Recycling and reuse of industrial wastes in Taiwan   总被引:1,自引:0,他引:1  
Eighteen million metric tons of industrial wastes are produced every year in Taiwan. In order to properly handle the industrial wastes, the Taiwan Environmental Protection Administration (Taiwan EPA) has set up strategic programs that include establishment of storage, treatment, and final disposal systems, establishment of a management center for industrial wastes, and promotion of recycling and reuse of industrial wastes. The Taiwan EPA has been actively promoting the recycling and reuse of industrial wastes over the years. In July 1995 the Taiwan EPA amended and promulgated the Criteria for the Industrial Waste Storage, Collection and Processing Facility, July, 1995 that added articles related to general industrial waste recycling and reuse. In June 1996 the Taiwan EPA promulgated the Non-listed General Industrial Waste Reuse Application Procedures, June, 1996, followed by the Regulations Governing the Permitting of Hazardous Industrial Waste Reuse, June 1996, setting up a full regulatory framework for governing industrial waste reuse. To broaden the recycling and reuse of general industrial wastes, the Taiwan EPA has listed 14 industrial waste items for recycling and reuse, including waste paper, waste iron, coal ash, tempered high furnace bricks (cinder), high furnace bricks (cinder), furnace transfer bricks (cinder), sweetening dregs, wood (whole/part), glass (whole/part), bleaching earth, ceramics (pottery, brick, tile and cast sand), individual metal scraps (copper, zinc, aluminum and tin), distillery grain (dregs) and plastics. As of June 1999, 99 applications for reuse of industrial wastes had been approved with 1.97 million metric tons of industrial wastes being reused.  相似文献

Municipal Solid Waste Management (MSWM) is considered to be one of the most serious environmental issues in the Philippines. The annual waste generation was estimated at 10.6 million tonnes in 2012 and this is expected to double in 2025. The Republic Act (RA) No. 9003, widely known as the Ecological Solid Waste Management Act of 2000, provides the required policy framework, institutional mechanisms and mandate to the Local Government Units (LGUs) to achieve 25% waste reduction target through establishing an integrated solid waste management plan based on the 3Rs (reduce, reuse and recycling). Although the initial impact of the LGUs is still very limited in implementing the national mandate, this article highlights the successful experiences of Cebu, the second largest city in the Philippines, in reducing its MSW generation by more than 30% in the past three years. This study also explores the implementation process, innovative actions taken by the Cebu City Government in implementing the national mandate at local level and identifies the factors that influence the policy implementation. The findings suggest that the impacts of the national mandate can be achieved if the LGUs have the high degree of political commitment, planning and development of effective local strategies in a collaborative manner to meet with local conditions, partnership building with other stakeholders, capacity development, adequate financing and incentives, and in the close monitoring and evaluation of performance.  相似文献

This paper describes the development of the Waste Analysis Software Tool for Environmental Decisions (WASTED) model. This model provides a comprehensive view of the environmental impacts of municipal solid waste management systems. The model consists of a number of separate submodels that describe a typical waste management process: waste collection, material recovery, composting, energy recovery from waste and landfilling. These submodels are combined to represent a complete waste management system. WASTED uses compensatory systems to account for the avoided environmental impacts derived from energy recovery and material recycling. The model is designed to provide solid waste decision-makers and environmental researchers with a tool to evaluate waste management plans and to improve the environmental performance of solid waste management strategies. The model is user-friendly and compares favourably with other earlier models.  相似文献

Automobiles usually contain toxic substances, such as lubricants, acid solutions and coolants. Therefore, inappropriate handling of end-of-life vehicles (ELVs) will result in environmental pollution. ELV parts, which include metallic and non-metallic substances, are increasingly gaining recycling value due to the recent global shortage of raw materials. Hence, the establishment of a proper recycling system for ELVs will not only reduce the impact on the environment during the recycling process, but it will also facilitate the effective reuse of recycled resources. Prior to 1994, the recycling of ELVs in Taiwan was performed by related operators in the industry. Since the publishing of the “End-of-life vehicle recycling guidelines” under the authority of the Waste Disposal Act by the Environmental Protection Administration (EPA) in 1994, the recycling of ELVs in Taiwan has gradually become systematic. Subsequently, the Recycling Fund Management Board (RFMB) of the EPA was established in 1998 to collect a Collection–Disposal–Treatment Fee (recycling fee) from responsible enterprises for recycling and related tasks. Since then, the recycling channels, processing equipment, and techniques for ELVs in Taiwan have gradually become established. This paper reviews the establishment of the ELV recycling system, analyzes the current system and its performance, and provides some recommendations for future development. The reduction of auto shredder residue (ASR) is a key factor in maximizing the resource recovery rate and recycling efficiency. The RFMB needs to provide strong economic incentives to further increase the recycling rate and to encourage the automobile industry to design and market greener cars.  相似文献

Whilst the education of young people is often seen as a part of the solution to current environmental problems seeking urgent attention, it is often forgotten that their parents and other household members can also be educated/influenced via home-based educational activities. This paper explores the theory of intergenerational influence in relation to school based waste education. Waste Watch, a UK-based environmental charity (www.wastewatch.org.uk), has pioneered a model that uses practical activities and whole school involvement to promote school based action on waste. This methodology has been adopted nationally. This paper outlines and evaluates how effective school based waste education is in promoting action at a household level. The paper outlines Waste Watch's 'Taking Home Action on Waste (THAW)' project carried out for two and half years in Rotherham, a town in South Yorkshire, England. The project worked with 6705 primary age children in 39 schools (44% of primary schools in the project area) to enable them to take the "reduce, reuse and recycle message" home to their families and to engage these (i.e. families) in sustainable waste management practices. As well as substantial increases in students' knowledge and understanding of waste reduction, measurement of the impact of the project in areas around 12 carefully chosen sample schools showed evidence of increased participation in recycling and recycling tonnages as well as declining levels of residual waste. Following delivery of the project in these areas, an average increase of 8.6% was recorded in recycling set out rates which led to a 4.3% increase in paper recycling tonnages and an 8.7% increase in tonnages of cans, glass and textiles collected for recycling. Correspondingly, there was a 4.5% fall in tonnages of residual waste. Waste Watch's THAW project was the first serious attempt to measure the intergenerational influence of an education programme on behaviour at home (i.e. other than schools' own waste). It clearly shows that household recycling behaviour can be positively impacted by intergenerational influence via a practical school-based waste education model. However, although the model could potentially have a big impact if rolled out nationally, it will require seed funding and the long-term durability of the model has not yet been fully quantified.  相似文献

Waste recycling for paper production is an important component of waste management. This study constructs a physical input-output life-cycle assessment (PIO-LCA) model. The PIO-LCA model is used to investigate environmental impacts of four categories of waste recycling in China’s paper industry: crop straws, bagasse, textile wastes and scrap paper. Crop straw recycling and wood utilization for paper production have small total intensity of environmental impacts. Moreover, environmental impacts reduction of crop straw recycling and wood utilization benefits the most from technology development. Thus, using crop straws and wood (including wood wastes) for paper production should be promoted. Technology development has small effects on environmental impacts reduction of bagasse recycling, textile waste recycling and scrap paper recycling. In addition, bagasse recycling and textile waste recycling have big total intensity of environmental impacts. Thus, the development of bagasse recycling and textile waste recycling should be properly limited. Other pathways for reusing bagasse and textile wastes should be explored and evaluated. Moreover, imports of scrap paper should be encouraged to reduce large indirect impacts of scrap paper recycling on domestic environment.  相似文献

The U.S. Environmental Protection Agency has developed regulations under the Hazardous and Solid Waste Amendments (HSWA) of 1984 to restrict the land disposal of hazardous wastes. As a result of the regulations, all hazardous wastes to be placed on the land must meet treatment standards based on the performance of the best demonstrated available technology (BDAT) identified for individual waste classifications. The Marathon Oil Company is currently evaluating innovative technologies for managing listed waste materials, with a focus on waste minimization and recycling. Remediation Technologies, Inc. (ReTeC) has conducted testing on wastewater treatment sludges from three Marathon refineries using a proprietary thermal desorption technology. The results from these tests have demonstrated that the technology has the ability to consistently meet BDAT treatment standards, while preferentially separating and condensing residual moisture and oils from the material.  相似文献

In China, controlling environmental pollution resulting from solid waste (SW) and hazardous waste (HW) has become one of the most pressing tasks in the field of environmental engineering. It is reported that the annual generation of industrial solid waste (ISW) in China exceeded 0.6 billion tons in the 1990s, and is increasing every year. Although ISW management has been strengthened in recent years, about 40% of SW is put in uncontrolled landfill without appropriate treatment. According to statistics from the national Environmental Protection Agency, the cumulative ISW uncontrolled landfill in China had reached 6.6 billion tons by the end of 1995, occupying around 55 000 hectares of land. Although some major uncontrolled landfills were constructed, nonetheless groundwater contamination resulted from the use of low-standard liners and poor management. Furthermore, about 20 million tons of ISW was discharged into the environment illegally, and a third of this waste was discharged directly into water bodies, making ISW one of the greatest pollution sources for surface water and ground water. Environmental pollution accidents resulting from SW occur about 100 times a year in China, and environmental issues frequently arise because of ISW pollution. The practices of SW management, treatment, and disposal started relatively late in China, and for a long time the management of SW pollution has received little attention compared with water and air pollution management. China faces problems such as the insufficiency of management laws and regulations, insufficient investment, inadequate treatment and disposal technology, and a lack of qualified technicians. At present, most treatment and disposal technology cannot meet the requests for solid waste pollution control. In order to protect, restore, and improve environmental quality in China and to realize sustainable development, the safe management and disposal of solid and hazardous wastes is a pressing challenge. In recent years, much attention has been paid to SW management in China, and investment to develop management and treatment technologies has increased. In 1995, the Law for Solid Waste Pollution Protection was issued, and work on solid waste treatment and disposal began to be legally managed. SW treatment and disposal facilities have been constructed, and now operate in some large and medium-sized cities. In particular, rapid improvements have been seen in ISW recycling, collection, and disposal of municipal solid waste and regional HW management. Waste reduction activities such as recycling, composting, and pig feeding in Peru and other developing countries are mainly informal but already reduce about 15 % of waste generation. Although much research on informal recycling in Latin America recommends partnership with current waste pickers, there is a lack of methodologies on how to systematize these activities. This paper proposes a mathematical model that calculates yields and costs of separate waste collection, and analyzes and measures the effect of improvements such as source separation by residents and location of recycling and composting centers. The analysis finds that the largest effect comes from source separation. In this case, separate collection yield can be increased from the current 30 kg/waste picker/day to about 200 kg/waste picker/day, and the cost can be reduced from 110 US$/t to 20 US$/t. These changes affect the profitability of the recycling and composting business. The environmental and social effects of these improvements are also discussed.  相似文献

Waste management in Ireland has been dramatically transformed over the past 10 years from over 90% reliance on landfill towards a fully integrated approach. According to the latest EPA National Database Report in 2007 our municipal (household and commercial but excluding construction and demolition) recycling rate was 35% in 2005. This has been achieved through the implementation of 10 regional waste management plans all prepared within a new national planning framework in accordance with the Waste Management Act 1996 and Government policy document 'Changing Our Ways', published in 1998 by the Irish Department of the Environment, Heritage and Local Government. The principal drivers of the waste management plans and strategies are the EU Waste Framework Directive (recently revised), the EU Packaging Directive and the EU Landfill Directive. In addition, there were substantial political and environmental drivers due to the relatively poor standard of landfills in Ireland. Strict landfill regulation by the Environment Protection Agency commenced in 1997and led to many closures of poor facilities and new standards of siting design and operation. This has led to very high landfill charges that are only now beginning to stabilize. The key to improving public attitudes to the greatly improving waste management system has been the degree and content of stakeholder involvement programmes. These programmes are now consolidated into a national 'Race against Waste' programme (www.raceagainstwaste.ie). The purpose of the programme is to create awareness and deal with many of the misconceptions in the public mind attached to waste treatment methods especially incineration. As policy making is in essence a process of discussion, decision-making tools have in many cases been proposed to resolve the differences of opinion among the different parties. In our project that sought to promote a country’s performance in recycling, we used the Analytic Hierarchy Process (AHP) to evaluate the possibilities and determine the priority of the addition of new mandatory recycled waste, also referred to as Due Recycled Wastes, from candidate waste appliances. The evaluation process started with the collection of data based on telephone interviews and field investigations to understand the behavior of consumers as well as their overall opinions regarding the disposal of certain waste appliances. With the data serving as background information, the research team then implemented the Analytic Hierarchy Process using the information that formed an incomplete hierarchy structure in order to determine the priority for recycling. Since the number of objects to be evaluated exceeded the number that the AHP researchers had suggested, we reclassified the objects into four groups and added one more level of pair-wise comparisons, which substantially reduced the inconsistency in the judgment of the AHP participants. The project was found to serve as a flexible and achievable application of AHP to the environmental policy-making process.In addition, based on the project’s outcomes derived from the project as a whole, the research team drew conclusions regarding the government’s need to take back 15 of the items evaluated, and suggested instruments that could be used or recycling regulations that could be changed in the future. Further analysis on the top three items recommended by the results of the evaluation for recycling, namely, Compact Disks, Cellular Phones and Computer Keyboards, was then conducted to clarify their concrete feasibility. After the trial period for recycling ordered by the Taiwan Environmental Protection Administration, only Computer Keyboards were referred to as the new Due Recycled Waste and their producers started to take responsibility for recycling them from 2007 onwards.  相似文献

Waste consumer batteries are recycled using different routes based on hydrometallurgical and pyrometallurgical processes. Two hydrometallurgical and two pyrometallurgical treatment scenarios are compared starting from an average composition of Belgian waste batteries. The environmental performance is compared using life cycle analysis (LCA). The recycling rate is studied through mass balance calculation.Each treatment scenario results in a specific recycling rate. The environmental impact and benefits also vary between the treatment options. There is no such thing as a typical hydrometallurgical or pyrometallurgical treatment. When applying a hydrometallurgical treatment scenario, the focus lies on zinc and iron recycling. When allowing manganese recycling, the energy demand of the hydrometallurgical process increases considerably. Both pyrometallurgical options recycle zinc, iron and manganese. According to the LCA, none of the treatment scenarios performs generally better or worse than the others. Each option has specific advantages and disadvantages. The Batteries Directive 2006/66/EC sets out a recycling rate of 50% for consumer waste batteries. Based on metal recycling alone, the mass balances show that the target is difficult to obtain.  相似文献

A new model has been developed for evaluating the overall resource consumption and environmental impacts of municipal solid waste management systems by the use of life cycle assessment. The model is named EASEWASTE (Environmental Assessment of Solid Waste Systems and Technologies) and is able to compare different waste management strategies, waste treatment methods and waste process technologies. The potential environmental impacts can be traced back to the most important processes and waste fractions that contribute to the relevant impacts. A model like EASEWASTE can be used by waste planners to optimize current waste management systems with respect to environmental achievements and by authorities to set guidelines and regulations and to evaluate different strategies for handling of waste. The waste hierarchy has for decades been governing waste management but the ranking of handling approaches may not always be the most environmentally friendly. The EASEWASTE model can identify the most environmentally sustainable solution, which may differ among waste materials and regions and can add valuable information about environmental achievements from each process in a solid waste management system.  相似文献

In Sweden, large amounts of wood waste are generated annually from construction and demolition activities, but also from other discarded products such as packaging and furniture. A large share of this waste is today recovered and used for heat production. However, previous research has found that recovered wood waste (RWW) contains hazardous substances, which has significant implications for the environmental performance of recycling. Improved sorting is often suggested as a proper strategy to decrease such implications. In this study, we aim to analyse the impacts of waste regulation on the contamination of RWW. The occurrence of industrial preservative-treated wood, which contains several hazardous substances, was used as an indicator for contamination. First the management of RWW during 1995-2004 was studied through interviews with involved actors. We then determined the occurrence of industrial preservative-treated wood in RWW for that time period for each supplier (actor). From the results, it can be concluded that a substantially less contaminated RWW today relies on extensive source separation. The good news is that some actors, despite several obstacles for such upstream efforts, have already today proved capable of achieving relatively efficient separation. In most cases, however, the existing waste regulation has not succeeded in establishing strong enough incentives for less contaminated waste in general, nor for extensive source separation in particular. One important factor for this outcome is that the current market forces encourage involved actors to practice weak quality requirements and to rely on end-of-pipe solutions, rather than put pressure for improvements on upstream actors. Another important reason is that there is a lack of communication and oversight of existing waste regulations. Without such steering mechanisms, the inherent pressure from regulations becomes neutralized.  相似文献

This article concentrates on the existing situation of hazardous industrial waste management in Vietnam. To realize the importance of the development of a Vietnam national strategy based on the reduce, reuse, recycle (3R) concept to the year 2020, the author summarizes the practice of recycling activities of hazardous industrial waste and discusses the challenges arising from increases in the quantity and types of waste and the level of hazard of the waste generated considering that the technical infrastructure for handling and managing the waste is inadequate and the legal system on environmental protection is lacking. In order to improve the existing situation of hazardous industrial waste management, the Vietnamese Government recently has played an increasing role in promoting regional and international cooperation on environmental protection through ratifying the international conventions on the environment including the Basel Convention on the Control of Trans-boundary Movements of Hazardous Waste and their Disposal and the International Labor Organization Convention on Safety in the Use of Chemicals at Work and by adhering to the concept of the material-cycle society. These steps are key opportunities for applying the principles of 3R to the recovery of value from hazardous waste in the future.  相似文献

The main objective of this paper is to evaluate environmental impacts of construction wastes in terms of the LIFE 98 ENV/E/351 project. Construction wastes are classified in accordance with the Life Program Environment Directive of the European Commission. Three different scenarios to current waste management from a case study in Catalonia (Spain) have been compared: landfilling, recycling and incineration, and these scenarios were evaluated by means of Life Cycle Assessment. The recommendations of the Catalan Waste Catalogue and the European Waste Catalogue have been taken into account. Also, the influence of transport has been evaluated.Results show that in terms of the Global Warming Potential, the most environmentally friendly treatment was recycling, followed by incineration and lastly landfilling. According to the influence of treatment plants location on the GWP indicator, we observe that incineration and recycling of construction wastes are better than landfilling, even for long distances from the building site to the plants. This is true for most wastes except for the stony types, than should be recycled close to the building site.In summary, data from construction waste of a Catalan case study was evaluated using the well established method of LCA to determine the environmental impacts.  相似文献

This article presents a proposal of methodology for conducting such research and development. The data/statistics waste collection statistics phase must cover geographical distribution, seasonal variations on production rates, waste management practices, current applications and their related costs and revenues. Waste characterisation must be comprehensive with physical, environmental and chemical aspects, including waste variability and waste contamination from shipping, handling and storage activities. Based on the previous results a broad forecast of potential applications must be developed based on very simple rules like minimisation of transportation distances and energy consumption, etc. Marketing evaluation is a very important step, frequently neglected when choosing the best applications for a particular waste. Other steps are product development and performance evaluation. Environmental evaluation of the new technology is very important because not all recycling is environmentally sound. This evaluation must be based on the life cycle assessment (LCA) and has to consider the environmental benefit of avoiding landfill disposal of the waste, and could include leaching or other specific tests or simulations. Also, the technological transference phase must be carefully planned and developed. Each proposed step is discussed, examples are given and needs for further research emphasised.  相似文献

Waste treatment facilities are often shared among different municipalities as a means of managing wastes more efficiently. Usually, management costs are assigned to each municipality depending on the size of the population or total amount of waste produced, regardless of important environmental aspects such as per capita waste generation or achievements in composting or recycling. This paper presents a feebate (fee+rebate) system aimed to foster urban waste reduction and recovery. The proposal suggests that municipalities achieving better results in their waste management performance (from an ecological viewpoint) be recompensated with a rebate obtained from a fee charged to those municipalities that are less environmentally sound. This is a dynamic and flexible instrument that would positively encourage municipalities to reduce waste whilst increasing the recycling.  相似文献

Waste represents the loss of both material and energy resources. Because excessive waste generation is a symptom of inefficient production processes, low durability of goods and unsustainable consumption patterns, waste quantities can be considered as an indicator of how efficiently society uses raw materials. Therefore, good waste management begins with preventing waste from being generated. The objective of this paper is to present the work related to waste minimization in Lithuania by introducing successful examples from industry, to bring ideas and inspiration to authorities, companies, and others working in the field of waste minimization. The paper is supporting EU waste policy manifested in the EU waste strategy and the proposed Sixth Environmental Action Programme. Many enterprises are still unaware of the full costs of waste management. Therefore, by applying the methodology presented in the paper, companies could make substantial reductions in their waste, and therefore, disposal costs. Waste minimization (WM) often results in substantial savings through reduced purchasing costs and more efficient practices. It also has wide environmental benefits such as reduced energy consumption and less environmental pollution, conservation of natural resources and extension of valuable landfill capacity. Therefore, waste prevention should have the highest priority in waste strategies, as this is the only way to stop the growth of the amount of waste and reduce the loss of resources (EUC Bulletin 12, 1996).  相似文献
