The growing use of computers in environmental management is profoundly changing data collection procedures, analytic processes, and even the decision-making environment itself. The emerging technology of geographic information systems (GIS) is expanding this revolution to integrate spatial information fully into research, planning, and management of land. In one sense, this technology is similar to conventional map processing involving traditional maps and drafting aids, such as pens, rub-on shading, rulers, planimeters, dot grids, and acetate sheets for light-table overlays. In another sense, these systems provide advanced analytic capabilities, enabling managers to address complex issues in entirely new ways. This report discusses a fundamental approach to computer-assisted map analysis that treats entire maps as variables. The set of analytic procedures for processing mapped data forms a mathematical structure analogous to traditional statistics and algebra. All of the procedures discussed are available for personal computer environments.  相似文献

ABSTRACT: Watershed management decision making is a complex process. Cooperation and communication among federal, state, and local stakeholders is required while balancing biophysical and socioeconomic concerns. The public is taking part in environmental decisions, and the need for technology transfer from public agencies to stakeholders is increasing. Information technology has had a profound influence on watershed management over the past decade. Advances in data acquisition through remote sensing, data utilization through geographic information systems (GIS), and data sharing through the Internet have provided watershed managers access to more information for management decisions. In the future, applications incorporating hydrologic simulation models, GIS, and decision support systems will be deployed through the Internet. In addition to challenges in making complex modeling technology available to diverse audiences, new information technology issues, such as interoperability, Internet access, and security, are introduced when GIS, simulation models, and decision support systems are integrated in an Internet environment. This paper presents a review of current use of information technology in watershed management decision making and a discussion of issues created when developing Internet based, integrated watershed management decision support systems. A prototype spatial decision support system (SDSS) for rangeland watershed management was developed using web services, which are components that communicate using text based messages, thus eliminating proprietary protocols. This new framework provides an extensible, accessible, and interoperable approach for SDSS.  相似文献

The incidental acquisition of spatial orientation knowledge when using a pedestrian navigation assistance system for wayfinding was compared to incidental learning during map-based wayfinding. First-time visitors to a real environment (a zoo) took a guided tour. In the navigation assistance conditions, users were provided with direction information and view-based pictures of the current intersection at each decision point, presented on a hand-held computer. In the map-based condition, participants derived route segments from a map (each segment comprising three or four intersections), and then walked the partial routes from memory. After walking, unexpected tests on route memory and survey knowledge were administered. Navigation assistance users showed good route knowledge and poor survey knowledge. In contrast, map users showed better survey knowledge and nearly perfect route knowledge. Variations of information presentation within navigation assistance conditions (auditory vs. visual direction command, additional presentation of allocentric spatial information) was not effective. Results are explained with an active encoding principle. Only information that is actually encoded, transformed, and/or memorized during the primary wayfinding activity, is incidentally learned. Since navigation assistance systems do not require users to encode, transform, and memorize spatial information, the spatial orientation knowledge of navigation assistance users is poor.  相似文献

Modelling land cover change from existing land cover maps is a vital requirement for anyone wishing to understand how the landscape may change in the future. In order to test any land cover change model, existing data must be used. However, often it is not known which data should be applied to the problem, or whether relationships exist within and between complex datasets. Here we have developed and tested a model that applied evolutionary processes to Bayesian networks. The model was developed and tested on a dataset containing land cover information and environmental data, in order to show that decisions about which datasets should be used could be made automatically. Bayesian networks are amenable to evolutionary methods as they can be easily described using a binary string to which crossover and mutation operations can be applied. The method, developed to allow comparison with standard Bayesian network development software, was proved capable of carrying out a rapid and effective search of the space of possible networks in order to find an optimal or near-optimal solution for the selection of datasets that have causal links with one another. Comparison of land cover mapping in the North-East of Scotland was made with a commercial Bayesian software package, with the evolutionary method being shown to provide greater flexibility in its ability to adapt to incorporate/utilise available evidence/knowledge and develop effective and accurate network structures, at the cost of requiring additional computer programming skills. The dataset used to develop the models included GIS-based data taken from the Land Cover for Scotland 1988 (LCS88), Land Capability for Forestry (LCF), Land Capability for Agriculture (LCA), the soil map of Scotland and additional climatic variables.  相似文献

This paper develops a GIS-based integrated approach to risk assessment in natural hazards, with reference to bushfires. The challenges for undertaking this approach have three components: data integration, risk assessment tasks, and risk decision-making. First, data integration in GIS is a fundamental step for subsequent risk assessment tasks and risk decision-making. A series of spatial data integration issues within GIS such as geographical scales and data models are addressed. Particularly, the integration of both physical environmental data and socioeconomic data is examined with an example linking remotely sensed data and areal census data in GIS. Second, specific risk assessment tasks, such as hazard behavior simulation and vulnerability assessment, should be undertaken in order to understand complex hazard risks and provide support for risk decision-making. For risk assessment tasks involving heterogeneous data sources, the selection of spatial analysis units is important. Third, risk decision-making concerns spatial preferences and/or patterns, and a multicriteria evaluation (MCE)-GIS typology for risk decision-making is presented that incorporates three perspectives: spatial data types, data models, and methods development. Both conventional MCE methods and artificial intelligence-based methods with GIS are identified to facilitate spatial risk decision-making in a rational and interpretable way. Finally, the paper concludes that the integrated approach can be used to assist risk management of natural hazards, in theory and in practice.  相似文献

Citizen involvement in environmental policy setting is important for insuring policy viability. However, traditional public meetings are criticized for being an ineffective means of conveying information, especially for complex policy issues such as watershed management. An interactive technology-based approach to public meetings provides a promising alternative. This pilot study compares knowledge, commitment and satisfaction levels of two groups of participants at a watershed meeting: one group attended a traditional meeting format and the other attended a technology-based format. Group survey results show technology-based participants report a higher level of meeting satisfaction and a stronger influence of the meeting on watershed attitudes. Comparisons of knowledge and commitment levels may require a multiple meeting format to highlight group differences.  相似文献

Abstract: Landscape water conservation is an important issue for municipalities throughout the Western United States, and especially in Utah as rapid growth strains existing water supplies. We conducted interdisciplinary research in Layton, Utah, that aimed at understanding patterns of landscape water use among households and businesses. The research project involved three basic tasks. First, a landscape “water budget” was developed by producing a calibrated and classified mosaic of landscape type and area from airborne multispectral digital imagery, integrating this information with Layton City parcel boundary data to determine landscape vegetated areas per lot, and estimating irrigation needs derived from reference evapotranspiration (ETo) obtained using weather data for the Salt Lake City metropolitan region. Second, utilizing Layton water billing data, water use for each household and business was identified and categorized as “conserving,”“acceptable” or “wasteful” by determining how much the water applied varied from actual landscape plant need. Third, surveys were administered to a random stratified sample of households and businesses in the study area to investigate various factors that were hypothesized to be predictive of wasteful watering practices. This paper primarily focuses on analysis of the household and business survey data, which explores factors affecting urban landscape water use from a human behavioral perspective. We found that the most significant factors predicting actual water use were the type of irrigation system and whether the location was a household or business. Attitudinal and motivational characteristics were not consistently associated with water use. We found that wasteful watering is the result of many factors embedded in the complex context of urban landscapes. This implies that water conservation programs should identify potential wasteful users through analyses of water billing data and direct water conservation measures at these users by focusing on site‐specific evaluations and recommendations. Water audits or water checks are one such tool that some communities have employed to help people understand and assess the quantity of water needed by and applied to their landscapes. This approach provides an opportunity to evaluate situational constraints at particular locations and design appropriate strategies for reducing water waste.  相似文献

Arc StormSurge is a data model that integrates geographic information systems and the hurricane wave and surge model SWAN+ADCIRC, which is the coupling of the Simulating WAves Nearshore (SWAN) wave model and the Advanced Circulation (ADCIRC) hydrodynamic model. The Arc StormSurge data model is a geodatabase, which is a relational database that can contain georeferenced information. It includes feature classes in feature datasets and tables, all related among them through relationship classes, and raster catalogs and grids. In addition to the data model schema, Arc StormSurge includes a number of pre‐ and post‐processing tools that help integrate spatial data and numerical modeling. As an illustration, Arc StormSurge was used to support the modeling of Hurricane Bret, which made landfall in the Corpus Christi area in Texas in 1999. By using Arc StormSurge, it was possible to take advantage of already available geo‐referenced information (e.g., base maps, land cover datasets, and monitoring station locations) for the model setup, and for identifying spatial patterns in the model results by presenting them in map format.  相似文献

The study presents an approach that combined objective information such as sampling or experimental data with subjective information such as expert opinions. This combined approach was based on the Analytic Network Process method. It was applied to evaluate soil erosion risk and overcomes one of the drawbacks of USLE/RUSLE soil erosion models, namely that they do not consider interactions among soil erosion factors. Another advantage of this method is that it can be used if there are insufficient experimental data. The lack of experimental data can be compensated for through the use of expert evaluations. As an example of the proposed approach, the risk of soil erosion was evaluated in olive groves in Southern Spain, showing the potential of the ANP method for modelling a complex physical process like soil erosion.  相似文献

ABSTRACT: The temporal and locational attributes of water use data are ideally suited for analysis using a geographic information system (GIS) approach. A GIS combines spatial database management, statistical analysis, and cartographic modelling capabilities within a computer hardware and software configuration. Texas water use data for selected categories in 1980 and 1986 were analyzed using ARC/INFO to demonstrate the utility of GIS for water resource information management. Examples of data analysis and display are presented to illustrate the effectiveness of cartographic representations to communicate water use data.  相似文献

This study examines sustainability indicators using the sustainability report of the Finnish Ministry of Agriculture and Forestry as the case study. The report is a compilation of indicators designed to assess the sustainability of natural resource management. The interviews with the users revealed, however, that the indicators have not been particularly effective in informing the actors or in affecting their behaviour. Clearly, the informative value of the indicators has been overrated and the complexity of the information transfer has been underestimated. At least partly, the difficulties were due to the obscurity of the indicator-concept itself and consequently to their improper use. First, the statistics with the objective state-of-affairs information should be distinguished from the indicators that are always related to policy discussion. In addition, the technical and communicative use of the indicators should be distinguished from each other as they have different relationship between the information, policy values and the associated activities.  相似文献

Many organizations in environmental fields stand to benefit from the use of a geographic information system (GIS). Selecting a GIS to implement within an organization can be a difficult task that is often required of people with little experience using a GIS. A framework for evaluating competing GIS considers cost, functionality, ease of use, future stability, development potential, support availability, and maintenance costs. Initial cost involves more than the actual purchase price of hardware and software; it includes the cost of building the data base and training users within the organization. Functionality refers to the depth and breadth of capabilities of a GIS. Issues involved in evaluating functionality include the appropriateness of raster vs vector processing and the ability to add your own software. Ease of use is important, but there is generally a trade-off with functionality. The degree of centralization of use of the GIS within the organization affects requirements for ease of use. GIS are rapidly evolving, and as a result it is important to select a system with high potential for future development. With the proliferation of companies offering GIS it is important to select one that is likely to survive and prosper. Similarly, the ability to find support in the forms of technical help, advice, and possibly even skilled employees can be significant.  相似文献

The newly instituted management plan for the Pemigewasset Wilderness area of New Hampshire, USA, which relies principally on providing information to visitors, represents a departure from traditional plans. Logit analysis of survey data indicates limited evidence of the plan having much direct impact on visitor behavior. There is evidence of success in information dissemination to area users; however, the type of information that is being relayed to backcountry users does not appear to be that which the management plan is attempting to promote.  相似文献

ABSTRACT: Making decisions for environmental management is a complex task due to the multiplicity and diversity of technological choices. Furthermore, the exploitation of natural resources and the preservation of the natural environment imply objectives that are often in conflict within a sustainable development paradigm. Managers and other decision makers require techniques to assist them in understanding strategic decision making. This paper illustrates the use of a multiple‐objective decision‐making methodology and an integrative geographical information system‐based decision‐making tool developed to help watershed councils prioritize and evaluate restoration activities at the watershed level. Both were developed through a multidisciplinary approach. The decision‐making tool is being applied in two watersheds of Oregon's Willamette River Basin. The results suggest that multiple‐objective methods can provide a valuable tool in analyzing complex watershed management issues.  相似文献

This paper provides an analysis of the socio-economic impacts of river restoration schemes, and is novel in considering how a wide range of socio-economic variables can be used to understand impacts on the entire resident population within an area. A control-impacted approach was applied to explore differences in socio-economic characteristics of areas within which a restoration scheme had been carried out compared to areas without such a scheme. The results show that significant differences exist between control and impacted areas for a range of socio-economic variables. However, due to constraints in the methods and the data available, there are currently limitations in the extent to which socio-economic impacts of river restoration schemes can be fully explored. Additional datasets that become available in the future may increase the ability to detect associations between improvements in the water environment and socio-economic benefits. However, whilst the secondary data used in this paper are potentially powerful, they should be used alongside other techniques for assessing the impacts of decisions as part of future frameworks to deliver sustainable water management.  相似文献

The importance of developing evaluative standards for judging the acceptability of impacts caused by recreation is common to all recent natural resource management frameworks. A normative model has been advanced as a useful way to conceptualize, collect, and organize empirical data representing standards for resource management issues. This article summarizes the findings from social and ecological research to illustrate the utility of the normative approach from a manager's perspective. The social data (e.g., encounter norms, proximity norms, and tolerances for launch wait times) were obtained from 13 different study sites, while the ecological data (e.g., tolerances for the amount of bare ground, size of fire rings, instream flows, and wildlife management practices) were collected at three specific sites and from one statewide survey, Findings from the social research indicated that encounter norms exist for particular types of contacts with certain types of visitors at particular places and for certain types of experiences. The recreationists reported norms for acceptable distances between individuals, encounters with others at campsites or attractions, and waiting times to run rapids. These social norm evaluation techniques were also shown to be transferable to normative evaluations of ecological impacts. The users had opinions about ecological impacts and were willing to express them. In addition, the ecological norms were of moderate to high intensity. It is argued that the usefulness of normative approaches lies in their ability to characterize group agreement about appropriate use conditions or impact levels for a particular recreation experience, thus providing the evaluative information needed to establish management standards.  相似文献
