This paper examines the issue of disproportionate costs of Water Framework Directive (WFD) implementation using public surveys as a means to inform policy and decision making. Public taxpayers are asked their opinion regarding the implementation of the WFD and its costs. Taxpayers are expected to bear a large share of the cost of WFD implementation, be it through national taxation, local water pollution charges or higher market prices for water related goods and services. The paper's main objective is to illustrate the role of stated preference research to elicit public opinions and perceptions towards socially acceptable levels of water quality and public willingness to pay (WTP) for the expected environmental benefits of the WFD. Stated preference research can be used as a way to assess the concept of disproportionate costs to those who are expected to bear a large share of the costs of WFD implementation, and at the same time address the issue of public participation in the WFD. The survey results are used as a public consultation tool to inform policy and decision makers about public willingness and ability to pay for the implementation of the WFD. This measure can be used as one of the benchmarks to define disproportionate costs in a cost-benefit context.  相似文献

ABSTRACT: Global climate change is examined from the perspective of its relevancy and urgency as a public policy issue. Interpreting from literature specific to investigations into public awareness and concern, climate change is seen as a legitimate though less than urgent issue. The literature reveals that the general public holds surprising misconceptions about the processes contributing to climate change, including failure to grasp the fundamental connection to CO2. General ambivalence is also suggested from the results of two surveys conducted by The Groundwater Foundation. They first asked participants in a recent Groundwater Guardian Conference to rate levels of discussion and concern for water resources implications in the participants' communities. A second survey polled national water resource organizations about the extent climate change has been a focus of their educational, investigative, or advocacy efforts. The paper concludes by describing basic barriers to stimulating public response to climate change, which education about the issue should address, and by offering a model to educate and involve citizens based on the Groundwater Guardian program developed by the The Groundwater Foundation.  相似文献

ABSTRACT: A public attitude survey was developed by a citizen committee and mailed to all residences (14,747) in the planned, suburban community of Reston, Virginia, which is responsible for maintaining four small, recreational impoundments. Over 18 percent of survey forms were returned, and characteristics of the survey sample suggest that the suite of respondents was representative of the Reston community as a whole. Of those respondents indicating a preferred lake use, 48 percent chose walking or looking as most important; boating as second at 27 percent; and fishing was third, favored by only 8 percent. Citizens feel strongly (94 percent) that the lakes are valuable community assets. Appearance was the characteristic most valued by 62 percent of respondents, and 58 percent considered degradation of water quality either the first or second most important ecological issue affecting local lakes. These findings provide a decisive public mandate for lake management activities related to visual quality. In response to this survey, the Reston Association, a homeowners' organization responsible for the lakes, increased public access of visual enjoyment, intensified litter control, expanded activities in public education on lake management and ecology, and continued a long-term program of water quality monitoring.  相似文献

ABSTRACT: Two major challenges face today's water professionals. The first is finding solutions to increasingly complicated water resources problems. The second challenge is nontechnical. It is effective interaction with the public recognizing both the public's increasingly elevated goals relative to water and the public's growing understanding of water science and technology. The traditional DAD approach, that is, decide-announce-defend, is no longer appropriate. The much more progressive, and inclusive POP approach, that is, public owns project, is more likely to be effective given the changing nature of the public's expectations and knowledge. A water resources planning or design effort that fails to include a public interaction program plans to fail. Described in this paper are three suggested objectives of the POP approach, namely demonstrating awareness, gathering supplemental data and information, and building a base of support. Having established specific objectives for a particular water resources project, appropriate public interaction programs and events must be selected, scheduled, and implemented. Many and varied programs and events are described in the paper.  相似文献

The Lake Champlain Basin in Vermont and New York, USA and Quebec, Canada includes a large lake and watershed with complex management issues. A transboundary comprehensive management plan prepared for the lake includes 11 goals across many issue areas. We developed a choice experiment to examine public preferences for alternative Lake Champlain management scenarios across these issue areas. Five ecosystem attributes (water clarity-algae blooms, public beach closures, land use change, fish consumption advisories and the spread of water chestnut, an invasive plant) were varied across three levels and arrayed into paired comparisons following an orthogonal fractional factorial design. Two thousand questionnaires were distributed to basin residents, each including nine paired comparisons that required trading off two, three or four attributes. Completed surveys yielded 6541 responses which were analyzed using binary logistic regression. The results showed that although water clarity and beach closures were important, safe fish consumption was the strongest predictor of choice. Land use pattern and water chestnut distribution were weaker but also significant predictors, with respondents preferring less land development and preservation of the agricultural landscape. Current management efforts in the Lake Champlain Basin are heavily weighted toward improving water clarity by reducing phosphorus pollution. Our results suggest that safe fish consumption warrants additional management attention. Because choice experiments provide information that is much richer than the simple categorical judgments more commonly used in surveys, they can provide managers with information about tradeoffs that could be used to enhance public support and maximize the social benefits of an ecosystem management program.  相似文献

This paper highlights the increasing concerns relating to hydroenvironmetal issues and cites recent examples of the challenges now being regularly faced by hydroenvironmetal scientists and engineers. The limitations and restrictions of both physical (or laboratory) and numerical (or computer based) hydraulic models used in the planning and management of aquatic basins are discussed. General details are given of numerical models used for flow and water quality concentration predictions in estuarine waters, with particular application to the challenges occurring along the South Wales coast. A highly accurate and non-diffusive finite difference scheme that solves the transport equation for predicting water quality indicators and suspended sediment concentration distributions is also discussed. In particular, details are outlined of the extension of the water quality indicators of faecal coliforms, as required to comply with the EU Bathing Water Directive, to predict health risk assessment, in the form of predicting the risk of gastroenteritis. Three example research projects along the South Wales coast are described; the projects involve the application of two-dimensional and three-dimensional hydroenvironmetal models to predict flow patterns and water quality indicator organism distributions in the coastal receiving waters. These studies include: (i) a curvilinear finite difference approach to modelling flows in the Bristol Channel, (ii) coastal health risk predictions in Swansea Bay using combined water quality and epidemiological models, and (iii) combined sewer overflow discharges into Cardiff Bay.  相似文献

This paper reports the formulation and application of a framework of catchment-level water resource management indicators designed to integrate environmental, economic and social aspects of sustainability. The framework of nine indicators was applied to the River Dee and River Sinos catchments in Scotland and Brazil, respectively, following an indicator selection process that involved inputs from water management professionals in both countries, and a pilot exercise in Scotland. The framework was found to capture a number of key sustainability concerns, and was broadly welcomed by water resource managers and experts as a means of better understanding sustainable water resource management. Issues relating to poor water quality and public water supply were particularly prominent in the findings for the Sinos, while findings for the Dee suggested that more attention might be focused on building institutional capacity and public participation in catchment management. The use of some proxy indicators was required in both catchments due to poor data availability, and this problem may hinder the further development of indicator frameworks that attempt to better integrate environmental, economic and social dimensions of sustainability.  相似文献

ABSTRACT: Existing legal regimes for the management of water resources are already stressed by changing technologies and growing populations. There is little reason for doubt that today the planet is undergoing significant and even alarming climate change. In the past such global climatic changes had dramatic effects on water resource availability with disastrous consequences for many human communities. Today's climate changes can be managed without such disastrous consequences for present day communities only if there are major reforms to existing water law regimes at the local, national, and international levels. In particular, at the local and national levels, water resources must be treated as public property rather than as common or private property. At the international level, water must be managed at the drainage basin level rather than according to national boundaries that largely ignore rational water management criteria. At all levels, care must be given to decentralizing decision making and to use economic incentives insofar as possible, without, however, mistaking economic incentives for markets. The public nature of water resources precludes true markets as a significant management tool.  相似文献

ABSTRACT: Public involvement in water resources planning is receiving much current attention, and there is a need to examine systematically how different public involvement techniques work in practice. The following techniques were among those used to involve the public in a recent Corps of Engineers’study of flooding on San Pedro Creek in Pacifica, California: a public workshop, citizen information bulletins (CIBs) and questionnaries. Interviews were held with 75 study participants to evaluate the effectiveness of these techniques. The interviews indicated that various study participants felt positively about the particular workshop format employed and about the use of a communications specialist to train workshop leaders. There were mixed reactions to the effectiveness of the CIBs and questionnaires. Although many individual citizens felt that the CIBs and questionnaires were useful, some of the Corps planners felt that CIBs and questionnaires would only be “cost-effective” on large studies and/or where the questionnaire response rate was high. The interviews led to a number of specific suggestions regarding how the extent of public involvement could be increased in future water resources planning studies.  相似文献

Governmental and non-governmental organizations, social movements, and academics have called for reductions in meat consumption due to the environmental, animal welfare, and public health consequences of industrial animal agribusiness. An impactful move toward plant-based diets would require changes in public policy. First, we assess if there are different social and structural factors that influence support for policies that promote plant-based diets. We look at four categories of policies (action frames) that will likely reduce meat consumption: environmental, animal welfare, public health, and direct meat reduction. Second, we use a manipulation rhetorical frame to see if support can be altered by providing individuals with information about meat reduction, framing the issue in terms of environmental protection, animal welfare, or public health. Different social and structural factors predict support for different policy groupings, meaning that it matters how policies are enclosed in action frames. However, providing information to individuals about a particular impact (rhetorical frame) has limited influence on policy support.  相似文献

Over the next decade the management of water quality will be one of the outstanding issues relating to the protection and conservation of the national stock of water. In the past, particularly in countries well-endowed with water resources, this has been considered to be a relatively negligible problem. However, the rapid growth of population in major urban centres, industrialization and the heavy dependence on chemical products in the agricultural sector are leading to a serious deterioration of water quality.
This paper reviews the nature of the pollution issue, the institutional requirements to deal with the problem in an effective and comprehensive manner and the near-term actions which governments should take to protect their existing water resources.  相似文献

Summary A comparison is made of major issues relating to drinking water and river water quality in the UK and the CIS (USSR). Historical and legislative aspects are briefly reviewed. In both countries there is an imbalance between the location of fresh water sources and the distribution of the population. In each country standards are used to define water quality. These standards tend to be more exacting in the CIS. In the UK derogations are used to produce a more relaxed standard. Failure to comply with drinking water standards is common in the CIS (on average 20 percent of samples). In the UK, data are recorded on a different basis, but it appears that deviations from nitrate and pesticide standards are common. In both countries' water supplies, pollution appears to be extensive with few overall signs of significant improvement. This is attributable partly to lack of effective enforcement and weak penalties for transgressors. There is a high level of public concern regarding water quality and health in both the CIS and the UK. As a consequence there are increasing signs in each country of a national determination to implement the legislation more effectively. Needs for further actions are identified.Dr Olga Bridges was born and educated in Russia. Since coming to the UK she has held posts on Soviet Studies in various universities. Dr Bridges' early research was in attitudes to languages and nationality, but more recently it has centred on attitudes to environmental issues. ABSTRACT: Water quality monitoring, as a function of society's efforts to manage the environment, is the contact mechanism that management and the public has with the actual water quality in the environment. Water quality monitoring has been studied extensively for many years to ensure that it produces information about water quality conditions. Current efforts to reduce government spending will have negative impacts on those government functions deemed to be non-responsive to the needs of the public. How well does water quality monitoring inform taxpayers about the status and trends in water quality conditions in the United States? This paper reviews a number of past efforts to “improve” water quality monitoring, discusses barriers to such improvement, and suggests ways that monitoring can be made more accountable for the information it should be producing for public understanding of water quality conditions. In particular, the need for standardization in data analysis and reporting of information to the public, is highlighted.  相似文献

Domestic water conservation in arid climates can result in efficient utilization of existing water supplies. The impacts of conservation measures such as the installation of water-saving devices, water metering and pricing schemes, water rationing and public awareness programs, strict plumbing codes, penalties for wasting water, programs designed to reduce leakage from public water lines and within the home, water-efficient landscaping, economic and ethical incentives are addressed in detail. Cost savings in arid climates, with particular reference to Saudi Arabia, in relation to some conservation techniques, are presented. ABSTRACT: Site specific studies of water based recreation participation are intended to describe use at a particular recreation area. Two common strategies employed in site specific studies are the on-site “entry” or “exit” survey and the off-site mailed questionnaire to known users of an area. Previous research has reported differences in psychological perceptions of a recreation engagement depending on whether a survey was administered during or after a trip. If such bias exists for behavioral reports, then managers and planners must be cautious in interpreting results of survey based use assessments for a particular site. Findings may be affected by the particular survey strategy employed. In this study, entry point and post-trip mailed questionnaire measures of water based recreation participation were compared for a sample of reservoir users. For most activities, a high degree of consistency in measures was found. Inconsistent reports were most likely to occur among participants in activities sharing significant common behaviors, such as power boating and water skiing. Inconsistency was also observed for those reporting very generalized behaviors, such as relaxing. In general, the use of either pre- or post-trip measures of water based recreation participation was supported.  相似文献

ABSTRACT. Water development planning has virtually since its beginnings over one hundred fifty years ago utilized a variety of devices for involving segments of the public. But a new insistence for increased public participation, particularly at the Federal level, has stimulated re-examination of objectives and methods for relating water planning to citizen interests and preferences. Involved is partly a recommitment to democratic symbols, partly a recognition that segments of society have been overlooked, and partly a reaction to the pressures of confrontation and demonstration. The rhetoric and polemics of participation have often implied a kind of “town-meeting” process of decision, difficult at best in a nation of 200 million. In water planning more emphasis has been placed on listening to citizens, which has meant providing opportunities for influentials to express their views and preferences. A more adequate approach would seem to require identification of all who are significantly affected by plans and proposals (even though they may not perceive then-interest). But gaining greater participation does not make the planning job easier. It may increase tension and conflict; it may require difficult choices; and it can alter existing power relationships and generate changes with considerable consequences for the agency and its programs.  相似文献

ABSTRACT: Thermal energy storage involves the capture and storage of thermal energy (either heat or chill) during one time period for use at a later period. Storage of thermal energy in aquifers on a seasonal basis is one promising application of the technology that has been implemented in several foreign countries and is currently undergoing field testing in the U.S. Potential developers of aquifer thermal energy storage projects will face a number of regulatory requirements at the federal, state, and local level of government. These can include meeting: (1) surface land and ground water use restrictions, (2) regulations relating to withdrawal of ground water, and (3) requirements for reinjecting thermally altered ground waters. Separate permits for ground water withdrawal and reinjection may be required. The permit process is likely to involve opportunities for public comment and may involve contested proceedings.  相似文献

More than one billion South Asians are affected by water scarcity. Pressure on water resources is likely to grow as a result of population growth, urban expansion, and climate change. This paper assesses the impacts of these effects on the historical hydrological baseline, with particular focus on irrigation. A geospatial water balance model was developed for this purpose based on geo‐referenced information available in scientific public domain databases. Annual water supply and demand for a baseline period 1950–2000 were calculated and projected to 2050 using (1) outputs from 19 Global Circulation Models from the Coupled Model Intercomparison Project Phase 5 for a Representative Concentration Pathway 4.5; (2) population projections to 2050; and (3) historical land‐use patterns at the country level. Improvements in water use efficiency and storage capacity were analyzed using the Modified Water Scarcity Index of the baseline and the projected water balance in 2050 at the watershed scale.  相似文献

At an early stage of the rising fracking controversy in Germany, ExxonMobil initiated a rather large and costly company dialogue to defuse public concerns over fracking. To shed light on the public implications of private participation, this study analyses how this so-called InfoDialog attempted to reach this goal, and what the consequences were. For this purpose, an interpretive analytical perspective that employs concepts of conflict and participation analysis is adopted. Following this perspective, several design features of the InfoDialog and their implications for the framing of the fracking issue are reconstructed. This provides the ground for analysing the roles that the InfoDialog could play in coping with the fracking controversy. Finally, the dialogue's embeddedness in the context of the emerging fracking debate in Germany is examined. The analysis suggests that the InfoDialog could not defuse the public controversy over fracking by scientization. However, as a forerunner in the emerging politics of expertise, it has supported a particular framing of the public controversy. These insights provoke further critical questions about the implications of privately organized participation arrangements regarding public controversies.  相似文献
