Vulnerability to the health impacts of climate change will be shaped by the existing burden of ill- health and is expected to be highest in poor and socio-economically marginalized populations. Sub-Saharan Africa, in particular, is considered a highly vulnerable region. This paper analyses the vulnerability and adaptive capacity of rural Bakiga communities in southwestern Uganda to climate-sensitive health risks. The objectives were threefold: i) identify key climate-sensitive, community-identified health priorities; ii) describe and characterize determinants of sensitivity to these health priorities at the individual, community and regional levels; and iii) assess the adaptive capacity of Bakiga. Data collection employed a combination of individual and key informant interviews, biographies, future storylines, and Photovoice. Three key health risks were identified by the study communities (malaria, food insecurity, and gastrointestinal illnesses) – all affected by local climatic and environmental conditions, livelihoods, land use changes, and socio-economic conditions. Adaptation within these communities is dependent on their capacity to reduce sensitivities to identified health challenges among the potential of increasing exposures. Crop diversification, reducing deforestation, expanding of livestock rearing, transfer of traditional knowledge, and access to affordable health services are among potential strategies identified. We demonstrate significant existing vulnerabilities to present day climate-related health risks and highlight the importance of non-climatic processes and local conditions in creating sensitivity to health risks. Our place-based understanding is useful to inform interventions or policies aimed to reduce exposure and sensitivity and support adaptive capacity as the conditions these communities face are consistent with many other sub-Saharan African countries.  相似文献

Despite considerable uncertainties regarding the exact contribution of anthropogenic climate change to disaster risk, rising losses from extreme events have highlighted the need to comprehensively address climate-related risk. This requires linking climate adaptation to disaster risk management (DRM), leading to what has been broadly referred to as climate risk management (CRM). While this concept has received attention in debate, important gaps remain in terms of operationalizing it with applicable methods and tools for specific risks and decision-contexts. By developing and applying a methodological approach to CRM in the decision context of sovereign risk (flooding) in Austria we test the usefulness of CRM, and based on these insights, inform applications in other decision contexts. Our methodological approach builds on multiple lines of evidence and methods. These comprise of a broad stakeholder engagement process, empirical analysis of public budgets, and risk-focused economic modelling. We find that a CRM framework is able to inform instrumental as well as reflexive and participatory debate in practice. Due to the complex interaction of social–ecological systems with climate risks, and taking into account the likelihood of future contingent climate-related fiscal liabilities increasing substantially as a result of socioeconomic developments and climate change, we identify the need for advanced learning processes and iterative updates of CRM management plans. We suggest that strategies comprising a portfolio of policy measures to reduce and manage climate-related risks are particularly effective if they tailor individual instruments to the specific requirements of different risk layers.  相似文献

Droughts can have severe negative effects on the environment, society and economy. The drought of 2001–2002 caused severe strain on economic and social activities in western Canada, particularly on rural communities through changes in water resources. This paper examines physical and social vulnerabilities and associated adaptation measures undertaken and the adaptive capacity in communities in the South Saskatchewan River Basin, Canada. Although all of these communities were exposed to the 2001–2002 drought, they had different levels of impacts, resulting in different types of drought adaptation measures, some due to experience with previous droughts and some in response to the 2001–2002 drought. Communities with unreliable water supply were the most vulnerable to these droughts. This vulnerability resulted in historic adaptations being implemented (e.g., Hanna, Alberta) and re-active adaptations (e.g., Cabri, Saskatchewan). It is important to examine the effectiveness of the current adaptive strategies to cope with more extensive and extended drought situations. First Nation communities, such as the Kainai Blood Indian Reserve, have many social and environmental issues but the impacts from the drought were minor. The Reserve had implemented economic changes in the late 1980s to make it less vulnerable to drought but resulted in negative impacts to the Reserve’s social health. It is imperative to determine how vulnerable First Nation communities are and will to improve future adaptive capacity. This paper provides a snap shot view of how Canadian Prairie Communities have adapted to drought and how vulnerable they are to future drought situations.  相似文献

Rooftop agriculture (RA) is an innovative form of urban agriculture that takes advantage of unused urban spaces while promoting local food production. However, the implementation of RA projects is limited due to stakeholders’ perceived risks. Such risks should be addressed and minimized in policymaking processes to ensure the sustainable deployment of RA initiatives. This paper evaluates the risks that stakeholders perceive in RA and compares these perceptions with the currently available knowledge, including scientific literature, practices and market trends. Qualitative interviews with 56 stakeholders from Berlin and Barcelona were analyzed for this purpose. The results show that perceived risks can be grouped into five main categories: i) risks associated with urban integration (e.g., conflicts with images of “agriculture”), ii) risks associated with the production system (e.g., gentrification potential), iii) risks associated with food products (e.g., soil-less growing techniques are “unnatural”), iv) environmental risks (e.g., limited organic certification) and v) economic risks (e.g., competition with other rooftop uses). These risks are primarily related to a lack of (scientific) knowledge, insufficient communication and non-integrative policymaking. We offer recommendations for efficient project design and policymaking processes. In particular, demonstration and dissemination activities as well as participatory policymaking can narrow the communication gap between RA developers and citizens.  相似文献

The broad objective of this special issue of Mitigation and Adaptation Strategies for Global Change is to address some of the gaps in our knowledge and understanding of the policies, programs, and measures that might be applied to natural hazards and their impacts in an era of climate change. Given the global impacts of climate change and world-wide pattern of increasing losses from natural hazards we necessarily adopt an international perspective. The specific goals of the special issue are to: (a) encompass experiential aspects, emphasizing current practice of mitigation and its associated measures, and their results; and (b) explore primary or root causes of alarming shifts in human and economic costs of environmental extremes. Special emphasis is placed on how human activities are playing a key role in enhancing vulnerability to NTEE (nature-triggered environmental extremes), quite independently from the anthropogenic causes of climate change. The goals are also (c) to examine costs, risks, and benefits (of all kinds including social, political, ecological) of mitigation, and adjustment and adaptation measures; and (d) analyze policy implications of alternative measures. These components are expected to make significant contributions to policy considerations – formulation, implementation and evaluation. There is much uncertainty about the rate of climate change; however, the fact of increase of the atmospheric temperature in the last century is no longer a subject of scientific or policy debate. Due to such changes in the geophysical parameters, certain types of nature-triggered environmental extreme events are likely to continue to increase. How global warming will affect regional climates and pertinent variables is not well known, limiting our ability to predict consequential effects. This factor poses serious constraints against any straightforward policy decisions. Research findings of the work of this volume reaffirm that human dimensions, specifically our awareness and decision-making behavior, are powerful explanatory factors of increasing disaster losses. Disaster mitigation through addressing human, social, and physical vulnerability is one of the best means for contributing to ‘climate change adaptation plans’, and sustainable development goals. Recent lessons from various countries have depicted that the formulation of mitigation strategies cannot be exclusively top-down as it requires social, political, and cultural acceptance and sense of ownership. An interactive, participatory process, involving local communities, produces best expected outcomes concerning mitigation, preparedness, and recovery. An emerging consensus is that there is a need to move towards the ‘mission’ of the International Strategy for Disaster Reduction which aims at building disaster resilient communities by promoting increased awareness of the importance of disaster reduction as an integral component of sustainable development, with the goal of reducing human, social, economic and environmental losses due to natural hazards and related technological and environmental disasters. Sharing of best practices and lessons globally is certain to produce more efficiency and understanding in policy and decision making.  相似文献

This study aims at understanding flood risks and their impact on a community, in order to enhance communities’ resilience and adaptive capacity to these threats. It also investigates the possibility of looking at and handling risk from a resilience point of view. Therefore, while a conventional risk management process is employed in this study, social, physical, economic, and institutional dimensions of resilience are also included in order to grasp the extent of risks and the ways in which communities face, cope with, and recover from flooding. Findings showed that there was no significant difference in the perception of flood risk among household heads educated up to secondary school level, suggesting that they believe floods are purely natural events. Those with a higher level of education (high school and above) (82.7 % of respondents) were aware that flood disasters are the result of hazard and vulnerability combined. In addition, social dynamics were apparently strengthened by such disasters, which resulted in cohesion and mutual help following floods in some wards. Also, households with more sources of income and more savings appear to recover faster than others after a flooding event. With regard to governance and networks, greater efforts have to be made by local institutions to ensure basic functioning during and after disaster events and to invest more into risk reduction activities. However, further studies need to be conducted to clarify the understanding of the impact flood disasters have on the environment and community lives and livelihoods in general, as traditional coping strategies, although still practical, no longer suffice in the face of changes in climate and environment.  相似文献

以河南省某市不同类型的棕地居民小区为研究对象,采集土壤样品,测定重金属(As、Hg、Cd、Pb)含量,采用美国环境保护署(US EPA)推荐的健康风险模型对其展开健康风险评价.结果表明,棕地居民小区土壤重金属含量和健康风险比原棕地有了明显改善,但均高于非棕地居民小区;各小区土壤重金属的HQ和HI均小于1,不存在非致癌健康风险;CR和TCR略超过US EPA推荐的土壤治理标准,但低于一些专家所提出的宽松标准,存在致癌风险的可能;儿童4种重金属的HI大于成人,约相当于成人的7倍左右.HQAs对HI的贡献率在75%左右,CRAs对TCR的贡献率在80%左右,As是最主要的非致癌和致癌风险因子.  相似文献

The designation of marine protected areas (MPAs) may have intense social and economic effects on human communities. Driven by overarching global and European policies and national legislations, current systematic conservation planning in the UK and France requires an ecosystem approach that takes into account not only nature but also the human activities that take place in an area. Here, we identified a set of 64 socioeconomic variables potentially relevant for marine and coastal stakeholders in a European context and a comprehensive set of 20 marine and coastal stakeholder categories. Ninety national organisations in the UK and France belonging to those categories and potentially affected by/interested in the designation of multiple-use MPAs were identified and surveyed. Results show that environmental NGOs, research centres, local councils, managing agencies and statutory nature conservation bodies perceived that they are positively affected by these MPAs, whereas fishers’ organisations, shipping and aggregate industrial organisations and recreational organisations perceived to be chiefly negatively affected by MPAs. On average, the ecological effects of multiple-use MPAs are perceived as ‘largely positive’, though 30% of respondents did not perceive any positive ecological effects from these MPAs. The social, economic and cultural effects of such MPAs are perceived as ‘moderately positive’. Most respondents perceived broad range (>10 km) and permanent ecological, social, economic and cultural effects from multiple-use MPA designation suggesting high societal expectations towards these areas. However, only five variables were perceived to vary in intensity after the designation of multiple-use MPAs: ‘research’, ‘environmental performance by citizens, businesses and towns’, ‘number of green businesses’, ‘tourism’ and ‘economic activities’. The most important ‘social’ variables for stakeholder organisations referred to local populations’ engagement with the MPA, tourism and research. The most important ‘economic’ variables were linked to fishing, shipping and aquaculture activities. These variables highlight relevant topics to be considered in MPA planning, designation and management processes, especially in the UK and France. There were statistically significant differences in the ratings of socioeconomic variables between many organisations belonging to the same intuitive stakeholder categories, suggesting the importance of including as wide a range of stakeholder organisations as feasible in MPA socioeconomic-related processes. Our methods and findings can help to inform and streamline ongoing and future participatory MPA planning, management and monitoring processes in Europe and in other regions with similar socioeconomic characteristics.  相似文献

Adaptation to climate change is an important theme in the strategy and policy of institutions around the world. Billions of dollars are allocated every year, based on cost estimates of actions to cope with, or benefit from the impacts of climate change. Costing adaptation, however, is complex, involving multiple actors with differing values and a spectrum of possible adaptation strategies and pathways. Currently, expert driven, top-down approaches dominate adaptation costing in practice. These approaches are subject to misallocation, with global funds not always reaching vulnerable communities in most need. This paper introduces an analytical framework called Participatory Social Return on Investment (PSROI), which provides a structured framework for multi-stakeholder planning, selection and valuation of appropriate methods of adaptation. The broader economic, social and environmental impacts of these adaptation actions are explored and valued through a participatory process. PSROI is strength-based, building local capacity and generating stakeholder buy-in. The financial valuation generated provides an additional tool for examining and prioritizing adaptation actions based on their impact. Results from a pilot of the PSROI framework in a smallholder farming community in Western Kenya provide empirical evidence for the difference between expert driven desk-based and ground-based cost estimates that involve local communities. There was an approximate 70 % reduction in the valuation of an agroforestry intervention, selected by the local community, when compared between the desk-based valuation and that of the local community, using primary field data. This reduced expectation of the desk-based PSROI is justified by coherent explanations such as lack of knowledge about the intervention, misconception about the potential costs and benefits, and the risk-averse nature of the farmers. These and other important insights are fundamental for planning and decision-making, as well as appropriate targeting and delivery of funding for adaptation.  相似文献

开展大样本城市的空气污染造成人群健康风险及经济损失研究,对于推进空气污染的防控与区域合作治理、公众健康素养提升具有重要意义.本文以我国62个环保重点监测城市为样本,运用环境健康风险与环境价值评估方法,对2015年PM_(2.5)污染引发的健康风险及经济损失进行评价,结果表明PM_(2.5)污染造成约12.51万人早逝[95%CI(置信区间):3.33~20.59万人]及1 009.59万人次患病、门诊和住院(95%CI:470.38~1 501.93万人次),占这些城市市区总人口的3.53%(95%CI:1.64%~5.26%).造成经济损失5 705.57亿元(95%CI:1 930.82~8 742.14亿元),占这些城市GDP总和的1.53%(95%CI:0.52%~2.35%),人均经济损失1 970元(95%CI:667~3 018元).四大城市群中,京津冀在健康风险、健康经济损失及其占GDP比重、人均损失方面均高于长三角、珠三角及东北.三大经济区中,东部的健康风险及经济损失高于中部与西部,三地的人均经济损失差别不大.南北方的经济损失相差很小,但北方的经济损失占GDP比重与人均损失均远高于南方.保定、郑州、济南、北京等市PM_(2.5)浓度很高,健康风险与经济损失问题突出.  相似文献

The irrigation sector constitutes the backbone of Uzbekistan's economy, providing social and economic stability in the region. The sector collapsed with the fall of the Soviet Union, due to worsening of infrastructure conditions causing tensions among resource users. Subsequent irrigation management reforms were implemented in a top-down manner. More than a decade after the initial reforms – which established local Water Consumers Association (WCA) and transferred operation and maintenance responsibilities for on-farm irrigation canals – the poor performance of these associations is still apparent, illustrating the heritage of the strong role of state agencies in Uzbek water management that still affects collective irrigation management today. This paper identifies the necessary and sufficient conditions for successfully managing common pool resources (CPRs) and, more specifically, irrigation canal maintenance in the rural Bukhara region of Uzbekistan. Fifteen WCAs were examined regarding conditions that may facilitate successful irrigation canal maintenance. Methods involved focus group discussions and in-depth interviews with the associations concerned. Data gathered was analyzed using fuzzy-set qualitative comparative analysis. The results indicate that two paths of local factors can lead to well-maintained irrigation canals: (1) the combination of appropriate chairmanship skills with sustainable resource appropriation or (2) the combination of appropriate chairmanship skills with the presence of effective participatory governance. The results also illustrate the role of path-dependence and traditional co-production of irrigation management in Uzbekistan.  相似文献

Using a human security perspective, we investigate how the history of land tenure changes has driven sustainability in southern African savannas. The paper examines four countries—Botswana, Mozambique, South Africa and Zimbabwe. Two research questions are addressed: first, how has colonial land tenure and distribution affected people's options and capacity to end, mitigate or adapt to risks to their human, environmental and social rights, and what have been the related effects on land uses and degradation? Second, to what extent have post-independence land reforms addressed threats to human security and political causes of land degradation? The inequitable distribution of land and colonial legacy of dual or pluralistic systems of tenure are found to be at the root of many agrarian and environmental problems. Post-independence land reforms have largely failed to address these fundamental issues, sometimes even reinforcing threats to social, economic and environmental sustainability. The skewed distribution of land and resources, insecure rights, and the marginalisation and restriction of savanna livelihood systems have persisted, undermining human security and environmental integrity in the region as well as leading to mounting conflict and insecurity.  相似文献

Artisanal and small-scale mining (ASM) provides an important source of livelihood for rural communities throughout the world. These activities are frequently accompanied by extensive environmental degradation and deplorable socio-economic conditions, both during operations and well after mining activities have ceased. As gold is easily sold and not influenced by the instability of local governments, it is the main mineral extracted by artisanal miners. Mercury (Hg) amalgamation is the preferred gold recovery method employed by artisanal gold miners and its misuse can result in serious health hazards for miners involved in gold extraction, as well as for surrounding community inhabitants, who may be exposed to mercury via the food chain. The rudimentary techniques characteristic of ASM result in a number of occupational hazards, other although most risks are primarily attributed to machinery accidents and ground failure, such as landslides and shaft collapses.Several technologies and methods commonly utilized by large-scale mining operations can be downsized to smaller scale operations. However, the likelihood that miners will adopt these large-scale methods, or those developed specifically for ASM, depends upon some key factors. For an artisanal miner, these factors include: (1) increased or comparable simplicity, (2) quick recovery of the economic mineral, and (3) demonstrated financial gain. Other practical aspects, such as the availability of materials (chemicals, steel rods, piping, generators, etc), capital and operating cost requirements and access to technical support, also influence acceptance of new techniques.This article will review four inter-related areas: first, the limitations and benefits, for ASM, of a number of specific technologies; second, the role of Processing Centers in education, information dissemination and provision of “clean” services; third, benefits and challenges associated with formalization of ASM activities; and fourth, the contribution of ASM to the development of sustainability of communities, primarily through diversification of livelihoods. The appropriate application of technologies, particularly given the diversity of ASM communities around the world, will also be explored.  相似文献

Coastal flooding affects physical and social place attachments. Values-based approaches to climate change adaptation examine how risks to place attachments are distributed within and among communities, with a view to informing equitable adaptation policies. In this nascent body of research, divergent theoretical frameworks and empirical approaches to measuring social values are evolving. While some studies explore the things people value about their everyday lives generally—the lived values approach, others locate specific social and cultural values in geographic space—the landscape values mapping approach. This study aims to compare the explanatory value of these two approaches for understanding the social risks of sea-level rise, and appraise whether either or both approaches are likely to meet local adaptation planning needs. It does this by examining the potential social impacts of sea-level rise in Kingston Beach, Australia, informed by a mail-out survey of the community. The lived values approach identified that the natural environment, scenery, relaxed lifestyle and safety are highly important to local residents, while the landscape values mapping approach revealed that Kingston Main Beach is the most highly valued of eight coastal landscape units. Incorporating the landscape values mapping into the lived values cluster analysis revealed that while Kingston Main Beach is highly important for its recreational value to some members of the community, for others manmade features such as community halls or sports ovals may be of higher importance because they facilitate social interactions. There is potential to further integrate these two approaches to better inform adaptation policy about how lived and landscape values are distributed among communities, where they are located in space and whether they change over time. A deeper understanding of such assigned values can lead to improved engagement with coastal residents to inform adaptation policy now and into the future.  相似文献

After 30 years of economic reform since opening to the outside world in 1978, China's Gross Domestic Product (GDP) has increased by 150% over the past 15 years. The sustainability of such intense economic activity has been questioned from the perspectives of the social, environmental, and economic dimensions of sustainability. In this study, we assessed the spatial and temporal trends in sustainable development in two sensitive agricultural areas of China: Dezhou district, a well-developed region, and Guyuan district, an underdeveloped region. We used the pressure–state–response (PSR) model and a participatory approach that involved local experts to select and evaluate 27 area-specific indicators, then calculated changes in their values from 1985 to 2002. We aggregated these indicators into dimension- and PSR-specific indices to assess the sustainability of development in both regions. There two regions differed greatly in sustainability, but the current status of sustainable development raises concerns in both areas, especially from the perspective of balancing the three dimensions of sustainability. In 2002, Dezhou district performed well economically, with an index value of 0.78 (where 1.0 = sustainable), followed by environmental and social sustainability (both with index values of 0.48). All three indices have increased since 1985 (by 0.17, 0.25, and 0.13, respectively). In Guyuan district, environmental sustainability was highest (with an index value of 0.73), followed by economic and social sustainability (values of 0.55 and 0.37, respectively), but economic sustainability has decreased by 0.04 since 1985, whereas environmental and social sustainability increased by 0.18 and 0.12, respectively. To promote sustainable regional development, development priorities should be determined by considering both the regional and temporal variation in the three sustainability indices.  相似文献

Local governments are on the front line of efforts to address climate-related impacts. Recognizing this, there is a growing movement to develop and deliver tools, resources, and services to support local communities’ climate adaptation initiatives. There is, however, limited understanding of what specific types of resources exist and how well these resources match the needs of local practitioners. To bring clarity to these questions, we: 1) assessed the current landscape of climate-adaptation resources and services; 2) surveyed community practitioners to learn how well these resources align with their needs; and 3) convened leading service providers and local practitioners to identify strategic opportunities for moving the adaptation field forward. Findings demonstrate that existing services and resources are meeting the early phases of local adaptation efforts such as conducting vulnerability assessments and creating adaptation plans, but are failing to meet the needs associated with implementing, monitoring, and evaluating adaptation activities. Additionally, a lack of funding and staff time to support adaptation, as well as inaccessible resource formats are barriers impeding local climate adaptation efforts. The mismatch between the types and formats of services being provided and the needs of local governments means that more work is needed to ensure that climate adaptation resources are responsive to the existing and future needs of local governments. Moreover, our research finds that there is a strong and growing need to organize and streamline the climate adaptation resource and service landscape so that practitioners can easily, effectively, and efficiently access the resources they need to build more resilient local communities.  相似文献

A vulnerability approach to climate change adaptation research is employed to explore prospects of agricultural adaptation to climatic variability and change. The methodological approach focuses on the system of concern, in this case, farms in Perth County, Ontario. Twenty-five interviews and four focus groups with farmers were used to identify climate risks on farms, and to document farmers’ responses to conditions and risks associated with climate and weather. The information collected describes a complex decision-making environment, with many forces both external and internal to the farm operation influencing management decisions. Within this environment, climate and weather are consistently referred to as a significant force influencing both farm operations and management decisions. Farmers have, however, developed a wide-range of anticipatory and reactive management strategies to manage climate risks. While these have potential to address future climate-related risks and opportunities, there are limits to adaptation, and an increase in the frequency of extreme events may exceed their adaptive capacities. Farmers are also generally unaware and/or unconcerned about future climate change, which could constrain opportunities to adopt long-term climate change adaptations.  相似文献

Many cities worldwide seek to understand local policy priorities among their general populations. This study explores how differences in local conditions and among citizens within and across Mumbai, India shape local infrastructure (e.g. energy, water, transport) and environmental (e.g. managing pollution, climate-related extreme weather events) policy priorities for change that may or may not be aligned with local government action or global environmental sustainability concerns such as low-carbon development. In this rapidly urbanizing city, multiple issues compete for prominence, ranging from improved management of pollution and extreme weather to energy and other infrastructure services. To inform a broader perspective of policy priorities for urban development and risk mitigation, a survey was conducted among over 1200 citizens. The survey explored the state of local conditions, the challenges citizens face, and the ways in which differences in local conditions (socio-institutional, infrastructure, and health-related) demonstrate inequities and influence how citizens perceive risks and rank priorities for the future design and implementation of local planning, policy, and community-based efforts. With growing discussion and tensions surrounding the new urban sustainable development goal, announced by the UN in late September 2015, and a new global urban agenda document to be agreed upon at ‘Habitat III’, issues on whether sustainable urbanization priorities should be set at the international, national or local level remain controversial. As such, this study aims to first understand determinants of and variations in local priorities across one city, with implications discussed for local-to-global urban sustainability. Findings from survey results indicate the determinants and variation in conditions such as age, assets, levels of participation in residential action groups, the health outcome of chronic asthma, and the infrastructure service of piped water provision to homes are significant in shaping the top infrastructure and environmental policy priorities that include water supply and sanitation, air pollution, waste, and extreme heat.  相似文献

Vulnerability is a term frequently used to describe the potential threat to rural communities posed by climate variability and change. Despite growing use of the term, analytical measures of vulnerability that are useful for prioritising and evaluating policy responses are yet to evolve. Demand for research capable of prioritising adaptation responses has evolved rapidly with an increasing awareness of climate change and its potential impacts on rural communities. Research into the climate-related vulnerability of Australian rural communities is only just beginning to emerge. Current research is dominated by hazard/impact modelling, drawing on a heritage of managing the risks posed by seasonal climate variability. There is a natural tendency to use the same risk management approach to understand the emergent nature of vulnerability. In this paper, we explore the consequences for policy advice of imperfectly examining vulnerability through the lens of an impact/hazard modelling approach to risk management. In a second paper in this series, we show how hazard/impact modelling can be complemented with more holistic measures of adaptive capacity to provide quantitative insights into the vulnerability of Australian rural communities to climate variability and change.  相似文献

Climate change mitigation and air quality management are mostly addressed separately in South African legal acts and policies. This approach is not always coherent, especially in the context of other serious issues South Africa is facing, such as poverty alleviation. Policies implemented to mitigate climate change might increase negative health affects due to unanticipated outcomes (e.g. increased local air pollution), and these indirect consequences must therefore be taken into account when devising mitigation strategies. However, greenhouse gas mitigation policies can also have co-benefits and positive impacts on local air pollution. An evidence-based approach that takes into account greenhouse gas emissions, ambient air pollutants, economic factors (affordability, cost optimisation), social factors (poverty alleviations, public health benefits), and political acceptability is needed tackle these challenges. A proposal is made that use of an integrated climate/air pollution techno-economic optimising model, such as the Greenhouse Gas and Air Pollution Synergies (GAINS) model, may provide a rational decision support tool to guide policy makers into effective strategies for combined Climate Change and Air Quality mitigation measures.  相似文献
