This paper explores the concept of environmental justice (EJ) in solid waste management (SWM) in Kinshasa, the Democratic Republic of Congo (DRC). It evaluates the extent to which EJ occurs in SWM and discusses the factors accounting for this state of affairs. The paper examines the relevant theoretical framework(s) and mechanisms that would facilitate the attainment of EJ in Kinshasa. It is argued that solid waste (SW) often ends up in the poorest and least powerful communities in the cities of the DRC. A qualitative research methodology, which includes exhaustive critical review of the literature, system analysis, reflections from best practices through case studies and discussion with stakeholders, was used for this study. Findings revealed that SWM in Kinshasa is a duty entrusted to publicly-funded municipal authorities. There are evidences of a clear divide between the rich and poor neighbourhoods in the manner SW is managed. This is an inequality that has only recently begun to be recognised as injustice practices in SWM. It is argued that a politico-cultural mechanism on remedying SWM inequities could enable changes that will address EJ in Kinshasa. Such a solution will go directly against the prevailing notion “some happy, others sad”.  相似文献

This paper investigates social and environmental injustices in solid waste management in Kinshasa, the capital of the Democratic Republic of Congo. The urban poor in most parts of Kinshasa bear a huge encumbrance of the solid waste burden and face multiple challenges associated with poor management of solid waste. This situation has resulted in poor and unhealthy living conditions for the majority of the urban residents. The problem of solid waste management in Kinshasa has further been compounded by rapid urbanisation which has occurred in the face of poor urban governance, civil conflict and weak institutional set-up. The combination of these challenges has resulted in increased overcrowding, poor sanitary conditions, lack of water and an unprecedented accumulation of solid waste which have triggered a myriad of urban problems. The worst affected are the poor urban who reside in locations that receive little or no socio-economic services from the Kinshasa Municipal authority. Using secondary data collected through a desk study, this paper argues that the poor solid waste situation in Kinshasa is not only a health risk, but also presents issues of both social and environmental injustices. These issues are analysed within the context of evolving arguments that focus on the need to develop a pro-poor approach in solid waste management that may present an opportunity for achieving both social and environmental justice for the urban poor in Kinshasa.  相似文献

Solid waste management (SWM) is one of the most challenging issues faced by developing countries that suffer from serious pollution problems caused by the generation of large waste quantities. This paper presents the case study of SWM in the Nablus district – Palestine. Surveys for household residents' and SWM program operators, field investigations, on-site waste measurements and characterizations were conducted. Per capita waste generation rates varied between different localities although trends were similar. Overall, the majority of waste was organic (65.1% by weight), suggesting a strong resource recovery potential in terms of animal feed or compost. Recyclable waste (plastic, paper and card) made up 16.7% by weight the waste composition suggesting an incentive to introduce source separation. Household attitudes complemented the waste characterization study, revealing the main problems faced. SWM operators quoted on the current status, highlighting problems with disposing in unsanitary landfills, ineffective solid waste fees system, increasing solid waste quantities and lacking equipment and experienced personnel. To enhance sustainable SWM, public awareness, funding, expertise, equipment and facilities and other provisions currently lacking or inappropriate must be provided.  相似文献

Municipal solid waste (MSW) services of developing countries often suffer due to the lack of financial and operational autonomy, scientific approach, and adequate levels of resources. The solid waste management (SWM) practices of developed countries are benefited in cost and efficiency due to the participation of private players and sound financial management. However, developing economies depend on local municipalities to own and operate SWM services amidst structural and financial inefficiency. With the demands of augmenting efficient and cost-effective SWM services to the expanding population of cities and towns of newly industrialized nations on the rise, the municipalities in these countries are under pressure to adopt ways and means that can support efficient utilization of resources and improved decision-making capabilities. This research article reflects the current state of the MSW services in India and explores full cost accounting (FCA) framework in its ability to generate information on cost-related aspects and sustainable deployment of resources. Lastly, the extensibility of FCA is tested by integrating externalities of MSW services.  相似文献

Solid waste management (SWM) is at the forefront of environmental concerns in the Lower Rio Grande Valley (LRGV), South Texas. The complexity in SWM drives area decision makers to look for innovative and forward-looking solutions to address various waste management options. In decision analysis, it is not uncommon for decision makers to go by an option that may minimize the maximum regret when some determinant factors are vague, ambiguous, or unclear. This article presents an innovative optimization model using the grey mini-max regret (GMMR) integer programming algorithm to outline an optimal regional coordination of solid waste routing and possible landfill/incinerator construction under an uncertain environment. The LRGV is an ideal location to apply the GMMR model for SWM planning because of its constant urban expansion, dwindling landfill space, and insufficient data availability signifying the planning uncertainty combined with vagueness in decision-making. The results give local decision makers hedged sets of options that consider various forms of systematic and event-based uncertainty. By extending the dimension of decision-making, this may lead to identifying a variety of beneficial solutions with efficient waste routing and facility siting for the time frame of 2005 through 2010 in LRGV. The results show the ability of the GMMR model to open insightful scenario planning that can handle situational and data-driven uncertainty in a way that was previously unavailable. Research findings also indicate that the large capital investment of incineration facilities makes such an option less competitive among municipal options for landfills. It is evident that the investment from a municipal standpoint is out of the question, but possible public–private partnerships may alleviate this obstacle.  相似文献

In developing countries, several unregulated landfills exist adjacent to large cities, releasing harmful contaminants to the underlying aquifer. Normally, landfills are constructed to hold three types of waste, namely hazardous waste, municipal solid waste, and construction and demolition waste. Hazardous waste and municipal solid waste landfills are of greater importance as these pose greater hazard to groundwater, in comparison with landfills holding waste from construction and demolition. The polluting landfills need to be prioritized to undertake necessary control and remedial measures. This paper assesses existing site hazard rating systems and presents a new groundwater contamination hazard rating system for landfills, which can be used for site prioritization. The proposed system is based on source-pathway-receptor relationships and evaluates different sites relative to one another. The system parameters have been selected based on literature. The Delphi technique is used to derive the relative importance weights of the system parameters. The proposed system is compared with nine existing systems. The comparison shows that the site hazard scores produced by the existing systems for hazardous waste, municipal solid waste, and construction and demolition waste landfills are of the same order of magnitude and tend to overlap each other but the scores produced by the proposed system for the three types of landfills vary almost by an order of magnitude, which shows that the proposed system is more sensitive to the type of waste. The comparison further shows that the proposed system exhibits greater sensitivity also to varied site conditions. The application of different systems to six old municipal solid waste landfills shows that whereas the existing systems produce clustered scores, the proposed system produces significantly differing scores for all the six landfills, which improves decision making in site ranking. This demonstrates that the proposed system makes a better tool for prioritization of landfills for adopting control measures and remediation.  相似文献

提升固废综合利用水平是近年各类政策、法规、标准的要求,从固废资源属性入手,全面分析和评价固废资源属性特征,有利于固废综合利用技术的开发应用,是提升固废综合利用水平的有效途径。本文针对目前固废资源属性特征评价体系缺失、资源属性数据缺乏等问题,以有色金属工业固废为例建立了一套资源属性评价体系。从有色金属工业固废自身的物质和能量属性,以及使其成为固废的环境、经济、技术、社会等6个维度构建评价指标体系,形成定性和定量相结合的14项指标,并以锡尾矿为例,进行实证。结果表明,除能量维度外,对锡尾矿开展资源化利用的综合潜力较大,其最具潜力的利用途径是回收有价金属,其次是作为陶瓷制品的原料,评价也指出未来在锡尾矿作为建材利用的技术方面仍需要加强研发和应用推广。评价结果以定量为主结合定性描述,为锡尾矿资源化利用方向提供了具体参照和指导,也为探索固废资源属性全面评价、完善固废资源属性数据库提供理论和方法学的借鉴。  相似文献

In this paper, the authors propose a mixed integer linear programming model for designing an Integrated Solid Waste Management System (ISWMS) to meet specific economic goals. The model refers to a set of municipalities, known as ‘local basin’, which have to share a common waste management system. At the municipal level the model allows for an identification of the optimal collection service option; at the local basin level, the model provides the optimal waste flow appropriate to the collection service option of each municipality. The model has been applied to a full-scale case study of an area located in southeast Italy. A scenario analysis was carried out to investigate alternative municipal solid waste management options, which fundamentally differ in the organic flow mass rate to be either collected and composted or landfilled. Findings show that an increase in the cost of landfilling determines the optimal collection scenario and the configuration plants tend to recover higher rates of organics in separate collection and thus higher refuse derived fuel productions. The results obtained validate the application of the model in both the strategic planning and operational phases, by supporting public administrators at both municipality and local basin level in decision making and evaluation of technical and economic performances of ISWMSs.  相似文献

Summary Present municipal waste management paradigms in Brazil do not allow for flexible approaches to solving an extremely dynamic problem. This paper discusses the basic flaws in present thinking models of residents and municipal administrators. Fundamental arguments presented on municipal solid waste relate to nomenclature, destinations, definitions, logistics, social dynamics, social assistance programs, education and employment philosophies. In each case, the consequences of the stalemate are explained in terms of the unsustainable situation of constantly growing landfills. In sequence, a proactive thinking model is presented and explained that has the potential of drastically reducing landfill size. It is called Municipal Transit Material Processing. The model has been tested successfully in small communities and is now available for scale-up. The landfill diversion achieved stands at 62% of household waste in comparison with 15% theoretically possible in Brazil with selective collection models. Although of necessity the arguments apply directly to Brazil, the basic ideas behind the reasoning may be extrapolated to other Southern countries. The following simple example will illustrate to the reader the type of paradigm inversion the paper proposes to convey. The classical political slogan in Brazil is “get children out of garbage dumps”. The inversion proposed and explained is “do away with garbage dumps”.  相似文献

Environmental life cycle assessment (LCA) developed rapidly during the 1990s and has reached a certain level of harmonisation and standardisation. LCA has mainly been developed for analysing material products, but can also be applied to services, e.g. treatment of a particular amount of solid waste. This paper discusses some methodological issues which come into focus when LCAs are applied to solid waste management systems. The following five issues are discussed. (1) Upstream and downstream system boundaries: where is the ‘cradle’ and where is the ‘grave’ in the analysed system? (2) Open-loop recycling allocation: besides taking care of a certain amount of solid waste, many treatment processes also provide additional functions, e.g. energy or materials which are recycled into other products. Two important questions which arise are if an allocation between the different functions should be made (and if so how), or if system boundaries should be expanded to include several functions. (3) Multi-input allocation: in waste treatment processes, different materials and products are usually mixed. In many applications there is a need to allocate environmental interventions from the treatment processes to the different input materials. The question is how this should be done. (4) Time: emissions from landfills will continue for a long time. An important issue to resolve is the length of time emissions from the landfill should be considered. (5) Life cycle impact assessment: are there any aspects of solid waste systems (e.g. the time horizon) that may require specific attention for the impact assessment element of an LCA? Although the discussion centres around LCA it is expected that many of these issues are also relevant for other types of systems analyses.  相似文献

Increasingly, environmental agencies are engaged in public participation activities. Unfortunately, the limited evaluation of public participation programmes also makes improvement of such programmes more difficult. To encourage further thinking about the evaluation of environmental public participation programmes, this article discusses some of the basic issues raised by evaluators of social programmes (e.g. unemployment and housing, etc.) that have served as methodological proving grounds for evaluation. These issues include why evaluate and what and how to evaluate, as well as questions concerning the role of evaluators. To illustrate ways in which evaluators of environmental public participation programmes have grappled with these issues, examples of different methodological approaches are included. Finally, based on this review, recommendations are made to improve evaluations of environmental public participation programmes, such as increasing evaluation aimed at making mid-course corrections, which includes involving participants in evaluation and assessing a variety of participatory goals.  相似文献

The performance of an intermediate-temperature proton-conducting solid oxide fuel cell (pSOFC) hybrid system is investigated in this work. The hybrid system consists of a 20-kW pSOFC, a micro gas turbine (MGT), and heat exchangers. Heat exchangers are used to recover waste heat from pSOFC and MGT. The performance of the system is analyzed by using Matlab/Simulink/Thermolib. Flow rates of air and hydrogen are controlled by assigning different stoichiometric ratio (St). St considered in this study is between 2 and 3.5 for air, and between 1.25 and 1.45 for hydrogen. Results show that the combined heat and power (CHP) efficiency increases as the fuel St decreases or air St increases. This is because lowering fuel St means fewer fuel will be wasted from the fuel cell stack, so the CHP efficiency increases. On the other hand, as air St increases, the amount of recovered waste heat increases, so does the CHP efficiency.  相似文献

In Mauritius, solid waste disposal has been a cause for concern since the 1980s. Currently, there is no segregation of waste and some 1200 tonnes of solid waste are generated daily by the 1.24 million inhabitants of the island. As processes such as recycling and composting are still in their infancy stage, most of the waste generated have to be disposed of at the sole landfill. The solid waste management practices of 1980s and early 1990s are no longer compatible with the changing composition and quantity of wastes now generated. As a result, there is an urgency to review the whole waste management system and come forward with sustainable solutions.This paper presents an overview of the disposal of non-hazardous solid waste in Mauritius and provides recommendations for improving the current disposal system.  相似文献

The increasing cost of municipal solid waste (MSW) management has led local governments in numerous countries to examine if this service is best provided by the public sector or can better be provided by the private sector. Public–private partnerships have emerged as a promising alternative to improve MSW management performance with privately owned enterprises often outperforming publicly owned ones. In Lebanon, several municipalities are transforming waste management services from a public service publicly provided into a public service privately contracted. In this context, a regulated private market for MSW management services is essential. The present study examines a recent experience of the private sector participation in MSW management in the Greater Beirut Area. The results of a field survey concerning public perception of solid waste management are presented. Analysis of alternatives for private sector involvement in waste management is considered and management approaches are outlined.  相似文献

Solid waste management in urban areas in Tanzania is examined from a governance point of view. Capitalising on the case of the Dar es Salaam City Council, governance is seen in terms of central–local government relationship and the relationship between local government and international, national, and community institutions and stakeholders. Major impediments to waste management in urban Tanzania include corruption, poor relations between the politicians and the general population, politics of privatisation, and political apathy. Lack of resources is seen as the least important of all the impediments. An evaluation of the governance of waste management with respect to public participation, privatisation, citizen-rights, accountability and transparency and financial efficiency is discussed. Management of solid wastes in Dar es Salaam and other urban centres in Tanzania should shift from command-and-control approaches to systems of partnerships between the public authorities and the various stakeholders on the urban scene. A community-based solid waste management approach is suggested for wider adoption. The strategic approach to this non-conventional method should be carried out through four steps: elaboration, trial, evaluation and extension to other neighbourhoods.  相似文献

This paper examines the application of advanced computer image processing techniques integrated with communication technologies such as radio frequency identification (RFID), global positioning system (GPS), general packet radio system (GPRS), and geographic information system (GIS) with a camera for solving the problem of solid waste collection and automated bin level detection. A new method of bin level detection is proposed that uses a Gabor wavelet filter as a feature extractor. Taking advantage of the desirable characteristics of Gabor filters, such as mask size and frequency selectivity, we have designed four filters corresponding to different frequency values for the extraction of waste features from images of the bin. The feature vector output based on Gabor filters is used as the input of the classification algorithm, which is a feed-forward back propagation (BP) network. The effectiveness of the proposed method is demonstrated on a large number of images. Both the mask size and the frequency of the Gabor filter allow it to serve as a feature extractor, and the bin level detector with the Gabor wavelet filter in conjunction with the BP acts as a classifier to provide a robust solution for solid waste automated bin level detection, collection and management.  相似文献

/ This paper is a presentation of the problems of solid waste management in Nigeria and certain important issues that must be addressed in order to achieve success. At the core of the problems of solid waste management are the absence of adequate policies, enabling legislation, and an environmentally stimulated and enlightened public. Government policies on the environment are piecemeal where they exist and are poorly implemented. Public enlightenment programs lacked the needed coverage, intensity, and continuity to correct the apathetic public attitude towards the environment. Up to now the activities of the state environmental agencies have been hampered by poor funding, inadequate facilities and human resources, inappropriate technology, and an inequitable taxation system. Successful solid waste management in Nigeria will require a holistic program that will integrate all the technical, economic, social, cultural, and psychological factors that are often ignored in solid waste programs.KEY WORDS: Solid waste; Management; Problems; Solutions; Nigeria  相似文献

Urban waste collection system is a pivotal component of all waste management schemes around the world. Therefore, the efficient performance and the success of these schemes in urban pollution control rest on the ability of the collection systems to fully adapt to the prevailing cultural and social contexts within which they operate. Conceptually, institutions being the rules guiding the conduct of public service provision and routine social interactions, waste collection systems embedded in institutions can only realize their potentials if they fully evolve continuously to reflect evolving social and technical matrices underlying the cultures, organizations, institutions and social conditions they are designed to address. This paper is a product of an analysis of waste collection performance in Ghana under two different institutional and/or organizational regimes; from an initial entirely public sector dependence to a current mix of public-private sector participation drawing on actual planning data from 1985 to 2000. The analysis found that the overall performance of waste collection services in Ghana increased under the coupled system, with efficiency (in terms of total waste clearance and coverage of service provision) increasing rapidly with increased private-sector controls and levels of involvement, e.g. for solid waste, collection rate and disposal improved from 51% in 1998 to about 91% in the year 2000. However, such an increase in performance could not be sustained beyond 10 years of public-private partnerships. This analysis argues that the sustainability of improved waste collection efficiency is a function of the franchise and lease arrangements between private sector group on the one hand and public sector group (local authorities) on the other hand. The analysis therefore concludes that if such franchise and lease arrangements are not conceived out of an initial transparent process, such a provision could undermine the overall sustainability of private sector initiatives in collection services delivery in the long term, as in the case of the Accra example.  相似文献
