The management of waste materials arising from home health and medical care services (HHMC wastes) in Japan is now receiving greater attention from governmental workers dealing with general household waste materials. In general, HHMC waste materials are collected in a mixed form, transported and disposed of along with municipal solid wastes. As a result, municipal workers are suffering needle stick accidents so that infections associated with HHMC waste materials may occur. The collection and transportation by patients and their families of HHMC waste materials with sharp-edges, such as injection needles, to medical-related facilities can prevent municipal workers from experiencing needle-prick accidents. One of the most important strategies for medical-related facilities is hence the education of patients and their families. Improved rules for handling HHMC waste materials are essential for the safe and effective management.  相似文献

Tehran, the capital city of Iran and a metropolis with a population of 8.2 million and containing 2.4 million households, generated 2,626,519 tons of solid waste in 2005. The present study is aimed at evaluating the generation, characteristics and management of solid waste in Tehran. Municipal solid waste comprises more than 97% of Tehran's solid waste, while three other types of solid waste comprise less than 3% of it, namely hospital waste (1.0%), industrial waste (0.6%) and construction and demolition waste (0.5%). The contribution of household solid waste to total municipal solid waste is about 62.5%. The municipality of Tehran is responsible for the solid waste management of the city; the waste is mainly landfilled in three centers in Tehran, with a small part of it usually recycled or processed as compost. However, an informal sector is also active in collecting recyclable materials from solid waste. The municipality has recently initiated some activities to mechanize solid waste management and reduce waste generation. There remain important challenges in solid waste management in Tehran which include: the proper collection and management of hospital waste; public education aimed at reducing and separating household waste and educating municipal workers in order to optimize the waste collection system; and the participation of other related organizations and the private sector in solid waste management.  相似文献

Uncontrolled growth of the urban population in developing countries in recent years has made solid waste management an important issue. Very often, a substantial amount of total expenditures is spent on the collection of solid waste by city authorities. Optimization of the routing system for collection and transport of solid waste thus constitutes an important component of an effective solid waste management system. This paper describes an attempt to design and develop an appropriate storage, collection and disposal plan for the Asansol Municipality Corporation (AMC) of West Bengal State (India). A GIS optimal routing model is proposed to determine the minimum cost/distance efficient collection paths for transporting the solid wastes to the landfill. The model uses information on population density, waste generation capacity, road network and the types of road, storage bins and collection vehicles, etc. The proposed model can be used as a decision support tool by municipal authorities for efficient management of the daily operations for transporting solid wastes, load balancing within vehicles, managing fuel consumption and generating work schedules for the workers and vehicles. The total cost of the proposed collection systems is estimated to be around 80 million rupees for the fixed cost of storage bins, collection vehicles and a sanitary landfill and around 8.4 million rupees for the annual operating cost of crews, vehicles and landfill maintenance. A substantial amount (25 million rupees/yr) is currently being spent by AMC on waste collection alone without any proper storage/collection system and sanitary landfill. Over a projected period of 15 yr, the overall savings is thus very significant.  相似文献

This paper presents a system dynamics computer model to predict solid waste generation, collection capacity and electricity generation from solid waste and to assess the needs for waste management of the urban city of Dhaka, Bangladesh. Simulated results show that solid waste generation, collection capacity and electricity generation potential from solid waste increase with time. Population, uncleared waste, untreated waste, composite index and public concern are projected to increase with time for Dhaka city. Simulated results also show that increasing the budget for collection capacity alone does not improve environmental quality; rather an increased budget is required for both collection and treatment of solid wastes of Dhaka city. Finally, this model can be used as a computer laboratory for urban solid waste management (USWM) policy analysis.  相似文献

Optimization of solid waste management systems using operational research methodologies has not yet been applied in any Egyptian governorate. In this paper, a proposed model for a municipal solid waste management system in Port Said, Egypt is presented. It includes the use of the concept of collection stations, which have not yet been used in Egypt. Mixed integer programming is used to model the proposed system and its solution is performed using MPL software V4.2. The results show that the best model would include 27 collection stations of 15-ton daily capacity and 2 collection stations of 10 ton daily capacity. Any transfer of waste between the collection station and the landfill should not occur. Moreover, the flow of the district waste should not be confined to the district collection stations. The cost of the objective function for this solution is 10,122 LE/day (equivalent to 1716 US dollars). After further calculations, the profit generated by the proposed model is 49,655.8 LE/day (equivalent to 8418.23 US dollars).  相似文献

The solid waste management industry in Haiti is comprised of a formal and an informal sector. Many basic activities in the solid waste management sector are being carried out within the context of profound poverty, which exposes the failure of the socioeconomic and political system to provide sufficient job opportunities for the urban population. This paper examines the involvement of workers in the solid waste management industry in Greater Port-au-Prince and the implications for livelihood strategies. The findings revealed that the Greater Port-au-Prince solid waste management system is very inclusive with respect to age, while highly segregated with regard to gender. In terms of earning capacity, the results showed that workers hired by the State agencies were the most economically vulnerable group as more than 50% of them fell below the official nominal minimum wage. This paper calls for better salary scales and work compensation for the solid waste workers.  相似文献

This paper provides a general overview of solid waste data and management practices employed in Turkey during the last decade. Municipal solid waste statistics and management practices including waste recovery and recycling initiatives have been evaluated. Detailed data on solid waste management practices including collection, recovery and disposal, together with the results of cost analyses, have been presented. Based on these evaluations basic cost estimations on collection and sorting of recyclable solid waste in Turkey have been provided. The results indicate that the household solid waste generation in Turkey, per capita, is around 0.6 kg/year, whereas municipal solid waste generation is close to 1 kg/year. The major constituents of municipal solid waste are organic in nature and approximately 1/4 of municipal solid waste is recyclable. Separate collection programmes for recyclable household waste by more than 60 municipalities, continuing in excess of 3 years, demonstrate solid evidence for public acceptance and continuing support from the citizens. Opinion polls indicate that more than 80% of the population in the project regions is ready and willing to participate in separate collection programmes. The analysis of output data of the Material Recovery Facilities shows that, although paper, including cardboard, is the main constituent, the composition of recyclable waste varies strongly by the source or the type of collection point.  相似文献

This study presents the effects of citizen participation on integrated solid waste management. Porto Alegre was chosen as the area of study since its system is a good example for developing countries, based on the partnership between local government and the former scavengers' association that implements selective collection in the city. A life-cycle approach was used to estimate environmental loadings and economic costs based on solid waste generation, and a survey assessment tool was used to analyse social aspects. The results showed a decrease in environmental and economic impacts in the current situation, allowing Porto Alegre to have one of the most affordable integrated solid waste management systems in Brazil. The survey assessment pointed out that public campaign changed the perceptions and practices of most of Porto Alegre's citizens regarding solid waste management. On the other hand, it also pointed out that citizens need more education to increase their participation. Therefore, more research is needed to increase cooperation among all stakeholders, improve citizen participation, and consequently, further decrease the environmental impacts and economic costs.  相似文献

The environmental impacts of municipal solid waste management in Beijing City were evaluated using a life-cycle-based model, EASEWASTE, to take into account waste generation, collection, transportation, treatment/disposal technologies, and savings obtained by energy and material recovery. The current system, mainly involving the use of landfills, has manifested significant adverse environmental impacts caused by methane emissions from landfills and many other emissions from transfer stations. A short-term future scenario, where some of the landfills (which soon will reach their capacity because of rising amount of waste in Beijing City) are substituted by incinerators with energy recovery, would not result in significant environmental improvement. This is primarily because of the low calorific value of mixed waste, and it is likely that the incinerators would require significant amounts of auxiliary fuels to support combustion of wet waste. As for the long-term future scenario, efficient source separation of food waste could result in significant environmental improvements, primarily because of increase in calorific value of remaining waste incinerated with energy recovery. Sensitivity analysis emphasized the importance of efficient source separation of food waste, as well as the electricity recovery in incinerators, in order to obtain an environmentally friendly waste management system in Beijing City.  相似文献

Healthcare services provided by hospitals may generate some infectious wastes. Although a large percentage of hospital waste is classified as general waste, which has similar nature as that of municipal solid waste and, therefore, could be disposed in municipal landfills, a small portion of infectious waste has to be managed in the proper manner in order to minimize risk to public health. Many factors involved in the hospital waste management system often link to one another, which require a comprehensive analysis to determine the role of each factor in the system. In this paper, we present a hospital waste management model based on system dynamics to determine the interaction among factors in the system using a software package, Stella. A case study of the City of Jakarta, Indonesia is selected. The hospital waste generation is affected by various factors including the number of beds in the hospitals and the NIMBY (not in my back yard) syndrome. To minimize the risk to public health, we found that waste segregation, as well as infectious waste treatment prior to disposal, has to be conducted properly by the hospital management, especially when scavenging takes place in landfill sites in developing countries.  相似文献

In the present paper, an innovative model for the estimation of municipal solid waste generation and collection is proposed. This model is part of an extended solid waste management system and uses a spatial Geodatabase, integrated in a GIS environment. It takes into consideration several parameters of waste generation, such as population density, commercial activities, road characteristics and their influence on the location and allocation of waste bins. Ground-based analysis was applied for the estimation of the inter-relations between the aforementioned factors and the variations in waste generation between residential and commercial areas. Therefore, the proposed model follows a unified categorization approach for residential and commercial activities and focuses on the dominant factors that determine waste generation in the area under study. The most important result of the research work presented in the current paper is an accurate estimation of the optimal number of waste bins and their allocation. A new methodology and an appropriate algorithm have been developed for this purpose in order to facilitate routing and waste collection. By using these results, municipalities aware of social, economical and environmental factors, related to waste management, can achieve optimal usage of their resources and offer the best possible services to their citizens.  相似文献

The municipal solid waste management significantly contributes to the emission in the atmosphere of greenhouse gases (e.g. CO2, CH4, N2O) and therefore the management process from collection to treatment and disposal has to be optimized in order to reduce these emissions. In this paper, starting from the average composition of undifferentiated municipal solid waste in Italy, the effect of separate collection on greenhouse gases emissions from municipal waste management has been assessed. Different combinations of separate collection scenarios and disposal options (i.e. landfilling and incineration) have been considered. The effect of energy recovery from waste both in landfills and incinerators has also been addressed. The results outline how a separate collection approach can have a significant effect on the emission of greenhouse gases and how wise municipal solid waste management, implying the adoption of Best Available Technologies (i.e. biogas recovery and exploitation system in landfills and energy recovery system in Waste to Energy plants), can not only significantly reduce greenhouse gases emissions but, in certain cases, can also make the overall process a carbon sink. Moreover it has been shown that separate collection of plastic is a major issue when dealing with global warming relevant emissions from municipal solid waste management.  相似文献

As an economically developing country, Turkey has very well operated integrated solid waste management applications structured on modern facilities, besides over 2,000 scattered open dump areas in the country. Integrated waste management applications seem eligible for the metropolitan cities like Istanbul and Izmit (Kocaeli). Attempts have not been encouraging for the scattered regional settlements using central storage sites due to financial shortages and received rejections from nearby settlements. Small-scale compact solid waste management systems with materials recycling and composting can be more suitable alternatives in the small-scale regional settlements. The major constituents of municipal solid waste are organic in nature and approximately a quarter of municipal solid waste is recyclable. Although paper, including cardboard, is the main constituent, the composition of recyclable waste varies strongly by the source or the type of collection point. Solid wastes need primary treatment in order to be suitable for incineration and composting. Turkey needs to give more emphasis on the usage of modern solid waste removal technologies to overcome the overgrowing solid waste disposal problems.  相似文献

The management of clinical solid waste (CSW) continues to be a major challenge, particularly, in most healthcare facilities of the developing world. Poor conduct and inappropriate disposal methods exercised during handling and disposal of CSW is increasing significant health hazards and environmental pollution due to the infectious nature of the waste. This article summarises a literature review into existing CSW management practices in the healthcare centers. The information gathered in this paper has been derived from the desk study of open literature survey. Numerous researches have been conducted on the management of CSW. Although, significant steps have been taken on matters related to safe handling and disposal of the clinical waste, but improper management practice is evident from the point of initial collection to the final disposal. In most cases, the main reasons of the mismanagement of CSW are the lack of appropriate legislation, lack of specialized clinical staffs, lack of awareness and effective control. Furthermore, most of the healthcare centers of the developing world have faced financial difficulties and therefore looking for cost effective disposal methods of clinical waste. This paper emphasizes to continue the recycle-reuse program of CSW materials after sterilization by using supercritical fluid carbon dioxide (SF-CO2) sterilization technology at the point of initial collection. Emphasis is on the priority to inactivate the infectious micro-organisms in CSW. In that case, waste would not pose any threat to healthcare workers. The recycling-reuse program would be carried out successfully with the non-specialized clinical staffs. Therefore, the adoption of SF-CO2 sterilization technology in management of clinical solid waste can reduce exposure to infectious waste, decrease labor, lower costs, and yield better compliance with regulatory. Thus healthcare facilities can both save money and provide a safe environment for patients, healthcare staffs and clinical staffs.  相似文献

This study aimed to determine whether the waste management systems, that are presently applied in affluent countries are appropriate solutions for waste management in less developed regions. For this purpose, three cities (Vienna, Damascus and Dhaka) which differ greatly in their gross domestic product and waste management were compared. The criteria for evaluation were economic parameters, and indicators as to whether the goals of waste management (protection of human health and the environment, the conservation of resources) were reached. Based on case studies, it was found that for regions spending 1-10 Euro capita(-1) year(-1) for waste management, the 'waste hierarchy' of prevention, recycling and disposal is not an appropriate strategy. In such regions, the improvement of disposal systems (complete collection, upgrading to sanitary landfilling) is the most cost-effective method to reach the objectives of solid waste management. Concepts that are widely applied in developed countries such as incineration and mechanical waste treatment are not suitable methods to reach waste management goals in countries where people cannot spend more than 10 Euro per person for the collection, treatment and disposal of their waste. It is recommended that each region first determines its economic capacity for waste management and then designs its waste management system according to this capacity and the goals of waste management.  相似文献

This paper provides an overview of the state of municipal solid waste (MSW) management in the capital of Cameroon, Yaoundé, and suggests some possible solutions for its improvement. The institutional, financial, and physical aspects of MSW management, as well as the livelihoods of the population, were analyzed. Our study revealed that distances and lack of infrastructure have a major impact on waste collection. Garbage bins are systematically mentioned as the primary infrastructure needed by the population in all quarters, whether it be a high or low standard community. The construction of transfer stations and the installation of garbage bins are suggested as a solution to reduce distances between households and garbage bins, thus improving waste collection vehicle accessibility. Transfer stations and garbage bins would enable the official waste collection company to expand its range of services and significantly improve waste collection rates. Several transfer stations have already been set up by non-governmental organizations (NGOs) and community-based organizations (CBOs), but they require technical, institutional and funding support. Research is needed on the quality and safety of community-made compost, as well as on soil fertility in urban and peri-urban areas. Most of the stakeholders, municipalities, the official waste collection company and households acknowledge the need for better monitoring and regulation of MSW management. The urban community of Yaoundé also needs to maintain its support of MSW management and promote the sustainability of NGOs and CBOs operating in underserved areas not yet covered by adequate infrastructures. A major opportunity for implementation of such waste policy is the heavily indebted poor countries (HIPC) program dedicated to urban planning and good governance.  相似文献

Local level waste authorities and their officials directly interact and serve the people on behalf of higher governments. Given the influential positions they have on the quality of life of the citizens, these local waste authorities deserve more attention from researchers. This study throws light on the factors related to local waste management and administrators that have caused waste management failures in three mainland Chinese cities. Based on a survey conducted in 2002-2003, it was found that waste administrators in these cities are not professionally competent in their jobs and they are also not confident in using economic instruments to address waste management issues in their cities. These local waste authorities are generally under-funded, and funding politics has to some extent eroded the incentives to carry out the instructions of higher waste authorities. The community at large also does not respect local waste management work. The residents frequently litter, are unobservant of waste collection times and are unwilling to pay for waste collection service. All of these are handicapping environmentally sound waste management.  相似文献

The new city of Abuja provided an opportunity to avoid some of the environmental problems associated with other major cities in Africa. The current status of solid waste management in Abuja has been reviewed and recommendations for improvements are made. The existing solid waste management system is affected by unfavourable economic, institutional, legislative, technical and operational constraints. A reliable waste collection service is needed and waste collection vehicles need to be appropriate to local conditions. More vehicles are required to cope with increasing waste generation. Wastes need to be sorted at source as much as possible, to reduce the amount requiring disposal. Co-operation among communities, the informal sector, the formal waste collectors and the authorities is necessary if recycling rates are to increase. Markets for recycled materials need to be encouraged. Despite recent improvements in the operation of the existing dumpsite, a properly sited engineered landfill should be constructed with operation contracted to the private sector. Wastes dumped along roads, underneath bridges, in culverts and in drainage channels need to be cleared. Small-scale waste composting plants could promote employment, income generation and poverty alleviation. Enforcement of waste management legislation and a proper policy and planning framework for waste management are required. Unauthorized use of land must be controlled by enforcing relevant clauses in development guidelines. Accurate population data is necessary so that waste management systems and infrastructure can be properly planned. Funding and affordability remain major constraints and challenges.  相似文献

In the present paper, the Ant Colony System (ACS) algorithm is used for the identification of optimal routes in the case of municipal solid waste (MSW) collection. The proposed MSW management system is based on a geo-referenced spatial database supported by a geographic information system (GIS). The GIS takes into account all the required parameters for solid waste collection. These parameters include static and dynamic data, such as the positions of waste bins, the road network and the related traffic, as well as the population density in the area under study. In addition, waste collection schedules, truck capacities and their characteristics are also taken into consideration. Spatio-temporal statistical analysis is used to estimate inter-relations between dynamic factors, like network traffic changes in residential and commercial areas. The user, in the proposed system, is able to define or modify all of the required dynamic factors for the creation of alternative initial scenarios. The objective of the system is to identify the most cost-effective scenario for waste collection, to estimate its running cost and to simulate its application. Finally, the results of the ACS algorithm are compared with the empirical method currently used by the Municipality of Athens.  相似文献

Dental wastes are regulated under medical waste control regulations in most countries. Even though the quantity of hazardous wastes in dental solid wastes is a small proportion, there is still cross infection risk and potential danger for environment associated with mismanaged wastes. For this reason, knowledge of waste composition and development of proper management alternatives are necessary. In this study, the composition of solid wastes coming from eight clinics of the dental school of a University hospital in Turkey is examined. Although the waste has some variations between the two samplings, the general picture is such that the major components remain pretty much the same (in terms of %) for a fixed clinic. The composition of waste changes from one clinic to the other as expected. However, one can deduce from the data obtained that at about 35%, rubber gloves constitute close to the half of the total solid waste in almost all the clinics. Other major component is paper forming approximately 30% of the solid waste. In general, total waste coming from the clinics is related with the number of procedures conducted on patients at the clinics. Only a small fraction of the waste is hazardous indicating that at Hacettepe University School of Dentistry, hazardous waste collection rules are obeyed in most of the times.  相似文献
