城市关键基础设施系统由于相互之间存在的各种关联关系而形成了一个相互依存的网络化复杂系统,在突发事件下,一个单一系统功能的失效或部分功能丧失会导致与其相关联的系统产生级联失效现象。针对关键基础设施系统间相互耦合的特性,建立了突发事件下多层系统之间的供需关系网络数学模型,提出当某单一系统的节点失效后,通过分析事故链,利用与之耦合系统的供需关联关系,进行紧急状态下的备用资源调度应急策略。研究表明,基于城市关键基础设施系统之间的供需关联关系来进行资源调度的应急决策能够有效地突破传统方法中以调用备用资源为主的单系统内部优化应急策略的局限性,更有效地优化整个网络资源以降低系统总体损失。  相似文献

European Critical Infrastructures include physical resources, services, information technology facilities, networks and infrastructure assets, which, if disrupted or destroyed would have a serious impact on the health, safety, security, economic or social well-being of the Member States.The gas distribution network is a critical infrastructure and its failure can cause damage to structures and injury to people.The aim of this paper is to analyze and then assess the risk of the Italian high pressure natural gas distribution network.The paper describes an application of a methodology for quantitative risk assessment.Failure frequencies considered in risk calculation were found in the European Gas pipeline Incident data Group (EGIG) database, whereas consequences were computed as a function of pipe diameter and operating pressure for each section of the network. The results of this quantitative risk assessment is the determination of local and social risks for the Italian North East Area.  相似文献

把无效果投入产出模型(IIM)引入到重要基础设施的相互依赖性模型研究中,模型中的参数估计通过问卷调查从各领域专家处获得,并使用三角模糊数对该估计值进行修正,最终分别用依赖性指标和影响增益指标评价相互依赖性造成的影响;采用专家调查法和三角模糊数估计模型的参数值,构建了重大自然灾害中重要基础设施的相互依赖性模型。将模型应用于中国2008年南方冰冻雨雪灾害中重要基础设施的依赖性研究中,比较得到受影响最大的设施系统和依赖性最大的设施系统,为防灾减灾和有侧重地进行重要基础设施的保护和完善提供了依据。  相似文献

Power systems are the basic support of modern infrastructures and protecting them from random failures or intentional attacks is an active topic of research in safety science. This paper is motivated by the following two related problems about cascading failures on power grids: efficient edge attack strategies and lower cost protections on edges. Applying the recent cascading model by adopting a local load redistribution rule, where the initial load of an edge ij is (kikj)θ with ki and kj being the degrees of the nodes connected by the edge, we investigate the performance of the power grid of the western United States subject to three intentional attacks. Simulation results show that the effects of different attacks for the network robustness against cascading failures have close relations with the tunable parameter θ. Particularly, the attack on the edges with the lower load in the case of θ < 1.4 can result in larger cascading failures than the one on the edges with the higher load. In addition, compared with the other two attacks, a new attack, i.e., removing the edges with the smallest proportion between the total capacities of the neighboring edges of and the capacity of the attacked edge, usually are prone to trigger cascading failures over the US power grid. Our findings will be not only helpful to protect the key edges selected effectively to avoid cascading-failure-induced disasters, but also useful in the design of high-robustness and low-cost infrastructure networks.  相似文献

The Process Safety Management (PSM) systems at the operating facilities in the Oil & Gas and in Chemical manufacturing industries have matured over the years and have become, at most facilities, very robust and sophisticated. These programs are administrated by Process Safety (PS) teams at both the corporate business units and plant levels and have been effective in reducing the number and severity of PS events across the industries over the past 25 years or so. Incidents however are occurring at a regular interval and in recent times several noteworthy PS events have occurred in the United States which have brought into question the effectiveness of the PSM programs at play. These facilities have been applying their PSM programs with the expectation that the number and severity of PS events would decrease over time. The expected result has not been realized, especially in context to those facilities that have undergone the recent incidents. Current paper reviews a few publicly available PS performance reports of Oil & Gas and Chemical manufacturing industries. The authors identified a few factors at play that have led to these PS events based on their experience, literature review, and incident investigation reports. Most of the factors are intertwined with multiple PSM elements and it requires a holistic approach to address them. Each of the factors is described and the path forward is proposed to improve the effectiveness of PSM programs.  相似文献

针对关键基础设施(CI)依存关系导致的系统级联效应这一问题,在系统化分析网络化CI依存关系建模与仿真的各种方法之上,通过比较各种研究方法的优缺点、适用范围、存在问题,提出采用系统动力学和Multi-Agents混合建模方法,来模拟系统之间的动态关联关系的变化。最后,以一个水资源系统的突发安全事件为例,利用Any-Logic软件对事故所涉及影响到事故系统间的参数进行优化与数值模拟。结果表明:通过该方法优化试验确定事故水系统对其他关联系统的最优供给量,优化该地区的基础设施网络运作能力,同时有效防御系统的级联损失。  相似文献

当前我国电力系统安全性评估主要是针对电力系统本身建模和故障分析计算,而对电网基础设施的脆弱性评估目前还没有公认的定义和统一标准。针对电网基础设施,在研究不同领域脆弱性概念的基础上,给出了电网基础设施脆弱性的定义,并在分析比较电网领域及城市基础设施领域脆弱性评估方法的基础上,提出了基于PSR模型的电网基础设施脆弱性评估方法及思路,以某500kV变电站为例,进行脆弱性评估方法的实例验证,通过模型分析计算得出脆弱性指数,并依据标准判定其脆弱性等级为较轻。该方法的研究可为电网基础设施脆弱性评估提供重要的理论基础,可有效指导电网基础设施脆弱性评估工作的开展。  相似文献

基于复杂网络的级联失效特性,构建危险品运输网络的级联失效模型,提出用路段重要度来度量某条路段上发生危险品事故后引起网络其他路段失效的规模。以路径风险最小化和路径总重要度最小化为目标,建立危险品运输路径的多目标决策模型,并利用标号法进行求解。算例结果表明,危险品运输网络确实存在级联失效现象。选择危险品运输路径时,应尽量避开重要度高的路段,以降低危险品事故对普通道路网络的不良交通影响。  相似文献

A substantial amount of oil & gas products are transported and distributed via pipelines, which can stretch for thousands of kilometers. In British Columbia (BC), Canada, alone there are over 40,000 km of pipelines currently being operated. Because of the adverse environmental impact, public outrage and significant financial losses, the integrity of the pipelines is essential. More than 37 pipe failures per year occur in BC causing liquid spills and gas releases, damaging both property and environment. BC oil & gas commission (BCOGS) has indicated metal loss due to internal corrosion as one of the primary causes of these failures. Therefore, it is of a paramount importance to timely identify pipelines subjected to severe internal corrosion in order to improve corrosion mitigation and pipeline maintenance strategies, thus minimizing the likelihood of failure. To accomplish this task, this paper presents a Bayesian belief network (BBN)-based probabilistic internal corrosion hazard assessment approach for oil & gas pipelines. A cause-effect BBN model has been developed by considering various information, such as analytical corrosion models, expert knowledge and published literature. Multiple corrosion models and failure pressure models have been incorporated into a single flexible network to estimate corrosion defects and associated probability of failure (PoF). This paper also explores the influence of fluid composition and operating conditions on the corrosion rate and PoF. To demonstrate the application of the BBN model, a case study of the Northeastern BC oil & gas pipeline infrastructure is presented. Based on the pipeline's mechanical characteristics and operating conditions, spatial and probabilistic distributions of corrosion defect and PoF have been obtained and visualized with the aid of the Geographic Information System (GIS). The developed BBN model can identify vulnerable pipeline sections and rank them accordingly to enhance the informed decision-making process.  相似文献

The location of Iran in addition to holding the world's second-largest gas reserves, makes this country an important transporter of natural gas in the world. Moreover, Iran is a country that suffers from hazards associated with frequent destructive earthquakes, which can severely damage buried gas transmission networks, different losses correspond to individuals, social, environmental, and the property is expected. Therefore, it is essential to identify potential seismic hazards and assess their risk will be induced to the country. This paper is performing a comprehensive probabilistic loss assessment of the entire network of the Iran Gas Trunklines (IGAT) due to seismic multi-hazard failure using GIS-based analyses and the HAZUS methodology proposed by FEMA. In the current study, all kinds of seismic hazards are considered for analyzing the IGAT as a spatially-distributed infrastructure for being exhaustive. As a result, seismic hazard maps, repair rate maps, the IGAT expected damage state map, and the IGAT economic loss map are presented. As an example of the outputs of this study, the economic loss of the IGAT is predicted by up to 380 US dollars per segment, which is related to the most vulnerable segments of the pipelines. The outputs of the current research not only can help to plan for mitigating the probable seismic losses but also can help anyone, who are involved in designing and developing new gas transmission lines, to design new trunklines with a more degree of safety.  相似文献

Urban rail network safety is a critical sector of urban public safety. However, there is no uniform standard for the safety evaluation of the urban rail network. This paper presents a novel methodology by integrating a multilevel decision tree with a fuzzy analytical approach to enhance urban rail network safety. The proposed methodology overcomes serious limitations such as subjectivity in the data and independence of the variables in decision-making processes. The proposed methodology is applied to the risk evaluation of the selected Chongqing rail transit lines and the Expo Line. The risk analysis is considered using the field data collected from these transit lines. The applied case studies confirm the general applicability of the methodology and the multilevel decision tree network. The main risk factors identified for the Chongqing rail traffic system are the terrorist threat, emergency management, and aging infrastructure which need to be investigated as a priority to mitigate risk associated with these infrastructures.  相似文献

With the frequent occurrence of natural disasters, natural hazard triggered technological accident (Natech) risk has attracted extensive attention from academia and industry. Natech events have the characteristics of various inducements and consequences, cascading chain reactions, and complex spatial interleaving, which leads to serious consequences. The Natech event is constantly threatening China's industrial safety production. However, the systematic analysis of Natech events in China is still lacking. The study counted 288 cases in the past 20 years and constructed Natech databases. Based on the theory of risk chain and risk system, a systematic horizontal and vertical analysis was developed for the first time. It aims to understand the characteristics of Natech events in terms of temporal and spatial, hazard factors, industry and risk material, consequences and hazard. In the results, Natech events showed a fluctuating trend. The southwest region (28.13%) and the middle Yellow River region (21.18%) belong to the critical control areas. China's industries were seriously affected by the disasters of meteorological (43.75%) and secondary, especially in the Chemical & Petrochemical and manufacturing. 64.58% of Natech events caused environmental pollution, and 13.19% of Natech events caused major or above consequences. Oil (31.25%) and hazardous chemicals (28.47%) were the main substances causing pollution, fire and explosion, which need to be controlled. The research preliminarily clarifies the risk chain and characteristics of Natech events, which provided the basis for Natech risk assessment.  相似文献

The risk assessment for safety-critical, complex systems is a very challenging computational problem when it is performed with high-fidelity models, e.g. CFD, like in the case of accidental gas releases in congested systems. Within this framework, a novel CFD approach, named Source Box Accident Model, has been recently proposed to efficiently model such phenomena by splitting the simulation of the gas release and its subsequent dispersion in the system in two steps. In this view, the present paper proposes a non-intrusive, Proper Orthogonal Decomposition-Radial Basis Functions reduced order model that exploits the two-step nature of the SBAM approach, to mimic the behaviour of the original, long-running CFD model code at a significantly lower computational cost. Moreover, the paper presents a methodology combining the bootstrap and unscented transform approaches to efficiently assess the ROM uncertainty in the safety-critical simulation output quantities of interest, e.g. the flammable volume. The results obtained in a test case involving a high pressure, accidental gas release in an off-shore Oil & Gas plant are in very satisfactory agreement with those produced by CFD, with a relative error smaller than 10% and a reduction in the computational time of about three orders of magnitude.  相似文献

为了评价网络重要基础设施的脆弱性,基于网络图论,构建一个数学规划模型。利用ArcGIS将网络重要基础设施的弧段和节点赋值,将网络拓扑结构以数字形式表示;利用数学规划软件对该模型进行优化求解,得出网络重要基础设施中的脆弱性组件(弧段或节点)。结果表明这些组件的破坏会使网络脆弱性达到最大值,需要对这些组件进行优先防护。将该模型应用于京津冀高速公路交通网络系统,得到该交通网络系统的脆弱性路段。  相似文献

Do employee judgments of their organization's corporate social responsibility (CSR) programs relate to CSR‐specific performance and in‐role job performance? Can middle managers influence the formation of such judgments and what factors might moderate such cascading influences? To answer these yet unaddressed questions, we conduct three studies. Study 1 takes an organizational justice perspective and tests our baseline model. Results show that employees' CSR judgments trigger their affective commitment and performance on extra‐role CSR‐specific behaviors; however, extra‐role CSR‐specific performance is unrelated to in‐role job performance. Study 2 replicates Study 1's findings while, in addition, applies a social information processing approach and offers novel insights by demonstrating the cascading effects of managers' CSR judgments on employee CSR judgments. Investments made in CSR programs in order to improve employee judgments and behaviors may be unsuccessful if employees' CSR judgments are based on social information that remains unchanged. In addition to replicating the findings from studies 1 and 2, study 3 draws from middle management involvement and leadership theories to show that leadership styles and managers' involvement in implementing deliberate strategy can strengthen or weaken these cascading effects. The gas pipeline network is an essential infrastructure for a smart city. It provides a much-needed energy source; however, it poses a significant risk to the community. Effective risk management assists in maintaining the operational safety of the network. The risk management of the network requires reliable dynamic failure probability analysis. This paper proposes a methodology of condition monitoring and dynamic failure probability analysis of urban gas pipeline network. The methodology begins with identifying key design and operational factors responsible for pipeline failure. Subsequently, a causation-based failure model is developed as the Bowtie model. The Bowtie model is transformed into a Bayesian network, which is analyzed using operational data. The key contributory factors of accident causation are monitored. The monitored data is used to analyze the updated failure probability of the network. The gas pipeline network's dynamic failure probability is combined with the potential consequences to assess the risk. The application of the approach is demonstrated in a section of the urban gas pipeline.  相似文献

Subsea Xmas tree is a vital equipment for offshore oil and gas development. Aiming at the fault mode of subsea Christmas tree system under production conditions, the fault tree of subsea tree system was established, which was transformed into Dynamic Bayesian network, and the reliability and availability of subsea tree system with different repair states are quantitatively analyzed. In this paper, the DBNs are partially verified by the method based on three axes. The results show that the reliability of subsea vertical tree system is slightly higher than that of subsea horizontal tree system. After repair and maintenance, the performance of subsea tree system has been significantly improved, and the improvement of the system performance by preventive maintenance is more obvious. Compared with the perfect repair, the performance of the system with imperfect repair is not significantly reduced. Compared with perfect repair & preventive maintenance, the performance of the system with imperfect repair & preventive maintenance is slightly reduced. In addition, the influence of failure rates and degradation probability on reliability and availability is analyzed. By comparing the influence of failure rates on the system performance of non-maintenance and maintenance, it is found that the change of failure rates has the greatest influence on the reliability and the least influence on the availability of perfect repair & preventive maintenance. By comparing the performance of each component in the subsea tree system, it is found that the failure rates has the most obvious influence on the chock module, and gate valve and tree cap have the most significant influence on the reliability of the system. In order to improve the reliability of subsea tree system, it is necessary to improve the reliability of chock module, gate valve and tree cap.  相似文献

Recent research linking individuals' personality characteristics to their social networks has brought a new understanding of how individual patterns of behavior affect networks in organizations. This review summarizes the major advancements in the three areas of social network research relevant to organizational behavior: (a) brokerage and structural holes; (b) network centrality and network size; and (c) strength of ties. This review also provides an agenda outlining three key opportunities for future research. These opportunities involve personality and social network change, bidirectional and dyadic processes, and the potential effect of network position on personality expression. The Offshore Installation Manager (OIM) performs one of the most critical roles within the UK offshore Oil and Gas Industry. The OIM is responsible for the safety and well-being of all persons on-board and within 500 m of the installation whilst operating within a complex environment where multiple organisations and stakeholders interact. The persistence of major incidents in the industry highlights the importance of OIM competence in controlling emergencies, consequently the research aims to identify the potential barriers that can limit or prevent the proficient competence assessment of an OIM in this situation. The OIM role is investigated by qualitative analysis of key documents using hermeneutics to interpret text and to identify the potential barriers to effective competence assessment. Such analysis has historically been used within the domains of theology, business and law. Hermeneutics takes into account the cultural, historical and social environment at the time of issue of the document, and semiotics, i.e. the study of signs and symbols, their use and interpretation.Analysis is ongoing, however the six potential barriers to the effective competence assessment of OIMs in controlling emergencies identified to date are discussed. These barriers are associated with the multiple definitions of competence that exist in the UK and worldwide; the current predominance of competence assessment by observation; the lack of definitive competence requirements for trainers and assessors; the complexity in UK legislation and the interaction between UK Government departments and concerns associated with goal setting legislation when applied to competence assessment.The output from the research will assist industry Duty Holders improve the competence assessment of their appointed OIMs and allow safety engineers to consider the probable competence of an OIM in a given environment at a given point in time.  相似文献
