Flexible conservation management, where measures (e.g., mowing of meadows, removing invasive species) are selected in each decision period depending on the current state of the ecological system, is generally perceived as superior to fixed management, where the same measure is applied in each decision period independent of the current state of the system. In past comparisons of fixed and flexible conservation strategies the additional costs that arise only in flexible strategies have usually been ignored. In this paper, we present a framework to integrate costs of flexible management into the evaluation of flexible conservation strategies. Using the example of an endangered butterfly species we demonstrate that the costs of flexible management may reverse the rank order of flexible and fixed conservation strategies, such that fixed strategies may lead to better ecological results than flexible ones for the same financial budget.  相似文献

Adaptive management of natural resources is an iterative process of decision making whereby management strategies are progressively changed or adjusted in response to new information. Despite an increasing focus on the need for adaptive conservation strategies, there remain few applied examples. We describe the 9‐year process of adaptive comanagement of a marine protected area network in Kubulau District, Fiji. In 2011, a review of protected area boundaries and management rules was motivated by the need to enhance management effectiveness and the desire to improve resilience to climate change. Through a series of consultations, with the Wildlife Conservation Society providing scientific input to community decision making, the network of marine protected areas was reconfigured so as to maximize resilience and compliance. Factors identified as contributing to this outcome include well‐defined resource‐access rights; community respect for a flexible system of customary governance; long‐term commitment and presence of comanagement partners; supportive policy environment for comanagement; synthesis of traditional management approaches with systematic monitoring; and district‐wide coordination, which provided a broader spatial context for adaptive‐management decision making. Abstract: An ecosystem management program and assessment process was developed to standardize an ecosystem-based approach to protecting the ecological integrity of Ontario's national parks. The elements of the ecosystem management program collectively represent the dominant planning and technical aspects of ecosystem management. Within the program, 11 specific products—ecosystem conservation plan, greater park ecosystem inventory and analysis, greater park ecosystem scope, area of cooperation, stakeholder analysis, partnership group management guidelines, scientific research program, ecological indicators, ecological integrity monitoring program, information network, and communication strategy—are considered requisite tools to improve the scientific understanding required for park management within the context of greater park ecosystems and to increase communication and coordination among governments and citizens to improve decision making. The formal process uses evaluation criteria associated with the 11 products to assess progress in developing an ecosystem management program and the content of the related products. The assessment process, which provides comprehensive identification of a park's specific ecosystem management needs, has been applied to all national parks in Ontario in the past year, which has had the immediate effect of refining their ecosystem management programs.  相似文献

Abstract: The Tiwi people of northern Australia have managed natural resources continuously for 6000–8000 years. Tiwi management objectives and outcomes may reflect how they gather information about the environment. We qualitatively analyzed Tiwi documents and management techniques to examine the relation between the social and physical environment of decision makers and their decision‐making strategies. We hypothesized that principles of bounded rationality, namely, the use of efficient rules to navigate complex decision problems, explain how Tiwi managers use simple decision strategies (i.e., heuristics) to make robust decisions. Tiwi natural resource managers reduced complexity in decision making through a process that gathers incomplete and uncertain information to quickly guide decisions toward effective outcomes. They used management feedback to validate decisions through an information loop that resulted in long‐term sustainability of environmental use. We examined the Tiwi decision‐making processes relative to management of barramundi (Lates calcarifer) fisheries and contrasted their management with the state government's management of barramundi. Decisions that enhanced the status of individual people and their attainment of aspiration levels resulted in reliable resource availability for Tiwi consumers. Different decision processes adopted by the state for management of barramundi may not secure similarly sustainable outcomes.  相似文献

Selected energy and material resource conversion systems are compared in this paper under an extended LCA point of view. A multi-method multi-scale assessment procedure is applied in order to generate consistent performance indicators based on the same set of input data, to ascertain the existence of constraints or crucial steps characterized by low conversion efficiency and to provide the basis for improvement patterns. Optimizing the performance of a given process requires that many different aspects are taken into account. Some of them, mostly of technical nature, relate to the local scale at which the process occurs. Other technological, economic and environmental aspects are likely to affect the dynamics of the larger space and time scales in which the process is embedded. These spatial and time scale effects require that a careful evaluation of the relation between the process and its surroundings is performed, so that hidden consequences and possible sources of inefficiency and impact are clearly identified. In this paper we analyse and compare selected electricity conversion systems, alternative fuels and biofuels, waste management strategies and finally the time evolution of an urban system, in order to show the importance of a multiple perspective point of view for the proper evaluation of a system's environmental and resource use performance.  相似文献

The International Institute for Aerospace Survey and Earth Sciences (ITC) has a research programme that should result in an integrated environmental coastal zone management system through three subprojects. The programme aims to develop methodologies and tools for assessing coastal zone changes, and for the evaluation of scenarios for coastal zone management, based on a spatio-temporal Geographical Information System (GIS) working platform which integrates remote sensing data, physical-morphodynamic and eco-hydrologic modelling, and a decision support system. The first subproject develops methodologies for the generation of optimum Remote Sensing (RS) data sets, leading to better interpretation and complementary use of conventional and new remote sensing imagery. It also integrates RS, GIS, and modelling through hypothesis generation, parameter estimation, evaluation and validation. The second subproject facilitates qualitative and quantitative analysis and prediction of the physical aspects of coastal landscape development under the influence of natural processes and human impacts. This subproject is based on the application of remote sensing and dynamic modelling. The third subproject leads to a spatio-temporal working platform which supports data integration of RS and in-situ measurements, and qualitative and quantitative analysis for the prediction of coastal landscape development. Both support decision making in Integrated Coastal Zone Management.  相似文献

We demonstrate a density projection approximation method for solving resource management problems with imperfect state information. The method expands the set of partially-observed Markov decision process (POMDP) problems that can be solved with standard dynamic programming tools by addressing dimensionality problems in the decision maker's belief state. Density projection is suitable for uncertainty over both physical states (e.g. resource stock) and process structure (e.g. biophysical parameters). We apply the method to an adaptive management problem under structural uncertainty in which a fishery manager's harvest policy affects both the stock of fish and the belief state about the process governing reproduction. We solve for the optimal endogenous learning policy—the active adaptive management approach—and compare it to passive learning and non-learning strategies. We demonstrate how learning improves efficiency but typically follows a period of costly short-run investment.  相似文献

Abstract: Structured decision making and value‐of‐information analyses can be used to identify robust management strategies even when uncertainty about the response of the system to management is high. We used these methods in a case study of management of the non‐native invasive species gray sallow willow (Salix cinerea) in alpine Australia. Establishment of this species is facilitated by wildfire. Managers are charged with developing a management strategy despite extensive uncertainty regarding the frequency of fires, the willow's demography, and the effectiveness of management actions. We worked with managers in Victoria to conduct a formal decision analysis. We used a dynamic model to identify the best management strategy for a range of budgets. We evaluated the robustness of the strategies to uncertainty with value‐of‐information analyses. Results of the value‐of‐information analysis indicated that reducing uncertainty would not change which management strategy was identified as the best unless budgets increased substantially. This outcome suggests there would be little value in implementing adaptive management for the problem we analyzed. The value‐of‐information analyses also highlighted that the main driver of gray sallow willow invasion (i.e., fire frequency) is not necessarily the same factor that is most important for decision making (i.e., willow seed dispersal distance). Value of‐information analyses enables managers to better target monitoring and research efforts toward factors critical to making the decision and to assess the need for adaptive management.  相似文献

The concept of adaptive management has, for many ecologists, become a foundation of effective environmental management for initiatives characterized by high levels of ecological uncertainty. Yet problems associated with its application are legendary, and many of the initiatives promoted as examples of adaptive management appear to lack essential characteristics of the approach. In this paper we propose explicit criteria for helping managers and decision makers to determine the appropriateness of either passive or active adaptive-management strategies as a response to ecological uncertainty in environmental management. Four categories of criteria--dealing with spatial and temporal scale, dimensions of uncertainty, the evaluation of costs and benefits, and institutional and stakeholder support--are defined and applied using hypothetical yet realistic case-study scenarios that illustrate a range of environmental management problems. We conclude that many of the issues facing adaptive management may have less to do with the approach itself than with the indiscriminate choice of contexts within which it is now applied.  相似文献

Preference for water quality and its nonmarket valuation can be used to inform the development of pricing policies and long term supply strategies. Tap water quality is a household concern. The objective status quo of water provision varies between households and not between individuals within households, while charges are levied on households not individuals. Individual preferences differ from collective preferences. In households where there are two adults, we examine the preferences of each separately and then as a couple in collective decisions. We show the level of influence each has in developing the collective decision process. We use discrete choice experiments to model preference heterogeneity across three experiments on women, men and on both. We propose a random utility model which decomposes the error structure in the utility of alternatives so as to identify the individual influence in collective decisions. This approach to choice data analysis is new to environmental economics.  相似文献

Conservation strategies aimed at reducing threats to biodiversity can have significant implications for multiple sectors in a socioeconomic system, but these cobenefits are often poorly understood. For example, many of the threats to native species also impede agricultural production, yet agriculture is typically perceived as in competition with conservation objectives. Although a comprehensive, multiobjective decision analysis is usually beyond the scope and capacity of conservation decision makers, failing to incorporate key socioeconomic costs and benefits into conservation decision-making processes can result in missed opportunities for diversifying outcomes and creating cost-sharing multisectoral partnerships. We devised a straightforward and readily interpretable approach to incorporate cobenefits into a threat-management prioritization approach. We used it to analyze the agricultural cobenefits of implementing 9 invasive animal management strategies designed to ensure the persistence of 148 threatened species across Australia's Lake Eyre Basin over 50 years. A structured elicitation process with 24 participants (scientists, land managers, agriculturalists, and other stakeholders) was used to collect information on each strategy, including costs, technical and social feasibility, benefits to native threatened species, and cobenefits to agricultural production systems. The costs of targeted invasive animal management to save threatened species across the basin (AU$33 million/year) outweighed the overall benefits to the agricultural industry (estimated AU$226 million/year). The return on investment for these management strategies varied substantially when agricultural cobenefits were considered alongside threatened species benefits and showed synergies and challenges. Our approach demonstrates the value of incorporating cobenefits of conservation actions into cost-effectiveness analyses to guide potential investment and partnerships and to diversify implementation pathways.  相似文献

The national legislative and policy context for integrated ocean management in Canada is provided by the Oceans Act (1996) and the supporting policy statement, Canada’s Oceans Strategy. Under the Oceans Act, Fisheries and Oceans Canada (DFO) is the lead federal authority for ocean affairs and is charged with leading and facilitating the development and implementation of integrated management plans for all marine waters. Integrated management efforts in Canada are being undertaken through an area-based approach that enables marine planning, management and decision making to occur at appropriate spatial scales, from regional to site-specific. This article focuses on the Eastern Scotian Shelf Integrated Management (ESSIM) process, an offshore-focused effort to develop an integrated ocean management plan for a large portion of the Scotian Shelf, off Nova Scotia. The resulting Eastern Scotian Shelf Integrated Ocean Management Plan (the ESSIM plan) has been developed through a collaborative process involving all interested and affected government departments and ocean stakeholders, and provides an objectives-based approach to ocean management. The ESSIM plan contains a set of long-term, overarching goals for collaborative governance and integrated management, sustainable human use, and healthy ecosystems. These goals are supported by more specific objectives that express desired outcomes and conditions for the marine region. The objectives-based approach seeks to ensure that interrelationships among ecosystem and human use objectives are recognized and reflected in the identification of management strategies and supporting actions. This article considers the role of marine spatial planning within the context of the integrated ocean management process underway for the Scotian Shelf. The policy and management context for integrated ocean management in Canada is briefly described and a summary of the ESSIM plan is provided. The current and potential role for marine spatial planning in implementing the objectives and strategies of the ESSIM plan is highlighted using examples related to multiple ocean use and marine conservation and protected area planning. The article concludes by drawing out key lessons learned to date through the ESSIM process for marine spatial planning and looks to the future in terms of the development of tools and approaches for this integral aspect of integrated ocean management.  相似文献

Abstract:  An increasing number of applied disciplines are utilizing evidence-based frameworks to review and disseminate the effectiveness of management and policy interventions. The rationale is that increased accessibility of the best available evidence will provide a more efficient and less biased platform for decision making. We argue that there are significant benefits for conservation in using such a framework, but the scientific community needs to undertake and disseminate more systematic reviews before the full benefit can be realized. We devised a set of guidelines for undertaking formalized systematic review, based on a health services model. The guideline stages include planning and conducting a review, including protocol formation, search strategy, data inclusion, data extraction, and analysis. Review dissemination is addressed in terms of current developments and future plans for a Web-based open-access library. By the use of case studies we highlight critical modifications to guidelines for protocol formulation, data-quality assessment, data extraction, and data synthesis for conservation and environmental management. Ecological data presented significant but soluble challenges for the systematic review process, particularly in terms of the quantity, accessibility, and diverse quality of available data. In the field of conservation and environmental management there needs to be further engagement of scientists and practitioners to develop and take ownership of an evidence-based framework.  相似文献

Uncertainty plays a major role in Integrated Coastal Zone Management (ICZM). A large part of this uncertainty is connected to our lack of knowledge of the integrated functioning of the coastal system and to the increasing need to act in a pro-active way. Increasingly, coastal managers are forced to take decisions based on information which is surrounded by uncertainties. Different types of uncertainty can be identified and the role of uncertainty in decision making, scientific uncertainty and model uncertainty in ICZM is discussed. The issue of spatial variability, which is believed to be extremely important in ICZM and represents a primary source of complexity and uncertainty, is also briefly introduced. Some principles for complex model building are described as an approach to handle, in a balanced way, the available data, information, knowledge and experience. The practical method of sensitivity analysis is then introduced as a method for a posterior evaluation of uncertainty in simulation models. We conclude by emphasising the need for the definition of an analysis plan in order to handle model uncertainty in a balanced way during the decision making process.  相似文献

Conservation decision tools based on cost‐effectiveness analysis are used to assess threat management strategies for improving species persistence. These approaches rank alternative strategies by their benefit to cost ratio but may fail to identify the optimal sets of strategies to implement under limited budgets because they do not account for redundancies. We devised a multiobjective optimization approach in which the complementarity principle is applied to identify the sets of threat management strategies that protect the most species for any budget. We used our approach to prioritize threat management strategies for 53 species of conservation concern in the Pilbara, Australia. We followed a structured elicitation approach to collect information on the benefits and costs of implementing 17 different conservation strategies during a 3‐day workshop with 49 stakeholders and experts in the biodiversity, conservation, and management of the Pilbara. We compared the performance of our complementarity priority threat management approach with a current cost‐effectiveness ranking approach. A complementary set of 3 strategies: domestic herbivore management, fire management and research, and sanctuaries provided all species with >50% chance of persistence for $4.7 million/year over 20 years. Achieving the same result cost almost twice as much ($9.71 million/year) when strategies were selected by their cost‐effectiveness ranks alone. Our results show that complementarity of management benefits has the potential to double the impact of priority threat management approaches.  相似文献

Increased concern over climate change is demonstrated by the many efforts to assess climate effects and develop adaptation strategies. Scientists, resource managers, and decision makers are increasingly expected to use climate information, but they struggle with its uncertainty. With the current proliferation of climate simulations and downscaling methods, scientifically credible strategies for selecting a subset for analysis and decision making are needed. Drawing on a rich literature in climate science and impact assessment and on experience working with natural resource scientists and decision makers, we devised guidelines for choosing climate‐change scenarios for ecological impact assessment that recognize irreducible uncertainty in climate projections and address common misconceptions about this uncertainty. This approach involves identifying primary local climate drivers by climate sensitivity of the biological system of interest; determining appropriate sources of information for future changes in those drivers; considering how well processes controlling local climate are spatially resolved; and selecting scenarios based on considering observed emission trends, relative importance of natural climate variability, and risk tolerance and time horizon of the associated decision. The most appropriate scenarios for a particular analysis will not necessarily be the most appropriate for another due to differences in local climate drivers, biophysical linkages to climate, decision characteristics, and how well a model simulates the climate parameters and processes of interest. Given these complexities, we recommend interaction among climate scientists, natural and physical scientists, and decision makers throughout the process of choosing and using climate‐change scenarios for ecological impact assessment. Conservation conflicts are increasing on a global scale and instruments for reconciling competing interests are urgently needed. Multicriteria decision analysis (MCDA) is a structured, decision‐support process that can facilitate dialogue between groups with differing interests and incorporate human and environmental dimensions of conflict. MCDA is a structured and transparent method of breaking down complex problems and incorporating multiple objectives. The value of this process for addressing major challenges in conservation conflict management is that MCDA helps in setting realistic goals; entails a transparent decision‐making process; and addresses mistrust, differing world views, cross‐scale issues, patchy or contested information, and inflexible legislative tools. Overall we believe MCDA provides a valuable decision‐support tool, particularly for increasing awareness of the effects of particular values and choices for working toward negotiated compromise, although an awareness of the effect of methodological choices and the limitations of the method is vital before applying it in conflict situations. Ex situ conservation strategies for threatened species often require long‐term commitment and financial investment to achieve management objectives. We present a framework that considers the decision to adopt ex situ management for a target species as the end point of several linked decisions. We used a decision tree to intuitively represent the logical sequence of decision making. The first decision is to identify the specific management actions most likely to achieve the fundamental objectives of the recovery plan, with or without the use of ex‐situ populations. Once this decision has been made, one decides whether to establish an ex situ population, accounting for the probability of success in the initial phase of the recovery plan, for example, the probability of successful breeding in captivity. Approaching these decisions in the reverse order (attempting to establish an ex situ population before its purpose is clearly defined) can lead to a poor allocation of resources, because it may restrict the range of available decisions in the second stage. We applied our decision framework to the recovery program for the threatened spotted tree frog (Litoria spenceri) of southeastern Australia. Across a range of possible management actions, only those including ex situ management were expected to provide >50% probability of the species’ persistence, but these actions cost more than use of in situ alternatives only. The expected benefits of ex situ actions were predicted to be offset by additional uncertainty and stochasticity associated with establishing and maintaining ex situ populations. Naïvely implementing ex situ conservation strategies can lead to inefficient management. Our framework may help managers explicitly evaluate objectives, management options, and the probability of success prior to establishing a captive colony of any given species.  相似文献

We describe two structured decision-making methods—one using a hierarchy of goals and a second using ranking on the sum of weighted criteria—that may be useful for many practical conservation problems, particularly when advisory groups evaluate the output of simulation models. We illustrate both methods by applying them to the problem of choosing a management strategy to address the "mobbing" problem in endangered Hawaiian monk seals. Both methods require estimates of the probabilities of various outcomes, such as a population size of more than 400 seals after 20 years under a specific management regime. We used a simulation model of a small monk seal population to generate these probabilities. Both methods provide an explicit, well-documented, and reproducible decision process that helps justify the decision. Furthermore, they are easy for those untrained in decision analysis to understand and use, they focus discussion on management objectives, they facilitate an examination of trade-offs in the light of multiple and sometimes conflicting objectives, they are suitable for use in workshops, and, at least in our example, they lead to management recommendations that are not highly sensitive to minor changes in probability estimates or other factors.  相似文献
