The idea that integration and synthesis are critical for designing climate change adaptation and mitigation is well entrenched conceptually. Here, we review the concepts of adaptation, synthesis and integration and apply them to the case study of coastal wetlands in South East Queensland, Australia. The distribution and condition of coastal wetlands will change as climate changes. This will create conservation challenges and economic costs, but these can be minimised by drawing from a broad sectoral perspective in undertaking adaptation planning and by ensuring integration into policy. Our review indicates that adaptations to sea level rise that are focussed on wetland and biodiversity conservation are likely to have impacts for urbanisation patterns. Planning regulations that provide spatial buffering around wetlands may give rise to more compact urban forms that may lead to reductions in the cost of defence against sea level rise, reduce energy usage per person and provide more green space. However, more compact urban forms could exacerbate heat island effects and place greater burden on the economically disadvantaged as, for example, single-family homes become more expensive. Planning for climate change needs to balance these equity and cross-sectoral issues in order to reduce the likelihood of unforeseen negative consequences.  相似文献

In this study, we describe a spatially explicit scenario analysis of global change effects on the potential future trade-offs and conflicts between agriculture, energy generation, and grassland and wetland conservation in North Dakota (ND), USA. Integrated scenarios combining global policy, oil security, and climate change were applied to North Dakota using a spatial multi-criteria analysis shell. Spatial data describing climate changes and grassland, wetland, cropland, and energy distributions were used to characterize the geographical environment. The final multi-criteria framework examined the potential trade-offs between climate change, agricultural expansion, and energy generation resulting from global change scenarios on one hand, and the current footprint of wetlands and grasslands for six regions of ND that capture the major climate gradients and differences in land use. The results suggest that the tension between regional climate changes that may limit agricultural expansion, and global changes in food and energy security and commodity prices that favor agricultural expansion, may focus a zone of potential pressure on grasslands and wetland conversion in central ND and the Prairie Pothole Region. The balance between conservation programs, commodity prices, and land parcel productivity may determine grassland conversion, while wetland outcomes may almost totally depend upon regional climate change.  相似文献

Greece is included among the most vulnerable regions of Europe by climate change on account of higher temperature and reduced rainfall in areas already facing water scarcity. With respect to wetland systems, many ephemeral ones are expected to disappear and several permanent to shrink due to climate change. As regards two specific wetlands of Greece, the change in hydroperiod of Cheimaditida and Kerkini lakes due to climate change was studied. Lakes’ water balance was simulated using historical climate data and the emission scenarios Α1Β for the period 2020–2050 and Α1Β and Α2 for the period 2070–2100. Future climate scenarios, based on emission scenarios A1B and A2, were provided in the context of the study of Climate Change Impacts Study Committee. The surface area of Lake Cheimaditida will undergo a substantial decrease, initially by 20 % during the period 2020–2050 and later until 37 % during the period 2070–2100. In Lake Kerkini, the surface area will decrease, initially by 5 % during the period 2020–2050 and later until 14 % during the period 2070–2100. Climate change is anticipated to impact the hydroperiod of the two wetlands, and the sustainable water management is essential to prevent the wetland’s biodiversity loss.  相似文献

基于广泛系统的文献梳理和总结,凝练了“十二五”以来中国应对气候变化政策和行动的现状、特点及成效,并提出针对性建议。主要结论包括:从外部环境看,国际形势对中国应对气候变化事业的推动作用呈现递减态势,之前“以外促内”的国内气候治理特点逐步转化为“内生动力为主”和“内外协调”;从政策制定和执行模式看,“集思广益”“上书模式”持续,“上下互动”“智库支持”的政策学习特点更加明显;从政策体系上看,已经形成相对成熟的符合中国国情的完整体系,推动气候治理能力显著提高;从政策总体特点看,呈现规划主导并引领、行政手段先行市场机制跟进、由点到面有序扩展、环境与气候协同治理、中央和地方互动博弈形成动态平衡、短期内政策成本较高等特点。“十二五”至今,中国应对气候变化政策行动效果明显,提前实现了2020年应对气候变化目标,并在污染治理、经济发展等方面产生广泛协同效应。“十三五”中期以来,中国应对气候变化组织管理机构进行了重大调整,从中央到地方气候政策和行动进入调整阶段。同时,更加强调气候政策和环境政策的协同。展望未来,中国应对气候变化政策和行动应该尽快走出调整期,充分利用新体制的优势,以碳总量控制目标为抓手,坚定推动以全国碳排放权交易为中心、多措互补的政策体系,注重适应行动以应对不断放大的气候风险,继续提高公众对应对气候变化政策的认知度、接受度和参与度,并不断加强技术研发和储备。  相似文献

Wetland productivity in the Prairie Pothole Region (PPR) of North America is closely linked to climate. A warmer and drier climate, as predicted, will negatively affect the productivity of PPR wetlands and the services they provide. The effect of climate change on wetland productivity, however, will not only depend on natural processes (e.g., evapotranspiration), but also on human responses. Agricultural land use, the predominant use in the PPR, is unlikely to remain static as climate change affects crop yields and prices. Land use in uplands surrounding wetlands will further affect wetland water budgets and hence wetland productivity. The net impact of climate change on wetland productivity will therefore depend on both the direct effects of climate change on wetlands and the indirect effects on upland land use. We examine the effect of climate change and land-use response on semipermanent wetland productivity by combining an economic model of agricultural land-use change with an ecological model of wetland dynamics. Our results suggest that the climate change scenarios evaluated are likely to have profound effects on land use in the North and South Dakota PPR, with wheat displacing other crops and pasture. The combined pressure of land-use and climate change significantly reduces wetland productivity. In a climate scenario with a +4 °C increase in temperature, our model predicts that almost the entire region may lack the wetland productivity necessary to support wetland-dependent species.  相似文献

The study presents three scenarios of land use and cover change (LUCC), the most important factor for environmental degradation in southern Mexico. We developed story lines and quantitative projections for regional scenarios based on historic LUCC processes, environmental policies, socioeconomic drivers, stakeholder consultations and official planning documents to gain a better understanding of drivers of LUCC, and quantitative scenarios were modeled with DINAMICA-EGO. Regionally specific interactions between social and natural systems are recognized, and detrimental policies and policy options for landscape conservation and management for sustainability are acknowledged in a base line, variant and alternative scenario. Incongruent policies and ineffective ground implementation of conservation actions were identified as the critical underlying drivers of deforestation and forest degradation that could lead to a severe reduction in natural forests, while the local socioeconomic situation stays precarious. The baseline scenario parts from an analysis of historic LUCC processes and shows the consequences of LUCC tendencies: 73% of temperate forests and 50% of tropical forests would get deforested until 2030. In the variant scenario, these tendencies are adjusted to planning goals extracted from official documents and recent changes in public policies. The alternative scenario further addresses policy options for fostering conservation and sustainable development, but because of the time lag of implementation, still 59% of temperate forests and 36% of tropical forest would get lost until 2030. Nevertheless, this represents a reduction of 13% of forest loss and 11% less pastureland due to the proposed measures of conservation, and sustainable management, including strategies for reforming agricultural systems, agricultural and forestry policies and trade, land tenure and livelihood risk management.  相似文献

The current and projected impacts of climate change make understanding the environmental and social vulnerability of coastal communities and the planning of adaptations important international goals and national policy initiatives. Yet, coastal communities are concurrently experiencing numerous other social, political, economic, demographic and environmental changes or stressors that also need to be considered and planned for simultaneously to maintain social and environmental sustainability. There are a number of methods and processes that have been used to study vulnerability and identify adaptive response strategies. This paper describes the stages, methods and results of a modified community-based scenario planning process that was used for vulnerability analysis and adaptation planning within the context of multiple interacting stressors in two coastal fishing communities in Thailand. The four stages of community-based scenario planning included: (1) identifying the problem and purpose of scenario planning; (2) exploring the system and types of change; (3) generating possible future scenarios; and (4) proposing and prioritizing adaptations. Results revealed local perspectives on social and environmental change, participant visions for their local community and the environment, and potential actions that will help communities to adapt to the changes that are occurring. Community-based scenario planning proved to have significant potential as an anticipatory action research process for incorporating multiple stressors into vulnerability analysis and adaptation planning. This paper reflects on the process and outcomes to provide insights and suggest changes for future applications of community-based scenario planning that will lead to more effective learning, innovation and action in communities and related social–ecological systems.  相似文献

Climate change increases the vulnerability of low-lying coastal areas. Careful spatial planning can reduce this vulnerability, provided that decision-makers have insight into the costs and benefits of adaptation options. This paper addresses the question which adaptation options are suitable, from an economic perspective, to adapt spatial planning to climate change at a regional scale. We apply social cost–benefit analysis to assess the net benefits of adaptation options that deal with the impacts of climate change-induced extreme events. From the methods applied and results obtained, we also aim at learning lessons for assessing climate adaptation options. The case study area, the Zuidplaspolder, is a large-scale urban development project in the Netherlands. The costs as well as the primary and secondary benefits of adaptation options relating to spatial planning (e.g. flood-proof housing and adjusted infrastructure) are identified and where possible quantified. Our results show that three adaptation options are not efficient investments, as the investment costs exceed the benefits of avoided damages. When we focus on ‘climate proofing’ the total area of the Zuidplaspolder, when the costs and benefits of all the presented adaptation options are considered together, the total package has a positive net present value. The study shows that it is possible to anticipate climate change impacts and assess the costs and benefits of adjusting spatial planning. We have learned that scenario studies provide a useful tool but that decision-making under climate change uncertainty also requires insight into the probabilities of occurrence of weather extremes in the future.  相似文献

We used a stochastic production function method together with a farm-level dataset covering 18 farms over a 23-year period to assess the role that soil and water conservation practices play in affecting the climate change impacts on potato yield in northwestern New Brunswick, Canada. Our analysis accounted for the yield effects of farm inputs, farm technologies, farm-specific factors, seasonal climatic variables, soil and water conservation practices, and a series of interaction terms between soil and water conservation practices and climatic variables. Regression results were used in combination with three climate change scenarios developed by the Intergovernmental Panel on Climate Change (A2, A1B, B1) and four general circulation model predictions over three 30-year time periods (2011–2040, 2041–2070, and 2071–2100) to estimate a range of potato yield projections over these time periods. Results show that accounting for soil and water conservation practices in climate–yield relationships increased the impacts of climate change on potato yield, with yield increases of up to 38 % by the 2071–2100 period. These findings provide evidence that adoption of soil and water conservation practices can help boost potato production in a changing Canadian climate.  相似文献

Social participation has been broadly analysed by comparing case studies of different types of socio-economic developments in Brazil and the United Kingdom (UK). A key objective has been to consider how effective social participation has been in incorporating society’s points of view in the decision making process. In most cases, it would appear that very little can be done by stakeholders to change big decisions on development policies that support public and private development because in reality social participation often only provides an opportunity for discussion and agreement on specific issues regarding how development will be undertaken and how stakeholders will be affected. Although Brazil and the United Kingdom have socio-economic and cultural differences, it is necessary to emphasize that education, self-organization and knowledge of civil rights are crucial for an effective social participation process. As climate change is an important topic for present and future generations and that some of the development activities analysed in this study will emit greenhouse gases, this study also attempts to investigate if climate change mitigation strategies have been integrated into the social participation process. Investigation shows that there is little evidence that climate change mitigation actions involving stakeholders have been integrated into development strategies or have been part of social participation schemes in the case studies analysed. Having said that, the study also describes positive examples of climate change mitigation actions in different parts of the world that involve local people in ‘carbon-neutral’ or ‘social-carbon’ projects and proposes the creation of a carbon-neutral committee that would be responsible for coordinating climate change mitigation measures within development proposals such as the ones analysed in this study.  相似文献

This paper reviews the progress in climate change adaptation (CCA) policies both under the United Nations Framework Convention on Climate Change (UNFCCC) and in major regions and countries, including the EU and its major member countries, the influential developed countries in the Asia-Pacific region, the emerging economies and the least developed countries (LDCs). The progress made in China in CCA policies is also reviewed and compared with that in other countries. Finally, good international practices are proposed for China’s policy development. It is found that adaptation has been given the same priority as mitigation since the twenty-first century with regard to climate change-related actions. The topics related to adaptation in the international climate change negotiations under the UNFCCC have evolved from mechanisms for finance and technology development and transfer exclusively in the early stages to implementation of practical adaptation programs and actions. Since 2006, major developed and developing countries have frequently set forward specific CCA policies or general climate change policies involving adaptation in the form of laws, frameworks, strategies, and plans. The LDCs have also been working on National Adaptation Programmes of Action and subsequent National Adaptation Plans with the support from the financial mechanisms under the UNFCCC. Therefore, globally, it has become a common practice to develop national or regional policies to plan and guide CCA actions. China has established climate change policies involving adaptation at the national, regional, and sectorial levels since 2007. However, these policies have strong limitations in their knowledge base, strategic positioning, contents, and implementation mechanisms, e.g. lack of a sound knowledge base, an international perspective, clear responsibilities for policy implementation, and appropriate monitoring and evaluation mechanisms. It is recommended that China should further strengthen its technical capabilities in climate change projections as well as impact, vulnerability, and risk assessment, and develop methodologies and techniques for the preparation, impact assessment and implementation of CCA policies. Furthermore, future CCA strategies or plans should be developed with an emphasis on China’s vision and strategic position on the world stage.  相似文献

Incorporating climate change concerns into national development planning allows adaptation to happen in harmony with the sustainable development of a country. Cambodia has received international support to enable climate change-resilient development; “mainstreaming climate change” is one of the key recent strategies. This article aims to identify entry points for integrating climate change concerns into national development planning, especially for the water resources and agriculture sectors. The study uses institutional ethnography research methods with informants drawn from government organisations, local academic institutions, and development partners, together with content analysis of key policy documents. It was found that the Cambodian national planning process restricts the involvement of other actors such as researchers, civil society, and private sector; yet flexible, in that it provides opportunities for the inclusion of climate change and other related concerns. The study identified specific entry points in key policy documents, such as the National Strategic Development Plans, and ministries’ plans. Other entry points were identified in the development planning process, for example, in the process of development departments and ministries’ plans, and actors such as department planners, and departments of planning of line ministries. Climate-informed planning is now plausible; more significant integration of concerns with future climate change, however, will require more commitment and stronger connections among national planning stakeholders, adaptation actors, and research communities.  相似文献

Many studies have identified climate warming to be among the most important threats to biodiversity. Climate change is expected to have stronger effects on species with low genetic diversity, ectothermic physiology, small ranges, low effective populations sizes, specific habitat requirements and limited dispersal capabilities. Despite an ever-increasing number of studies reporting climate change-induced range shifts, few of these have incorporated species’ specific dispersal constraints into their models. Moreover, the impacts of climate change on genetic variation within populations and species have rarely been assessed, while this is a promising direction for future research. Here we explore the effects of climate change on the potential distribution and genetic variation of the endemic Pyrenean newt Calotriton asper over the period 2020–2080. We use species distribution modelling in combination with high-resolution gridded climate data while subsequently applying four different dispersal scenarios. We furthermore use published data on genetic variation of both mtDNA and AFLP loci to test whether populations with high genetic diversity (nucleotide diversity and expected heterozygosity) or evolutionary history (unique haplotypes and K clusters) have an increased extinction risk from climate change. The present study indicates that climate change drastically reduces the potential distribution range of C. asper and reveals dispersal possibilities to be minimal under the most realistic dispersal scenarios. Despite the major loss in suitable climate, the models highlight relatively large stable areas throughout the species core distribution area indicating persistence of populations over time. The results, however, show a major loss of genetic diversity and evolutionary history. This highlights the importance of accounting for intraspecific genetic variation in climate change impact studies. Likewise, the integration of species’ specific dispersal constraints into projections of species distribution models is an important step to fully explore the effects of climate change on species potential distributions.  相似文献

Global degradation of coastal ecosystems is influencing the provision of ecosystem services, including fisheries maintenance services. Degradation of the Australian coastal zone and its resources following European occupation has been recognised for some time. This includes the loss of ecologically important coastal wetlands, which have strong trophic and habitat links to fisheries. In NSW, structural flood mitigation works are a principle driver of the decline of coastal wetlands; however, little action has been taken to quantify the extent of decline due to limited information of the pre-European settlement extent of coastal wetlands. We use spatial data sets in GIS to quantify prime fish habitat and calculate the loss of fish habitat for the large coastal floodplains of northern NSW, which are significant contributors to the commercial and recreational fisheries of NSW. The technique is validated by comparison with early maps of wetland distribution. We identified pre-European distribution of available fish habitat of approximately 477,000 ha, of which 87,000 ha was identified as prime fish habitat. Approximately 62,000 ha of prime fish habitat was impacted by drainage of the coastal floodplains in association with flood mitigation works which intensified in the mid-1950s and were largely completed by 1971, equating to a loss of approximately 72 % of prime fish habitat. The declining value of the ecosystem services provided by prime fish habitat following drainage is likely to be substantial. Some actions have taken place to restore the functions of this habitat although significant opportunities remain to reverse this decline through management actions that restore natural drainage and reinstate tidal exchange. These actions become even more important as pressures on coastal wetlands increase with climate change and associated sea-level rise.  相似文献

近十几年来,长江源区气候暖干化趋势明显,冰川退缩、湖泊萎缩、草场退化、土地沙漠化、水土流失等环境问题日益严重。高寒草甸是长江源地区主要的植被类型之一,在全球变化影响下,以耐低温寒冷的嵩草属(Kobresia)植物为建群种的高寒草甸将面临更严重的生态胁迫。以长江源地区高寒草甸生态系统为研究对象,采用国际通用的生物地球化学模型模拟高寒草甸生物量、生产力和土壤有机质等的动态变化,并综合考虑人类活动对生态系统生产力和营养元素生物地球化学循环的影响,探讨了全球气候变化对高寒草甸生态系统可能造成的影响。  相似文献

Human communities inhabiting remote and geomorphically fragile high-altitude regions are particularly vulnerable to climate change-related glacial hazards and hydrometeorological extremes. This study presents a strategy for enhancing adaptation and resilience of communities living immediately downstream of two potentially hazardous glacial lakes in the Upper Chenab Basin of the Western Himalaya in India. It uses an interdisciplinary investigative framework, involving ground surveys, participatory mapping, comparison of local perceptions of environmental change and hazards with scientific data, identification of assets and livelihood resources at risk, assessment of existing community-level adaptive capacity and resilience and a brief review of governance issues. In addition to recommending specific actions for securing lives and livelihoods in the study area, the study demonstrates the crucial role of regional ground-level, community-centric assessments in evolving an integrated approach to disaster risk reduction and climate change adaptation for high-altitude environments, particularly in the developing world.  相似文献

This paper presents an assessment scheme that should help local conservation management in their adaptation to potential effects of climate change. It can be used for the identification of robust adaptation options at site level. The assessment scheme was applied to the management of Europe’s largest population of wild mountain reindeer (Rangifer tarandus tarandus) living in the arctic-alpine plateau of Hardangervidda in south-western Norway. At first, the last four decades (1964–2004) were analysed to identify climate- and non-climate-related driving forces affecting the population. In addition, regional projections of climate change were used to build scenarios for the potential effects on these driving forces until 2050. In the second step, the potential effects of climate change were classified according to the risk they pose to the conservation of reindeer in Hardangervidda. Based on this assessment, no-regret strategies for biodiversity management under changing climate conditions could be identified.  相似文献

Climate change will have an impact on various sectors, such as housing, infrastructure, recreation and agriculture. Climate change may change spatial demands. For example, rising temperatures will increase the need for recreation areas, and areas could be assigned for water storage. There is a growing sense that, especially at the local scale, spatial planning has a key role in addressing the causes and impacts of climate change. This paper promotes an approach to help translate information on climate change impacts into a guiding model for adaptive spatial planning. We describe how guiding models can be used in designing integrated adaptation strategies. The concept of guiding models has been developed in the 1990s by Tjallingii to translate the principles of integrated water management in urban planning. We have integrated information about the present and future climate change and set up a climate adaptation guiding model approach. Making use of climate adaptation guiding models, spatial planners should be able to better cope with complexities of climate change impacts and be able to translate these to implications for spatial planning. The climate adaptation guiding model approach was first applied in the Zuidplaspolder case study, one of the first major attempts in the Netherlands to develop and implement an integrated adaptation strategy. This paper demonstrates how the construction of climate adaptation guiding models requires a participatory approach and how the use of climate adaptation guiding models can contribute to the information needs of spatial planners at the local scale, leading to an increasing sense of urgency and integrated adaptation planning process.  相似文献

This study estimates the social benefits of wetland conservation in the Credit River watershed, located in an urban/peri urban area in Southern Ontario, Canada. A stated preference approach was employed to value wetland conservation programs which ranged from retaining the existing wetlands to restoring various levels of acres of wetlands over the 2009–2020 period. A total of 1,407 households completed an internet-based survey which presented trade-offs in binary choice scenarios framed as referenda. Responses were analyzed using various models, one of which was a latent class analysis which segmented respondents into three classes. This econometric approach uncovered significant preference heterogeneity for wetland conservation. Assignment of respondents to the classes suggested that about one-third of the sample was willing to pay small amounts to retain the existing wetlands. An additional third was willing to pay several hundred dollars a year for retention and small positive amounts for additional restoration. The final third were apparently willing to pay considerable sums for retention, but lesser amounts for additional restoration. However, further analysis revealed that respondents in this third class largely constituted yea-sayers. These results suggest caution in interpreting associated economic valuation estimates and highlight the importance of attempting to understand hypothetical bias in wetland and other such valuation studies.  相似文献

利用SWAT分布式水文模型模拟分析1996~2015年过去20 a及2020~2079年未来60 a长期气候变化背景下涟水流域蓝水绿水资源的时空分布变化特征。将气候变化划分为1996~2015年、2020~2049年、2050~2079年三段气象背景时期,选用Had GEM2-AO大气模式的RCP2.6、RCP4.5、RCP6、RCP8.5四种典型浓度路径作为未来时期的气象输入条件,并细分为9种气候变化情景。运用PSO粒子群优化算法,以KGE克林效率系数为目标函数,采用湘乡站实测径流量及MOD16蒸散发数据并行校准模型参数,通过p-factor、r-factor、R2、NSE和PBIAS评价模型模拟效果和不确定性,评价结果表明校准期及验证期蓝水绿水模拟均达到可信程度。情景分析结果表明,对比1996~2015年、2020~2049年、2050~2079年三段气候背景时期,在各RCP浓度路径下蓝水均呈现了不同程度的下降趋势,大约降低了1.4%~17.3%,绿水流均表现出一定的上升趋势,约增长3.5%~12.4%,绿水蓄量则在持续降低,大致下降了7.8%~19.7%,即使将95PPU模拟不确定性范围考虑进来,绿水流的增长趋势也较为明显。因此,将绿水资源纳入涟水流域未来水资源评价体系,实现蓝水绿水综合规划管理具有实际意义。  相似文献
