ABSTRACT: The salinity of the lower South Platte River in Colorado is characterized by plotting the average annual flow, total dissolved solids, and salt mass flow against distance along the stream. The plots show that salts are being leached from the irrigated lands above Greeley and are being deposited on the irrigated lands below Greeley. The salt deposition on the lower lands will result in their salination. The plots show also that fall and winter stream flows carry most of the salt loads. These fall and winter flows are stored in off stream reservoirs for use during the irrigation season. Therefore these salts are transferred to the lower irrigated lands where they accumulate. The salt balance for these lands can be improved by permitting the fall and winter flows to leave the basin, or by providing adequate land drainage coupled with supplemental irrigation water.  相似文献

ABSTRACT: Rapid population growth in the metropolitan area of Denver, Colorado, is causing conflicts over water use. Two cities, Thomton and Westminster, have begun condemnation proceedings against three irrigation companies to secure agricultural water rights for municipal use. This is the first condemnation proceeding against irrigation water rights for municipal use. Should the suit succeed, over 30,000 acres of presently irrigated land will lose its water supply. There are about four hundred landowners in the area; two hundred of these are commercial farmers, including truck, dairy and specialty farms. Total agricultural production amounts to about $8 million per year. About 561 jobs related to agriculture will disappear along with about $4 million in not income. Only 6.4 percent of the farmland along the Front Range is irrigated. Continued urban growth will put pressure on the water supply of much of this land. The interested parties of the region should cooperate to lessen the impact of urban growth on agricultural lands and water by forming a metropolitan water district. Such a district could share costs of development of additional municipal water and develop systems where municipalities would recycle waste water back to the irrigated lands.  相似文献

ABSTRACT: A national and interregional programming model was used in projecting the impacts of alternative energy policies and prices on agricultural production, land use, and irrigation. The alternatives analyzed include (a) natural gas deregulation, (b) natural gas curtailment, (c) doubled energy prices, and (d) tripled energy prices. These alternatives are compared with a base alternative where prices and conditions are at normal levels. Restraints in the model control availability of water, land, nitrogen fertilizers, and energy. Water production functions were used to adjust water use to conform with projected energy prices and policies. Natural gas curtailment would have the largest effect on nitrogen use on irrigated land. Values or shadow prices for lands that remains in irrigation would increase under all of the alternatives because of reduced supply. Increased energy prices generally would increase use of surface water for irrigation and reduce use of ground water due to higher pumping costs. Reductions of 50 percent or more in ground water use would occur in the South Central and Western regions of the United States. Water supply prices increase under all of the alternatives; with the amount varying by regions and the policy or price situation.  相似文献

ABSTRACT: This paper reports on new methods of linking climate change scenarios with hydrologic, agricultural an water planning models to study future water availability for agriculture, an essential element of sustainability. The study is based on the integration of models of water supply and demand, and of crop growth and irrigation management. Consistent modeling assumptions, available databases, and scenario simulations are used to capture a range of possible future conditions. The linked models include WATBAL for water supply; CERES, SOYGRO, and CROPWAT for crop and irrigation modeling; and WEAP for water demand forecasting, planning and evaluation. These models are applied to the U.S. Cornbelt using forecasts of climate change, agricultural production, population and GDP growth. Results suggest that, at least in the near term, the relative abundance of water for agriculture can be maintained under climate change conditions. However, increased water demands from urban growth, increases in reservoir evaporation and increases in crop consumptive use must be accommodated by timely improvements in crop, irrigation and drainage technology, water management, and institutions. These improvements are likely to require substantial resources and expertise. In the highly irrigated basins of the region, irrigation demand greatly exceeds industrial and municipal demands. When improvements in irrigation efficiency are tested, these basins respond by reducing demand and lessening environmental stress with an improvement in system reliability, effects particularly evident under a high technology scenario. Rain-fed lands in the Cornbelt are not forced to invest in irrigation, but there is some concern about increased water-logging during the spring and consequent required increased investment in agricultural drainage. One major water region in the Cornbelt also provides a useful caveat: change will not necessarily be continuous and monotonic. Under one GCM scenario for the 2010s, the region shows a significant decrease in system reliability, while the scenario for the 2020s shows an increase.  相似文献

International trade in water has been pioneered by coastal or island city-states, by areas subject to boundary revision after a water supply system had been established, by informal accommodations among good neighbors, and by co-riparians agreeing to negotiate on compensation as an element in water allocation. Specific examples are described. Formulations of criteria for an equitable agreement for possible transfers of Canadian water to the United States have been published by Laycock and by Kuiper. Many other Canadians have expressed serious concern over the long-range implications of water export and have frequently proposed restrictions which they believe that Canada should insist upon in any negotiations. Explicitly or implicitly in nearly all Canadian discussion of water export is the conviction that international transfer, should it be permitted at all, should occur at some mutually satisfactory point or points on the border with all questions or sources and routes within Canada being left to the agencies within Canada selected by the Canadians for the task.  相似文献

ABSTRACT: The Congress of the United States has been concerned about public lands from the earliest days of this republic. The importance of irrigation on these public lands was explicitly noted with enactment of the Carey Act of 1884. This was reinforced with the passage in 1902 of “An Act appropriating the receipts from the sale and disposal of public lands in certain states and territories to the construction of irrigation works for the reclamation of arid lands.” This Act further specified that land so irrigated would be entered under the provisions of the Homestead Laws and developed in units of not less than 40 nor more than 160 acres. The enforcement of the 160 acre limitation has been reinforced by several recent lawsuits. These have reaffirmed the provisions of the Reclamation Law requiring owners receiving water from Federal projects to sell land in excess of 160 acres. While there have been Federal subsidies involved in the development of irrigation in the western states, the total amount of the subsidies are insignificant compared to the total Federal budget and the size of subsidies under other Federal programs. Thus, the real question in enforcing the 160 acre limitation may well be one of land reform rather than the distribution of Federal subsidies.  相似文献

This article documents, in the cases of Libya and Egypt, situations that occur in many other nations: conversion of farmlands to nonagricultural uses, exhaustion of nonrenewable water resources, irrigation leading to waterlogging and salinization of agricultural lands, development that does not benefit people in the regions being developed, etc. It is suggested that use of natural resources should be in accord with nationally determined priorities and should occur in a sustainable manner.  相似文献

Expansion of irrigated agriculture in the Aral Sea Basin in the second half of the twentieth century led to the conversion of vast tracks of virgin land into productive agricultural systems resulting in significant increases in employment opportunities and income generation. The positive effects of the development of irrigated agriculture were replete with serious environmental implications. Excessive use of irrigation water coupled with inadequate drainage systems has caused large‐scale land degradation and water quality deterioration in downstream parts of the basin, which is fed by two main rivers, the Amu‐Darya and Syr‐Darya. Recent estimates suggest that more than 50% of irrigated soils are salt‐affected and/or waterlogged in Central Asia. Considering the availability of natural and human resources in the Aral Sea Basin as well as the recent research addressing soil and water management, there is cause for cautious optimism. Research‐based interventions that have shown significant promise in addressing this impasse include: (1) rehabilitation of abandoned salt‐affected lands through halophytic plant species; (2) introduction of 35‐day‐old early maturing rice varieties to withstand ambient soil and irrigation water salinity; (3) productivity enhancement of high‐magnesium soils and water resources through calcium‐based soil amendments; (4) use of certain tree species as biological pumps to lower elevated groundwater levels in waterlogged areas; (5) optimal use of fertilizers, particularly those supplying nitrogen, to mitigate the adverse effects of soil and irrigation water salinity; (6) mulching of furrows under saline conditions to reduce evaporation and salinity buildup in the root zone; and (7) establishment of multipurpose tree and shrub species for biomass and renewable energy production. Because of water withdrawals for agriculture from two main transboundary rivers in the Aral Sea Basin, there would be a need for policy level interventions conducive for enhancing interstate cooperation to transform salt‐affected soil and saline water resources from an environmental and productivity constraint into an economic asset.  相似文献

Some imidazolinone herbicides have been shown to be mobile in soil, raising concern about their possible movement to ground water. Three imidazolinone herbicides (imazamethabenz-methyl, 497 g ha(-1); imazethapyr, 14.7 g ha(-1); and imazamox, 14.7 g ha(-1)) commonly used in crop production on the Canadian prairies were applied to a tile-drained field to assess their susceptibility to leach when subjected to sprinkler irrigation using a center pivot. Tile-drain flow began when the water table rose above tile-drain depth, and peak flow rates corresponded to the greatest depths of ground water above the tile drains. Interception of irrigation water by the tile drains in each quadrant of the field varied from ~11 to 20% of the water applied. Under a worst-case scenario in which irrigation began the day after herbicide application and irrigation water was applied at 25 mm d(-1) for 12 d, there was evidence of preferential flow of all three herbicides and hydrolysis of imazamethabenz-methyl to imazamethabenz in the initial samples of tile-drain effluent. In subsequent samples, concentrations (analysis by LC-MS-MS) of the summation of imazamethabenz-methyl (25-24,000 ng L(-1)) plus its hydrolysis product imazamethabenz (63-26,500 ng L(-1)) greatly exceeded those of imazethapyr (<13-1260 ng L) and imazamox (19-599 ng L(-1)), thus reflecting relative application rates. In contrast, estimates of total transport of each herbicide from the root zone, which varied in each quadrant and ranged from 0.06 to 2.3% for imazamethabenz-methyl plus imazamethabenz, 0.71 to 3.1% for imazethapyr, and 0.61 to 2.8% for imazamox, did not reflect application rates. In shallow ground water (piezometer samples), there was inconsistent and infrequent detection all four compounds. With the frequency and amount of rainfall typically encountered in the prairie region of Canada, contamination of shallow ground water with detectable concentrations of the three imidazolinone herbicides would be unlikely.  相似文献

The Elbow River watershed in Alberta covers an area of 1,238 km2 and represents an important source of water for irrigation and municipal use. In addition to being located within the driest area of southern Canada, it is also subjected to considerable pressure for land development due to the rapid population growth in the City of Calgary. In this study, a comprehensive modeling system was developed to investigate the impact of past and future land-use changes on hydrological processes considering the complex surface–groundwater interactions existing in the watershed. Specifically, a spatially explicit land-use change model was coupled with MIKE SHE/MIKE 11, a distributed physically based catchment and channel flow model. Following a rigorous sensitivity analysis along with the calibration and validation of these models, four land-use change scenarios were simulated from 2010 to 2031: business as usual (BAU), new development concentrated within the Rocky View County (RV-LUC) and in Bragg Creek (BC-LUC), respectively, and development based on projected population growth (P-LUC). The simulation results reveal that the rapid urbanization and deforestation create an increase in overland flow, and a decrease in evapotranspiration (ET), baseflow, and infiltration mainly in the east sub-catchment of the watershed. The land-use scenarios affect the hydrology of the watershed differently. This study is the most comprehensive investigation of its nature done so far in the Elbow River watershed. The results obtained are in accordance with similar studies conducted in Canadian contexts. The proposed modeling system represents a unique and flexible framework for investigating a variety of water related sustainability issues.  相似文献

ABSTRACT: Problems of water quality and quantity are critical to development of the energy resources of the Western U. S. Based on a number of independent measures, the Upper Colorado River Basin will experience severe water availability problems in a few decades if projected energy and agricultural development occurs. Given the impending collision between the competing interests of various Western water users, water resource management and conservation deserves the utmost attention. Substantial opportunities for conservation exist in energy and agricultural development. Selection of both conversion and cooling technologies and careful siting decisions can sharply reduce the water requirements of energy development. Agricultural water conservation strategies include improving irrigation and cultivation practices, removing phreatophytes, removing marginal lands from production, and changing crop patterns. In order to accomplish significant conservation, however, there must be changes in those aspects of Western water law that remove conservation incentives from the water use system.  相似文献

ABSTRACT: Conflicts caused through development of urban areas in proximity to irrigated agriculture in water-scarce regions can be minimized through the direct urbanization of irrigated lands. This shifts the water supply from one use to another on the same site rather than creating an additional use in an adjoining area. This condition has prevailed in the Phoenix region. In the Tucson region, the municipality is buying and retiring farmland in an adjacent agricultural area, for the purpose of acquiring the water right in order to transfer water to municipal use. This land purchase is necessitated by existing Arizona water law, which ties the water to the land. This method of transfer creates problems concerning how much water can be transferred per acre retired; what to do with the abandoned farmland; inequities to agribusiness and taxing entities; and loss of food crop production which have not been resolved. An alternative to the retirement of farms, applicable in the Tucson region, is to exchange treated municipal wastewater for irrigation water. While this method appears to be the least disruptive, it requires the resolution of certain institutional problems concerned with land and water management method.  相似文献

This study investigates the empirical relationship between energy consumption, international trade, and real income in Canada which has an important role in global energy and trade. It employs bound tests to level relationships and conditional error correction models through ARDL specification to a new version of the Solow Growth model. Using annual data of the 1960–2010 period, results reveal a long-term relationship between energy consumption, international trade, and real income in Canada. It is also found that energy exporting activity is the determinant (driver) of energy consumption through the channel of real income and energy consumption is the determinant (driver) of exports through the channel of real income in the long term of the Canadian economy. Exports and energy use are the determinants (drivers) of real income in the long term of the Canadian economy; therefore, as conditional Granger causality tests suggest there is feedback relationship between energy consumption, international trade, and real income in the long term of the Canadian economy. The present study suggests that any energy conservation policies are likely to have negative influence on output and international trade in Canada.  相似文献

ABSTRACT: Information regarding long term hydrological variability is critical for the effective management of surface water resources. In the Canadian Prairie region, growing dependence on major river systems for irrigation and other consumptive uses has resulted in an increasing vulnerability to hydrological drought and growing interprovincial tension. This study presents the first dendrochronological records of streamflow for Canadian Prairie rivers. We present 1,113‐year, 522‐year, and 325‐year reconstructions of total water year (October to September) streamflow for the North Saskatchewan, South Saskatchewan, and Saskatchewan Rivers, respectively. The reconstructions indicate relatively high flows during the 20th Century and provide evidence of past prolonged droughts. Low flows during the 1840s correspond with aridity that extended over much of the western United States. Similarly, an exceptional period of prolonged low flow conditions, approximately 900 A.D. to 1300 A.D., is coincident with evidence of sustained drought across central and western North America. The 16th Century megadrought of the western United States and Mexico, however, does not appear to have had a major impact on the Canadian rivers. The dendrohydrological records illustrate the risks involved if future water policy and infrastructure development in the Canadian Prairies are based solely on records of streamflow variability over the historical record.  相似文献

Water Consumption in the Production of Ethanol and Petroleum Gasoline   总被引:1,自引:0,他引:1  
We assessed current water consumption during liquid fuel production, evaluating major steps of fuel lifecycle for five fuel pathways: bioethanol from corn, bioethanol from cellulosic feedstocks, gasoline from U.S. conventional crude obtained from onshore wells, gasoline from Saudi Arabian crude, and gasoline from Canadian oil sands. Our analysis revealed that the amount of irrigation water used to grow biofuel feedstocks varies significantly from one region to another and that water consumption for biofuel production varies with processing technology. In oil exploration and production, water consumption depends on the source and location of crude, the recovery technology, and the amount of produced water re-injected for oil recovery. Our results also indicate that crop irrigation is the most important factor determining water consumption in the production of corn ethanol. Nearly 70% of U.S. corn used for ethanol is produced in regions where 10–17 liters of water are consumed to produce one liter of ethanol. Ethanol production plants are less water intensive and there is a downward trend in water consumption. Water requirements for switchgrass ethanol production vary from 1.9 to 9.8 liters for each liter of ethanol produced. We found that water is consumed at a rate of 2.8–6.6 liters for each liter of gasoline produced for more than 90% of crude oil obtained from conventional onshore sources in the U.S. and more than half of crude oil imported from Saudi Arabia. For more than 55% of crude oil from Canadian oil sands, about 5.2 liters of water are consumed for each liter of gasoline produced. Our analysis highlighted the vital importance of water management during the feedstock production and conversion stage of the fuel lifecycle.  相似文献

The HG-AAS technique was used to estimate the soil selenium status of the agricultural lands of northern parts of India. The drier lands where lesser rains were received or where less irrigation water was available in Rajasthan and southern parts of the Haryana states had above normal soil selenium levels. These soils were also found to be alkaline. Punjab, Himachal Pradesh and northern parts of the Haryana states had normal levels of selenium in their soils, except with slightly lower selenium levels in a few areas that were affected by floods along the river Yamuna. The results were also confirmed using the ICP-OES technique.  相似文献

ABSTRACT .Many growing municipalities near irrigated agriculture are advocating a transfer of water now utilized for irrigation to municipal use. Alternatives are presented whereby this water can be transferred to municipal use in exchange for treated sewage effluent. The irrigation water would in effect be cycled through the municipal system prior to use on the farms. A case study of the Tucson region illustrates the relevant legal, economic and technical aspects. Effluent could be delivered to irrigators in Avra Valley at a cost less than that now paid for water pumped from declining water tables. In return the City of Tucson could import ground water now being used for irrigation through an existing pipeline which presently cannot be used because of a court injunction obtained by the irrigators. It appears that such an exchange agreement could be made without modification of existing statutory law. Similar exchange arrangements may prove to be feasible in other regions containing irrigated agriculture. Increased efficiency of water use can be achieved avoiding external effects which commonly arise in a direct transfer and are difficult to evaluate. High quality water is allocated to municipal use whereas nutrient-rich sewage effluent is transferred to irrigation.  相似文献

Water resources and land use are closely linked with each other and with regional climate, assembling a very complex system. The understanding of the interconnecting relations involved in this system is an essential step for elaborating public policies that can effectively lead to the sustainable use of water resources. In this study, an integrated modelling framework was assembled in order to investigate potential impacts of agricultural expansion and climate changes on Irrigation Water Requirements (IWR) in the Taita Hills, Kenya. The framework comprised a land use change simulation model, a reference evapotranspiration model and synthetic precipitation datasets generated through a Monte Carlo simulation. In order to generate plausible climate change scenarios, outputs from General Climate Models were used as reference to perturbing the Monte Carlo simulations. The results indicate that throughout the next 20 years the low availability of arable lands in the hills will drive agricultural expansion to areas with higher IWR in the foothills. If current trends persist, agricultural areas will occupy roughly 60% of the study area by 2030. This expansion will increase by approximately 40% the annual water volume necessary for irrigation. Climate change may slightly decrease crops' IWR in April and November by 2030, while in May a small increase will likely be observed. The integrated assessment of these environmental changes allowed a clear identification of priority regions for land use allocation policies and water resources management.  相似文献

ABSTRACT: A greenhouse warming would have major effects on water supplies and demands. A framework for examining the socioeconomic impacts associated with changes in the long-term availability of water is developed and applied to the hydrologic implications of the Canadian and British Hadley2 general circulation models (GCMs) for the 18 water resource regions in the conterminous United States. The climate projections of these two GCMs have very different implications for future water supplies and costs. The Canadian model suggests most of the nation would be much drier in the year 2030. Under the least-cost management scenario the drier climate could add nearly $105 billion to the estimated costs of balancing supplies and demands relative to the costs without climate change. Measures to protect instream flows and irrigation could result in significantly higher costs. In contrast, projections based on the Hadley model suggest water supplies would increase throughout much of the nation, reducing the costs of balancing water supplies with demands relative to the no-climate-change case.  相似文献
