The National Park Service (NPS) is increasingly focusing on alternative transportation systems in national parks to address environmental and social problems arising from a historical reliance on personal automobiles as the primary means of visitor access. Despite the potential advantages, alternative transportation may require a reorientation in the way that Americans have experienced national parks since the advent of auto-tourism in the early twentieth century. Little research exists, however, on visitor perspectives towards alternative transportation or the rationale underlying their perspectives. It remains unclear how transportation systems affect visitors’ experiences of the park landscape or the factors influencing their travel behavior in the parks. This report presents an interpretive study of visitor perspectives toward transportation management in the Yosemite Valley area of Yosemite National Park, California. Qualitative analysis of 160 semi-structured interviews identified individual psychological factors as well as situational influences that affect visitors’ behavior and perspectives. Individual psychological factors include perceived freedom, environmental values and beliefs, prior experience with Yosemite National Park and other national parks, prior experience with alternative transportation in national parks, and sensitivity to subjective perceptions of crowding. Situational factors included convenience, access, and flexibility of travel modes, as well as type of visit, type of group, and park use level. Interpretive communication designed to encourage voluntary visitor use of alternative transportation should focus on these psychological and situational factors. Although challenges remain, the results of this study suggest approaches for shaping the way Americans visit and experience their national parks to encourage environmental sustainability.  相似文献

/ This study intended to explore the perceptions of mountain bikingmanagement through a mail survey of state park directors in all 50 states.With a 100% response rate, it was found that 47 states permit mountainbiking in their state parks, however, few state parks have formalized plansto manage this outdoor activity. The management policies that do exist arenot followed on a statewide basis but vary within each state and at eachstate park. Many states have worked cooperatively with local mountain bikingclubs to develop and maintain mountain bike trails, promote rider education,and provide volunteer patrols on trails. The issue of user conflict surfacedwith almost three-fourths of the managers responding that conflict existedbetween mountain bikers and other trail users. This preliminary study shouldprompt further research with on-site managers focusing on the use ofmanagement plans for mountain biking, cooperation between managers and usergroups, and user conflict. This study examined the relationship between environmental concern and ratings of acceptability of environmental impacts among visitors at two national park settings. Based on the concept of a social ecological paradigm shift, it was hypothesized that individuals with greater levels of environmental concern are less accepting of environmental impacts in national parks than individuals with lesser degrees of concern. Sample data came from Cape Lookout National Seashore (N=392) and Moores Creek National Battlefield (N=236), two national park units in the south-eastern U.S.A. Environmental concern was measured by the New Ecological Paradigm scale. Acceptability was measured by visitor responses to 25 items covering different types of environmental park impacts. Analysis of variance and Tukey's means comparison procedure were used to test for differences between groups defined by levels of environmental concern on impact acceptability. Significant relationships were found between environmental concern and 15 of the 25 specific impacts in the Cape Lookout sample and 13 significant relationships were found in the Moores Creek sample. However, the relationships between environmental concern and acceptability varied somewhat across the two samples. These findings suggested that individuals with greater environmental concern were less accepting (or tolerant) of certain types of park impacts, while individuals with lesser degrees of environmental concern were more accepting of certain park impacts. Differences across the study settings were attributed to the different orientations of park visitors between the two national park units and recency effects. While the data reported are preliminary, they should be informative for park management purposes, particularly in the determination of standards for park impacts.  相似文献

/ This review will trace the evolution of beyond boundary/buffer zone thinking and policy responses in the US National Park Service (NPS); address buffer zone science, benefits, and limitations; examine pertinent legal and social concerns; highlight some agency attempts to create buffer zone-like areas; and propose highlights of a protected area strategy, with buffer zones and corridors as one component. Some findings follow. The need to expand national parks to accommodate large ungulate movement began in the late 1800s, but the recognition that such land was also needed to thwart human impacts such as poaching surfaced in the 1930s. External park buffer zone recommendations by 1930s park scientists were not implemented, and other related adopted policy forgotten, supporting the belief that great insight can be discovered in forgotten institutional history. Buffer zones can remedy some impacts but not others, but their benefits are multiple and underappreciated. The science of buffer zones is very immature and deserves more attention. A present primary obstacle to creating park buffer zones and connecting corridors is a social climate opposing federal initiatives that may intrude on the rights of private landowners. Some proactive NPS bufferlike activity examples are reviewed, but there were none where permanent, complete, effective nonlegislated park buffer zones, derived from nonfederal property, circumscribed large natural area parks. The need for buffer zones and corridors may be a symptom of inadequate regional planning. Options to create buffer zones from private and federal land are outlined. A comprehensive, overall protected area strategy must include more than just buffer zones, with highlights provided. Because optimal regional planning for US national parks is now thwarted by land-use politics, American society must soon decide what is most crucial to future well-being. A procedure for evaluating different areas as national parks based on a scoring system is proposed. A National Park Evaluation Form (NPEF) evaluating natural, cultural, and recreational resources in accordance with international criteria for national parks is presented. The evaluation points given to an area indicate the possibility of the area becoming a national park. In this method, subjectivity and bias have been minimized by a special application of the Delphi technique. The method outlined here could help in the efforts of selecting and establishing national parks in many countries.  相似文献

Illegal activities and use of park resources are the main challenges facing mountain gorilla (Gorilla beringei beringei) conservation and the protection of their habitats in the East Africa’s Greater Virunga Transboundary Landscape (GVTL). Indigenous residents around GVTL are considered the primary illegal users of park resources. Despite this, there is limited understanding of the current and past perceptions of indigenous residents living in communities adjacent to two GVTL parks; Volcanoes National Park in Rwanda and Mgahinga Gorilla National Park in Uganda. Equally, there is also limited understanding regarding the actual incidences of illegal activities inside both parks. This paper addresses these gaps. Perception data were collected from indigenous residents living adjacent to both parks. Further, Ranger-based Monitoring (RbM) data from both parks were analyzed to determine actual numbers and types of illegal activities over the 9-year period. Interestingly, findings indicated that residents perceived the prevalence of illegal activities to be decreasing across GVTL. To the contrary, RbM findings indicated that the number of actual illegal activities was increasing significantly, particularly in Volcanoes National Park. The discrepancy found between the two perspectives provides for a discussion of the social biases potentially present in these data, and their implications for management. Results also illuminated the subsistence-related nature of most illegal behaviors and suggest that to reduce illegal activities and local dependency on park resources, park management must work with communities and support them in tapping into alternative livelihoods and finding ways to address community household subsistence needs.  相似文献

Large crowds in parks can be a problem for park managers and visitors. However, perceptions of crowding are difficult to measure due to coping mechanisms deployed by park visitors. Furthermore, perceptions of crowding should not be measured in isolation, but rather as part of a suite of conditions that comprise the visitors’ outdoor experience. We used a dichotomous choice experiment with visual images and eight attributes to estimate park users’ utilities associated with their visitor experience in Garibaldi Provincial Park in British Columbia, Canada. Our visual method allowed us to control for background view and compare user preferences on hiking trails with preferences at final destinations. We find that utilities are more sensitive to crowding at viewpoints than to other aspects of the outdoor experience. Thus, visitor satisfaction and crowding perceptions are more likely to be defined by where visitors have these encounters rather than the total number of encounters.  相似文献

Urban national parks were designed in the 1970s to bring nature and recreational opportunities to socio-economically disadvantaged communities in the USA. Using the theoretical frame of environmental justice, this paper discusses findings of a recent survey of visitors to Los Angeles' Santa Monica Mountains National Recreation Area – the United States' largest urban national park. Findings show park visitors were predominantly white, affluent, and lived nearby. People of colour travelled further, were significantly less likely to be return visitors, and were less inclined to use the park for active recreation. Seemingly, this park fails to meet the needs of the disadvantaged urban communities for whom it was created, a problem that may also affect other parks in the United States and potentially parks in other countries. Park planners and managers can take practical steps to increase accessibility to this park for people of colour and low-income earners, and should monitor other parks for patterns of ethno-racially differentiated access and utilisation.  相似文献

In light of the increasing mandate for greater efficiency in conservation of natural reserves such as national parks, the present study suggests educational approaches as a tool to achieve conservation purposes. Currently, the management of human–wildlife interactions is dominated by regulatory strategies, but considerable potential exists for environmental education to enhance knowledge in the short run and to prompt attitude change in the long run. A framework for conservation based on both traditional regulatory- and behavior-oriented strategies was proposed whereby the level of knowledge that park visitors have acquired comprises an obvious outcome and establishes a basis upon which the effectiveness of regulatory- and behavior-based regimes could be assessed. The perceptions regarding park-related issues of two distinct visitor groups (locals and nonlocals) are summarized from a survey undertaken in Vikos-Aoos national park. The findings suggest a superficial knowledge for certain concepts but little profound understanding of the content of such concepts, indicating that knowledge-raising efforts should go a long way towards establishing a positive attitude for the resource. Visitors' poor knowledge of the park's operation regulation contest the efficiency of the presently dominant regulatory management regime. While geographical distances did not appear to significantly differentiate knowledge between the two groups, wilderness experience (as certified by visits to other parks) was proved to be an impetus for generating substantial learner interest in critical park issues among nonlocal visitors. School education and media were found to be significant knowledge providers.  相似文献

本文研究了天津市工业园区发展沿革和经济环境绩效,分析了2018—2020年园区“围城治理”措施及成效,识别新时代园区绿色发展面临的主要挑战,最后提出策略建议。研究发现:天津工业立市特征突出,工业园区更是主战场,曾为全国园区的发展起到重要带头作用。园区“围城治理”较好地解决了存量土地、环境等问题,开启了天津园区发展新阶段。天津市工业园区绿色发展仍面临基础薄弱、驱动力减弱、保留园区与被整合园区协同高质量发展路径不清晰等挑战。研究提出三项建议:一是立足天津在京津冀协同发展中的功能定位,提升园区科技创新平台功能,加速科技创新资源及高端创新要素向园区流动,提升产业链、供应链、创新链协同配套能力,激发园区科技创新动能。二是加强体制机制创新,全市强化园区顶层设计和统筹协调,分区分类制定园区跨越式发展策略并完善考核机制,开展绩效评价动态优化。三是以园区能源环境基础设施绿色化和数据驱动精细化管理能力提升为抓手,深化园区转型发展,提升产业能级。  相似文献

Myanmar's protected area (PA) system began nearly 150 years ago under royal patronage. Park policies and practices, embodied in 19 pieces of legislation developed sporadically during and after the colonial period. As a result of the FAO-UNDP's Nature Conservation and National Parks Project (1981-1985) the government established the Nature & Wildlife Conservation Division and placed it within the Forest Department as the agency responsible for PA management. As a consequence the number of parks increased from 14 to 33. Myanmar's median park size is less than 50 km(2), but only five parks (15%) are larger than 1000 km(2). Most parks conserve terrestrial habitats; parks encompassing inland wetlands, mangrove, and marine habitats are limited in number and size. Existing PAs unequally represent Myanmar's ecosystems; the Malay Transition, Burmese coast, Burmese Transition and Cardamom Mountains bio-units are under-represented within the system. The effective total PA size (i.e., area of all parks less the area of 13 paper parks) is currently about 2.1%. Budgetary support for parks increased 11% since 1996, but is insufficient to address park needs, particularly in remote parks that are understaffed. Limited education and training of PA staff is a major factor limiting effective park management. Fifty-eight percent of park wardens are educated as foresters, and 42% have university degrees. The average posting in a park is 4 years, which is less than ideal for management continuity. Recommended actions to secure Myanmar's PAs include evaluation and reformulation of policies, increasing representation of Myanmar's habitats within the PA system, management planning, and standardizing protocols for anti-poaching patrols and other forms of law enforcement. Improved leadership training for wardens and range forest officers can also improve park management. Funding for community relations and more integrated management of parks and people can reduce conflicts, while environmental education and outreach activities can provide some needed services. Finally, new ways and means are needed to support these activities. Myanmar's PAs need creative and sustainable means of support, including partnerships with non-government organizations to supplement traditional means of support.  相似文献

Understanding perceptions of global environmental issues, such as climate change, can help inform resource management, policy development, and communication with constituents. Although a considerable amount of research documents citizens’ perceptions of climate change, few have investigated how interactions with climate-impacted parks and protected areas influence these perceptions, and consequently elements of environmental management. Using a mixed methods Instrument Development Approach, the researchers examined the stability of park visitors’ (N = 429) climate change perceptions during a daylong interaction with climate-sensitive and influenced resources at Kenai Fjords National Park in Alaska. Results indicate that global-level beliefs about climate change remained relatively stable during a park experience, but perceptions about climate change at the park-level (e.g., impacts) appeared more malleable. Findings also revealed the type of park experience (terrestrial vs. marine) can influence the degree of change in visitors’ perceptions. Implications for communication, outreach, and park management are discussed.  相似文献

Traditional park and reserve selection techniques that rely exclusively on expert assessment can marginalize local knowledge and values in the review process. Using survey data from the Otways region of Victoria, Australia, we present a method that differentiates between public and private lands using locally perceived landscape values. The results are used to assess prospective national park expansion areas. Two data models of mapped landscape values—vector and raster—were analysed using discriminant analysis to classify and predict land status. Results indicate survey respondents hold more indirect and less tangible values for national parks and reserves, and more direct use values for private lands. There was moderate agreement between public and expert-derived national park boundaries. The mapping of local landscape values appears useful in planning and reviewing public land classifications, and when combined with biological assessments, can strengthen protected areas planning and management in Australia and elsewhere.  相似文献

National park resource management planning requires ecological information describing the objectives to be achieved. This information must be quantitative and unambiguous. Since most acts creating United States national parks, beginning with the Yellowstone National Park Act of 1872, specify that these parks should be maintained in a natural condition, resource management objectives for each national park must be defined in terms of quantitative standards of naturalness. Such quantitative standards of naturalness do not yet exist for any national park in the United States. Although this article focuses on US national parks, the same problem exists in national parks, reserves, and wilderness areas throughout the world. The physical evidence needed to develop quantitative standards of naturalness is rapidly disappearing because of the effects of management fires, wildfires, decomposition, successional changes, and other disturbances. Therefore, a nationwide rescue ecology program is recommended to recover as much remaining ecological information as possible before it is lost. This information is essential for developing quantitative standards to restore naturalness to national parks.  相似文献

Natural areas of national parks constitute unique ecological and aesthetic resources. Since the inception of national parks, it has been apparent that they are susceptible to threats that result in significant change and damage. Today, major issues concerning management of parks relate to questions of expanded visitor use and what types of facilities are to be deemed appropriate, that is, the dilemma of preservation versus use. In the United States of America, resolution of this dilemma must, strictly speaking, be based upon intent and meaning of Congressional legislation. The traditional interpretation of legislation in the U.S. has been to provide for a balance of use and preservation. However, extensive review of the literature of national park policy reveals a remarkable lack of elaboration and clarification of legislative meaning. Based upon a critical analysis of pertinent legislation, which has heretofore been ignored, we provide an interpretation of legislative meaning which strongly supports a policy of preservation of park resources.  相似文献

The debate over snowmobiling and other types of motorized recreation in US national parks signals the need for a better understanding of the meanings of these experiences. The fundamental issue facing many parks is whether snowmobiling is an appropriate activity. The matter of appropriateness is anchored in two questions: (1) Does snowmobiling in national parks cause unacceptable biophysical and social impacts? (2) Are snowmobiling experiences consistent with the fundamental purposes of national parks? This article particularly addresses the appropriateness issue and presents the findings of an interpretive study of the meanings of snowmobiling experiences in Yellowstone National Park (YNP). Sixty-five semistructured interviews were conducted with winter visitors who used snowmobiles in the park during the winter season of 1999. Overall, the study findings reveal that visitors on snowmobiles view YNP as a place to experience its wildland attributes, such as natural scenery, geothermal features, and, especially, wildlife. Snowmobiling is perceived as a mode of transportation rather than the experience in and of itself. The results challenge the popular image of snowmobiles as thrill-craft and snowmobilers as thrill-seekers. The study demonstrates that snowmobiling in YNP affords highly meaningful recreational experiences, grounded in appreciating the park’s unique natural features and attributes.  相似文献

This paper investigates the effectiveness of protected areas in slowing tropical forest clearing in 64 countries in Asia/Pacific, Africa and Latin America during the period of 2001–2012 by comparing deforestation rates inside and within 10 km outside of the boundaries of protected areas. Annual time series of these deforestation rates were constructed from recently published high‐resolution data on forest clearing from Hansen et al. (2013). For 4,028 parks, panel estimation based on a variety of park characteristics was conducted to test if deforestation was lower in protected areas because of their protected status, or if other factors explained the difference. From a sample of 726 parks established since 2002, a test was also conducted to investigate the effect of park establishment on protection. Findings suggest park size, national park status and management by indigenous people all are significantly associated with effective protection across regions. For the Asia/Pacific region, the test offers compelling evidence that park establishment has a near‐immediate and powerful effect.  相似文献

Transportation infrastructure in national parks has historically been designed for the automobile. With more vehicles in the parks, visitors found themselves in circumstances more reminiscent of a city than a park. Traffic jams, overcrowding, illegal parking, horn honking, and idling vehicles became common, creating stress and contributing to air and noise pollution, the very things visitors were hoping to get away from. Park managers began searching for alternatives, including shuttle systems. Many national parks have implemented optional shuttle systems, but relatively few have completely closed roads to vehicles, transporting visitors on mandatory shuttles. Zion National Park instituted a mandatory shuttle system in May 2000 to relieve crowding and congestion in the main canyon and to protect natural resources. Taking a longitudinal approach, attributes of the shuttle (e.g., crowding, accessibility, freedom, efficiency, preference, and success) were assessed with experiential park factors (e.g., scenic beauty, naturalness, solitude, tranquility, air quality, and soundscape) in 2000, 2003, and 2010 by surveying shuttle-riding park visitors. While visitors initially reported a few reservations about the shuttle system, by 2003, the majority rated the system successful. Ratings of all shuttle-related variables, except crowding, improved over the decade. Improvements were greatest for freedom, accessibility, and efficiency. Multiple regression found overall shuttle success to be mediated by preference, freedom, accessibility, efficiency, and comfort. Experiential variables assessing park conditions followed a similar pattern, with improved ratings as the decade progressed. Results provide important insights into the visitor experience with mandatory alternative shuttle systems in national parks.  相似文献

Cross-boundary issues for national parks: What works “on the ground”   总被引:1,自引:0,他引:1  
In recent years, cross-boundary management has become an essential part of park management. In this article we compare the perspectives of managers of several US national parks to the advice on this issue presented in the published literature. Data were obtained from interviews of the superintendents, assistant superintendents and resources managers of five major western national parks and from a survey of participants in a NPS workshop attended by park superintendents, scientists, and resource managers; law enforcement personnel; and interpreters. Three themes related to boundary management were consistently stressed by park managers: (10 a lack of sufficient funds and personnel within the parks; (2) the need for reliable information on both political and natural processes; and, (3) the importance of personal interactions between park staff and individuals from the surrounding area. Basic data collection, the documentation of trends, cooperative groups and personal contacts, educational programs, and land acquisition were the most useful strategies. A lack of funds and information, ineffective communication, enforcement problems, and a lack of motivation for parties to reach a negotiated agreement were the most serious obstacles. A wide range of valuable institutional knowledge concerning boundary management exists within the National Park Service; however, there appears to be a gap between published strategies and the approaches that work “on the ground”.  相似文献

This paper appraises, in the context of the current debate concerning national parks for Scotland, factors that may have contributed to the achievement of national park purposes in England and Wales. Voluntary support, presumptions and resources are seen as crucial to the achievement of those purposes; while the few extra powers available to the national park authorities and the plan making process are seen to be of some importance. In contrast, it is argued that the much‐debated nature of the administrative authority has had little effect on the extent to which park purposes are achieved.  相似文献
