruptors. Furthermore, an overview is given on national and international measures taken so far to refine the assessment of the potential hazards emanating from these chemicals, to gain more insight into the underlying biological mechanisms and to improve the basis for targeted and adequate legal action.  相似文献

Selenium is a trace metalloid of global environmental concern. The boundary among its essentiality, deficiency, and toxicity is narrow and mainly depends on the chemical forms and concentrations in which this element occurs. Different plant species—including Brassica juncea—have been shown to play a significant role in Se removal from soil as well as water bodies. Furthermore, the interactions between such plants, showing natural capabilities of metal uptake and their rhizospheric microbial communities, might be exploited to increase both Se scavenging and vegetable biomass production in order to improve the whole phytoextraction efficiency. The aim of the present study was to evaluate the capability of selenite removal of B. juncea grown in hydroponic conditions on artificially spiked effluents. To optimize phytoextraction efficiency, interactions between B. juncea and rhizobacteria were designedly elicited.  相似文献

Population growth and the pressures spawned by increasing demands for energy and resource-intensive goods, foods, and services are driving unsustainable growth in greenhouse gas (GHG) emissions. Recent GHG emission trends are consistent with worst-case scenarios of the previous decade. Dramatic and near-term emission reductions likely will be needed to ameliorate the potential deleterious impacts of climate change. To achieve such reductions, fundamental changes are required in the way that energy is generated and used. New technologies must be developed and deployed at a rapid rate. Advances in carbon capture and storage, renewable, nuclear, and transportation technologies are particularly important; however, global research and development efforts related to these technologies currently appear to fall short relative to needs. Even with a proactive and international mitigation effort, humanity will need to adapt to climate change, but the adaptation needs and damages will be far greater if mitigation activities are not pursued in earnest. In this review, research is highlighted that indicates increasing global and regional temperatures and ties climate changes to increasing GHG emissions. GHG mitigation targets necessary for limiting future global temperature increases are discussed, including how factors such as population growth and the growing energy intensity of the developing world will make these reduction targets more challenging. Potential technological pathways for meeting emission reduction targets are examined, barriers are discussed, and global and U.S. modeling results are presented that suggest that the necessary pathways will require radically transformed electric and mobile sectors. While geoengineering options have been proposed to allow more time for serious emission reductions, these measures are at the conceptual stage with many unanswered cost, environmental, and political issues.

Implications:?This paper lays out the case that mitigating the potential for catastrophic climate change will be a monumental challenge, requiring the global community to transform its energy system in an aggressive, coordinated, and timely manner. If this challenge is to be met, new technologies will have to be developed and deployed at a rapid rate. Advances in carbon capture and storage, renewable, nuclear, and transportation technologies are particularly important. Even with an aggressive international mitigation effort, humanity will still need to adapt to significant climate change.  相似文献

Humanity has entered a new phase of sustainability challenges, the Anthropocene, in which human development has reached a scale where it affects vital planetary processes. Under the pressure from a quadruple squeeze—from population and development pressures, the anthropogenic climate crisis, the anthropogenic ecosystem crisis, and the risk of deleterious tipping points in the Earth system—the degrees of freedom for sustainable human exploitation of planet Earth are severely restrained. It is in this reality that a new green revolution in world food production needs to occur, to attain food security and human development over the coming decades. Global freshwater resources are, and will increasingly be, a fundamental limiting factor in feeding the world. Current water vulnerabilities in the regions in most need of large agricultural productivity improvements are projected to increase under the pressure from global environmental change. The sustainability challenge for world agriculture has to be set within the new global sustainability context. We present new proposed sustainability criteria for world agriculture, where world food production systems are transformed in order to allow humanity to stay within the safe operating space of planetary boundaries. In order to secure global resilience and thereby raise the chances of planet Earth to remain in the current desired state, conducive for human development on the long-term, these planetary boundaries need to be respected. This calls for a triply green revolution, which not only more than doubles food production in many regions of the world, but which also is environmentally sustainable, and invests in the untapped opportunities to use green water in rainfed agriculture as a key source of future productivity enhancement. To achieve such a global transformation of agriculture, there is a need for more innovative options for water interventions at the landscape scale, accounting for both green and blue water, as well as a new focus on cross-scale interactions, feed-backs and risks for unwanted regime shifts in the agro-ecological landscape.  相似文献

Emerging after World War II “the environment” as a modern concept turned in the years around 1970 into a phase of institutionalization in science, civic society, and politics. Part of this was the foundation of journals. The majority became “environmental specialist journals”, typically based in established disciplines. Some became “environmental generalist journals”, covering broad knowledge areas and often with an ambition to be policy relevant. A significant and early member of the latter category was Ambio, founded 1972. This article presents an overview of the journal’s first 50 years, with a focus on main changes in scientific content, political context, and editorial directions. A key finding is that the journal reflects an increasing pluralization of “the environment” with concepts such as global change, climate change, Earth system science, Anthropocene, resilience, and environmental governance. Another finding is that the journal has also itself influenced developments through publishing work on new concepts and ideas.  相似文献

It has been hypothesized that climate warming will allow southern species to advance north and invade northern ecosystems. We review the changes in the Swedish mammal and bird community in boreal forest and alpine tundra since the nineteenth century, as well as suggested drivers of change. Observed changes include (1) range expansion and increased abundance in southern birds, ungulates, and carnivores; (2) range contraction and decline in northern birds and carnivores; and (3) abundance decline or periodically disrupted dynamics in cyclic populations of small and medium-sized mammals and birds. The first warm spell, 1930–1960, stands out as a period of substantial faunal change. However, in addition to climate warming, suggested drivers of change include land use and other anthropogenic factors. We hypothesize all these drivers interacted, primarily favoring southern generalists. Future research should aim to distinguish between effects of climate and land-use change in boreal and tundra ecosystems.  相似文献

Climate change and sea level rise urge low-lying countries to draft adaption policies. In this context, we assessed whether, to what extent and when the Netherlands’ current flood risk management policy may require a revision. By applying scenarios on climate change and socio-economic development and performing flood simulations, we established the past and future changes in flood probabilities, exposure and consequences until about 2050. We also questioned whether the present policy may be extended much longer, applying the concept of ‘policy tipping points’. Climate change was found to cause a significant increase of flood risk, but less than economic development does. We also established that the current flood risk management policy in the Netherlands can be continued for centuries when the sea level rise rate does not exceed 1.5 m per century. However, we also conclude that the present policy may not be the most attractive strategy, as it has some obvious flaws.  相似文献
