ABSTRACT: An allocation model for irrigation water cost, based on the Use of Facilities method, is presented. The model is developed for large-scale irrigation systems which may include multipurpose reservoirs, irrigation control works, pump stations and irrigation canals of various orders. The model accounts for the water conveyance losses as well as the water gains in the irrigation canals, and their effects on irrigation cost. It is applied to the irrigation distribution system of the Nile Valley in Egypt, which contains the High Aswan Dam, 16 irrigation structures, 12 pump stations, and numerous irrigation canals. The irrigation water cost at 29 areas representing the Nile Valley is determined.  相似文献

ABSTRACT. This research examines the impact of high rates of interest upon the least cost system design for urban drainage systems when water quality is a critical parameter. Results of examination of twelve alternative system designs in a case study watershed indicate the least cost study design is highly sensitive to the rate of interest, but not sensitive to the water quality parameters. When the high rates of interest currently prevalent are introduced into the model those systems which contain open channel collection components are selected as the least cost system. At low rates of interest pipeline collection components are selected as the least cost system. Holding pond components of system design are cost effective at several levels of water quality. They are neutral to the rate of interest so they are incorporated in least cost systems at all the levels of interest rates. The results of the study indicate that at the current high rates of interest open channel collection systems and holding ponds are cost effective system components to achieve selected levels of water quality in urban drainage system design.  相似文献

ABSTRACT: Forced artificial mixing of temperature-stratified ponds, or small lakes or reservoirs, by liquid jets can enhance water quality and can also be energy efficient. Based on previous studies of jet mixing mechanics of stratified water bodies, a conceptual design approach is presented. The main “operational” and “system” design parameters are considered in the proposed method. Using minimization of a total cost estimate as a criterion, an iterative method for the selection of the number and size of the jets is developed and illustrated.  相似文献

ABSTRACT: The planning of water supply reservoirs has traditionally been based on the Rippl or sequent peak analysis which applies to the design of a single reservoir. This paper incorporates the sequent peak method as the central feature in establishing a procedure for determining the sizes of several potential reservoirs located in a system of one or more rivers. Separate algorithms are developed for sites on parallel streams and for sites on the same stream. In both cases the approach is to find the combination of reservoirs which can satisfy a given constant monthly demand at a minimum total construction cost. It is shown that both problems can be cast in the form of a dynamic programming problem. A more complex system is then a combination of reservoirs in parallel and in series. An extension is given if the monthly demand is not constant but each reservoir satisfies a constant fraction of the monthly demand.  相似文献

A system study was conducted on the use of a large number of small reservoirs dispersed throughout an urban community as a means of storm water pollution control. The study was based on an area within the “new city” of Columbia, Maryland. Water collected and stored in the reservoirs is treated for release or use in meeting sub-potable and potable water demands in the community. Design and performance criteria were developed for such a system. A simulation model and a computerized evaluation technique were used to select the optimal locations and system configurations. The results of this study indicated that such a system would be less expensive than a conventional engineering approach to storm water pollution control. Further, the benefits derived from use of the storm water as a water supply can offset a portion of the cost of pollution control. Several secondary benefits also result from this concept including erosion and sediment control, storm flow dampening, and recreational facilities. A program is now underway to demonstrate this concept in Columbia, Maryland.  相似文献

ABSTRACT: The cost of water service to rural residents is very high compared to urban areas. This is true even after subsidization by Farmers Home Administration (FmHA) loans and grants. Capital cost data on 44 projects financed by the Ohio office of the FmHA during the period August 1968 to January 1977 are used to derive cost equations for 26 components of rural water distribution systems. These components represent 92 percent of the capital cost of the pipeline distribution systems studied. The data can be used to economically design rural water supply systems from a capital cost viewpoint. More data are needed on operation and maintenance costs as well as central and cluster well costs before totally economic system designs can be undertaken.  相似文献

通过对重庆市气候条件、湖库水水资源状况以及湖库水水温和水质分析,结果显示:重庆地区采用传统空气源热泵系统已不适宜,而采用水源热泵系统具有较高的节能优势。丰富的湖库水水资源量以及重庆市建筑沿湖库水而建特点,为在重庆市开展湖库水水源热泵系统创造便利条件;湖库水水温和水质基本能满足地表水水源热泵系统的水源要求;湖库水藻类易爆发,因此发展湖库水水源热泵主要解决的水质问题是藻类的堵塞问题。  相似文献

ABSTRACT. The design of a municipal water supply system may involve utilizing singly or in combination a conventional water supply, a desalted water supply, and a supply from a recharged aquifer reservoir. Optimization of the design requires a model formulated in a way that modern methods of systems analysis can be used. This study concerns the formulation, solution, and evaluation of a mathematical model of a municipal water supply system that includes a supply from a variable quality output desalting plant. The combined system is operated in conjunction with an artificially recharged aquifer reservoir. Also considered are short periods of water shortages. The model is set up in an approximate linear programming format, and the optimum solution (minimum cost) is found. The model is tested by applying it to the design of a supply system to meet the 1985 estimated water demand of the city of Lincoln, Nebraska. Results of this test indicate that the artificial reservoir and the existing conventional supply system are capable of supplying that demand during all but the peak period. An electrodialysis desalting system is used in this analysis. It is competitive only when the length of transmission pipeline for a conventional supply system approaches 90 miles. The model is formulated in a general way so that it can be applied to almost all situations encountered in municipal water supply design, as well as to the specific system designated for this study.  相似文献

Abstract: The U.S. Environmental Protection Agency is charged with establishing standards and criteria for assessing lake water quality. It is, however, increasingly evident that a single set of national water quality standards that do not take into account regional hydrogeologic and ecological differences will not be viable as lakes clearly have different inherent capacities to meet such standards. We demonstrate a GIS‐based watershed classification strategy for identifying groups of Nebraska reservoirs that have similar potential capacity to attain a certain level of water quality standard. A preliminary cluster analysis of 78 reservoirs was performed to determine the potential number of Nebraska reservoir groups. Subsequently, a Classification Trees method was used to refine number of classes, describe the structure of reservoir watershed classes, and to develop a predictive model that relates watershed conditions to reservoir classes. Results suggest that Nebraska reservoirs can be represented by nine classes and that soil organic matter content in the watershed is the most important single variable for segregating the reservoirs. The cross‐validation prediction error rate of the Classification Tree model was 26.3%. Because all geospatial data used in this work are available nationally, the method could be adopted throughout the U.S. Hence, this GIS‐based watershed classification approach could provide water resources managers an effective decision‐support tool in managing reservoir water quality.  相似文献

ABSTRACT: Low flow augmentation from multipurpose reservoirs may yield significant water quality benefits. Cost allocation assigns a portion of reservoir expense to water quality consumers, waste water dischargers who benefit from increased receiving flow. Whereas such allocation currently is not authorized for Federal projects, the procedure is increasingly appropriate for efficient multiobjective management. Waste water treatment costs, multipurpose reservoir costs, and water quality are modeled for Oregon's Willamette River. Water quality is expressed as a function of treatment and augmentation levels. Treatment cost necessary to achieve a given water quality without augmentation less treatment cost with augmentation is an alternative cost of water quality maintenance. With a cost allocation procedure, this alternative cost is used to determine water quality's share of reservoir cost. Under current conditions, water quality beneficiaries could be charged approximately seven percent of annualized reservoir expense. This charge is one-fourth the expense of additional treatment facilities required were augmentation not provided.  相似文献

The Bow River Basin is a cornerstone of Alberta's development. In 2010, stakeholders representing interests from agriculture, municipalities, environment, and more formed the Bow River Project Research Consortium to help determine the potential for improving the operations in the basin. At present, upstream reservoirs are operated primarily for hydropower, whereas downstream reservoirs are operated for irrigation. Through Collaborative Modeling for Decision Support the stakeholders were able to develop a new method for operating the system that would dramatically improve environmental performance. The main components of the new operating strategy called for: purchase or setting aside of a small amount of storage volume in the power reservoirs; a set of rules for releases from that storage; an agreement by the major irrigation districts with the largest water licenses to utilize their ability to shift deliveries to and from their large offstream storage reservoirs to allow for increased instream flows, and to allow junior water license holders (mainly municipal and industrial supplies) an uninterrupted water supply; limitations of reservoir fluctuations to improve inreservoir habitat for fisheries; and increased minimum flows throughout the system leading to improved environmental outcomes. Costs of this strategy were minimal, impacts on power revenue were estimated at <US$2 million/yr on average. Compensatory arrangements should be possible.  相似文献

ABSTRACT. The problem of modeling and control of water pollution is considered. A general mathematical model, where the pollution effluent is discharged directly into the river, into the lake, or into a bypass pipe leading to an advanced Waste Water Treatment (AWT) plant, is developed. The Water Resource System (WRS) under consideration is decomposed into N subsystems. The pollution effluent input vector to each subsystem includes the water quantity and different water characteristics such as BOD, DO, pH, conductivity, temperature, algae, phosphates, nitrates, etc. Treatment cost functions and quality transition functions as well as system model constraints are introduced, where all functions can be nonlinear. A system Lagrangian is formed to incorporate the system constraints and coupling. The Lagrangian is decomposed into N independent subsystems, and a two level optimization methodology is introduced. Each subsystem is independently and separately minimized at the first level assuming known Lagrange multipliers. At the second level, the total Lagrangian is maximized with respect to the Lagrange multipliers using optimal values for effluent inputs from all subsystems obtained from the first level. Economic interpretation on the Lagrange multipliers reveals that they are merely prices imposed by the central authority (second level) for the pollution caused by the subsystems. Advantages of the multilevel approach are discussed.  相似文献

ABSTRACT: Individual particle analysis (IPA) by scanning electron microscopy interfaced with automated image and X‐ray analyses was used to characterize inorganic particles in five reservoirs and four tributaries located within the Catskill and Delaware systems of the New York City water supply. Individual particle analysis provides combined elemental and morphologic characterizations. Results are presented in terms of particle projected area per unit volume (PAV), consistent with optical impacts, and partitioned into seven generic particle types according to composition. Minerals of terrigenous origins, particularly clay minerals, dominated the inorganic particle populations of all the study systems except one downstream reservoir. Higher PAV levels were observed in the Catskill system. Particle dynamics represented by PAV were driven primarily by runoff, while the reservoirs were also greatly influenced by the timing of sediment resuspension promoted by drawdown of the surface and fall mixing. The benefit of the serial configuration of the reservoirs in decreasing inorganic particles with progression downstream towards the city is demonstrated. The patterns in PAV levels among the study systems generally tracked those of more common metrics of impacts of suspensoids, including mass concentrations of suspended solids, turbidity, and Secchi disc transparency.  相似文献

This paper proposes an optimization-based approach for designing rainwater harvesting systems for domestic use in a residential development. The optimization model accounts for the implementation of rainwater harvesting devices, pipes and reservoirs for the optimal sitting, collecting, storing and distribution of harvested rainwater. The optimization model consists in satisfying the water domestic demands and considers as objective function the minimization of the total annual cost associated to the fresh water, the capital costs for the catchment areas, storages and pumps, and the cost associated to the pumping, maintenance and treatment. A case study for a residential development in Morelia, Mexico is presented. The city of Morelia is characterized for having complications to satisfy the water demands, especially during dry seasons. The application of the proposed optimization approach shows that it is possible to satisfy a significant percentage of the domestic water demands using a harvesting rainwater system decreasing the associated cost in the time horizon. Several scenarios have been presented to show the potential solutions identified in the case study.  相似文献

ABSTRACT: This paper describes two methods that are introduced to improve the computational effort of stochastic dynamic programming (SDP) as applicable to the operation of multiple urban water supply reservoir systems. The stochastic nature of streamflow is incorporated explicitly by considering it in the form of a multivariate probability distribution. The computationally efficient Gaussian Legendre quadrature method is employed to compute the conditional probabilities of streamflow, which accounts for the serial correlation of streamflow into each storage and the cross correlation between the streamflow into various storages. A realistic assumption of cross correlation of streamflow is introduced to eliminate the need to consider the streamflow combinations which are unlikely to occur in the SDP formulation. A “corridor” approach is devised to eliminate the need to consider the infeasible and/or inferior storage volume combinations in the preceding stage in computing the objective function in the recursive relation. These methods are verified in terms of computational efficiency and accuracy by using a hypothetical example of three interconnected urban water supply reservoirs. Therefore, it can be concluded that these methods allow SDP to be more attractive for deriving optimal operating rules for multiple urban water supply reservoir systems.  相似文献

ABSTRACT: Efficient operation of a city water supply system is an important goal of all municipalities. Efficient operation should result in minimum operation cost through reduction in total energy use and/ or reduction in on-peak energy consumption. An optimization model was designed for operating the water supply systems of cities using groundwater. The Newton-Raphson pipe network was used for network analysis and a dynamic programming optimization algorithm was used for determining a schedule for pump operation in the pipe network system. The model is most suitable for use in small cities with up to 45,000 in population, but with large-scale disintegration techniques may also be used for larger cities. The savings in operation costs are a function of energy cost and energy use pattern and water use pattern in the area.  相似文献

Improving the efficiency of water allocation has long been recognised as a key problem for the water resources management decision-makers. However, assessing the efficacy of management decision is difficult due to the complexity and interconnectivity of water resource systems. For this reason, it is vital that robust modelling approaches are employed to deal with the feedback loops inherent in the water resource systems. Whilst many studies have applied modelling to various aspects of water resource management, little attention has been given to innovations in modelling approaches to deal with the modelling challenges associated with improving decision-making. The aim of this study is to apply a System Dynamics modelling approach to improve the efficiency of water allocation incorporating a myriad of irrigation system constraints. The system dynamic approach allows the different system components to be organised as a collection of discrete objects that incorporate data, structure and function to generate complex system behaviour. Through the application of a system dynamic approach, a robust model (named the Economical Reallocating Water Model (ERWM)) was developed which was used to examine the options of re-allocating water resources that minimize the water cost all over an irrigated agricultural area. The EWRM incorporated a wide range of complexities likely to be encountered in water resource management: surface and ground water sources, water trading between sources, system constraint such as maximum ground water pumping, rates, maximum possible trading volumes and differential water resource prices. Two hypothetical systems have been presented here as an example. The results show that the System Dynamics approach has a significant advantages in estimating and assessing the outcomes of alternative water management strategies through time and space.  相似文献

ABSTRACT: This paper describes a modelling method which simplifies the evaluation of water quality policies for nonserial (branching) river systems. The method introduces dummy facilities at the junctions of the major tributary branches with the mainstream as replacements for the facilities and activities on the tributaries. The cost functions for the dummy facilities and the DO and BOD concentrations at the junctions as determined for each tributary are introduced into the mainstream serial system model which is then solved for the optimal values of the mainstream treatment plant efficiencies, the dummy facility effeciencies, and the tributary system DO and BOD concentrations using nonlinear programming. Given the optimum values for the dummy facility efficiencies and the values for the tributary system DO and BOD concentrations, the optimum values for the tributary treatment plant efficiencies are found using nonlinear programming. The method is applied to a river system with a mainstream and one major tributary which contain industrial and municipal organic and thermal polluters and their associated wastewater treatment plants.  相似文献

The impact of small farm reservoirs on urban water supplies in Botswana   总被引:1,自引:0,他引:1  
In eastern Botswana there are many small farm reservoirs within the catchments of the major water supply reservoirs, and there is increasing demand for more small reservoirs. The increasing development of farm reservoirs has an impact on the availability of water from the major reservoirs, which supply urban and industrial users, and this creates a conflict between the needs of the rural water users and the urban and industrial users. This paper describes a model which has been developed to allow the effects of the existing small reservoirs and the possible impacts of future proposed ones on the water resources of the major reservoirs to be quantified. The model provides a planning tool, enabling guidelines for future small reservoir development to be determined. The model is a general one which could also be calibrated and applied in other areas with a broadly similar climate. The results of a series of model runs indicate the rate of decline of runoff and yield from the major reservoirs as the total capacity of small reservoirs within the catchment increases. It also shows how this decline is affected by secondary factors such as the relative location of the small reservoirs within the catchment, the typical size of small reservoirs and the type of use to which they are put. The results clearly indicate the adverse effect which uncontrolled development of farm reservoirs would have on the water supplies from the major reservoirs. By quantifying these effects, planners have some of the necessary information to determine the optimum balance between development of small-scale rural water supplies and large-scale urban supplies .  相似文献

The recent versions of nonlinear programming techniques such as the conjugate gradient and the gradient projection algorithms are used to obtain the optimal operating conditions of a multiple reservoirs system with multiple purposes. These algorithms are compared with other techniques in the literature. The conjugate gradient method incorporates the advantages of both the generalized Newton-Raphson, also known as the quasilinearization technique, and the gradient approach while avoiding their major drawbacks. To illustrate the technique, a water resources system with three reservoirs and a tabular objective function is solved by the two algorithms.  相似文献
