Rural development across various Member States of the EU has been assisted by the LEADER programme (1992-94). In view of the fact that this is to be extended by LEADER 2 (1994-99), a preliminary analysis of the environment component of the original programme is presented. Whilst LEADER was never intended to be an environmental programme as such, many local groups showed considerable environmental awareness in selecting and shaping their projects. There is reason for qualified optimism that the basic tenets of sustainable development have permeated much of LEADER.  相似文献

Progress in the greening of UK local government has been hampered by uncertainty about the relationship between resource use and environmental protection. Ecological modernizationmay offer the most appropriateparadigm to reconcile economic, social and environmentalinterpretationsof sustainability. The transition from corporate to strategic environmental management currently being attempted by some 'green' authorities can be construed as an attempt to promote ecological modernization in the form of institutional learning. Fife Council in Scotland provides an interesting case study. Progress with corporate environmental management has become bound up with a radical devolution of decision making. Efforts to link the authority's Sustainable Development Policy to a Local Agenda 21 programme have been initiated with the piloting of sustainability indicators.  相似文献

While pursuing economic development, countries around the world have become aware of the importance of environmental sustainability; therefore, the evaluation of environmental sustainability has become a significant issue. Traditionally, multiple-criteria decision-making (MCDM) was widely used as a way of evaluating environmental sustainability, Recently, several researchers have attempted to implement this evaluation with fuzzy logic since they recognized the assessment of environmental sustainability as a subjective judgment Intuition. This paper outlines a new evaluation-framework of environmental sustainability, which integrates fuzzy logic into MCDM. This evaluation-framework consists of 36 structured and 5 unstructured decision-points, wherein MCDM is used to handle the former and fuzzy logic serves for the latter, With the integrated evaluation-framework, the evaluations of environmental sustainability in 146 countries are calculated, ranked and clustered, and the evaluation results are very helpful to these countries, as they identify their obstacles towards environmental sustainability.  相似文献

Health is a basic human right. Improving health requires social and environmental justice and sustainable development. The 'health for all' movement embraces principles shared by other social movements--in sustainable development, community safety and new economics. These principles include equity, democracy, empowerment of individuals and communities, underpinned by supportive environmental, economic and educational measures and multi-agency partnerships. Health promotion is green promotion and inequality in health is due to social and economic inequality. This paper shows how health, environmental and economic sustainability are inextricably linked and how professionals of different disciplines can work together with the communities they serve to improve local health and quality of life. It gives examples of how local policy and programme development for public health improvement can fit in with global and national policy-making to promote health, environmental and social justice.  相似文献

When planning interventions, water and land resource managers increasingly need to take the opinions of stakeholders into account. In the present study, stakeholders’ concerns in a multifunctional water system are assessed, with a focus on the debate about the sustainability of irrigation projects in stressed and competing water contexts. The selected case study pertains to the Segarra‐Garrigues irrigation canal (Spain), the promotion of which has generated social debate and mobilization, as well as pronouncements from European authorities for ensuring its environmental sustainability. Data was collected through semi‐structured interviews and analysed by means of a new codification system for identifying the affinities and conflicts arising from existing water demands. Results show that sustainability concepts are more present in civil society than in public administration and private services or the rural community. However, social sustainability and environmental sustainability are a priority for most stakeholders, while the economic perspective of sustainable development has been conditioned by the first two. These results can be used by relevant authorities as a first step in customizing their interventions, as they provide a clear initial idea of what stakeholder priorities are in the framework of sustainable development.  相似文献

This paper aims to establish a framework in which potential methods for evaluating environmental impacts can be considered, with particular reference to the UK planning system. To do this a number of complementary ways of conceptualising sustainable development and making it more practical are outlined. Some basic arguments about the meaning of sustainability are reviewed; and some common misconceptions about the concept exposed. The concept of sustainability constraints is outlined and a functional distinction between quantitative and qualitative constraints is proposed. The adoption of sustainability constraints based on measures of environmental capacity is proposed. These suggest significant reductions in consumption of most environmental resources. The efficiency and sufficiency strategies that would be needed to meet the proposed quantified constraints are outlined. In conclusion, evaluation processes and indicators of sustainability, including environmental foot-printing and environmental impact assessment, are discussed, offering some pointers towards the type of measures that will be needed to help implement sustainability strategies.  相似文献

The global dimensions of climate change necessitate a response that takes national differences – social, economic, geographic, and cultural – into account. Action-oriented education has a key role to play in advancing citizen engagement in a culture of sustainability. This paper describes research conducted with one such education programme, Youth Leading Environmental Change (YLEC), which operates in six countries and engages university-aged youth in discussion and practice related to global sustainability, systems thinking, and environmental justice. YLEC aims to advance four key competencies; this paper focuses on the goal of action competence, which involves acquiring knowledge, reflecting on experience in the context of one’s values, envisioning alternative futures, and acting individually and collectively to advance those alternatives. The present article examines the impacts of YLEC on environmental action competence in two of the countries involved in this research: Uganda and Germany. In-depth interviews were conducted with participants in both countries to examine the development of action competence during and after the programme. Findings suggest that outcomes differed in each country, reflective of participants’ different lived experiences. YLEC effectively built on the conditions faced in each country to accompany youth to a higher level of awareness and action. These findings have implications for environmental education programmes striving to work with multiple nations and diverse participants.  相似文献

Sustainability has become a major focus area within forest products industry. The European operational environment and national environmental steering in EU member states highlight the importance of sustainable development and the development of associated new management approaches to promote sustainability. This article reviews some key elements of sustainability management, covering examples of both Finnish forest products industry initiatives and public environmental steering at the European level. An assessment is made of the current situation and an outline of a future outlook for sustainability management, with special emphasis on bridging the gap between industry initiatives and environmental steering in the form of legislation, policies and strategies at the EU level.This study applied a hybrid approach comprising a review of EU sustainability initiatives, a policy and legal review and a questionnaire survey of forest industry actors. The results of the future outlook indicate that energy efficiency is perceived to be the most important focus area in addition to e.g. environmental and waste management and recycling. Less than half of the companies aim at applying sustainability management. Life-cycle management is also considered to be important whereas product-based approaches, climate change and local industrial symbiosis receive very little attention. All responding companies aim to integrate the principles of sustainability into their operations and most companies consider that life-cycle thinking, management and assessment are useful for them. Energy efficiency is identified as the most important focus area with energy and materials efficiency seen as the most crucial factors for the achievement of responsible competitive advantage and building of sustainable value-added. The findings indicate that sustainability and life-cycle management are not receiving enough management focus at the moment and neither is the industry receiving enough guidance at either the EU level or via national steering and regulatory frameworks.  相似文献

In Nigeria, as in most countries, institutional barriers to successful rural development exist and need to be addressed. In Sokoto State, a variable and unpredictable Sahelian climate in combination with conditions of high population growth, low levels of income, and environmental degradation, create and intensify institutional challenges. This study examines the sustainability of government initiatives regarding the provision of agricultural inputs, assistance and extension services to farmers, and the extent to which agency efforts are coordinated and integrated, particularly regarding water management. In some cases, rural development agencies demonstrated the capability to meet the needs of the people. Some farmers were satisfied with government assistance and in some areas the tube well programme was quite successful. Yet in Sokoto State many institutional barriers to sustainable rural development exist and need to be addressed. In general, implementation strategies and management procedures appeared narrowly focused and placed little emphasis on coordination and integration among rural development agencies. The result was often inappropriate overlap or oversights in activities .  相似文献

This article contributes to the debate on the role of local sustainability indicators in ongoing democratisation efforts. We examine the extent to which five different systems of local sustainability indicators within two Swedish municipalities—Stockholm and Sundsvall—are either expert or citizen oriented, and relate these findings to the indicator systems' profile, function and political/ administrative context. Even though three of the indicator systems can be classified as citizen oriented, there are few signs of true engagement and dialogue with the citizens over a longer period of time. The remaining two indicator systems are expert oriented with an environmental focus. Hence, we conclude that the systems in use are largely symbolic responses to the demands for democracy within the agenda for sustainable development albeit attempts to include environmental, economic, social and democratic perspectives of sustainability. Despite the fact that Stockholm and Sundsvall show differences in governing styles in their approaches to sustainability indicators it seems difficult for both municipalities to put sustainable development into practice in terms of citizen participation.  相似文献

Summary Australia's first National Environment Statement focuses on the substantial ecologic and economic impacts of land degradation, primarily in the significant agricultural mega-region of the Murray-Darling Basin. But the Statement only summarises existing policies to show a A$500 million spending programme on the environment. Inescapable, is the conclusion that economic growth as present and projected, and environmental sustainability, cannot co-exist in the long term. Levels of awareness of Australia's diverse environmental concerns were measured but no targets or future achievements were chartered — so how is effective management to be attained? The proposed significant and rapid devolution of power for action to local government, catchment management groups and community associations is a welcome development but this must be supported by adequate technical information and guidance by government.Dr Diana G. Local authorities are increasingly undertaking policy initiatives which aim to achieve local sustainability. Indeed, the rapid development in this area since its first tentative steps in the late 1980s is very impressive. However, it is legitimate to question whether any real progress has been made in improving local environmental conditions. This is almost impossible to determine as very few have translated policy rhetoric into measurable environmental achievement. Although the development of sustainability indicators will, in the long term, provide some means of measuring success, few authorities have the necessary precursor for its achievement in place: performance-based environmental programmes. This important stage of development has been all but missed in the rush for national and international credibility, often at the expense of local communities and their environment rather than for their benefit. This paper examines the activities of one local authority, the London Borough of Hackney, and its efforts to translate policy principals into practical Action for the Environment through the mechanism of performance review. It is concluded that performance review has a valuable role to play in achieving environmental improvements to help move society towards sustainability but, like any mechanism, there are limitations in its use which need to be acknowledged if it is to be used effectively. These are explored in detail in the paper in the hope that they assist others when developing similar performance-based environmental programmes.  相似文献

Governments everywhere are recognising environmental sustainability as a major driver of technological and economic development—with innovative direction being found at the interface of our efforts to become more socially and environmentally sustainable. Rural communities, faced with the pressures of unprecedented change, have an opportunity to embrace the principles of sustainable development, to create a new future at the leading edge of global change—but they need help. They need both knowledge and skills to enable them to self-evaluate and strategically plan, and they need a highly motivated, creative, and coherent community to carry it through. Small Towns: Big Picture is a community development process designed to foster creative, energetic, and collaborative action by five small rural communities in central Victoria—focusing on the development of social, environmental, and economic sustainability indicators. The project bought together artists, researchers and local communities to produce a coherent and shared understanding of the sustainability issues and opportunities. This paper presents Small Towns: Big Picture, focusing specifically on the social dimension and the development of a Community Cohesion indicator through an arts-led community engagement process.  相似文献

Multiple negotiating rounds of the General Agreement on Tariffs and Trade (GATT) and World Trade Organization (WTO) since 1947 have conferred economic benefits through liberalized international trade. A growing body of evidence also points to linkages between liberalized trade and damage to the global environment, ecology, and natural resource base. Ironically, the increased economic well-being conferred by trade liberalization ultimately provides the basis for improved environmental protection. It is the interim environmental damage due to trade liberalization that is controversial and needing amelioration. The proposition here is to promote further trade liberalization, but only as long as environmental ethics and sustainability issues are satisfactorily addressed. Trade liberalization should not be permitted at the expense of adequate environmental protection and sustainability. Future WTO rounds need to address both development benefits and environmental ethics issues in a net social welfare maximization setting.  相似文献

The UK government has identified the land‐use planning system, and development plans in particular, as potentially powerful instruments for integrating national sustainability objectives into strategic decision making at local levels. One method for achieving this is through the use of so‐called ‘sustainability appraisals’, which are an extension of the established system of environmental appraisal used by planners since the early 1990s. A national framework is outlined in Planning Policy Guidance Note 12. Local authorities are now expected to conduct an environmental appraisal of their development plans which covers sustainable development issues. However, little research has been conducted on the effectiveness of current guidance in meeting this aim. By evaluating the implementation of sustainability appraisals nationally, this paper suggests that while government advice to appraise is generally being applied, the actual use of key sustainability principles in practice is rather variable. It then discusses these findings in relation to the changing context of appraisals in the UK and other national planning systems.  相似文献

This paper examines sustainable development in the corporate mining context, and provides some guidelines for mining companies seeking to operate more sustainably. There is now a burgeoning literature that examines sustainable development in the context of minerals and mining, most of which is concerned with sustainability at global and national scales. What is often challenging to ascertain, however, from these numerous perspectives on sustainable mineral extraction, minerals and metals recycling, environmental management, and social performance, is how sustainable development applies to mining companies themselves, and what steps a mine must take in order to improve the sustainability of operations. Since mining processes have the potential to impact a diverse group of environmental entities, and are of interest to a wide range of stakeholder groups, there is ample opportunity for the industry to operate more sustainably. Specifically, with improved planning, implementation of sound environmental management tools and cleaner technologies, extended social responsibility to stakeholder groups, the formation of sustainability partnerships, and improved training, a mine can improve performance in both the environmental and socioeconomic arenas, and thus contribute enormously to sustainable development at the mine level.  相似文献

The achievement of sustainable development demands the integration of environment and development. To achieve sustainable development requires a close collaboration and cooperation between environmentalists and the decision-makers. The evidence is that in developing countries (Egypt, as an example) the gap is widening rather than closing. Intensive research programs are needed, for instance in the field of sustainable development and urban environmental management, to narrow that gap. Environmental Impact Assessment (EIA) has become a management tool for achieving acceptable forms of environmentally sound development and sustainability; at best it is proving nothing more than a permit to move a project ahead.It is recommended that indicators for sustainable development and their progress be fully monitored. Performance indicators should always be established, not only for project implementation, but also during and after the implementation process to make sure that all mitigation measures are satisfactorily implemented. This can be achieved by linking the license granting authority for action to the actual implementation of these measures. To secure the environmental sustainability of an environmental project, it is also important to have the EIA document as an integral part of the license application document, and to make it available to inspectors during their necessarily frequent inspection visits.  相似文献

Construction has been accused of causing environmental problems ranging from excessive consumption of global resources both in terms of construction and building operation to the pollution of the surrounding environment, and research on green building design and using building materials to minimise environmental impact is already underway. However, relying on the design of a project to achieve the goal of sustainable development, or to minimise impacts through appropriate management on site, is not sufficient to handle the current problem. The aim for sustainability assessment goes even further than at the design stage of a project to consider its importance at an early stage, before any detailed design or even before a commitment is made to go ahead with a development. However, little or no concern has been given to the importance of selecting more environmentally friendly designs during the project appraisal stage; the stage when environmental matters are best incorporated. The main objectives of this paper are to examine the development, role and limitations of current environmental building assessment methods in ascertaining building sustainability used in different countries which leads to discuss the concept of developing a. sustainability model for project appraisal based on a multi-dimensional approach, that will allow alternatives to be ranked is discussed in detail in the paper.  相似文献

This research develops a method to transform the Oregon Benchmarks, a set of internationally recognized quantitative indicators designed to measure a broad array of state-level trends, into indices of social, economic, and environmental sustainability. Through multiple means, an original set of 90 Oregon Benchmarks has been narrowed into a smaller set of sustainability indicators in order to gain an integrated view of statewide sustainability as well as the capacity to look at social, environmental, and economic sustainability in isolation. The three-domain sustainability indices presented here are designed both to understand the current sustainability situation and to create a useful and informative tool for state-level policy makers interested in incorporating sustainability principles into their decision making.  相似文献
