Data from the International Social Survey Programme 2000 and 2010 environment modules were analyzed to explore the relationships between attitudes, behavior, and sociodemographic variables to citizens’ preferences to aspects of environmental discourse in the Philippines. Overall, significantly more people agree to multilateralism, equity, and the link between the environment and economic progress in 2010 as compared to 2000. A series of multinomial logistic regressions were conducted to determine significant predictors to peoples’ disposition to variables related to three overarching environmental discourses. After controlling for other covariates, the study found that the more the Filipinos adhere to statements toward science and nature that are negatively connoted: the more likely they are to agree to international multilateral commitments and ascribe to equity for poorer countries in environmental efforts; and less likely to disagree to the aspects of multilateralism, equity, and the link between the environment and economic progress. Furthermore, the results showed that demographics and civic participations generally did not have a statistically significant impact on Filipino’s agreement or disagreement to environmental discourses. The paper then discusses the implications of the findings and conclusions of the study.  相似文献

引江济汉是南水北调中线引汉调水的补偿工程,按总体规划应结合当地水利规划建设,不宜修成封闭的“高架”水渠只向汉江下游补水。遵循节约资源、保护环境、推动发展的思路,引江济汉应以江苏江水北调模式,扩展和延伸为引江入汉济黄,取代南水北调中线二期扩建工程。①引江入长湖利用沮漳河下游河道输水,并改造荆州城市水系,破解血吸虫病传播扩散、泥沙入湖和水源污染三大环境风险;②引江入汉利用长湖调蓄提水至兴隆水库,节省渠道长度;③碾盘山梯级采取一级二站抽水蓄能开发方式,简化汉江干流反向输水工程,抽江至崔家营水库,引清调度改善汉江中下游水质,又为黄河下游增加水资源量提供稳定可靠的水源;④从“南襄隘道”唐河东侧修建鄂豫运河,将长江水不经丹江口水库直接送达方城去郑州济黄,推进构建一条纵贯南北的水运干线。  相似文献

湿地是地球上具有多功能的、独特的生态系统,是人类最重要的生存环境之一。长江中下游湿地保护必须从流域管理角度进行规划和保护,应由过去主要是单块湿地保护向按流域系统保护的转变。具体可采取以下措施:在流域内建立统一协调机制,对流域湿地进行保护与合理利用,合理布局,统一规划;按湖泊流域和物种分布整合现有保护区,建立新的湿地保护区,解决目前管理上的制约问题;大力开展湿地修复重建;推进退耕还林、长江防护林等工程建设,发挥森林治理水土流失、涵养水源的作用;在保护的前提下科学合理地利用长江中下游湿地资源,开拓新的生产力;同时加强湿地科学研究。  相似文献

江苏正处在经济快速增长的过程中,协调经济、社会、资源、环境保护之间的关系,保证区域可持续发展,是该地区需迫切解决的根本问题之一。对江苏省可持续发展态势进行了分析,建立了可持续发展评价指标体系和长江沿江、东南沿海各省市的数据库,对江苏省可持续发展状况进行了定量评价,并与沿江、沿海省市进行了横向比较,对江苏省可持续发展类型进行了分析和判断。通过分析,认为江苏省可持续发展主要存在经济发展动力和效益低、就业和人口老龄化压力大、资源制约、环境污染等问题。针对这些问题,提出了加快科技成果转化,加强人力资源管理,完善社会保障体系,确保资源安全,实施减灾、防灾与治污工程和建立多元环境监管体系等可持续发展战略对策。  相似文献

The purpose of technology transfer under the UNFCCC Article 4.5 is to “…promote, facilitate, and finance as appropriate the transfer of, or access to, environmentally sound technologies and know how to other Parties particularly Developing Country parties to enable them to implement the provisions of the Convention.” The key challenge in this respect is that low-carbon sustainable technologies need to be adopted both by developed as well as developing countries. However, this paper focuses on the process of technology transfer to developing countries to allow them to move quickly to environmentally sound and sustainable practices, institutions and technologies. In the above framework, this paper reviews key aspects of technology transfer from a range of perspectives in the literature and discusses insights from this literature for the transfer and innovation process needed to reduce global vulnerability to climate change in the context of current international activities based on the research undertaken by the EU sponsored ENTTRANS project.  相似文献

One of the roles of the BIOMASS Theme 3 Fruit Working Group was to identify significant radionuclides to support its work programme. This paper provides a short review of radionuclide emissions to atmosphere together with comments on their relative dosimetric impacts to identify those radionuclides most relevant to the Fruit Working Group. Speciation of the identified radionuclides is also discussed to identify the most likely chemical forms to which fruits might be exposed. It is noted that no information currently exists on radionuclide speciation in regard to the uptake and retention of radionuclides in fruit crops.  相似文献

Comparing agricultural management practices across scales and in different cultural settings can reveal shared insights into the capacity to adjust and respond to change and uncertainty. Differences make comparisons in environmental risk perceptions and responses particularly interesting and valuable, with obtained similarities being in many ways more interesting than found differences, which might be readily expected in places with remarkable geographical and demographic differences. People’s perception of climatic risks and hazards appears to be important to understand the context in which adaptation strategies to climate change emerge. Our intention, rather than compare the two case studies at the local scale, one in Mexico and one in Spain, is to identify existing common mechanisms to perceive climate change and to address adaptation among two very different geographical and cultural contexts. The study aims first to explore people’s perceptions of climate change and its outcomes; second to analyse the adaptation measures that they have developed and develop some preliminary ideas about their strategies; and third to consider the capacity of people to cope and adapt endogenously, in terms of the measures that people think that their governments should take to enhance/strengthen them at the local scale.  相似文献

The freshwater resources of small islands are particularly vulnerable to the impacts of climate change and human stressors due to their limited extent and adaptive capacity. A water security approach is useful for effective management of the water resources; however, understanding risk to water security is critical in order to effectively plan and adapt to future changes. Currently available assessment tools generally do not incorporate risk and are not suitable for application on small islands, where the hydrogeological setting has unique vulnerabilities. The aim of this work is to provide a framework to characterize risk to water security for small islands. The risk assessment was developed using Andros Island, the Bahamas, as a case study area. Numerical modelling characterizes the response of the water system to potential future stressors related to climate change and human development, the results of which are integrated into the assessment framework. Based on risk assessment principles, indicators are determined for susceptibility, hazard threat, vulnerability and loss, in order to define the risk to water security. The resulting indicators are presented in geospatial maps that rank areas of risk to water security. These maps were provided to local water managers and policy-makers in the Bahamas as a tool to identify high-risk areas for near-term action and to inform long-term planning. The maps have also been used as a platform to engage local residents and raise awareness about the impact climate change and land-use activities may have on water security.  相似文献

From 26 October 2002 to 8 March 2003, particulate matter (PM) concentrations (total suspended particles [TSP], PM10, PM2.5 and PM1) were measured at 49 public places representing different environments in the urban area of Beijing. The objectives of this study were (1) to characterize the indoor PM concentrations in public places, (2) to evaluate the potential indoor sources and (3) to investigate the contribution of PM10 to TSP and the contributions of PM2.5 and PM1 to PM10. Additionally, The indoor and outdoor particle concentrations in the same type of indoor environment were employed to investigate the I/O level, and comparison was made between I/O levels in different types of indoor environment. Construction activities and traffic condition were the major outdoor sources to influence the indoor particle levels. The contribution of PM10 to TSP was even up to 68.8%, while the contributions of PM2.5 and PM1 to PM10 were not as much as that of PM10 to TSP.  相似文献

A survey documenting how climate change is perceived, experienced, and responded to in the Canadian mining sector was administered to industry practitioners at the Prospectors & Developers Association of Canada annual meeting. Nine key findings from the survey are discussed: (1) The Canadian mining sector is sensitive to climate-related conditions. (2) Climate change is perceived to be having a negative impact on mining operations. (3) Companies are taking action to manage the current impacts. (4) Cost and uncertainty are commonly identified barriers to adapting to current climate change. (5) Future climate change is expected to have impacts for the industry. (6) Climate change projections are perceived as threats by the majority of respondents. (7) Despite the perceived threat, companies are not currently taking action to plan for future impacts. (8) Cost and uncertainty are commonly identified barriers to adapting to future climate change impacts. (9) The mining sector is currently making efforts to reduce greenhouse gas emissions. The survey is exploratory in nature, establishing a baseline for targeted research to assess in greater detail the vulnerability of mining to climate change.  相似文献

Opponents of a proposed sea-level-rise policy in North Carolina, USA, reasoned rhetorically to promote a narrative claiming that the policy supporters’ efforts had failed to meet the criteria of “good” science and the American dream expectancy of “progress.” The critics worked to hinder policy adoption by naming as “villains” scientists who provided research to support the proposed policy. In addition, the opponents named their own efforts to prevent policy based on “bad” science that would “destroy” the American dream as “heroic.” To more effectively respond to such narratives, scientists and policy proponents need to shift away from reporting just climate change “facts” in the attempt to gain stakeholder support for mitigation and adaptation initiatives. They need to move toward reasoning rhetorically to construct narratives that encourage the public to name them as the “heroes” who will achieve the American dream by their actions to mitigate climate-change outcomes.  相似文献

规避农业洪涝巨灾风险是长江中游平原农业生产发展的必然选择。通过剖析我国农地制度和小规模农户经营的风险特征,认识到我国农地制度存在小规模经营缺陷和缺乏产权激励机制,农户在应对洪涝巨灾自然风险时表现为无能为力,并且现有农业分担风险的外部环境更使农户无法承受自然巨灾风险而被迫成为农业生产经营风险的回避者,因此应对农业洪涝巨灾风险必须在政府主导下实现。提出长江中游平原农业水灾风险管理制度建设安排建议:加强长江中上游地区生态环境建设、保持水土和恢复湿地生态系统;发展避洪农业,实现区域农业结构的优化;实施积极的财政政策,增加农业投入;完善农业保险制度安排,以农业政策性保险分担农业水灾风险,增强长江中游地区农户抵御自然灾害的能力。  相似文献

Sustainability science represents a fundamental shift in the nature of research on environmental problems, calling for specialists to expand beyond their disciplinary perspectives in order to cooperate together to understand and address systemic problems. This shift demands a corresponding shift in education in order to equip students with the skills, theories, and methods they need to address contemporary challenges. We argue that case studies are a productive pedagogical approach to teaching about sustainability and teaching for sustainability. Case-based approaches equip students to encounter complexity, manage uncertainty, and generate innovative strategies. In laying out of the pedagogical challenges inherent in sustainability education, we highlight opportunities and demands for environmental communication scholars to contribute to the emerging discipline of sustainability science.  相似文献

The implementation of sustainable development requires several support instruments. One of the major instruments in the Rio Declaration to support this process has been environmental assessment that has been given considerable emphasis as to its potential ability to help achieve more sustainable forms of development. Regional environmental assessment (REA) has shown to be effective in supporting local sustainable development process. This study analyzes the factors influencing the adoption of various adaptation practices by a highly marginalized indigenous community in the remote rural Mid-Hills of Nepal. The analysis is based on a household survey conducted among 221 Chepang households selected randomly. A multivariate probit model was used to analyze five categories of adaptation choices against a set of socio-economic, institutional, infrastructural, and perception variables. Perception of rainfall changes, size of landholding, status of land tenure, distance to motor road, access to productive credit, information, extension services, and skill development trainings are all influential to enable households to deviate away from traditional coping strategies and adopt suitable practices to adapt to climate vagaries. Policies and development activities should be geared to address these determinants in order to facilitate adaptation.  相似文献

作为一种典型的绿色生产方式,秸秆还田兼具环境污染治理与资源循环利用之效,但现实中农户响应并不积极。个体的意愿选择通常会面临着个人及家庭资本禀赋的约束,为探究农户在秸秆还田问题上是否也面临着相同的境况,本文基于相关理论分析,提出了资本禀赋水平和结构会对农户秸秆还田投资意愿产生作用的假说,利用实地调研数据,运用熵值法和CVM方法对农户的资本禀赋水平和结构、秸秆还田投资意愿与水平进行了评价分析,以Probit和Tobit模型实证检验了资本禀赋及其结构对农户秸秆还田投资意愿的影响效应。结果表明:(1)农户的资本禀赋水平存在较大差异,各类资本禀赋按照水平排序为:社会资本(97.99)自然资本(95.42)物质资本(94.88)经济资本(94.23)人力资本(90.01),结构方面以社会资本占优型农户居多,占比40.49%,人力资本占优型的农户个数为0。(2)仅有35.26%的农户愿意投资秸秆还田,但投资意愿水平分布较为均衡,平均投资意愿约为5.62—15.94元/666.7m2·季。(3)自然资本(地形)、物质资本(家电数量)、人力资本(性别比例)、经济资本(收入稳定性和融资能力)和社会资本(制度信任)等水平的提升以及资本禀赋结构的优化均被证明可显著增强农户秸秆还田的投资意愿,可见农户秸秆还田投资意愿不高或因资本禀赋约束所致。由此提出了加强农户资本禀赋积累,优化农户资本禀赋结构的政策建议,以促进秸秆还田等绿色生产方式的推广应用。  相似文献
