Preservation of extraordinary natural resources, protection of water quality, and restoration of impaired waters require a strategy to identify and protect least-disturbed streams and rivers. We applied two objective, quantitative methods to determine stream ecological integrity of headwater reaches of 10 Ozark rivers, 5 with Wild and Scenic River federal protective status. Thirty-four variables representing macroinvertebrate and fish assemblage characteristics, in-stream habitat, riparian vegetation, water quality, and watershed attributes were quantified for each river and analyzed using two multivariate approaches. The first approach, cluster and discriminant analyses, identified two groups of river with only one variable (% forested watershed) reliably distinguishing groups. Our second approach employed ordinal scaling to compare variables for each river to conceptually ideal conditions that were developed as a composite of optimal attributes among the 10 rivers. The composite distance of each river from ideal was then calculated using a unidimensional ranking technique. Two rivers without Wild and Scenic River designation ranked highest relative to ideal (highest ecological integrity), and two others, also without designation, ranked most distant from ideal (lowest ecological integrity). Fish density, number of intolerant fish species, and invertebrate density were influential biotic variables for scaling. Contributing physical variables included riparian forest cover, water nitrate concentration, water turbidity, percentage of forested watershed, percentage of private land ownership, and road density. These methods provide a framework for refinement and application in other regions to facilitate the process of establishing least-disturbed reference conditions and identifying rivers for protection and restoration.  相似文献

ABSTRACT: Modem management concepts were used to increase the efficiency and productivity of a large and complex water resource study conducted on two Delaware River components of the National Wild and Scenic Rivers System. The study analyzed the hydraulics of a 120 mile reach of the river using Rhodamine WT dye injected under medium-flow, low-flow steady-state, and low-flow-surge wave flow conditions. The study benefited from a decentralized management structure that used informal teams to attain quality control objectives, to overcome study difficulties, to secure substantial interagency cooperation, and to maximize limited financial and staffing resources.  相似文献

The Water Framework Directive is a major regulatory reform of water resources management within the European Union. Integrated catchment management plans must be prepared for all river basins, in order to achieve 'good ecological status' in all EU waters. Ecological status is a broader measure of water quality than the chemical and biological measures that were previously dominant. The Directive calls for a consideration of the economic costs and benefits of improvements to ecological status. In this paper, we use the choice experiment method to estimate the value of improvements in three components of ecological status. Given the high resource cost of valuation studies, benefits transfer methods will be needed in implementing the Directive. We thus also test the ability of choice experiments for benefits transfer across two very similar rivers in the UK.  相似文献

: The National Wild and Scenic River Act of 1968 was designed to protect the nation's unique waterways. This Act, however, has been criticized for negatively affecting areas it was intended to protect. Findings, based on field investigation in the Upper Mississippi River basin suggest that designation may serve as a factor for increasing recreational use levels on the protected rivers. Key aspects of environmental management exist within a legislative framework. The Rivers and Foreshores Improvement Act 1948 (NSW) and several Regional Environmental Plans created under the Environmental Planning and Assessment Act 1979 (NSW) make reference to ‘the top of the bank’ for defining areas of protected land adjacent to rivers, within which development consent may be required. It is an arbitrary term and its use within the Rivers and Foreshores Improvement Act 1948 (NSW) leads to confusion. This paper examines the range of definitions of ‘the top of the bank’ in respect of natural watercourses and aims to provide a more lucid and effective definition that will clarify existing ambiguities in legal interpretation. The paper examines the historical origins of the phrase ‘top of the bank’, finding that stereotyped Eurocentric views of what a river ‘should look like’ have impaired the legal definition for Australian rivers, thereby influencing common law and the development of statutory definitions. Judicial applications of the phrase ‘top of the bank’ are examined from a geomorphological perspective, demonstrating the misconceptions of the term in a legal context. The paper identifies the existence of widespread support for the need to protect land adjacent to rivers in the interests of environmental, economic and social sustainability. It concludes by calling for legislative reform that is both tailored to the individual site and consistent with overarching goals at the catchment scale.  相似文献

ABSTRACT: The lower 4 miles of the Red River, a tributary of the Rio Grande in northern New Mexico, was designated as one of the “instant” components of the National Wild and Scenic River System in 1968. The Bureau of Land Management (BLM), as the managing agency of the wild and scenic river, was a participant in a general water rights adjudication of the Red River stream system. The BLM sought a federal reserved water right and asserted a claim to the instream flows necessary to protect and maintain the values of the river. Instream flows are not recognized under New Mexico water law. Instream flow requirements were determined by several methods to quantify the claims made by the United States for a federal reserved water right under the Wild and Scenic Rivers Act. The scenic (aesthetic), recreational, and fish and wildlife values are the purposes for which instream flow requirements were claimed. Since water quality is related to these values, instream flows for waste transport and protection of water quality were also included in the claim. The U.S. Fish and Wildlife Service's Instream Flow Incremental Methodology was used to quantify the relationship between various flow regimes and fish habitat. Experience in this litigation indicates the importance of using state-of-the-art methodologies in quantifying instream flow claims. The incremental methodology held up well under technical and legal scrutiny and is an example of the latest methodology that was applied successfully in an adjudication. On February 23, 1984, the parties involved in the adjudication entered a precedential stipulation recognizing a federal reserved right to instream flows for the Red River component of the National Wild and Scenic River System.  相似文献

This paper investigates local recognition of the link between incentive-based program (IBP) benefits and conservation, and how perceptions of benefits and linkage influence attitudes in communities surrounding Chitwan National Park, Nepal. A survey of 189 households conducted between October and December 2004 examined local residents’ perceived benefits, their attitudes toward park management, and perception of linkages between conservation and livelihoods. Linkage perceptions were measured by a scale compared with a respondent’s recognition of benefits to determine whether IBPs establish a connection between benefits and livelihoods. An attitude scale was also created to compare attitudes toward park management with perceptions of benefits and linkage to determine if IBPs led to positive attitudes, and if the recognition of a direct tie between livelihoods and natural resources made attitudes more favorable. Research results indicate that as acknowledgement of benefit increases, so does the perception of linkage between the resource and livelihoods. Similarly, when perceived benefit increases, so too does attitude towards management. Positive attitude towards park management is influenced more by perception of livelihood dependence on resources than on benefits received from the park. However, overwhelming positive support voiced for conservation did not coincide with conduct. In spite of the positive attitudes and high perception of linkage, people did not necessarily behave in a way compatible with conservation. This suggests that while benefits alone can lead to positive attitudes, without clear linkages to conservation, the IBP may lose persuasion when alternative options—conflicting with conservation objectives—arise promising to provide greater economic benefit.  相似文献

Summary In order to determine the environmental problems as perceived by the community of Luján (Province of Buenos Aires, Argentina), a survey was carried out. The relationship between environmental perception and socio-economic level was also studied. The most important problems reported by the community were the floods, which occur when the Luján river overflows its banks, and the contamination of this river as it flows through Luján city. Deficiencies in the tourist infrastructure were also considered to be serious. The least perceived problem was that of industrial air pollution. Positive correlations between environmental perception, socio-economic standing and levels of instruction were observed.Claudia Feijoó is a Lecturer in Ecology at the National University of Luján. Her research interests are in environmental perception and ecology of rivers and polluted waters. Prof. Fernando Momo is Professor of Ecology at the same University. The debate on scale use in river management focuses primarily on the (lack of) fit between the bio-geophysical and institutional systems. However, in this article we focus on the ‘subjective’ aspect of scale preferences in water governance. We apply an adapted version of the Integrated Scale Hierarchy for Rivers to determine the degree of fit between the scale preferences of the actors involved in a Dutch case study and the scale requirements of the innovative river management concept. This allows us to understand which riverine processes and characteristics are regarded as important by the different actors and to identify mismatches in scale perspectives as they manifest themselves in water management practice. We discover that inflexibility in scale use on the part of the involved actors places bounds on the design and quality of interventions and demonstrate that a more flexible use of scales in the design phase of a river management intervention has the potential to lead to more effective solutions.  相似文献

This article reports a study of the public perception of large wood in rivers and streams in the United States. Large wood is an element of freshwater aquatic ecosystems that has attracted much scientific interest in recent years because of its value in biological and geomorphological processes. At the heart of the issue is the nature of the relationship between scientific recognition of the ecological and geomorphological benefits of wood in rivers, management practices utilizing wood for river remediation progress, and public perceptions of in-channel wood. Surveys of students’ perceptions of riverscapes with and without large wood in the states of Colorado, Connecticut, Georgia, Illinois, Iowa, Missouri, Oregon, and Texas suggest that many individuals in the United States adhere to traditionally negative views of wood. Except for students in Oregon, most respondents considered photographs of riverscapes with wood to be less aesthetically pleasing and needing more improvement than rivers without wood. Analysis of reasons given for improvement needs suggest that Oregon students are concerned with improving channels without wood for fauna habitat, whereas respondents elsewhere focused on the need for cleaning wood-rich channels for flood risk management. These results underscore the importance of public education to increase awareness of the geomorphological and ecological significance of wood in stream systems. This awareness should foster more positive attitudes toward wood. An integrated program of research, education, and policy is advocated to bridge the gap between scientific knowledge and public perception for effective management and restoration of river systems with wood.  相似文献

On the basis of the European Water Framework Directive (2000/60), the water resources of the member states of the European Community should reach good quality standards by 2015. Although such regulations illustrate the basic points for a comprehensive and effective policy of water monitoring and management, no practical tools are provided to face and solve the issues concerning freshwater ecosystems such as rivers. The Italian government has developed a set of regulations as adoption of the European Directive but failed to indicate feasible procedures for river monitoring and management. On a local scale, Sicilian authorities have implemented monitoring networks of watersheds, aiming at describing the general conditions of rivers. However, such monitoring programs have provided a relatively fragmentary picture of the ecological conditions of the rivers. In this study, the integrated use of environmental quality indices is proposed as a methodology able to provide a practical approach to river monitoring and management. As a case study, the Imera Meridionale River, Sicily’s largest river, was chosen. The water quality index developed by the U.S. National Sanitation Foundation and the floristic quality index based on the Wilhelm method were applied. The former enabled us to describe the water quality according to a spatial–temporal gradient, whereas the latter focused on the ecological quality of riparian vegetation. This study proposes a holistic view of river ecosystems by considering biotic and abiotic factors in agreement with the current European regulations. How the combined use of such indices can guide sustainable management efforts is also discussed.  相似文献

Although collaboration and multi-stakeholder partnerships have become a common feature in natural resource management throughout the world, various problems are associated with attempts to up-scale community-based natural resource management from the local to the regional level. To analyze the reasons behind these problems, this article reports on two examples of collaboratives in Australia: local Landcare groups, and regional natural resource management (NRM) bodies. Recent government-induced changes have shifted the focus from local Landcare group action to strategic planning and implementation by regional NRM bodies. Two typologies of collaboratives are applied to analyze the characteristics of both these groups. The study uses data from 52 qualitative interviews with key informants at the local and regional level in Victoria and Tasmania, participant observation, as well as literature and document analysis. The article illustrates how the groups’ distinct characteristics can cause conflicts when the different types of collaboratives operate in parallel. In addition, the article reports how stakeholders perceive the level of community participation in decision-making processes. The key message is that the benefits of community participation and collaboration that arise at the local level can be lost when these approaches are up-scaled to the regional level unless there is an intermediary or ‘mediating structure’ to facilitate communication and create the link between different types of collaboratives.  相似文献

Natural resource professionals are increasingly faced with the challenges of cultivating community-based support for wetland ecosystem restoration. While extensive research efforts have been directed toward understanding the biophysical dimensions of wetland conservation, the literature provides less guidance on how to successfully integrate community stakeholders into restoration planning. Therefore, this study explores the social construction of wetlands locally, and community members’ perceptions of the wetland restoration project in the Cache River Watershed of southern Illinois, where public and private agencies have partnered together to implement a large-scale wetlands restoration project. Findings illustrate that the wetlands hold diverse and significant meanings to community members and that community members’ criteria for project success may vary from those identified by project managers. The case study provides managers with strategies for building community commitment such as engaging local citizens in project planning, minimizing local burdens, maximizing local benefits, and reducing uncertainty.  相似文献

Public involvement in management decision making has received increased attention from researchers in recent years. These studies, however, have rarely considered differences in behavior resulting from gains and losses, despite ample evidence that individuals’ behavior is not the same across situations. Individuals are often more sensitive to losses than gains, which research suggests is related to ownership (real or perceived) of the item lost. We present evidence from a within-subjects quasi-experimental design to test whether mountain bikers’ reported intentions differ between gain based and loss based conditions. These data were analyzed using a multi-step repeated measures analysis of variance and repeated measures analysis of covariance. The results suggest that losses are more powerful than gains in motivating public engagement in management decision making. Further, the type of action was also shown to influence behavioral intentions. Additional analyses provide support to the claim that, centrality, used as a proximate measure of ownership, moderates the contextual effects on behavioral intentions. Thus, loss aversion, moderated by ownership, is a plausible explanation of stakeholder involvement.  相似文献

Climate Change and River Ecosystems: Protection and Adaptation Options   总被引:3,自引:0,他引:3  
Rivers provide a special suite of goods and services valued highly by the public that are inextricably linked to their flow dynamics and the interaction of flow with the landscape. Yet most rivers are within watersheds that are stressed to some extent by human activities including development, dams, or extractive uses. Climate change will add to and magnify risks that are already present through its potential to alter rainfall, temperature, runoff patterns, and to disrupt biological communities and sever ecological linkages. We provide an overview of the predicted impacts based on published studies to date, discuss both reactive and proactive management responses, and outline six categories of management actions that will contribute substantially to the protection of valuable river assets. To be effective, management must be place-based focusing on local watershed scales that are most relevant to management scales. The first priority should be enhancing environmental monitoring of changes and river responses coupled with the development of local scenario-building exercises that take land use and water use into account. Protection of a greater number of rivers and riparian corridors is essential, as is conjunctive groundwater/surface water management. This will require collaborations among multiple partners in the respective river basins and wise land use planning to minimize additional development in watersheds with valued rivers. Ensuring environmental flows by purchasing or leasing water rights and/or altering reservoir release patterns will be needed for many rivers. Implementing restoration projects proactively can be used to protect existing resources so that expensive reactive restoration to repair damage associated with a changing climate is minimized. Special attention should be given to diversifying and replicating habitats of special importance and to monitoring populations at high risk or of special value so that management interventions can occur if the risks to habitats or species increase significantly over time.  相似文献

Experience with collaborative approaches to natural resource and environmental management has grown substantially over the past 20 years, and multi-interest, shared-resources initiatives have become prevalent in the United States and internationally. Although often viewed as “grass-roots” and locally initiated, governmental participants are crucial to the success of collaborative efforts, and important questions remain regarding their appropriate roles, including roles in partnership initiation. In the midst of growing governmental support for collaborative approaches in the mid-1990s, the primary natural resource and environmental management agency in Wisconsin (USA) attempted to generate a statewide system of self-sustaining, collaborative partnerships, organized around the state’s river basin boundaries. The agency expected the partnerships to enhance participation by stakeholders, leverage additional resources, and help move the agency toward more integrated and ecosystem-based resource management initiatives. Most of the basin partnerships did form and function, but ten years after this initiative, the agency has moved away from these partnerships and half have disbanded. Those that remain active have changed, but continue to work closely with agency staff. Those no longer functioning lacked clear focus, were dependent upon agency leadership, or could not overcome issues of scale. This article outlines the context for state support of collaborative initiatives and explores Wisconsin’s experience with basin partnerships by discussing their formation and reviewing governmental roles in partnerships’ emergence and change. Wisconsin’s experience suggests benefits from agency support and agency responsiveness to partnership opportunities, but cautions about expectations for initiating general-purpose partnerships.  相似文献

DOI: 10.1111/j.1752‐1688.2012.00652.x Abstract:  America’s rivers are managed, over long periods of time, based on the most basic ideologies of the United States (U.S.) government. An essential notion of the U.S. government, and thus a necessity of river management, is governing as experiment. This leads to three necessary characteristics of river management: (1) adapting management practices based on experience and thus creating management and agency structures that are highly malleable and that can change directions, (2) overlapping of management roles and responsibilities between agencies which includes intentional redundancy and interagency competition, and (3) federalism — the devolution of responsibilities between national, state, and other unit governments (e.g., municipalities, counties). While these characteristics are often criticized as inefficient, in fact they have provided a surprisingly effective system for river management that has responded to the needs of society at different times and in different places. A key question for river and water resource managers is whether this particular system, so initially unappealing, is best able to meet the future needs of the U.S.  相似文献

This research investigated managers’ views of two global environmental risks: climate change and loss of biodiversity. The intent was to understand why different managers place varying levels of attention and priority on these issues. The data came from in-depth interviews with 28 senior corporate managers across Canada and a range of sectors, although most were employed in the energy sector. Approximately half had direct environmental responsibilities and half had other management duties. Grounded theory was used to collect and analyze the data. From the results, a theoretical framework was constructed to explain important factors that can influence managers’ mental models of environmental risk. Four factors relevant to managers’ appraisal of the threat of environmental risk include: (1) salience, (2) intrinsic value of nature, (3) knowledge, and (4) perceived resilience of nature. In addition, four factors relevant to managers’ view of the appeal of a particular response strategy were: (1) avoidability, (2) perceived costs and benefits, (3) fairness and equity, and (4) effectiveness. The time horizon for decision making was seen as being important in both portions of the mental model.  相似文献
