One common method of criticizing genetically modified organisms (GMOs) is to label them as “magic bullets.” However, this criticism, like many in the debate over GMOs, is not very clear. What exactly is the “magic bullet criticism”? What are its origins? What flaw is it pointing out in GM crops and agricultural biotechnology? What is the scope of the criticism? Does it apply to all GMOs, or just some? Does it point to a fatal flaw, or something that can be fixed? The goal of this paper is to answer these questions and clarify the magic bullet criticism of agricultural biotechnology. It is hoped that the results of this exercise will be helpful in advancing deliberation over the role GMOs and agricultural biotechnology should play in 21st century agriculture.  相似文献

The regulatory structures underlying United States and European Union policies regarding genetically modified (GM) food and crops are fundamentally different. The US regulates GM foods and crops as end products, applying roughly the same regulatory framework that it does to non GM foods or crops. The EU, on the other hand, regulates products of agricultural biotechnology as the result of a specific production process. Accordingly, it has developed a network of rules that regulate GM foods and crops specifically. As a result, US regulation of GM foods and crops is relatively permissive, whereas EU regulation is relatively restrictive. Why are genetically modified food policies in the United States and the European Union so strikingly different? In the light of the recent World Trade Organization dispute on agricultural biotechnology, it may seem that economic interests are the driving force behind policies. While they are certainly part of the picture, the issue is far more complex. This paper argues that three different elements help explain differences between US and EU GM food policies. First, an investigation of US and European policies of the 1970s and 1980s on recombinant DNA research and of events leading up to early GM food and crop regulation allows a deeper understanding of current policy. Second, scrutinizing underlying values and norms can uncover the beliefs that condition current GM food and crop policy. Third, an analysis of involved actors’ views and levels of success in influencing policy is essential to understanding US and EU policies.  相似文献

In this paper, we argue for the importance of incorporating a gendered perspective for the effective development of sustainable agricultural biotechnology systems in sub-Saharan Africa. Priority setting for agricultural policy and project development requires attention to gender issues specific to the demands of agricultural biotechnology. This is essential for successfully addressing food security and poverty reduction in sub-Saharan Africa (SSA). There has been a great deal of debate and literature on the implications of gender in agricultural development and policy. However, the implications of gender in agricultural biotechnology and have received relatively less attention, especially in SSA. Based on interviews with key stakeholders in agricultural biotechnology across SSA, review of pertinent literature and field observations, we have found that incorporating a gendered perspective is critical for the sustainable development of agricultural biotechnology and requires attention in five areas: the inclusion of women, particularly women farmers, in decision-making around biotech/genetically modified (GM) crop and trait selection; equal representation of women as men in education for agricultural science and in agricultural biotechnology research and development professions; greater involvement of women in extension services and farmers’ associations for successful delivery of information about biotech crops equality between men and women in access to resources for biotech/GM crop cultivation; and increased control for women farmers over biotech/GM crop management and income generation. We explain the consequences of failing to include such gender-responsive considerations into priority setting for agricultural biotechnology development and policy in SSA and provide recommendations for how policy makers and project partners of development initiatives can avoid such oversights.  相似文献

An ethical evaluationis made of the claim that organic growersshould expect protection from adventitioustraces of GM constructs in their products. Towhat extent – on either side of the debate –can any particular group in society set upagricultural standards for itself that mayeffectively restrain others from an otherwisejust business? The assumptions behind notionslike ``purity'' and ``contamination'' areexamined, together with their underlying viewsof nature and human intervention. The 2001UK Agriculture and Environmental BiotechnologyCommission report is relevant to theseissues. While the Government wishes to promotethe UK biotechnology industry and is underpressure from US claims of trade restraint, astrong organic lobby demands purity from GMcontamination. Does this adversarial framingof the issues reflect broader public opinionin the UK public consultation? In 1978 the USA used non-fuel processed mineral materials valued at over $200 billion (109). Non-fuel mineral imports caused a trade imbalance of $8 billion. Imports supplied more than half of US supplies of 20 important minerals. The US stockpile of strategic materials is valued at over $11 billion. While world reserves of most minerals are now deemed adequate until 2000, demand for high temperature and special property materials requires careful monitoring and anticipation of disruptions in vulnerable sources.  相似文献

In a continent ravaged by poverty, disease and malnutrition, agricultural practices have changed little over millennia. Of all the new technologies recently arisen, molecular biotechnology is one of the few that could signi ficantly improve the livelihoods of the large numbers of people in sub–Saharan Africa. Its impact could exceed that in the developed world, where a multi–billion dollar a year agricultural biotechnology industry has emerged, secured on the back of a highly skilled research and educational sector, extensive biosafety measures, and a strong corporate sector. For much of sub–Saharan Africa, the absence of these foundations constitutes a substantial hurdle to the development of a sustainable biotechnology industry. A critical element is the development of an indigenous and innovative agricultural biotechnology community — one that is responsive to African crops, farming practices and economic imperatives, yet sensitive to local concerns and biosafety issues surrounding use of the controversial GM technology.  相似文献

This paper discusses how world steel production and seaborne iron ore trade have grown since 1950. The role of steel production forecasts in determining investment in the iron ore industry is examined. Forecasts for world steel production and the demand and supply of seaborne iron ore in the 1990s are presented. It is predicted that world steel production will increase by 64 million tons between 1991 and 2000. This increase will be located principally in the developing countries and China. The corresponding increase in seaborne iron ore trade will be approximately 55 million tons. Expansion projects will be located mainly in Australia and Brazil, but no greenfield iron ore projects will be undertaken. By the end of the decade, the demand for seaborne iron ore will be equal to its supply.  相似文献

In the face of criticisms about the current generationof agricultural biotechnology products, some proponents ofagricultural biotechnology offer a ``future benefitsargument'(FBA), which is a utilitarian ethical argument thatattempts to justify continued R&D. This paper analyzes severallogical implications of the FBA. Among these are that acceptanceof the FBA implies (1) acceptance of a precautionary approach torisk, (2) the need for a more proportional and equitabledistribution of the benefits of agricultural biotechnology, andmost important, (3) the need to reorient and restructurebiotechnology R&D institutions (and the agriculturalbiotechnology community's values and attitudes) so that futurebenefits are indeed achieved through agricultural biotechnology.  相似文献

Freshwater is necessary to economic activity, and humans depend on goods and services generated by water-dependent ecosystems. However, national freshwater management usually focuses on direct use of domestic freshwater. With an increasing scarcity of freshwater, attention has turned to two indirect uses of freshwater by humans. The first indirect use is freshwater used by foreign countries when producing products for export. The second use is freshwater required by local ecosystems: human survival and development depend on goods and services generated in these ecosystems. This work adopted Taiwan as a case study. In addition to two widely recognized ecosystem freshwater demands, evapotranspiration and reversed river flow, this study suggests that freshwater is a constituent of some abiotic components, such as groundwater in aquifers, because excessive withdrawal has already caused significant land subsidence in Taiwan. Moreover, the estimated results show that Taiwan’s net imports of freshwater through trade amounts to approximately 25% of its total freshwater use for economic production. Integrating industrial policy, trade policy, and national freshwater management is a useful approach for developing strategies to limit the growing use of freshwater in Taiwan. Policy implications are then developed by further analyzing withdrawal sources of freshwater (domestic and foreign) for supporting economic production in Taiwan and identifying the factors (domestic final demand and export) driving freshwater-intensive products.  相似文献

China     
For the first time since the mid-1960s, China became a net oil importer in 1993. That the country will remain a net oil importer is inevitable and probably irreversible for the foreseeable future. In the period to 2000, its crude oil production is projected to increase only 2% annually, while demand for refined oil products is expected to grow at 6.6% per annum. As a result, China's net oil imports are expected to reach 1.3 million barrels per day in 2000, accounting for almost one-third of its projected oil consumption. Most of the imports will come from the Middle East, and China's dependence on Middle Eastern oil is expected to increase significantly in the future .  相似文献

Via a historical reconstruction, this paper primarily demonstrates how the societal debate on genetically modified organisms (GMOs) gradually extended in terms of actors involved and concerns reflected. It is argued that the implementation of recombinant DNA technology out of the laboratory and into civil society entailed a “complex of concerns.” In this complex, distinctions between environmental, agricultural, socio-economic, and ethical issues proved to be blurred. This fueled the confusion between the wider debate on genetic modification and the risk assessment of transgenic crops in the European Union. In this paper, the lasting skeptical and/or ambivalent attitude of Europeans towards agro-food biotechnology is interpreted as signaling an ongoing social request – and even a quest – for an evaluation of biotechnology with Sense and Sensibility. In this (re)quest, a broader-than-scientific dimension is sought for that allows addressing the GMO debate in a more “sensible” way, whilst making “sense” of the different stances taken in it. Here, the restyling of the European regulatory frame on transgenic agro-food products and of science communication models are discussed and taken to be indicative of the (re)quest to move from a merely scientific evaluation and risk-based policy towards a socially more robust evaluation that takes the “non-scientific” concerns at stake in the GMO debate seriously.  相似文献

In February 2000, the EuropeanCommission adopted a Communication on theprecautionary principle. This states how theCommission intends to apply the principle andestablishes guidelines for its application. Thedocument is intended to inform discussions oninternational agreements. In particular, itprovides a defense of European Union (EU)precautionary policies in case of tradedisputes, for example, in case the EU isaccused of imposing unfair trade barriers onexports of genetically-modified (GM) productsfrom the United States under the rules of theWorld Trade Organisation. In the communication,the Commission emphasizes the scientificaspects of the precautionary principle, perhapspartly to counter claims from US officials thatthe EU's reluctance to accept GM imports is notbased on science but is politically-motivated.However, a principle is by definition a moralguide to behavior. In other words, it is anethic. The precautionary principle should beviewed as a complement to science, to beinvoked when a lack of scientific evidencemeans that outcomes are uncertain. Anyinterpretation of this principle needs to placeat least as much emphasis on its ethical andvalue-based aspects as on its scientificjustification. The Commission's interpretationrisks undermining the painstaking progress madeamong European Union member states inresponding to public concern about GM crops andfood by adopting increased precaution. Thispaper explores the balance between thescientific and ethical/value-based aspects ofthe precautionary principle as set out in theCommission's communication, to make the casethat it is the ethical and value-based aspectsrather than the scientific aspects of theguidelines that need strengthening.  相似文献

China has embarked on major economic and social changes to revitalize the Chinese economy, increase labor productivity, and improve the material standard of living of the Chinese people. This paper assumes that China will achieve its goal of a per capita income of US$800 in 2000, open-door policies will be maintained, and nonfuel mineral commodity consumption will increase as GDP per capita increases. Projections are made of production, trade and consumption of 14 nonfuel minerals for the period 1985–2005. China is projected to increase its net imports to these 14 minerals from about US$5000 million in 1985 to about US$12000 million in constant dollars in 2005. China's investment climate will become more favorable for those multinational companies that bring with them clear comparative advantages in minerals exploration, mining and processing technologies and marketing, and are prepared to develop in-depth Chinese expertise.  相似文献

The objective of this paper is to compare the carbon emissions produced as a result of product consumption by the residents of an Irish city-region, that is Limerick City and its environs. The resulting carbon footprints are used to compare imports of food items, manufactured products and construction materials with domestic production as well as changes between 1996 and 2002. The total ecological footprints (EF) associated with product consumption are also calculated by aggregating the theoretical land required to sequester carbon emissions and the terrestrial land area appropriated for agricultural production and industrial activity. It is suggested that this approach be used to allocate producer or consumer responsibility for environmental impacts from trade.  相似文献

The process of risk assessment of biotechnologies, such as genetically modified organisms (GMOs), has normative dimensions. However, the US’ Food and Drug Administration (FDA) seems committed to the idea that such evaluations are objective. This essay makes the case that the agency’s regulatory approach should be changed such that the public is involved in deciding any ethical or social questions that might arise during risk assessment of GMOs. It is argued that, in the US, neither aggregative nor deliberative (representative) democracy ought to be used to make such determinations. Instead, participatory (deliberative) democracy should be the means by which members of the polity decide which normative concerns ought to underlie FDA’s assessment of GMOs. This paper uses a hypothetical case involving a new GM seed to make that argument.  相似文献

Industrial (“white”) biotechnology promises to contribute to a more sustainable future. Compared to current production processes, cases have been identified where industrial biotechnology can decrease the amount of energy and raw materials used to make products and also reduce the amount of emissions and waste produced during production. However, switching from products based on chemical production processes and fossil fuels towards “biobased” products is at present not necessarily economically viable. This is especially true for bulk products, for example ethanol production from biomass. Therefore, scientists are also turning to genetic modification as a means to develop organisms that can produce at lower costs. These include not only micro-organisms, but also organisms used in agriculture for food and feed.The use of genetic modification for “deliberate release” purposes, in particular, has met great opposition in Europe. Many industrial biotechnology applications may, due to their scale, entail deliberate releases of GM organisms. Thus, the biobased economy brings back a familiar question; is it ethically justifiable, and acceptable to citizens, to expose the environment and society to the risks associated with GM, in order to protect that same environment and to sustain our affluent way of life? For a successful innovation towards a biobased economy, its proponents, especially producers, need to take into account (take responsibility for) such issues when developing new products and processes. These issues, and how scientists can interact with citizens about them in a timely way, are further explored in projects at Delft University and Leiden University, also in collaboration with Utrecht University.  相似文献

Proponents of using genetically modified (GM) crops and food in the developing world often claim that it is unjust not to use GMOs (genetically modified organisms) to alleviate hunger and malnutrition in developing countries. In reply, the critics of GMOs claim that while GMOs may be useful as a technological means to increase yields and crop quality, stable and efficient institutions are required in order to provide the benefits from GMO technology. In this debate, the GMO proponents tend to rely on a simple utilitarian type of calculus that highlights the benefits of GMOs to the poor, but that overlooks the complex institutional requirements necessary for GMO production. The critics, recognizing the importance of institutional conditions, focus primarily on the negative impacts of institutional deficiencies, thereby overlooking the basically Rawlsian claim that institutions per se may generate claims to justice. This article investigates how GMOs might generate claims to global justice and what type of justice is involved. The paper argues that the debate on GMOs and global justice can be categorized into three views, i.e., the cosmopolitan, the pluralist, and the sceptic. The cosmopolitan holds that GMOs can and should be used for alleviating global hunger, whereas the sceptic rejects this course of action. I will argue here for a moderately cosmopolitan approach, relying on the pluralist view of institutions and the need to exploit the benefits of GMOs. This argument rests on the premise that global cooperation on GMO production provides the relevant basis for assessing the use of GMOs by the standard of global distributive justice.  相似文献

On the basis of the data Comext from Eurostat, this paper presents 2001 data on the main exchanges (flows) intra-European Union (EU) and with the rest of the world (extra-EU), by countries (for the main countries which are concerned), tonnage and value, by categories of recovered materials and products. A synoptic table is established, the results are summarized, and initial comments are provided. Moreover the evolution from 1995 to 2001 is discussed.The second part of the paper examines what these data tell us:
* whether they are consistent with the main theories of international trade, and which factors explain these exchanges,
* what is the extent of foreign trade of recovered products and materials,
* to what extent the EU appears as ‘an economic entity’,
* and possible effects of the enlargement of the EU.
