The success of river and lake basin development and management is rooted in the knowledge of its resources, both physical and human. Within the framework of an integrated basin plan, each economic sector depends on the adequacy of such data for its individual development. The management and conservation of the basin itself in turn depends on knowing the requirements of those sectors and their probable impact on each other and on the status of the basin's resources, its ecology and environment. The development of African river basin resources is subject to various constraints, some for physical and climatic reasons, others tied to socio-cultural characteristics and the priorities of national economies. These are reflected in financial, manpower and institutional limitations, problems of finding technologies suited to specific local conditions and concern for human health. The scale and complexity of river basin development make it difficult to predict precise outcomes of planned proposals, but a progressive approach which links long-term activities with achievable, shorter term production projects offers prospects for ultimate success.  相似文献

Abstract: Recent water sector reforms and increased scarcity and vulnerability of water resources, combined with declining public funding available for large scale infrastructure investment in the sector, have led to a greater awareness by the Government of Vietnam for the need to analyze water resource allocation and use in an integrated fashion, at the basin scale, and from a perspective of economic efficiency. In this study we focus on the development, application, and selected policy analyses using an integrated economic hydrologic river basin model for the Dong Nai River Basin in southern Vietnam. The model framework depicts the sectoral structure and location of water users (agriculture, industry, hydropower, domestic, and the environment) and the institutions for water allocation in the basin. Water benefit functions are developed for the major water uses subject to physical limitations and to constraints of system control and policy. Based on this modeling framework, we will analyze policies that can affect water allocation and use at the basin level, including both basin-specific and general macroeconomic policies.  相似文献

The Alfeios River, the longest and highest flow-rate river in Peloponnisos, constitutes an important water resource and ecosystem in Greece. In the present study, human activities in the Alfeios River Basin are described, and their impacts on water quality and the ecosystem are analyzed; effects resulting from interventions on river geomorphology between Flokas Dam and the river delta are determined. These actions have caused significant adverse impacts on the infrastructure (the dam, railroad, and road bridges), the level of aquifer water table and area water uses, and the aquatic and riparian ecosystem. A general integrated management strategy is formulated and a master management plan is proposed for resolving management problems in river basins. The plan considers local conditions and national requirements and complies with the European Communities legislation; it would help prevent further basin deterioration, improve water quality, and protect water resources and ecosystems in the area in accordance to sustainable development. ABSTRACT: In many interstate river basins, the institutional arrangements for the governance and management of the shared water resource are not adequately designed to effectively address the many political, legal, social, and economic issues that arise when the demands on the resource exceed the available supplies. Even under normal hydrologic conditions, this problem is frequently seen in the Colorado River Basin. During severe sustained drought, it is likely that the deficiencies of the existing arrangements would present a formidable barrier to an effective drought response, interfering with efforts to quickly and efficiently conserve and reallocate available supplies to support a variety of critical needs. In the United States, several types of regional arrangements are seen for the administration of interstate water resources. These arrangements include compact commissions, interstate councils, basin interagency committees, interagency-interstate commissions, federal-interstate compact commissions, federal regional agencies, and the single federal administrator. Of these options, the federal-interstate compact commission is the most appropriate arrangement for correcting the current deficiencies of the Colorado River institution, under all hydrologic conditions.  相似文献

The last decade saw repeated attempts to adopt and implement an integrated management of water in Brazil. Internationally established principles, such as water economics and public participation, have influenced the development of a novel regulatory framework for water use and conservation in the country. However, despite changes in policies and in the legislation, the opportunity to address old and new management problems has been largely frustrated by the internal contradictions of the ongoing institutional reforms. A case study of the Paraíba do Sul River Basin demonstrates the distance between, on the one hand, calls for decentralisation and responsibility sharing and, on the other hand, the persistence of bureaucratised and exclusionary practices. The main distortion is the excessive effort expended on the introduction of water pricing and environmental charges, a controversial policy instrument that has dominated the agenda of the new river basin committee, at the expense of addressing river restoration, public mobilisation and environmental justice.  相似文献

产品贸易及水权交易使得水资源问题"跨流域化",不再单纯是流域内部管理问题。本文从流域比较视角出发,在区分蓝、绿、灰三种水足迹的基础上,应用水足迹模型,测算了两流域典型地区的水足迹,进行流域水资源问题对比分析,并分析了经济发展模式对流域水资源可持续性的影响。结果发现,杭州市经济用水中灰色水足迹占总量的90%,而张掖市经济用水中绿色水足迹占总量的60.8%,说明钱塘江流域水资源问题在于质,而黑河流域水资源问题在于量;经济发展模式中的产业结构、水资源开发效率、工业化路径等影响流域水资源可持续利用,同时基于GDP导向的流域间的水资源逆向配置,更加剧了流域水资源矛盾。最后根据流域对比结果提出治理措施,从而形成流域间协作的良性循环。  相似文献

ABSTRACT: In this paper we seek to identify historical indicators of international freshwater conflict and cooperation and to create a framework to identify and evaluate international river basins at potential risk for future conflict. We derived biophysical, socioeco‐nomic, and geopolitical variables at multiple spatial and temporal scales from GIS datasets of international basins and associated countries, and we tested these variables against a database of historical incidents of international water related cooperation and conflict from 1948 to 1999. International relations over freshwater resources were overwhelmingly cooperative and covered a wide range of issues, including water quantity, water quality, joint management, and hydropower. Conflictive relations tended to center on quantity and infrastructure. No single indicator—including climate, water stress, government type, and dependence on water for agriculture or energy—explained conflict/cooperation over water. Even indicators showing a significant correlation with water conflict, such as high population density, low per capita GDP, and overall unfriendly international relations, explained only a small percentage of data variability. The most promising sets of indicators for water conflict were those associated with rapid or extreme physical or institutional change within a basin (e.g., large dams or internationalization of a basin) and the key role of institutional mechanisms, such as freshwater treaties, in mitigating such conflict.  相似文献

Incentive pricing programs have potential to promote economically efficient water use patterns and provide a revenue source to compensate for environmental damages. However, incentive pricing may impose disproportionate costs and aggravate poverty where high prices are levied for basic human needs. This paper presents an analysis of a two-tiered water pricing system that sets a low price for subsistence needs, while charging a price equal to marginal cost, including environmental cost, for discretionary uses. This pricing arrangement can promote efficient and sustainable water use patterns, goals set by the European Water Framework Directive, while meeting subsistence needs of poor households. Using data from the Rio Grande Basin of North America, a dynamic nonlinear program, maximizes the basin's total net economic and environmental benefits subject to several hydrological and institutional constraints. Supply costs, environmental costs, and resource costs are integrated in a model of a river basin's hydrology, economics, and institutions. Three programs are compared: (1) Law of the River, in which water allocations and prices are determined by rules governing water transfers; (2) marginal cost pricing, in which households pay the full marginal cost of supplying treated water; (3) two-tiered pricing, in which households' subsistence water needs are priced cheaply, while discretionary uses are priced at efficient levels. Compared to the Law of the River and marginal cost pricing, two-tiered pricing performs well for efficiency and adequately for sustainability and equity. Findings provide a general framework for formulating water pricing programs that promote economically and environmentally efficient water use programs while also addressing other policy goals.  相似文献

ABSTRACT: Since the 1970s, there has been extensive experimentation with new approaches to water and land resources management at the state and local levels. There is a critical need to document, assess, and synthesize lessons learned from the nation's recent experience with subnational institutional changes in environmental management. This paper examines institutional changes aimed at more integrated water and related resources management at the substate level of government. We describe innovative institutional changes in a case study of Dane County, Wisconsin, and assess the implementation and preliminary consequences of these changes. Dissatisfaction with watershed and lake management results and perceptions of institutional inadequacy led to significant changes in the structure and rules for county resources management. A new entity was created to focus watershed management responsibilities. The scope of authority and powers were expanded. However, these changes all occurred within the framework of a general purpose unit of government. The new institutional arrangements have achieved a number of milestones, although it is premature to fully assess resource outcomes. The substantive changes, implementation tactics, and overall experience in Dane County's reforms - especially with regard to addressing intergovernmental tensions and decentralized management, limited authorities and funding, and public and constituency support - have useful implications for other substate efforts at more comprehensive and integrated water resources management.  相似文献

Abstract: A decision support system for sustainable water resources management in a water conflict resolution framework is developed to identify and evaluate a range of acceptable alternatives for the Geum River Basin in Korea and to facilitate strategies that will result in sustainable water resource management. Working with stakeholders in a “shared vision modeling” framework, sustainable management strategies are created to illustrate system tradeoffs as well as long‐term system planning. A multi‐criterion decision‐making (MCDM) approach using subjective scales is utilized to evaluate the complex water resource allocation and management tradeoffs between stakeholders and system objectives. The procedures used in this study include the development of a “shared vision model,” a simulated decision‐making support system (as a tool for sustainable water management strategies associated with water conflicts, management options, and planning criteria), and the application of MCDM techniques for evaluating alternatives provided by the model. The research results demonstrate the utility of the sustainable water resource management model in aid of MCDM techniques in facilitating flexibility during initial stages of alternative identification and evaluation in a basin suffering from severe water conflicts.  相似文献

ABSTRACT: This paper addresses the recent interest in management of the Missouri River. Interstate issues in the river basin include interbasin water diversions, riverbed and shoreline degradation, loss of recreational and natural areas, reduction in navigation capacity, the status of the Pick-Sloan Missouri Basin Program in terms of general river development, and the elimination of river basin commissions, An attempt to develop a comprehensive interstate water compact failed in the 1950s. The new efforts towards establishing a compact are discussed, as well as other available mechanisms for resolution of the current political and legal differences among the ten river basin states.  相似文献

尼洋河流域水资源十分丰富,水能蕴藏量巨大,生态环境良好。随着西藏经济的发展,必将出现大规模开发利用水资源的趋势,探讨流域水资源和环境的现状及可持续发展具有十分重要的现实意义。本文对尼洋河流域基础资料的收集与整理,分析尼洋河流域的特点与现存的问题,根据收集的水质监测资料,分析了流域污染源概况和构成,以未进行水环境功能区划为前提,选择模糊综合评价法对尼洋河流域水环境质量进行现状评价,并对超标断面进行了原因分析,通过对2012年尼洋河流域14个监测断面监测成果的评价,得出尼洋河流域水质现状良好的结论,为以后的水功能区划分、水质目标的确定以及水环境功能区划分提供依据。  相似文献

Neither Canada nor the United States attach much importance to the International Joint Commission (IJC) judging by the size of staffs and annual budgets. The Commission has been restricted to a relatively minor number of functions in the Great Lakes-St. Lawrence. It has investigated: the degree and causes of water and air quality deterioration; the effects of hydroelectric and navigation projects on water levels; the impacts of water-level fluctuations; and the feasibility of a deep waterway from the St. Lawrence to the Hudson River. Projects approved by the Commission have produced less than might be expected through no fault of the Commission. The Great Lakes Fishery Commission has promoted little international management. Budgetary limitations restrict its lamprey control program; institutional limitations restrict its ability to deal effectively with fishery problems. Commission responsibilities are limited to coordination and advisory functions. Since Canada and the United States have not chosen to refer most aspects of river basin management to international bodies, an institutional void exists in the Great Lakes Basin to consider these questions on a continuous basis. Understanding the best way to allocate limited resources is a constant challenge for water quality improvement efforts. The synoptic approach is a tool for geographic prioritization of these efforts. It uses a benefit-cost framework to calculate indices for functional criteria in subunits (watersheds, counties) of a region and then rank the subunits. The synoptic approach was specifically designed to incorporate best professional judgment in cases where information and resources are limited. To date, the synoptic approach has been applied primarily to local or regional wetland restoration prioritization projects. The goal of this work was to develop a synoptic model for prioritizing watersheds within which suites of agricultural best management practices (BMPs) can be implemented to reduce sediment load at the watershed outlets. The model ranks candidate watersheds within an ecoregion or river basin so that BMP implementation within the highest ranked watersheds will result in the most sediment load reduction per conservation dollar invested. The model can be applied anywhere and at many scales provided that the selected suite of BMPs is appropriate for the evaluation area’s biophysical and climatic conditions. The model was specifically developed as a tool for prioritizing BMP implementation efforts in ecoregions containing watersheds associated with the USDA-NRCS conservation effects assessment project (CEAP). This paper presents the testing of the model in the little river experimental watershed (LREW) which is located near Tifton, Georgia, USA and is the CEAP watershed representing the southeastern coastal plain. The application of the model to the LREW demonstrated that the model represents the physical drivers of erosion and sediment loading well. The application also showed that the model is quite responsive to social and economic drivers and is, therefore, best applied at a scale large enough to ensure differences in social and economic drivers across the candidate watersheds. The prioritization model will be used for planning purposes. Its results are visualized as maps which enable resource managers to identify watersheds within which BMP implementation would result in the most water quality improvement per conservation dollar invested.  相似文献

Pressure on the world’s water resources is increasing, restraining social and economic development in many countries, and threatening ecological values in others. In order to manage water resources in a more sustainable manner, new planning methodologies/processes for river basin management need to be developed. This study attempts to construct a set of useable normative criteria for the analysis and evaluation of such processes. The criteria were designed as a response to the lack of deductive approaches in the evaluation of methodologies and working procedures used in the context of river basin management, making it possible to highlight their potential for sustainable development. The criteria are based on the twin concepts of participation and integration. These concepts function as well-established dimensions of both sustainable development and sustainable river basin management, and they are of significant methodological relevance. A synthesis of the key aspects connected to the two concepts is undertaken, based on a broad literature review. Focus is laid on how in methodological terms, and in relation to regional water management, to achieve participation and integration in a decision-making or planning process. The criteria are concerned with how knowledge and values are integrated into the planning process and how commitment, legitimacy, or acceptance for the resulting plan is generated.  相似文献

Severe drinking water shortage affects all resident of the Kabul river basin. Two and a half decades of civil war in Afghanistan (it began in late 1978) have resulted in widespread environmental degradation and water resource development throughout the country. The war has already finished and, therefore, water resource management for supplying water is one of the most important tasks for Afghanistan’s government. The Kabul river basin which is the most populated area in the country is located in the eastern part of Afghanistan. This article deals with the water resource properties of the Kabul river basin and also water demand in the important cities of the basin, such as Kabul, the capital and the largest city in the country. Also a few suggestions for providing water for domestic and agriculture purposes in short term, medium time and long term have been discussed.  相似文献

In the Heihe River Basin in the arid inland area of northwest China, the distribution of water resources in vegetation landscape zones controls the ecosystems. The carbon sequestration capacity of vegetation is analyzed in relation to water resources and vegetation growing conditions. During the last 20 years, the vegetation ecosystems have degenerated in the Heihe River Basin. Simulation using the C-FIX model indicates that, at present, the total amount of NPP of vegetation accounts for about 18.16 TgC, and the average value is 106 gC/m(2)/yr over the whole basin. NPP has generally the highest value in the upperstream mountain area, middlestream artificial oases area, downstream river bank area, alluvial fan and the terminal lake depression where vegetation grows relatively well. The lowest value is found in the vast downstream desert and Gobi area. Protection of vegetation ecosystems and enhancement of carbon sequestration require such inland river basins as the Heihe River Basin to be brought under management in a comprehensive way, taking water as a key, to carry out a rational and efficient allocation and utilization of water resources.  相似文献

ABSTRACT: Water scarcity in the Sevier River Basin in south‐central Utah has led water managers to seek advanced techniques for identifying optimal forecasting and management measures. To more efficiently use the limited quantity of water in the basin, better methods for control and forecasting are imperative. Basin scale management requires advanced forecasts of the availability of water. Information about long term water availability is important for decision making in terms of how much land to plant and what crops to grow; advanced daily predictions of streamflows and hydraulic characteristics of irrigation canals are of importance for managing water delivery and reservoir releases; and hourly forecasts of flows in tributary streams to account for diurnal fluctuations are vital to more precisely meet the day‐to‐day expectations of downstream farmers. A priori streamflow information and exogenous climate data have been used to predict future streamflows and required reservoir releases at different timescales. Data on snow water equivalent, sea surface temperatures, temperature, total solar radiation, and precipitation are fused by applying artificial neural networks to enhance long term and real time basin scale water management information. This approach has not previously been used in water resources management at the basin‐scale and could be valuable to water users in semi‐arid areas to more efficiently utilize and manage scarce water resources.  相似文献

以流域为单元进行水资源综合规划和管理是实现水环境改善的重要途径。本文以太湖流域第二大省界湖泊—淀山湖为例,在综合分析流域水环境质量基础上,利用GIS 分析工具划分流域治理片区并制定分区管控策略。根据流域所含骨干河流流向、骨干河流与淀山湖交汇特点、上中下游不同河段及镇域行政边界,将淀山湖流域分为吴淞江流域、千灯浦- 淀山湖流域、昆南湖荡流域、元荡湖荡流域、太浦河流域五大片区138 个子评价单元。通过水环境容量与压力两类空间叠加分析,构建形成污染重点减排区、污染综合治理区、产业绿色化提升区、生态环境保育区等四个类型区域,并提出差异化的产业准入和环境治理措施。本研究不仅为以流域为治理单元的水环境治理规划提供了较为可行的技术体系,而且为太湖流域水环境综合整治思路创新提供了可借鉴的案例。  相似文献

Australia's Murray–Darling basin (MDB) water plan is an ambitious attempt to balance ecological, social and economic benefits, where a key aspect of the reform process has been recovery of water for environmental use. This paper focuses on a set of initiatives established by a local non-governmental organisation and an Indigenous community designed to engage with local values and priorities and incorporate them into this complex river basin governance system. Contrary to expectations that local and basin-scale interests and outcomes will diverge, the case studies reveal the ability for local groups to collaboratively manage both land and water resources to achieve locally important outcomes, and contribute to basin-scale outcomes. The analysis also highlights a progressive style of community-based environmental management for water management that utilises multiple institutional arrangements and planning pathways to protect the values that are important to local communities, and to nest those values within the broader effort to sustainably manage the basin's water resources.  相似文献
