The cost-effectiveness of biodiversity management of heather, herb-rich grassland and wetland habitats is compared between different farm types in the context of the Environmentally Sensitive Area (ESA) scheme in Scotland. Biodiversity is measured at two spatial levels. Costs to the public exchequer of habitat management are compared with private costs to the farmer. Biodiversity and cost are combined in cost-effectiveness ratios. Biodiversity, cost and cost-effectiveness differentials are found between farm types for all three habitats. Farms incur negligible opportunity costs in the management of all three habitats, implying farmer retention of compensating ESA management payments. It is concluded that greater account of biodiversity and cost characteristics of entrants to agri-environmental schemes would increase the costeffectiveness and transparency of schemes, and assist towards scheme assessment at the individual farm level.  相似文献

Environmental dynamics have important spatial dimensions, which calls for a spatial approach in policy analyses. Further to this, assessing agri-environmental policies involves analyses of individual measures as well as their combined effects on farmer behaviour and the environment. The integration of an economic behavioural model in a spatial framework has enabled analyses of a geographically targeted subsidy scheme for drinking water protection in combination with a uniform tax on commercial nitrogen fertilizer. Results show that policy measures for reducing nitrogen use can have combined effects (cross-achievements), thereby affecting each other's cost-effectiveness. Cross-achievements between a nitrogen fertilizer tax and a subsidy scheme based on elicitation are shown not to be additive, making partial analyses of policy measures more uncertain.  相似文献

GIS-based spatial targeting is increasingly recognised as a potentially useful tool to design more efficient policy interventions. The use of this tool has also been advocated in the context of incentive-based agri-environmental schemes, but there has been little work to date to estimate the level of efficiency gains which it may help to achieve. This paper investigates the requirements to arrive at such estimates, using a Scottish farm woodland scheme as a case study. This agri-environmental scheme aims to provide visual amenity and biodiversity. Maps of these two benefits are used to develop improved spatial targeting scenarios that deliver significant efficiency gains in comparison to the existing scheme design. The paper discusses the nature of the spatial distribution of the relevant benefits at the landscape scale and the data requirements for the realistic estimation of efficiency gains. It concludes that although much work needs to be done, the methods available today could and should play a much greater role in improving the landscape-scale design of existing land use schemes focused on the delivery of non-market benefits.  相似文献

Management of agricultural diffuse pollution requires targeting or prioritising critical source areas at various spatial scales within watersheds. This study develops, evaluates and illustrates a risk-based approach for assessment and targeting of source areas at catchment, subarea and individual farm scales. Catchment water quality data are used in conjunction with information on watershed characteristics from the New Zealand Land Resources Inventory at the subarea scale and land use information at the farm scale to assess risk and target source areas. Total phosphorus in the Lake Hayes Catchment, a high country pastoral catchment in the South Island of New Zealand, is used as a case study. Use, comparison and evaluation of several different methodologies for subareas and individual properties showed that a subarea in the upper catchment and one immediately upstream from the lake were the worst source areas. Targeting of other subareas varied dependent on the method used. The worst individual properties were targeted based on the combination of intensity of cattle and sheep grazing, fertilizer usage, bank erosion and location in the worst subareas. Water quality results are critical to successful targeting, particularly for convincing landowners that streams will benefit from best management practices on their properties. In addition to concentrations, average and extreme loadings are important. Data on catchment characteristics, particularly land use, are needed for targeting, but are not always readily available at small scales. This study demonstrated simple but useful methods for application of assessment information for quantitative targeting of contaminant source areas at different spatial scales.  相似文献

The targeting of environmental policies holds the key to their effectiveness and value for money. In this paper we look specifically at the targeting of the various agri‐environmental schemes likely to be on offer to UK farmers under a reformed Common Agricultural Policy. The manner in which these schemes are targeted—at groups of farmers or areas of land—and the precision with which target groups or target land is identified will be critical in their success or failure. One approach is to target the farming systems thought most environmentally sensitive. This avoids drawing lines on a map and may allow policy makers to channel money into the hands of economically disadvantaged farmers or those vulnerable to policy change. But there is also a need for a more radical and geographically‐targeted approach if problems like soil erosion and aquifer protection—requiring drastic land use shifts within specified areas—are to be tackled effectively. We assess the scope for using existing datasets to identify land that should be targeted under an American‐style Conservation Reserve Programme in the UK.  相似文献

Greater emphasis is being placed on indicators of agri-environmental efficiency of organic production systems. Linking environmental measures with profitability measures based on net income is the only way to develop such indicators. A stochastic production frontier model that explicitly incorporates farm decisions about acquiring and managing organic soil-improving inputs is used to measure efficiency. The results confirm that on-farm self-sufficiency in soil-improving inputs is positively related to farm-level efficiency.  相似文献

Olive production systems on sloping land: prospects and scenarios   总被引:2,自引:0,他引:2  
The ultimate objective of the EU Olivero project was to improve the quality of life of the rural population and to assure the sustainable use of the natural resources of land and water in the sloping and mountainous olive production systems (SMOPS) areas in Southern Europe. One specific objective was to develop, with end-users, alternative future scenarios for olive orchards in the five Olivero target areas. This paper discusses the development of these scenarios, and their socio-economic and environmental effects. After presenting the different production systems (SMOPS) and their strengths, weaknesses, opportunities and threats, a general overview is given of the medium- and long-term prospects. These have been validated by experts from the olive sector and foresee changes towards abandonment, intensification and organic production. On balance, the changes could lead to lower production of some target areas in future. An analysis of major external factors affecting the future development of SMOPS indicates there will be labour shortages and increased wage rates, reduced subsidies and constant or rising olive oil prices. On the basis of these assumptions, four future scenarios are developed for the five target areas, with the help of a Linear Programming simulation model. The results are presented for two target areas. For the Trás-os-Montes target area in Portugal, three of the four tested scenarios point to a high level of abandonment, while in the most positive scenario the areas under semi-intensive low input and organic SMOPS increase. In the Granada and Jaen target area in Spain, all scenarios hint at intensification, and only the orchards on the steepest slopes are likely to be abandoned. The direction and extent of environmental effects (erosion, fire risk, pollution, water use and biodiversity) differ per scenario, as do the extent of cross-compliance and agri-environmental measures.  相似文献

Agri-environmental measures (AEM) are incentive-based instruments in the European Union (EU) that provide payments to farmers for voluntary environmental commitments related to preserving and enhancing the environment and maintaining the cultural landscape. We review the AEM literature and provide an overview of important research topics, major research results and future challenges as discussed in the available literature concerning these measures. This review contributes to the existing literature by attempting to equally consider ecological and economic perspectives. The reviewed articles are analyzed regarding their regional focus, topics and methods. The analytical section of the article seeks to discuss commonly asked questions about AEM on the basis of results from reviewed studies. The vast amount of available literature provides valuable insights into specific cases and reveals a complex picture with few general conclusions. The existing research is usually either biased toward ecological or economic perspectives and fails to provide a holistic picture of the problems and challenges within agri-environmental programming (e.g., multiple measures, multiple target areas, legal aspects, financial constraints, transaction costs). Most empirical studies provide detailed insights into selected individual measures but are incapable of providing results at a level relevant to decision-making, as they neglect the role of farmers and the available AEM budget. Predominantly economic approaches often only consider rough assumptions of ecological and economic processes and are also not suitable for decision-making. Decision-support tools that build on these disciplinary results and simultaneously consider scheme factors and environmental conditions at high spatial resolution for application by the responsible authorities are rare and require further research.  相似文献

Management of river basins involves the making of informed choices about the desired levels of economic activities and ecosystem functioning in the catchment. Information on the economic and ecological effects of measures as well as their spatial distribution is therefore needed. This paper proposes the following instruments to support decision-making in river basins: (1) the linking of models and indicators to describe the economic and ecological effects of management actions and their spatial distribution and (2) an extended evaluation framework that aims to evaluate management actions on three objectives for sustainable river management. These are cost-effectiveness, spatial equity, and environmental quality. This paper illustrates the potential of these instruments for river basin management by a case-study on nutrient management in the Rhine basin. In this case-study four nutrient abatement strategies are formulated, based on policies of the International Commission for the Protection of the Rhine and the North Sea Commission. These strategies are analysed and evaluated on their contribution to the three management objectives. Results show that none of these strategies score highest on cost-effectiveness, spatial equity and environmental quality simultaneously. It appears that cost-effectiveness is in conflict with environmental quality, whereas spatial equity and cost-effectiveness show quite close correspondence. This means that a trade-off has to be made between costs and spatial equity on the one hand, and environmental standards on the other hand. This paper offers a framework to make these trade-offs more explicit and provides quantitative information on cause-effect relationships, economic and environmental effects and the spatial distribution of these effects for various management strategies. This information can be particularly useful in the development of compromises required to establish international agreement and co-operation.  相似文献

Since its introduction in the early 1960s, the EU Common Agricultural Policy (CAP) has demonstrated a capacity to adapt and change in the face of new challenges. The reformed CAP, under AGENDA 2000, encourages more environmentally friendly farming practices. In the context of their rural development plans, Member States are required to link policies on agriculture with protection of the environment and to ensure that farmers meet environmental standards. Additionally, Member States should maintain and restore the quality of both their aquatic and adjacent terrestrial ecosystems according to the Directive 2000/60/EU, 'Establishing a framework for Community Action in the field of Water Policy'. Within this framework, agri-environmental indicators play an important role in planning and implementing CAP guidelines. However, selection and use of the proper indicators remains unresolved, considering that ecosystem processes are complex and interactions in most cases not obvious. This paper proposes a methodology for assessing the environmental state and impacts of current land use and management when implementing agri-environmental measures of CAP. The proposed methodology includes a modified Driving forces-Pressures-Impacts-Responses (DPSIR) framework, identification of Zones of Specific Functional Interest (ZSFI), and criteria for selecting agri-environmental indicators, which assess the functional performance of each zone and meet existing legislation. The Mygdonia Watershed (Greece) is an example where through use of both the appropriate Minimum Data Set of agri-environmental indicators at the identified zones and the proposed modified DPSIR, the functioning performance of each ZSFI can be assessed to evaluate the applied agri-environmental measures.  相似文献

Agri-environment schemes (AESs) have been implemented across EU member states in an attempt to reconcile agricultural production methods with protection of the environment and maintenance of the countryside. To determine the extent to which such policy objectives are being fulfilled, participating countries are obliged to monitor and evaluate the environmental, agricultural and socio-economic impacts of their AESs. However, few evaluations measure precise environmental outcomes and critically, there are no agreed methodologies to evaluate the benefits of particular agri-environmental measures, or to track the environmental consequences of changing agricultural practices. In response to these issues, the Agri-Environmental Footprint project developed a common methodology for assessing the environmental impact of European AES. The Agri-Environmental Footprint Index (AFI) is a farm-level, adaptable methodology that aggregates measurements of agri-environmental indicators based on Multi-Criteria Analysis (MCA) techniques. The method was developed specifically to allow assessment of differences in the environmental performance of farms according to participation in agri-environment schemes. The AFI methodology is constructed so that high values represent good environmental performance. This paper explores the use of the AFI methodology in combination with Farm Business Survey data collected in England for the Farm Accountancy Data Network (FADN), to test whether its use could be extended for the routine surveillance of environmental performance of farming systems using established data sources. Overall, the aim was to measure the environmental impact of three different types of agriculture (arable, lowland livestock and upland livestock) in England and to identify differences in AFI due to participation in agri-environment schemes. However, because farm size, farmer age, level of education and region are also likely to influence the environmental performance of a holding, these factors were also considered. Application of the methodology revealed that only arable holdings participating in agri-environment schemes had a greater environmental performance, although responses differed between regions. Of the other explanatory variables explored, the key factors determining the environmental performance for lowland livestock holdings were farm size, farmer age and level of education. In contrast, the AFI value of upland livestock holdings differed only between regions. The paper demonstrates that the AFI methodology can be used readily with English FADN data and therefore has the potential to be applied more widely to similar data sources routinely collected across the EU-27 in a standardised manner.  相似文献

In this paper, we estimate the cost-effectiveness of tillage methods as a measure to reduce phosphorus loss. The study was based on real-world information on costs. Data on phosphorus loss for different soil tillage methods were modelled. The cost-effectiveness of various soil tillage methods were related to autumn ploughing. The results showed large variation in cost-effectiveness related to erosion risk. Furthermore, spring harrowing was the most cost-effective method to reduce phosphorus loss, followed by autumn harrowing and spring ploughing in spring cereals. Implementation of changed tillage methods showed lower costs for spring cereals compared to winter wheat. The differences in costs between areas were most evident for spring tillage due to differences in yields and agronomic management. Cost-effectiveness is an important criterion in selecting mitigation methods, but due to large variations in the effect of changed tillage, these should be locally adapted to the high risk areas of erosion.  相似文献

Nitrate leaching in intensive grassland- and silage maize-based dairy farming systems on sandy soil is a main environmental concern. Here, statistical relationships are presented between management practices and environmental conditions and nitrate concentration in shallow groundwater (0.8 m depth) at farm, field, and point scales in The Netherlands, based on data collected in a participatory approach over a 7-yr period at one experimental and eight pilot commercial dairy farms on sandy soil. Farm milk production ranged from 10 to 24 Mg ha(-1). Soil and hydrological characteristics were derived from surveys and weather conditions from meteorological stations. Statistical analyses were performed with multiple regression models. Mean nitrate concentration at farm scale decreased from 79 mg L(-1) in 1999 to 63 in 2006, with average nitrate concentration in groundwater decreasing under grassland but increasing under maize land over the monitoring period. The effects of management practices on nitrate concentration varied with spatial scale. At farm scale, nitrogen surplus, grazing intensity, and the relative areas of grassland and maize land significantly contributed to explaining the variance in nitrate concentration in groundwater. Mean nitrate concentration was negatively correlated to the concentration of dissolved organic carbon in the shallow groundwater. At field scale, management practices and soil, hydrological, and climatic conditions significantly contributed to explaining the variance in nitrate concentration in groundwater under grassland and maize land. We conclude that, on these intensive dairy farms, additional measures are needed to comply with the European Union water quality standard in groundwater of 50 mg nitrate L(-1). The most promising measures are omitting fertilization of catch crops and reducing fertilization levels of first-year maize in the rotation.  相似文献

Assessing farming eco-efficiency: a Data Envelopment Analysis approach   总被引:4,自引:0,他引:4  
This paper assesses farming eco-efficiency using Data Envelopment Analysis (DEA) techniques. Eco-efficiency scores at both farm and environmental pressure-specific levels are computed for a sample of Spanish farmers operating in the rain-fed agricultural system of Campos County. The determinants of eco-efficiency are then studied using truncated regression and bootstrapping techniques. We contribute to previous literature in this field of research by including information on slacks in the assessment of the potential environmental pressure reductions in a DEA framework. Our results reveal that farmers are quite eco-inefficient, with very few differences emerging among specific environmental pressures. Moreover, eco-inefficiency is closely related to technical inefficiencies in the management of inputs. Regarding the determinants of eco-efficiency, farmers benefiting from agri-environmental programs as well as those with university education are found to be more eco-efficient. Concerning the policy implications of these results, public expenditure in agricultural extension and farmer training could be of some help to promote integration between farming and the environment. Furthermore, Common Agricultural Policy agri-environmental programs are an effective policy to improve eco-efficiency, although some doubts arise regarding their cost-benefit balance.  相似文献

Environment functions in various aspects including soil and water conservation, biodiversity and habitats, and landscape aesthetics. Comprehensive assessment of environmental condition is thus a great challenge. The issues include how to assess individual environmental components such as landscape aesthetics and integrate them into an indicator that can comprehensively quantify environmental condition. In this study, a geographic information systems based spatial multi-criteria decision analysis was used to integrate environmental variables and create the indicator. This approach was applied to Fort Riley Military installation in which land condition and its dynamics due to military training activities were assessed. The indicator was derived by integrating soil erosion, water quality, landscape fragmentation, landscape aesthetics, and noise based on the weights from the experts by assessing and ranking the environmental variables in terms of their importance. The results showed that landscape level indicator well quantified the overall environmental condition and its dynamics, while the indicator at level of patch that is defined as a homogeneous area that is different from its surroundings detailed the spatiotemporal variability of environmental condition. The environmental condition was mostly determined by soil erosion, then landscape fragmentation, water quality, landscape aesthetics, and noise. Overall, environmental condition at both landscape and patch levels greatly varied depending on the degree of ground and canopy disturbance and their spatial patterns due to military training activities and being related to slope. It was also determined the environment itself could be recovered quickly once military training was halt or reduced. Thus, this study provided an effective tool for the army land managers to monitor environmental dynamics and plan military training activities. Its limitation lies at that the obtained values of the indicator vary and are subjective to the experts' knowledge and experience. Thus, further advancing this approach is needed by developing a scientific method to derive the weights of environmental variables.  相似文献

The goal of this article is to understand strategies by which both the environmental and poverty alleviation objectives of PES programs can be achieved cost effectively. To meet this goal, we first create a conceptual framework to understand the implications of alternative targeting when policy makers have both environmental and poverty alleviation goals. We then use the Grain for Green program in China, the largest PES program in the developing world, as a case study. We also use a data set from a survey that we designed and implemented to evaluate the program. Using the data set we first evaluate what factors determined selection of program areas for the Grain for Green program. We then demonstrate the heterogeneity of parcels and households and examine the correlations across households and their parcels in terms of their potential environmental benefits, opportunity costs of participating, and the asset levels of households as an indicator of poverty. Finally, we compare five alternative targeting criteria and simulate their performance in terms of cost effectiveness in meeting both the environmental and poverty alleviation goals when given a fixed budget. Based on our simulations, we find that there is a substantial gain in the cost effectiveness of the program by targeting parcels based on the “gold standard,” i.e., targeting parcels with low opportunity cost and high environmental benefit managed by poorer households.  相似文献

The problems of overproduction within the European Union countries and the environmental impact of agriculture have lead to the introduction of schemes that aim to reduce both. Beef (Bos taurus) production forms a large component of the Irish agricultural industry and accounts for more than one quarter of agricultural economic output. Recently, the European CAP (Common Agricultural Policy) has been re-evaluated to include supplementary measures that encompass the environmental role of agriculture rather than just the production role. A life cycle assessment (LCA) method was adopted to estimate emissions per kilogram of CO2 equivalent per kilogram of live weight (LW) leaving the farm gate per annum (kg CO2 kg(-1) LW yr(-1)) and per hectare (kg CO2 ha(-1) yr(-1)). Fifteen units engaged in suckler-beef production (five conventional, five in an Irish agri-environmental scheme, and five organic units) were evaluated for emissions per unit product and area. The average emissions from the conventional units were 13.0 kg CO2 kg(-1) LW yr(-1), from the agri-environmental scheme units 12.2 kg CO2 kg(-1) LW yr(-1), and from the organic units 11.1 kg CO2 kg LW yr(-1). The average emissions per unit area from the conventional units was 5346 kg CO2 ha(-1) yr(-1), from the agri-environmental scheme units 4372 kg CO2 ha(-1) yr(-1), and from the organic units 2302 kg CO2 ha(-1) yr(-1). Results indicated that moving toward extensive production could reduce emissions per unit product and area but live weight production per hectare would be reduced.  相似文献

In Finland, the current water conservation policy sets equal incentives for water conservation, regardless of the environmental condition. Before any policy reform, it is vital to investigate the tendency of landowners to adopt water conservation measures. In this study, we were interested in examining adoption if the soil quality implies a high leaching risk and if the water quality is already poor. By combining survey data with GIS data, we analysed the effect of farm and farmer characteristics and attitudes towards adoption. Our probit models indicated that financial variables were the key determinants of adoption for active farmers, whereas for passive owners, adoption was also explained by attitudes. In contrast to our expectations, adoption in areas under risk was weakly supported by our estimates. Environmental awareness, providing it increases with risk, is not strong enough to motivate adoption. Targeted agri-environmental measures, even though costly, cannot be avoided, and spatially tailored measures can attract adopters in hotspot areas.  相似文献

Environmental Impact Assessment (EIA) is a systematically constructed procedure whereby environmental impacts caused by proposed projects are examined. Geographical Information Systems (GIS) are crucially efficient tools for impact assessment and their use is likely to dramatically increase in the near future. GIS have been applied to a wide range of different impact assessment projects and dams among them have been taken as the case work in this article. EIA Regulation in force in Turkey requires the analysis of steering natural processes that can be adversely affected by the proposed project, particularly in the section of the analysis of the areas with higher landscape value. At this point, the true potential value of GIS lies in its ability to analyze spatial data with accuracy. This study is an attempt to analyze by GIS the areas with higher landscape value in the impact assessment of dam constructions in the case of Seyhan-K?prü Hydroelectric Dam project proposal. A method needs to be defined before the overlapping step by GIS to analyze the areas with higher landscape value. In the case of Seyhan-K?prü Hydroelectric Dam project proposal of the present work, considering the geological conditions and the steep slopes of the area and the type of the project, the most important natural process is erosion. Therefore, the areas of higher erosion risk were considered as the Areas with Higher Landscape Value from the conservation demands points of view.  相似文献
