Nepal is considered a leader among developing nations with regard to conservation legislation and programs; it was among the first Asian nations to develop national conservation legislation, sign CITES, and develop a national conservation strategy. We review the history of modern conservation law in Nepal from the Rana period (early 1950s) to the present. The early legislation focused mainly on strict preservation of areas and species; this phase culminated in the National Parks and Wildlife Conservation Act of 1973. Subsequent legislation has evolved more in the direction of an integrated, holistic approach to conservation and is beginning to incorporate the participation of local people; subsequent amendments to the 1973 act allowed greater rights to rural villagers, and the designation of conservation areas in addition to the more strictly defined protected areas (national parks, wildlife reserves, etc.). Our review of conservation legislation suggests that Nepal has had many successes to date; the country has a protected area system covering over 10% of its land area, and many target species are recovering in parks and reserves. There are also some causes of concern, including staff shortages, financial constraints within the Department of National Parks and Wildlife Conservation, and the fact that there is little legal infrastructure outside of protected areas to enforce conservation laws; further, some aspects of hunting regulations are in need of revision. Primary needs include a comprehensive review of these policies and a nationalized strategy to ameliorate the shortcomings.  相似文献

This study presents a meta-analysis of a collective dataset describing the succession from abandoned fields to semi-natural grassland and heathland vegetation over the past century. The study objectives were to develop a method for statistical discrimination between abandoned fields and semi-natural habitats and to analyze the probability that an abandoned field had developed into a semi-natural habitat. A statistical classification model was developed, based on lists of vascular plants from 2059 plots from Danish semi-natural grasslands and heathlands, and abandoned fields of varying age. This model was shown to discriminate effectively between abandoned fields and semi-natural habitats, and it was found to be potentially useful for the detection of abandoned fields approaching semi-natural vegetation. We suggest that the model may help clarify restoration targets and assess biological condition in formerly cultivated areas. Statistical modeling revealed that succession age, period of abandonment and succession trajectory had significant effects on the probability that abandoned fields reached the semi-natural phase. Our study indicates that restoration projects targeting grassland and heathland should take local species pools and soil fertility into account. The Hponkanrazi Wildlife Sanctuary, North Myanmar and three contiguous protected areas, comprise some of the largest expanses of natural forest remaining in the region. Demand for wildlife products has resulted in unsustainable exploitation of commercially valuable species resulting in local extirpation of vulnerable species. Camera trap, track and sign, and questionnaire-based surveys were used to examine (a) wildlife species targeted by hunters, (b) the importance of wild meat for household consumption, and (c) the significance of hunting as a livelihood activity for resident villages. Certain commercially valuable species highly preferred by hunters were either completely absent from hunt records (tiger, musk deer and otter) or infrequently obtained during actual hunts (bear, pangolin). Species obtained by hunters were commonly occurring species such as muntjacs with low commercial value and not highly preferred by hunters. Fifty eight percent of respondents (n = 84) indicated trade, 27% listed subsistence use and 14% listed human-wildlife conflict as the main reason for hunting (n = 84). Average amount of wild meat consumed per month is not significantly higher during the hunting season compared to the planting season (paired t-test, P > 0.05). Throughout the year, the average amount of fish consumed per month was higher than livestock or wild meat (Friedman test, P < 0.0001). Hunting is driven largely by trade and wild meat, while not a critical source of food for a large number of families could potentially be an important, indirect source of access to food for hunting families. Findings and trends from this study are potentially useful in helping design effective conservation strategies to address globally prevalent problems of declining wildlife populations and dependent human communities. The study provides recommendations to reduce illegal hunting and protect vulnerable species by strengthening park management through enforcement, increasing the opportunity costs of poaching, establishing no-take zones and research to determine the economic significance of hunting for livelihoods.  相似文献

The importance of preserving both protected areas and their surrounding landscapes as one of the major conservation strategies for tigers has received attention over recent decades. However, the mechanism of how land-use surrounding protected areas affects the dynamics of tiger populations is poorly understood. We developed Panthera Population Persistence (PPP)—an individual-based model—to investigate the potential mechanism of the Sumatran tiger population dynamics in a protected area and under different land-use scenarios surrounding the reserve. We tested three main landscape compositions (single, combined and real land-uses of Tesso-Nilo National Park and its surrounding area) on the probability of and time to extinction of the Sumatran tiger over 20 years in Central Sumatra. The model successfully explains the mechanisms behind the population response of tigers under different habitat landscape compositions. Feeding and mating behaviours of tigers are key factors, which determined population persistence in a heterogeneous landscape. All single land-use scenarios resulted in tiger extinction but had a different probability of extinction within 20 years. If tropical forest was combined with other land-use types, the probability of extinction was smaller. The presence of agroforesty and logging concessions adjacent to protected areas encouraged the survival of tiger populations. However, with the real land-use scenario of Tesso-Nilo National Park, tigers could not survive for more than 10 years. Promoting the practice of agroforestry systems surrounding the park is probably the most reasonable way to steer land-use surrounding the Tesso-Nilo National Park to support tiger conservation.  相似文献

Wildlife conservation policy for endangered species restoration follows a six-phase process. Population viability analysis (PVA) can play a major contributing role in four of these. PVA, as discussed here, is a technique where extinction vulnerabilities of small populations are estimated using computer simulation modeling. The benefits and limitations of using PVA in wildlife decision and policy processes are reviewed based on our direct experience. PVA permits decision makers to set time frames for management, estimate the required magnitude of restoration efforts, identify quantitative targets for species recovery, and select, implement, monitor, and evaluate management strategies. PVA is of greatest value for rare species policy and management. However, a limitation of PVA simulation models is that they are constrained by the amount of biological data available, and such data are difficult to obtain from small populations that are at immediate risk of extinction. These problems may be overcome with improved models and more data. Our experience shows benefits of PVA far outweigh its limitations, and applications of the approach are most useful when integrated with decision analysis and completed within an adaptive management philosophy. PVAs have been carried out for 14 Victorian species and less used elsewhere in Australia. Management and recovery plans are developed from these PVAs. We recommend that PVA be used to guide research programs, develop conservation strategies, and inform decision and policy making for both endangered and nonendangered species because it can significantly improve many aspects of natural resource policy and management.  相似文献

Wildlife managers are challenged with the task of deciding whether a management measure is appropriate or not, and furthermore they have to convince others about the merits of their decision. Population decline of some hare species (genus Lepus) has resulted in their Red Listing and conservation measures are being undertaken. Release or restocking is a frequent measure in some countries, and thousands of hares are released annually, mainly for hunting purposes. These hares can be obtained by either intensive or extensive rearing or translocation of the wild animals. Each method entails difficulties and different survival rates in the wild. Survival rates in the wild are low for hares intensively reared in cages but are higher for hares reared extensively in enclosures and wild translocated hares. The benefits of the hare release practice are significantly lower than the action’s implementation cost. Hare releases have not increased significantly the wild hare population or the hunting harvest in areas where the practice has been applied. The risk of genetic and evolutionary degradation and pathogen transmission is possible in wild populations. The need for wise management of this practice is evident and the term ‘Permitted Transferring Units’ should be introduced to denote regions where hares should not be transferred for rearing and release.  相似文献

Hunting is a threat to wildlife within the Hkakaborazi National Park in north Myanmar. We used questionnaire surveys to obtain data on variables such as commonly targeted species, prices of traded wildlife, reasons for hunting and the relative importance of livelihood sources. We examine (a) the significance of hunting and trade for livelihoods and explore (b) the impacts of hunting on targeted species. Ninety per cent of trade records (n = 803) was constituted by seven species commonly targeted by hunters (serow, red goral, muntjac, bear, Assamese macaque, black musk deer and takin). Commercially valuable species previously targeted by hunters (tiger, otter, pangolin) appear to be completely absent from current harvest records and potentially in decline. Although farming is the predominant occupation, hunting (driven by trade) represents a significantly higher source of income than other livelihood activities. Management recommendations include increased investment in enforcement, education and outreach, small livestock development, improved crop productivity, demarcation of no-take areas for wildlife and biological monitoring of targeted species.  相似文献

The Amur Tiger (Panthera tigris altaica) is one of the world’s most endangered species. Recently, habitat fragmentation, food scarcity and human hunting have drastically reduced the population size and distribution areas of Amur tigers in the wild, leaving them on the verge of extinction. Presently, they are only found in the north-eastern part of China. In this study, we developed a reference framework using methods and technologies of analytic hierarchy process (AHP), remote sensing (RS), geographic information system (GIS), GAP analysis and Natural Break (Jenks) classification to evaluate the habitat and to set the conservation priorities for Amur tigers in eastern areas of Heilongjiang and Jilin Provinces of northeast China. We proposed a Habitat Suitability Index (HSI) incorporating 7 factors covering natural conditions and human disturbance. Based on the HSI values, the suitability was classified into five levels from the most to not suitable. Finally, according to results of GAP analysis, we identified six conservation priorities and designed a conservation landscape incorporating four new nature reserves, enlarging two existing ones, and creating four linkages for Amur tigers in northeast China. The case study showed that the core habitats (the most suitable and highly suitable habitats) identified for Amur tigers covered 35,547 km2, accounting for approximately 26.71% of the total study area (1,33,093 km2). However, existing nature reserves protected only (7124 km2 or) 20.04% of the identified core habitats. Thus, enlargement of current reserves is necessary and urgent for the tiger’s conservation and restoration. Moreover, the establishment of wildlife corridors linking core habitats will provide an efficient reserve network for tiger conservation to maintain the evolutionary potential of Amur tigers facing environmental changes.  相似文献

Agricultural change has transformed large areas of traditional farming landscapes, leading to important changes in the species community assemblages in most European countries. We suspect that the drastic changes in land-use that have occurred in Andalusia (southern Spain) over recent decades, may have affected the distribution and abundance of game species in this region. This article compares the distribution of the main game species in Andalusia during the 1960s and 1990s, using data from maps available from the Mainland Spanish Fish, Game and National Parks Service and from recent datasets on hunting yield distributions, respectively. Big-game and small-game species were significantly segregated in southern Spain during the 1990s, as two clearly independent chorotypes (groups of species whose abundances are similarly distributed) were obtained from the classification analysis. In contrast, big-game and small-game species were not significantly segregated several decades ago, when there was only one chorotype consisting of small-game species and wild boar. The other three ungulates did not constitute a significant chorotype, as they showed positive correlations with some species in the group mentioned above. These changes seem to be a consequence of the transformations that have occurred in the Iberian Mediterranean landscape over the last few decades. The abandoning of traditional activities, and the consequent formation of dense scrubland and woodland, has led to an expansion of big-game species, and a decrease of small-game species in mountain areas. Moreover, agricultural intensification has apparently depleted small-game species populations in some agricultural areas. On the other hand, the increasingly intensive hunting management could be artificially boosting this segregation between small-game and big-game species. Our results suggest that the conservation and regeneration of traditional agricultural landscapes (like those predominating in the 1960s) should be a priority for the conservation of small-game species.  相似文献

ABSTRACT

Protected areas are widely recognized as an important strategy for biodiversity conservation. Most of the sites are, however, poorly managed as resource exploitation by fringe communities and low government funding, among other things, threaten their management effectiveness. We used the World Commission on Protected Areas framework for designing management effectiveness evaluation systems, with the Rapid Assessment and Prioritization of Protected Areas Management (RAPPAM) methodology as a tool, to evaluate six components of the management cycle at six sites in Ghana for their management effectiveness. We examined the robustness of RAPPAM as an evaluation tool in the African context. The results showed that most of the sites evaluated are vulnerable and exposed to various degrees of pressure and threats, including poverty in the nearby communities, adjacent land-use and encroachment. On RAPPAM, we noted that apart from inconsistencies in some of the assessment scores due to the biases associated with the self-assessment approach of the methodology, the management effectiveness framework places little emphasis on financing and community participation, though both play major roles in the management process. We proposed a modification of the framework within the African context, to address effectively the underlying courses of pressure and threats facing Ghana’s protected areas.  相似文献

Forest protection is one of the main measures to prevent loss of biological and landscape diversity. This study aimed to assess to what extent forests are currently protected and how felling restrictions affect the potential annual wood supply within 27 European Union member states, Norway, and Switzerland and to discuss trade-offs between intensified use of forest biomass and forest protection efforts. Protected forests covered 33 million ha (20 % of total forest area) in 2005, of which 16 million ha was protected for biodiversity and the remaining area for landscape diversity. Within the protected areas, on average 48 % of the volume cannot be harvested in forests protected for biodiversity and 40 % in forests protected for landscapes. Consequently, 73 million m3 (10 % of the annual theoretical potential supply from the total forest area) of wood cannot be felled from the protected forests in Europe. Protected forests do not necessarily affect wood supply given the current demand for wood in Europe. However, if demand for wood from European forests for material and energy use significantly increases, the impact of existing protected forest networks may become significant after all. On the other hand, wood harvesting is allowed to a fair extent in many protected areas. Hence, the question could be raised whether biodiversity and landscape diversity within designated areas are sufficiently protected. Careful planning is required to accommodate both the protection of biological and landscape diversity and demand for wood, while not forgetting all other services that forests provide.  相似文献

/ The coastal zone of the Indian Ocean is coming under increasing pressure from human activities. Australia may be one of the few countries in this region that can afford to take adequate conservation measures in the near future. As it also has one of the longest Indian Ocean coastlines, Australia has the opportunity, and responsibility, to make a meaningful contribution to the conservation of Indian Ocean biodiversity. Threatened species, including marine turtles, inshore dolphins, and dugongs are an important component of that biodiversity. The dugong has been exterminated from several areas in the Indian Ocean, and it appears to be particularly threatened by mesh netting andhunting. Its long-term survival may depend on adequate protection in Australia, which contains the largest known Indian Ocean populations. This protection will require, in part, an appropriate system of marine protected areas (MPAs). This paper examines the adequacy of MPAs along Australia's Indian Ocean coast. Dugongs occur in two MPAs in Western Australia. The proposed expansion of the system of marine reserves is based primarily on representative samples of ecosystems from each biogeographic region. It is inadequate because it does not take into account the distribution and relative abundance of threatened species. If the conservation of biodiversity is to be maximized, the system of MPAs should incorporate both representativeness and the needs of threatened species. The level of protection provided by MPAs in Western Australia is low. Decisions on health-related risks affect many people personally. The public debate on hospital planning is therefore especially emotional and conflict-ridden. Due to the aging population and the high costs of constantly improving medical care, the question arises in many German rural areas as to which hospitals can be kept and developed further and which ones should be closed. The new approach of the present state government of Baden-Württemberg in Germany, in collaboration with the University of Stuttgart and the State Health Office Baden-Württemberg, is to apply citizen participation to prepare this type of decision. The design of this type of public participation process is based on the criteria of mediation (including open decision-making scope, opportunity for discussion in the protected context of the working group, as well as disclosure of all information and transparency of the results toward the public). This approach has proven useful for conducting dialogs in areas with potential conflict. Based on the experiences from this hospital participation process, further recommendations for an effective, efficient and fair participation processes could be derived. The case demonstrates that adequate and structured involvement processes are capable of delivering sustainably acceptable results even in difficult decision-making processes.  相似文献

There is currently a lack of access to affordable sanitation in urban areas of Sub-Saharan Africa. This study evaluated the potential for resource recovery from innovative faecal sludge treatment processes to generate a profit that could help sustain the sanitation service chain. A total of 242 interviews were conducted in Accra, Ghana; Dakar, Senegal; and Kampala, Uganda to compare markets in different cultural and regional contexts. Products identified to have potential market value include dry sludge as a fuel for combustion, biogas from anaerobic digestion, protein derived from sludge processing as animal feed, sludge as a component in building materials, and sludge as a soil conditioner. The market demand and potential revenue varied from city to city based on factors such as sludge characteristics, existing markets, local and regional industrial sectors, subsidies, and locally available materials. Use as a soil conditioner, which has been the most common end use of treated sludge, was not as profitable as other end uses. These findings should help policy and decision makers of sanitation service provision to design financially viable management systems based on resource recovery options.  相似文献

The focus of this paper is on normative ethical theories and endangered species. To be exact, I examine two theories: the theory of obligation and care ethics, and ask which is better-suited in the case of endangered species. I argue that the aretic, feminist-inspired ethics of care is well-suited in the case of companion animals, but ill-suited in the case of endangered species, especially in the case of “unlovable” species. My argument presupposes that (1) we now live an era where human disturbances to planetary ecosystems are triggering a sixth mass species extinction, and (2) widespread interventions will be needed to save many species from extinction.  相似文献

This study examines the impact of the creation of marine protected areas (MPAs), from both economic and biological perspectives. In particular, we examine the effects of protected patches and harvesting on resource populations. We conclude that protected patches are an effective means of conserving resource populations, even though extinction cannot be prevented in all cases. We discuss the dynamic optimization of a harvest policy by choosing E(t), the harvesting effort, as the dynamic variable. We also discuss the optimal equilibrium harvest policy and explain the biological and bioeconomic interpretations of the results.  相似文献

The objective of this paper is to raise understanding of the history of protected area external threat awareness in the United States and at World Protected Area Congresses. The earliest concerns about external threats to US national parks began in the late nineteenth century: a potential railroad transgression of Yellowstone National Park in the 1880s. During the early and mid 1930s, George Wright and colleagues focused on outside boundary concerns like of hunting and trapping of furbearers, grazing, logging, disease and hybridization between species. In the 1960s, a worldwide recognition began about the role of outside habitat fragmentation/isolation on nature reserves and human generated stressors crossing their boundaries. The State of the Park Report 1980 added a plethora of threats: oil/gas and geothermal exploration and development, hydropower and reclamation projects, urban encroachment, roads, resorts, and recreational facilities. The early 1980s ushered in political interference with NPS threats abatement efforts as well as Congressional legislative initiatives to support the abatement challenges of the agency. By 1987, the Government Accounting Office issued its first report on National Park Service (NPS) progress in dealing with external threats. Climate change impacts on parks, especially in terms of animals adjusting their temperature and moisture requirements by latitude and altitude, surfaced in the technical literature by the mid-1980s. By 1992, the world parks community stressed the need to integrate protected areas into the surrounding landscape and human community. The importance of the matrix has gradually gained appreciation in the scientific community. This chronology represents one example of national park and protected areas’ institutional history contributing to the breath of modern conservation science.  相似文献

Despite the increasing number of protected areas around the world and their importance in the conservation of species and ecosystems, protected areas management capacity remains difficult to evaluate. A standard is needed to help policy makers compare the goals with the results obtained. This empirical research builds a tool to analyze the management efficiency and predicts the new touristic outcomes in case of a policy change. Using as example the state parks agencies in the USA, this paper develops a technological frontier using data envelopment analysis based on the Protected Areas Management Approach. After that, a prediction of the outcomes is analyzed with a budget change for any state park agency. Data suggest that many of them need to improve their performance to be more efficient. Another result obtained shows how budget changes will affect each agency's performance in different degrees and, therefore, budget reductions should be modeled separately.  相似文献

Urban-agricultural parks could have some advantages to wildlife because of less intensive agricultural procedures, absence of hunting pressure, and reduced human disturbance. In this study, the breeding and wintering bird communities and the small mammal community in an urban-agricultural park of Rome were compared to those of a close urban park and a close agricultural area just outside the city. The aim was to assess the best destination and management of wildlife in natural areas at the urban–rural interface. Richness and diversity of bird communities were higher in the urban-agricultural park. Due to habitat features and probably human disturbances, but not to urbanization, predation, and competition factors, the urban park drastically reduces the abundance of decreasing open-land bird species. Abundance of these species was not significantly different in the urban-agricultural park and in the agricultural area. In the urban-agricultural and urban park, bird and mammal pest species were more abundant than they were in the agricultural area. Regarding decreasing abundance of small mammal species, no significant difference among the study areas was observed. Urban-agricultural park is a better choice than urban park for wildlife. Thus, a higher number of preserved urban natural areas should be devoted to urban-agricultural parks. However, to increase the abundance of open-land species and in general wildlife, a less intensive management of cultivated and pasture patches is necessary.  相似文献

This article investigates attitudes towards co-management of protected areas in Sweden, at the national, county and local level. In Sweden, protected areas are still primarily designated and managed hierarchically-a practice increasingly contested by people living close to them, including indigenous Sámi reindeer herders whose economic activities are located within protected areas. The general view could, on the contrary, be anticipated to be pro-state since protected areas are considered to be of national interest. For democratic reasons, however, the opinions of the whole population should be considered. In order to measure both local and general views, this study is based on a two-sample survey of 8868 respondents. The objectives are to map and explain attitudes regarding who should manage protected areas in Sweden, and to test the usefulness of a multi-level quantitative method. Such an approach is unusual in co-management literature that is empirically mainly based on local case studies. The explanatory ambition sets out to test three hypotheses drawn from common-pool resource theory; resource dependency, common understanding, and trust. Perhaps surprisingly, the results show that a considerable majority of the respondents (at all levels) wish to see self- or co-management. All three hypotheses are important to understand attitudes toward the management of protected areas, but not always in the way that the theory anticipates.  相似文献
