Abstract

In this paper we examine the relationship between identification with the environmental movement and support for First Nations' land claims in order to determine the potential for an environmental justice movement in British Columbia. The findings are based on survey data collected from members of a wilderness preservation movement organization based on Vancouver Island. The findings demonstrate that the stronger an individual identifies with the environmental movement, the more s/he supports linking First Nations' land claims to conservation campaigns. We conclude by proposing that the wilderness preservation movement could increase its mobilization potential and widen the scope of the movement by including First Nations' issues in their campaigns. It could do this by expanding its frame to include issues of environmental justice, thereby connecting environmental protection and fair access to resources.  相似文献

This paper argues that salmon aquaculture operations situated in First Nations' claimed territories on Canada's West Coast create issues of environmental injustice. Salmon farms are associated with various environmental problems including pollution of the aquatic environment, risks to wild salmon, and food safety issues. These environmental problems constitute issues of environmental injustice due to the disproportionate, and different, impacts they have on coastal First Nations in comparison with other Canadians. The paper draws on material from several reviews of British Columbian (BC) salmon aquaculture to analyse coastal BC First Nations' claims and concerns about salmon farming along three environmental justice dimensions: distribution, participation and recognition. Qualitative evidence is obtained suggesting that coastal First Nations face disproportionate health risks from salmon farms, are excluded from decision-making processes with respect to the farms, and feel that their worldviews, identities, and ways of life are both ignored and at risk from the farms.  相似文献

The United States and Finland have passed laws to classify and manage Arctic wilderness areas, but their national policies are based on different nature ideologies. Finns tend to perceive wilderness as a human-centered idea, while Americans are inclined to see the same land from a nature-based point of view. Rural residents in the Arctic, and especially indigenous peoples, use motorized vehicles for hunting and gathering in wilderness areas. Attempts of southern-based environmental groups to restrict motor use by imposing a nature-based ideology on rural residents in northern Alaska will result in high levels of political conflict. Alaska land managers need to respect the minority rights of rural residents and a study of wilderness policies in Finnish Lapland is instructive toward this end.  相似文献

Based on over one year of participant observation within the student-led fossil fuel divestment (FFD) movement, this article contextualises the origins, successes, challenges, and inner workings of the FFD movement in US higher education. We analyse several college divestment campaigns to illuminate key factors that have contributed to wins and rejections, and explore why students continue to organise for FFD. It is our contention that such widespread mobilisation for FFD signals a sea change, from individualised sustainability efforts to youth-led collective political action, and recognition of climate change as a social justice issue. In addition to participant observation, we gathered data from 23 survey responses of organisers involved in divestment campaigns within higher education, and 40 interviews with individuals including student and professional organisers within the FFD movement, institutional decision-makers at campuses with FFD campaigns, and other experts in the area. Our analysis also reveals that relatively smaller endowments and, more importantly, institutional values of environmental sustainability and social justice played key roles in colleges’ decision to divest. Our examination of divestment “losses” illuminates common arguments administrators deploy in their rejection statements, including the perceived costs of divestment, the need to maintain fiduciary responsibility, and scepticism that divestment will have any impact on the fossil fuel industry. Finally, in spite of increasing resistance from college and university administrations, student divestment campaigns continue to escalate, and are committed to organising over the long term.  相似文献

In a recent paper, it was suggested that one of the reasons behind the decline in public regard toward British Columbia's environmental movement was an increasingly negative portrayal of them by the print media. To investigate this suggestion, we undertook a content analysis of print media reporting of forestry and environmental activities in the province's most widely read newspaper, the Vancouver Sun, during 1993 and 1997. We hypothesized that if the print media did contribute to the decline in public regard toward the environmental movement, we would find increasingly negative coverage of the environmental movement over the periods studied. We also hypothesized that this would be accompanied by a decrease in the frequency of articles dealing with issues consistent with the agenda of the environmental movement. We were not able to provide support for our initial hypothesis, nor did we observe a decrease in coverage emphasizing the environmental issues. We did, however, observe an increase in coverage of articles emphasizing typically proindustry issues with many more articles written with a proforestry slant in 1997 than articles written in 1993. This suggests that there had been an agenda shift from environmentally oriented concerns in British Columbia to those associated with the forest industry. As an explanation for the agenda shift, we point to changes in the management and reporting philosophy at the Vancouver Sun, the emergence of an organized, proindustry counterframing strategy by the BC Forest Alliance, and the implementation of several government policies aimed at regulating the activities of the forest industry.  相似文献

The aim of this paper is to examine whether the concept of environmental capacity is useful for implementing local sustainability. This concept suggests that there may be thresholds to the total amount of development that an area can sustain without losing its critical environmental features. By means of a case study in the popular seaside town of St. Julian's, Malta, the research uncovers a number of tensions for environmental capacity assessment, surrounding the themes of knowledge, environmental justice and modernity. It concludes that the concept does have transformative potential, challenging received wisdom about the relative usefulness of expert and lay knowledge, bringing to light processes responsible for significant differences between the residents themselves, and with other groups, and uncovering a critique of understandings of progress based on physical land development. However this potential is curtailed by weak institutions and the impotence of local residents when business and politics strike an alliance.  相似文献

East European food self-provisioning (FSP) has fascinated scholars of post-socialism ever since the early 1990s. In keeping with its predominantly economic and cultural conceptualisations, much of this research has been concerned with FSP’s role in household economy and with the social profile of its practitioners. In contrast to western conceptualisations of FSP as an opportunity to expand food activism and foster social justice and environmental sustainability, post-socialist FSP has rarely been considered as such. In Czechia, FSP is practised by 43% of citizens and many of them do so in a relatively environmentally friendly way. Yet, most food-related campaigns run by environmental NGOs (ENGOs) pay little attention to FSP and focus on market-based ethical consumerism and alternative food networks instead. Using insights from actor-network theory, this paper discusses how Czech ENGO activists engage with FSP through discourse and in practice. Based on ethnographic fieldwork and interviews with leading activists, we show that FSP does figure in non-food-related campaigns and that the FSP practised by activists themselves or the FSP carried out by relatives and relatives’ friends are not the same as the FSP on which they are reluctant to campaign. These differences, which include controllability and the time-consuming nature of practising FSP according to some of the activists’ ideals, help this paper to come to an initial understanding of why Czech ENGOs do not run campaigns explicitly focused on FSP at the moment and shed some light on how this could change in the future.  相似文献

In light of the increasing mandate for greater efficiency in conservation of natural reserves such as national parks, the present study suggests educational approaches as a tool to achieve conservation purposes. Currently, the management of human–wildlife interactions is dominated by regulatory strategies, but considerable potential exists for environmental education to enhance knowledge in the short run and to prompt attitude change in the long run. A framework for conservation based on both traditional regulatory- and behavior-oriented strategies was proposed whereby the level of knowledge that park visitors have acquired comprises an obvious outcome and establishes a basis upon which the effectiveness of regulatory- and behavior-based regimes could be assessed. The perceptions regarding park-related issues of two distinct visitor groups (locals and nonlocals) are summarized from a survey undertaken in Vikos-Aoos national park. The findings suggest a superficial knowledge for certain concepts but little profound understanding of the content of such concepts, indicating that knowledge-raising efforts should go a long way towards establishing a positive attitude for the resource. Visitors' poor knowledge of the park's operation regulation contest the efficiency of the presently dominant regulatory management regime. While geographical distances did not appear to significantly differentiate knowledge between the two groups, wilderness experience (as certified by visits to other parks) was proved to be an impetus for generating substantial learner interest in critical park issues among nonlocal visitors. School education and media were found to be significant knowledge providers.  相似文献

Summary This paper describes the co-evolution of environmental concerns with civil rights. Over the last 20 years the two issues have found considerable overlap in what is now called the environmental justice movement. The results are exciting, with implications about decision-making, about protecting both environmental quality and civil rights. The promotion of environmental justice spurs social progress. Currently one of the largest and most rapidly developing countries, China also has some of the world's most severe environmental problems. China will most likely need to use all of the potential major strategies currently available to solve the country's huge environmental challenges, including promoting individual conservation behavior through educational campaigns and encouraging public environmental advocacy. This paper summarized the findings of a survey of 347 residents of Shaanxi province on environmental attitudes and behaviors. The survey found generally high levels of environmental knowledge and high recognition of the seriousness of environmental issues, moderate levels of individual actions supporting environmental resource conservation and low levels of public environmental behaviors, particularly for organized public advocacy. Further analysis indicated that the perceived importance of environmental protection is the most important factor influencing individual environmental resource conservation, but not public advocacy behaviors. Implications for environmental campaigns are discussed.  相似文献

ABSTRACT

This article explores the need to recognise and compensate the plurality of environmental justice claims, while paying close attention to the outcomes of the most marginalised groups – cultural and ecological – in political decision-making to avoid vestiges of hegemony. The early history of the Movimiento dos Trabalhadores Rurais sem Terra (MST) serves as a case study in which environmental justice claims clash with indigenous rights claims. In recent decades, the MST has refused settling Amazonian indigenous territories, consistent with the organisation’s Via Campesina platform, which focuses on redistributing the 50% of national territory controlled privately by Brazil’s richest 4%. Yet, in the 1970s and early 1980s, Brazil’s military government pitted landless peasants and indigenous people’s struggles against each other, circumventing land reform potentially disruptive to the country’s de facto colonial fazenda land system. This tactic pressured competing groups – landless peasants and indigenous people – to fight against each other, concluding predictably: the most powerful factions ended up getting their way, conceding less in negotiations than their less-advantageously positioned, marginalised counterparts. When marginalised groups gain concessions in environmental justice struggles, often the goods comprising those concessions come at a cost to marginalised groups with even less political visibility. Hegemonic structures of power remain non-negotiable in the process of alleviating other injustices in perceived zero-sum politics. Such systemic displacement and dispersion of violence in systems built on violence suggests hegemony affects not just to other marginalised groups, but to nonhumans too.  相似文献

Environmental justice sheds light on the distributive and procedural aspects of planning and decision-making. We examined the challenges arising from the perspective of environmental justice on multi-level and participatory environmental governance by exploring the governance of aquatic environments in the Helsinki Metropolitan Area. We found three main challenges and potential responses to them. First, even though most of Helsinki’s shoreline is free and/or accessible by road and accordingly used actively by people for recreational purposes, many parts of the shoreline are perceived as inaccessible, reflecting a need to combine factual and perceived accessibility of aquatic environments in detail during the planning processes and to discuss reasons for possible discrepancies between these two. Second, there was a remarkable seasonal variation in the use of aquatic environments, so more attention should be paid to social-demographic factors explaining the distribution of the use of urban nature. Third, it seems to be difficult to capture the variety of perceptions of people and to integrate them into planning and decision-making processes even on a local scale, and this challenge is likely even more pronounced on higher levels of planning and governance. Thus, better integration of regional and local-scale planning procedures should be encouraged. Building on these observations, we conclude that integration of procedural and distributive environmental justice into the practices of the governance of aquatic environments could remarkably decrease unwanted trade-offs and potential conflicts in their use and management.  相似文献

Municipal waste management in the UK has undergone rapid transformation in recent years in pursuit of greater sustainability. In this paper we explore the environmental justice issues and tensions involved in this shift. After a brief overview of environmental justice debates and how they have been related to issues of waste management, we describe how the policies and processes underlying the transformation from an overwhelming dependence on landfill disposal towards more sustainable methods of management has been driven by European legislation embodying principles premised on fundamental environmental concerns of inter- and intra-generational equity. We analyse the key means through which these principles have been translated to restructure local authority practices and the environmental justice issues arising from the implementation of international policy in regional and local context. Finally, we reflect on the implications of this case study for implementation of policies intended to advance both sustainability and environmental justice.  相似文献

Since Confederation in 1867, official Canadian settler government policy on the environment has sought to simultaneously preserve “wilderness” and exploit natural resources for market gain. In the 1960s, the nascent North American modern environmental movement pushed for stronger regulation on pollution and toxics – and a more institutionalised state-led response to environmental problems emerged. Throughout the last five decades, three principal “eras” of federal government reaction have emerged in response to mounting scientific evidence and public pressure to act on environmental issues. The first, from the late-1960s to mid-1980s, saw the development and implementation of early environmental policy and programmes. The second era, from the mid-1980s to mid-2000s co-occurred alongside the rise of the sustainable development paradigm, and is marked by the Canadian government’s attempt at leadership on the global stage. The third era, from the mid-2000s to 2015, demonstrates a shift from environmental regime-building and multilateral collaboration toward rollbacks and obstructionism. Under the leadership of Prime Minister Stephen Harper, the government of Canada reversed decades of progress and cooperation on the environment and sustainable development through its muzzling of government scientists, superficial co-optation of climate policy, rollbacks of environmental legislation and disparagement of environmental activists. In total, by shifting the federal government from a position of ineffective benevolence on environmental issues to one of contention and antagonism, the Harper government’s approach represents a departure from Canadian environmental governance norms and sought to remake the identity of Canada as an energy superpower inextricably tied to its oil and gas industry.  相似文献

This paper examines environmental justice in the context of nuclear waste controversies on Orchid Island, Taiwan. The Yami's anti-nuclear waste movement is a manifestation of problems of distributional inequity, lack of recognition, and limited participation of the tribespeople in decision making. These are interwoven in political and social processes. In addition, the disputes over the nuclear waste problem between the Yami and Taiwanese groups also show the historical and socioeconomic complexity of environmental justice. This study argues that a democratic and participatory procedure is likely to bring recognition or help the situation of lack of recognition improve, which could facilitate more just distribution. Building partnerships and networking within a variety of indigenous environmental organizations as well as other Taiwanese environmental organizations could help to transform the Orchid Island community and the Taiwanese society in the direction of environmental justice.  相似文献

This paper explores the English land use planning system's actual and potential abilities to both facilitate and constrain the advancement of sustainable development through the preparation of statutory development plans. The exploration is empirically based, focusing upon the conceptual and procedural issues most pertinent to the incorporation of sustainable development within this sector of public policy making. The findings reveal a lack of unified coherence in approach amongst local planning authorities as they struggle to translate the rhetoric of sustainable development into practice. One can detect, however, areas of difficulty and potential opportunity surfacing in the plan preparation process relating to issues of public participation, Local Agenda 21, environmental appraisal, data gathering, resources and guidance. There is also an indication that the institutional framework for incorporation lacks the facility to adopt a consistent position with regard to what one can consider as sustainability-orientated application principles.  相似文献

Summary After discussing methods for and the difficulties of determining optimal land use, particularly in relation to conservation and sustainability issues, prospects for establishing conservation networks so as to preserve the wildemess characteristics of the Cape York Peninsula area are considered. According to a number of international studies, nature conservation in this region should be given a high priority. While Cape York is sparsely settled, it is not, however, a complete wilderness. Mining, cattle ranching, forestry, fishing, tourism and land use by Aborigines, frequently conflict with nature conservation in this region. But most of the land currently belongs to the Crown (State), even though Crown title is now subject to counter-claims by Aborigines following the Mabo case which is outlined, and most is held as leasehold by its users. In theory, leasehold from the Crown should give considerable scope for altering land use in the region, and instituting a system of conservation networks in the area based on core protected areas, such as those suggested by the Wildlife Preservation Society of Queensland. Nevertheless, strategic land use planning for Cape York Peninsula is difficult because knowledge about the stock of natural resources and current land uses in the region is very imperfect, and conflicts between interest groups at the regional, State and national level are unlikely to allow for easy harmonious resolutions of land use disputes.But an encouraging sign in favour of nature conservation as a land use in Cape York Peninsula is its low economic opportunity cost, except where it comes into conflict with mining. Net returns from extensive pastoralism appear to be negative and economic returns from forestry are low. Tourism could be compatible with conservation. Potential conflicts with mining could be taken into account in the early planning stages of conservation networks by gazetting very large nature reserves and at a later time allowing some portions to be assigned for mining. Contemporary park and wilderness carrying capacity frameworks rely on formulation of standards of quality, which are defined as minimum acceptable resource and social conditions. Formulation of standards of quality involves elements of both science and values, and both of these elements must be integrated into informed judgments on the part of park and wilderness managers. That is, managers must ultimately make value-based judgments about the maximum acceptable level of visitor-caused impacts to the resource base and the quality of the visitor experience. However, such judgments should be as informed as possible by scientific data on the relationships between visitor use and resulting impacts and the degree to which park and wilderness visitors and other interest groups judge such impacts to be acceptable. Such information represents the “values of science” to managing carrying capacity in parks and wilderness. A growing body of literature has begun to address the corresponding “science of values,” and how this type of information might be integrated in park and wilderness management. Visitor-based research has employed normative theory and techniques to explore the acceptability of a range of resource and social impacts related to visitor use, and findings from these studies are being integrated into a body of knowledge and applied in management decision-making. Conceptual and methodological extensions of the normative approach are currently being explored in a variety of park and wilderness contexts, and new theoretical and empirical approaches are being adapted to address trade-offs inherent in carrying capacity. In these ways, the science of values is progressing to meet the opportunities and challenges of the values of science to park and wilderness management. The concept of carrying capacity, along with the theoretical and methodological approaches described in this paper, can be extended to a large number of natural resource and environmental issues.  相似文献
