Scholarly critics such as Wendell Berry, as well as the popular media, frequently refer to problems associated with agriculture as the agricultural crisis or the farm crisis. Despite the identification of a problem or problems as symptomatic of this crisis, scant attention is paid to why the situation is a social crisis as opposed to a problem, tragedy, trend, or simple change in the structure of agriculture. This paper analyzes the use of social crisis as applied to the state of modern agriculture and, by extension, other crises such as those in legitimation and morality. It concludes that, although important social values associated with farming as a way of life may be in danger of being lost, the crisis we may be facing with respect to agriculture is more properly understood as a sociopolitical crisis that has broader implications than simply the loss of farms or traditional farming values. Indeed, what is in danger of being lost is our ability to affect a secure and sustainable political-economic system.  相似文献

Summary Plants and animals were investigated to ascertain their- radioactivity values on both dune sites (machair) and inter-tidal sites on the western coast of Barra, Outer Hebrides, UK. Material in both habitats was clearly contaminated. The accumulation of-radioactivity through food webs to organisms such asNucella lapillus (dog whelk) in the inter-tidal sites and in sheep and cattle in terrestrial sites is described.Dr F.B. Summary Biosphere reserves are protected areas of representative environments internationally recognised for their value for conservation and for their ability to provide the scientific knowledge, skills and human values to support sustainable development. Biosphere reserves — as a part of the UNESCO programme Man and the Biosphere (MAB) — make up a world-wide network sharing research information on ecosystem conservation, management and development. They include strictly protected core-areas — representative examples of natural or minimally disturbed ecosystems. Core areas are surrounded by buffer zones in which research, environmental education and training and recreation can take place. Buffer zones are, in turn, surrounded by transition areas, large open areas where the aim is to ensure rational development of the natural resources of the region. At present, twelve biosphere reserves are designated in Germany, covering in all an area of 11,589 km2. The role of biosphere reserves to support sustainable development in Germany and Europe is discussed.Karl-Heinz Erdmann is a geographer and Deputy Secretary General at the Secretariat of the German National Committee for the UNESCO Programme on Man and Biosphere (MAB), Federal Agency for Nature Conservation. Professor Hugh Lehman has recently argued that the rights view, according to which nonhuman animals have a prima facie right to life, is compatible with the killing of animals in many circumstances, including killing for food, research, or product-testing purposes. His principle argument is an appeal to life-boat cases, in which certain lives should be sacrificed rather than others because the latter would allegedly be made worse-off by death than the former. I argue that this reasoning would apply to so-called inferior humans just as much as to animals, and that this appeal is unsuccessful in any case. I distinguish two versions of the rights view: the equal and the unequal rights views. Although the unequal rights view, unlike the equal rights view, would sanction the killing of animals (and some humans) for food under severely restricted circumstances, neither rights view sanctions the raising of animals for their meat. Moreover, neither rights view would sanction the killing of animals for research or product-testing purposes. I conclude with a brief discussion of the merits of phasing out the meat production industry.  相似文献

The virtue of trust is often spoken of as central to the work of dietitians working in nutrition counseling, especially in the context of disordered eating/eating disorders nutrition therapy. Indeed, dietitians are purported to be the most trusted source of information on nutrition and food by professional associations such as Dietitians of Canada. Here trust is explored through educational, relational, and virtue theory in order to elucidate trusts meaning and relevance to dietitians work and interactions with each other, including the general public. If dietitians are to continue to be trusted during times of skepticism in expert knowledge, reflexivity, active contestation, and moral testing in the context of our socio-political milieu need be employed so that we as a profession may respond to clients in respectful, authentic, meaningful ways; practices worthy of our trust.  相似文献

Free market environmentalists believe that the extension of private property rights and market transactions is sufficient to address environmental difficulties. But there is no invisible hand operating in markets that ensures that environmentally sound practices will be employed just because property rights are in private hands. Also, liability laws and the court systems cannot be relied upon to force polluters to internalize the social costs of pollution. Third, market prices do not provide an objective measure of environmental matters. Finally, there is a right to a livable environment that justifies regulations protecting the public from unreasonable environmental risks.  相似文献

Conservation scientists are arguing whether naturalness provides a reasonable imperative for conservation. To clarify this debate and the interpretation of the term natural, I analyze three management strategies – ecosystem preservation, ecosystem restoration, and ecosystem engineering – with respect to the naturalness of their outcomes. This analysis consists in two parts. First, the ambiguous term natural is defined in a variety of ways, including (1) naturalness as that which is part of nature, (2) naturalness as a contrast to artifactuality, (3) naturalness as an historical independence from human actions, and (4) naturalness as possession of certain properties. After that, I analyze the different conceptions with respect to their implications for the three management strategies. The main conclusion is that there exists no single conception of naturalness that could distinguish between the outcomes of the three management methods. Therefore, as long as the outcomes of the different methods are regarded as being of a different value in conservation, we should either abandon the idea of naturalness as the guiding concept in conservation or use the term natural only in the ways that take both its historical and feature dependent meanings into consideration.  相似文献

The prominent, though not exclusive, role of basic needs strategies to attain ethically acceptable development goals raises the question of the ability of development agencies to find and employ basic needs strategies. The obligation to prevent severe human suffering leads to the obligation to employ basic needs strategies to attain basic needs goals. The history of failure by development agencies in finding and employing basic needs tools leads to a further obligation to cultivate bureaucratic environments which foster profound innovation. This requires not only new tools but also new bureaucratic behaviour. An understandable obstacle to simultaneously technological and bureaucratic innovation lies in the tension between responsible behaviour and behaviour promoting fundamental change. Since this tension is based on the unpredictability of creative change, a series of axioms and corollaries which reduce the unpredictability is given. They include: (1) an obligation to seek innovation; (2) a clear statement of basic needs goals and intent to use some basic needs tools; (3) increase in effective knowledge of the poor and their survival strategies; (4) bureaucratic learning flexibility; (5) participatory development and allied emphasis on sustainable resource technologies. The embodiment of these in the learning process approach is illustrated.  相似文献

Bioassessment is used worldwide to monitor aquatic health but is infrequently used with risk-assessment objectives, such as supporting the development of defensible, numerical water-quality criteria. To this end, we present a generalized approach for detecting potential ecological thresholds using assemblage-level attributes and a multimetric index (Index of Biological Integrity—IBI) as endpoints in response to numerical changes in water quality. To illustrate the approach, we used existing macroinvertebrate and surface-water total phosphorus (TP) datasets from an observed P gradient and a P-dosing experiment in wetlands of the south Florida coastal plain nutrient ecoregion. Ten assemblage attributes were identified as potential metrics using the observational data, and five were validated in the experiment. These five core metrics were subjected individually and as an aggregated Nutrient–IBI to nonparametric changepoint analysis (nCPA) to estimate cumulative probabilities of a threshold response to TP. Threshold responses were evident for all metrics and the IBI, and were repeatable through time. Results from the observed gradient indicated that a threshold was 50% probable between 12.6 and 19.4 g/L TP for individual metrics and 14.8 g/L TP for the IBI. Results from the P-dosing experiment revealed 50% probability of a response between 11.2 and 13.0 g/L TP for the metrics and 12.3 g/L TP for the IBI. Uncertainty analysis indicated a low (typically 5%) probability that an IBI threshold occurred at 10 g/L TP, while there was 95% certainty that the threshold was 17 g/L TP. The weight-of-evidence produced from these analyses implies that a TP concentration > 12–15 g/L is likely to cause degradation of macroinvertebrate assemblage structure and function, a reflection of biological integrity, in the study area. This finding may assist in the development of a numerical water-quality criterion for TP in this ecoregion, and illustrates the utility of bioassessment to environmental decision-making.  相似文献

Soil loss and surface runoff patterns over a four-year period (1997–2000) were studied in erosion plots from three hillslopes under different vegetative covers (Rosmarinus officinalis, Triticum aestivum and natural-spontaneous vegetation) in Lanjaron (Alpujarras) on the south flank of the Sierra Nevada of southeast Spain. The erosion plots were located on the hillslopes at 35.5% incline, at 1,480 m in altitude and with 41.8 m2 (21 m×1.9 m) in area. The vegetative covers were tested for effectiveness in controlling the surface runoff and soil loss production. The highest runoff and erosion values, ranging from 114.1 to 1.7 mmyr–1 and from 14,564.3 to 6.6 kgha–1yr–1, respectively, over the entire study period, were measured under the Triticum aestivum. In the Rosmarinus officinalis, runoff ranged from 7.9 to 1.3 mmyr–1 and erosion from 156.4 to 2.3 kgha–1yr–1, while on the hillslope under natural-spontaneous vegetation, runoff ranged from 4.4 to 0.9 mmyr–1 and erosion from 322.3 to 2.2 kgha–1yr–1. According to the results the vegetative covers of Rosmarinus officinalis and natural-spontaneous vegetation reduced the soil losses by 99 and 98%, with respect to the Triticum aestivum, and the runoff losses by 94 and 96%, respectively. Also, the Rosmarinus officinalis and natural-spontaneous plants influenced infiltration by intercepting much of the rainfall water respect to the Triticum aestivum. Monitoring allowed more direct linkages to be made between management practices and their impacts on runoff and soil erosion, thereby enabling to identify problems and take appropriate preventive measures to improve the management practices.  相似文献

The Environmental Impact Statement (EIS) attempts to portray the current character of a given ecosystem. This provides a Baseline against which future possible changes can be assessed. Ecosystems, however, are dynamic and in a constant state of change. Consequently, data representing a single year reflect conditions only for that year and can be misleading if compared against any other year. In addition to this temporal variation, considerable spacial variation exists in species composition and cover. Ample sampling is required to compensate for this heterogeneity. Variation, or background noise, can be minimized by the use of similarity indexes and sampling over a period of at least two years.  相似文献

Southeastern Utah is a region of world-renowned red-rock sandstone formations, large tracts of federal public land, rural communities centered on agriculture and extractive industries, and is often at the epicenter of environmental protection efforts in the western United States. Environmental groups have proposed formal Wilderness designations for much of the regions public land—proposals that have been actively fought by rural community leaders who do not want large areas locked-up from traditional livelihood and recreational uses. The debate over wilderness designation in the region has been characterized in the media as one that is particularly contentious and polarizing. A survey of southeastern Utah residents was conducted in order to better understand this conflict. The survey focused on attitudes toward wilderness designation and management. We found that residents of southeastern Utah have negative attitudes towards the designation and management of Wilderness Study Areas. We propose that these attitudes should be carefully considered and engaged in future policy and management decisions. We suggest that negative opinions expressed by residents of southeastern Utah are not directed primarily at the concept of environmental protection but rather at the strong perception that these programs and initiatives have been carried out in a heavy-handed manner and dominated by outside influences that have overwhelmed local voices.  相似文献

We conducted statistical analyses of a 10-year record of stream nutrient and sediment concentrations for 17 streams in the greater Seattle region to determine the impact of urban non-point-source pollutants on stream water quality. These catchments are dominated by either urban (22–87%) or forest (6–73%) land cover, with no major nutrient point sources. Stream water phosphorus concentrations were moderately strongly (r2=0.58) correlated with catchment land-cover type, whereas nitrogen concentrations were weakly (r2=0.19) and nonsignificantly (at < 0.05) correlated with land cover. The most urban streams had, on average, 95% higher total phosphorus (TP) and 122% higher soluble reactive phosphorus (SRP) and 71% higher turbidity than the most forested streams. Nitrate (NO3), ammonium (NH4), and total suspended solids (TSS) concentrations did not vary significantly with land cover. These results suggest that urbanization markedly increased stream phosphorus concentrations and modestly increased nitrogen concentrations. However, nutrient concentrations in Seattle region urban streams are significantly less than those previously reported for agricultural area streams.  相似文献

Arsenic levels in seawater, microplankton (diatoms and dinoflagellates), shrimp (Penaeus semisulcatus), mollusc (Cerithium scabridum) and five types of fish (Maid, Nakroor, Nuwaiby, Suboor and Sheim) in five sampling stations (I–V) off the Kuwait coast were determined during the years 1995 to 1999. The maximum mean concentration of arsenic was observed in the order; the five fish (0.50–0.78 g g–1)> mollusc (0.26 g g–1)> shrimp (0.23 g g–1)> particulate matter (0.03 g g–1)> water and phytoplankton (0.02 g g–1) from all the sites of the Kuwait coast. Station II possessed the maximum arsenic levels. In comparison with the arsenic levels in other parts of the globe, low arsenic levels were observed in most of the marine organisms off the Kuwait Coast. However, an increasing trend in arsenic concentrations was anticipated due to rapid local industrialization and on account of recent spills of arsenic compounds.  相似文献

The synthetic field of conservation biology uses principles derived from many different disciplines to address biodiversity issues. Many of these principles have come from ecology, and two simple ones that seem to relate to many issues involving the utility industry are: (1) Everything is interconnected (and should usually stay that way), and (2) We can never do merely one thing. The first principle can be applied to both the biotic and physical environments that are impacted by industrial activities. Habitat fragmentation and the loss of physical and biotic connectedness that results are frequently associated with transmission rights-of-way. These problems can be reduced—or even turned into conservation benefits—by careful planning and creative management. The second principle applies to the utility industry's programs to deal with carbon released by burning fossil fuels. Ecological knowledge can allow these programs to contribute to the preservation of biodiversity in addition to addressing a pollution problem. Without careful ecological analyses, industry could easily create new problems while implementing solutions to old ones.  相似文献

Applications of Artificial Intelligence, particularly Expert Systems, are rapidly increasing. This science promises to give computer-based systems the capability of reasoning and decision making in near human-like fashion. Whether used for farm management or intelligent machine control, Expert Systems will find many agricultural applications. Much of the development and distribution of such systems will probably take place in the public sector, particularly the Cooperative Extension Service. A major nontechnical factor affecting the development and extensive use of Expert Systems is the legal issue of products, liability, and negligence. The legal issues surrounding Expert Systems have not yet been fully tested and defined by the courts. Developers and users of Expert Systems must consider these factors for each particular application.  相似文献

A three-tiered structure of land-use and environmental management is here proposed for Australia. The structure is based on the idea that environment means the environment of people, and that environmental problems arise when a change in the interaction between people and their environment leads to conflicts about the use of land and resources. The heterogeneity of society means that a range of human aspirations and value systems must be satisfied by environmental managers. Existing methods of environmental management fail to achieve these objectives, due to inadequate perception of environmental problems by decision-makers, and the inability of currently available impact assessment techniques to resolve human conflicts associated with the use of land and resources. The main work of planning and managing land use and the environment would be carried out by regional authorities, supported by federal and state policy. Examples are given of moves towards regional administration in England and Wales, Western Australia, Australia and New Zealand. Community participation in the decision-making process is essential and can be achieved by electoral representation to the authoritative bodies and through procedures that ensure informed public comment on planning proposals.  相似文献

Summary The labelling of ecofriendly products has been introduced in a number of developed countries to assist in the protection of the environment. Recently, developing countries like India, have introduced the scheme. This paper examines the steps involved in establishing the Indian Ecomark. For the successful implementation of the scheme the effective coordination of a number of agencies is necessary. Consumers, as well as manufacturers, have to be educated in the longterm benefits of the scheme. Initiatives necessary for the successful implementation of Ecomark have been highlighted.Mr S. S. Colorado, USA, developed the Joint Review Process (CJRP) in 1978 to coordinate the application and review of permits required for major development projects. Since then, the state has used the process on over 20 projects. This study examined whether the CJRP has achieved its primary goals—enhanced coordination of agencies, enhanced public participation, and strengthened communication between agencies and project sponsors— and several related secondary goals. The success of the process was measured through a survey of 54 key people who had been directly involved with the process. Those surveyed included federal and state agency staff, local agency managers, corporate officers, private consultants, and environmental leaders. All groups, with one exception, agreed that the process achieved its primary goals and that it should be retained. Environmental leaders were neutral about whether the process enhanced public participation and about retaining the process. The report concludes with a review of recommended improvements to and applications of the CJRP.  相似文献
