This article describes the feasibility of researchinto the relation between values of farmers andsustainability for the Dutch Ministry of Agricultureand the Dutch Federation of Agricultural andHorticultural Organisations.Firstly, a theoretical framework describes differentlevels of motivation behind conduct and choices. Itenables exploration and analysis of individualinterviews with small groups of conventional andecological farmers. The aim is to find out what theirbasic convictions regarding nature and sustainabilityare, and to analyze the relation between theseconvictions and the actual choices they make in theirfarming practice. The research shows that for somefarmers, differences in farming practice go back to themotivation level of moral convictions about what is`good farming'. For others, the motivations for aspecific farming practice are more pragmatic or`superficial'. This knowledge can be of significancefor the process of policy making.Secondly, this research demonstrates thatinvestigation into the relation between values andbehavioral choices is possible. The analysis ofinterviews among a small group of farmers gives anidea of the importance of personal values in additionto (and sometimes of more importance than) economicconsiderations. Due to the restricted size of theresearch population, however, these conclusions are oflimited generalizability. Finally, in order to make alarger research agenda possible, the research methodology isevaluated on the basis of scientific criteria.  相似文献

The incorporation of sustainability assessment into decision-making processes is a key task for water service providers in the UK and elsewhere. This paper describes the development and application of a set of sustainability criteria, which have been developed and tested with project partners in the UK and Romania. They will be used in a 'guidebook' that will set out a framework to facilitate the inclusion of sustainability in the decision-making process. This work is part of the Sustainable Water Industry Asset Resource Decisions project to develop a multi-criteria analysis decision support system to assist water service providers to assess the relative sustainability of water/wastewater system asset development decisions.  相似文献

If tacit ethical ideals shape policy and practice, even when practitioners are not fully aware of underlying philosophical assumptions, then philosophical frameworks that support diagnostic, evaluative, and adaptive capacity in the sphere of action are critical to sustainability. Thompson’s agrarian-influenced sustainability framework substantially advances beyond the prevailing triple bottom line approach, as experimental evaluation of biofuels sustainability illustrates. By suggesting that governance of complex social-natural systems lies at the core of contemporary sustainability challenges, Thompson illuminates the critical importance of social capacity for deliberation and choice—a powerful and somewhat unexpected theme requiring more development by philosophers and practitioners alike going forward.  相似文献

Rising global interest in sustainability has triggered attention in indicators as a means of achieving a more sustainable world. Although the search for indicators has led to the development of criteria for good indicators, it has also been dominated by scientific elites. The consequences of such dominance leads to significant social and policy implications, particularly with regard to how the search for sustainability has become defined primarily as a technical/scientific exploration when it is actually a moral and ethical issue. Our discussion about sustainability and appropriate indicators centers on what constitutes the public interest, a question that requires inclusiveness and centers on the interface of science and policy. The paper reviews the rationale for selecting indicators, the functions they serve, and the implications and consequences involved when one sector—science—dominates the debate. The paper concludes with suggestions about appropriate roles of science, policy and the public in the indicator selection process.  相似文献

Translating sustainability policy goals into concrete action has proven to be a complex challenge for government agencies, municipalities and businesses. Existing planning and decision-making methods, such as Comprehensive Planning, Environmental Impact Assessment and Environmental Management Systems, are being used to address this focus on sustainability. United States Army policy requires the use of these three procedures by installation planners and managers, providing a unique opportunity for innovation. This paper examines the applicability of these procedures for implementing the Army's sustainable operations policy goals, and explores how the current independent and disconnected implementation can be improved through integration. Included in this analysis is a review of organizational barriers to integrated planning and management. The analysis is applicable outside the Army as these three decision-making procedures are used in many contexts, and installation management shares many characteristics with local government land use planning, federal land management, and corporate business operations.  相似文献

A pilot Nitrate Sensitive Areas Scheme was established in 1990 in order to reduce nitrate pollution in heavily polluted areas of the UK through changes in land management. A regression model is derived from field observations which predicts the quantity of nitrate leaching into the groundwater as a function of land use, drainage conditions and fertilizer usage. It is used to explore the cost effectiveness of different land management options for which incentives were provided within the scheme. The most cost effective measures in terms of net exchequer cost per kilogram reduction in nitrogen leached were conversion to grassland with limited restriction on nitrogen fertilization, or conversion to woodland. A basic option involving minor changes to fertilizer practice on arable land was also cost effective but failed to achieve the target nitrate level in groundwater of 50 mg/l. Conversion to grassland with severe restrictions on fertilizer use was less cost effective because higher payments were necessary to encourage uptake by farmers.  相似文献

This paper examines the role of community-based management (CBM) in dealing with the problem of mine water pollution (MWP) in four ex-pit sites in northeast England. The outcomes of CBM can be divided into two categories: ecological (environmental improvement) and social (community improvement). The ecological outcomes range from problem recognition to investigation and remediation; the social outcomes range from community awareness to participation and enhanced cooperation. Both kinds of outcome were completely achieved in only one site (Quaking Houses). In the other three sites, varying degrees of success were achieved in each category. The main lessons learned are two-fold: first, even if CBM does not achieve its ecological aims, it may nonetheless be valuable in achieving social outcomes; second, its chances of achieving either ecological or social outcomes are linked to the resources (human, technical, financial, experiential, structural, legitimacy and network) that the community possesses.  相似文献

Nnewi is situated some 30 kilometres South East of Onitsha in Anambra State in the southeastern part of Nigeria. This highly commercial town has undergone rapid urbanisation and industrialisation within the past two decades, since the end of the 1967–1970 Nigerian civil war. The Igbo community of the study area had traditionally employed bioconversion methods and other indigenous technology to process or recycle bio and non-degradable wastes. Industrialisation has enjoyed priority status in this locality as a requirement for modernisation and economic progress. The rapid urbanisation, aggressive industrialisation, and the attendant uncontrolled population growth have had a deleterious impact on the environment. There is now a wide range of industrial wastes that are released daily into the environment. Effects of these activities on the socio-cultural practices of the people, plant genetic resources and the environment are highlighted. In addition to palliative measures suggested here, a call is made to revisit the successful indigenous waste treatment and management technology formerly practised by the Igbo community. The importance of combining modern biotechnological approaches with the indigenous technology, norms and practices of Nwewi people to effect suitable waste treatment and management, as well as improving the living habits and the education of the people about their environment, is recommended. Sustainability indicator sets are increasingly being discussed on the policy level as fruitful contributions to the improvement of political decision- making and to the implementation of programs oriented towards the achievement of strategic goals of sustainable development. The vast number of different indicator type tools, their varying contexts of use and their differing objectives indicate that there is no simple answer to what sustainable indicator type tools should look like or could be used for. Instead, more than the final products (e.g. a specific indicators set), the analyses of the discourse on this topic reveal a lot of information. Thus, an innovative research approach is recommended focusing on understanding the production of social meaning and processes of social interaction within political-administrative systems. Firstly, there is a need to identify the development, purpose and use of sustainability indicator sets, which depend on the different interests of policy actors, their relationships and existing governance structures. Secondly, one should identify any reasons for the ineffective use of indicator sets where the goals of sustainability are concerned. The approach of 'interactive research' understood as a research process, in which 'researchers' and 'practitioners' develop knowledge for solving problems in a communicative, reflexive and collaborative way, facilitates this challenging research task. This paper critically examines the approach of interactive research and sheds some light on benefits as well as challenges of it via extracting the lessons learnt in an EU-funded project called 'Promoting Action for Sustainability through Indicators at the Local Level in Europe' (PASTILLE), which applied an interactive research approach.  相似文献

Employing in-depth, elite interviews, this empirical research contributes to understanding the dynamics among policy windows, policy change, and organizational learning. First, although much of the research on agenda setting—how issues attract enough attention that action is taken to address them—has been conducted at the national scale, this work explores the subnational, regional scale. With decentralization, regional-scale environmental decision-making has become increasingly important. Second, this research highlights the role of policy windows and instances of related organizational learning identified by natural resources managers. Having practitioners identify focusing events contrasts with the more typical approach of the researcher identifying a particular focusing event or events to investigate. A focusing event is a sudden, exceptional experience that, because of how it leads to harm or exposes the prospect for great devastation, is perceived as the impetus for policy change.  相似文献

Many of Canada's ex-urban and rural areas face a daunting array of sustainability challenges. In developing effective sustainability strategies, these areas must rely heavily upon local resources and capacities and existing social capital. Part of the solution for these areas may lie in multi-stakeholder collaborative approaches built on sustainability principles and strategies. These include the engagement and mobilization of civil society networks; the cultivation of strategic partnerships among key stakeholders in civil society, the private sector and government; and long-term local programmes of research, education and advocacy that are supportive of sustainability. This article describes and analyses a Canadian case study—Dufferin County, part of the Headwaters Country region in southern Ontario—in which a multi-stakeholder, civil society based approach to fostering sustainability is currently unfolding. The ideological and theoretical underpinnings of the initiative are explored, key process-oriented and substantive challenges to the approach are analysed and action research strategies are discussed.  相似文献
