Integrating an ecosystem services (ES) approach into Strategic Environmental Assessment (SEA) of spatial plans potentially enhances the consideration of the value of nature in decision making and policy processes. However, there is increasing concern about the institutional context and a lack of a common understanding of SEA and ecosystem services for adopting them as an integrated framework. This paper addresses this concern by analysing the current understanding and network relations in a multi-actor arrangement as a first step towards a successful integration of ES in SEA and spatial planning. Our analysis focuses on a case study in Chile, where we administered a questionnaire survey to some of the main actors involved in the spatial planning process. The questionnaire focused on issues such as network relations among actors and on conceptual understanding, perceptions and challenges for integrating ES in SEA and spatial planning, knowledge on methodological approaches, and the connections and gaps in the science-policy interface. Our findings suggest that a common understanding of SEA and especially of ES in a context of multiple actors is still at an initial stage in Chile. Additionally, the lack of institutional guidelines and methodological support is considered the main challenge for integration. We conclude that preconditions exist in Chile for integrating ES in SEA for spatial planning, but they strongly depend on appropriate governance schemes that promote a close science-policy interaction, as well as collaborative work and learning.  相似文献

Analytic–deliberative techniques have been suggested as a promising approach to ecosystem service (ES) valuation but are still at an experimental stage. This paper contributes to the development of ES valuation in the environmental impact assessment (EIA) procedure by introducing an analytic–deliberative approach to assessing restoration options for a regulated river in Finland. Multi-criteria decision analysis (MCDA) with a value-focused approach was applied and compared with a desktop application of the ES-focused MCDA approach. We found out that the concept of ES could bring added value to the assessment process by: 1) enabling the framing and valuing especially of provisioning services — final ecosystem services, such as salmon catch in a more understandable way for the stakeholders, and 2) taking into account ecosystem processes and supporting services more precisely. However, some potential dangers of using the ES-based approach could include ES's appearing as a distant mode of thinking to affected groups and other stakeholders, and neglect of the trade-offs between ES and other relevant value and impact categories. Thus, although the ES framework is promising, it should not form a rigid ‘checklist’ way of making assessments but should rather be used to widen perspectives about potential issues in linking ecosystem properties to human benefits and values. It is argued that by combining the ES framework with the interactive MCDA approach, we can form a comprehensive and integrated approach to incorporating ESs into EIA.  相似文献

Biodiversity, soil, water, air, climate, landscape and other components are typically analyzed in Environmental Impact Assessment (EIA) when looking for the effects of a given project on the biological and ecological components of the environment. Strategic Environmental Assessment (SEA) tends to follow the same general pattern, when looking for the environmental effects of plans and programs. In both cases, ecosystem services are often not explicitly considered. We developed a framework to analyze environmental assessment (EA) practice and infer about ecosystem services based on existing evidence from EIA and SEA reports and supporting information. Our framework addresses the relations between ecosystem services and the environmental factors assessed in EIA and SEA, considering the relevant conceptual frameworks such as the ES cascade model and the DPSIR framework applied to ES provision. We base our proposals on results from a preliminary meta-analysis of recent EIA and SEA reports from several types of plans and projects in Portugal, in which implicit assessments of ES were clearly predominant. We discuss the implications of those results and the opportunities to infer about ecosystem services, and conclude on the need for more dedicated and explicit efforts to ecosystem services assessment in EIA and SEA.  相似文献

This paper first, introduces the concept of mainstreaming ecosystem services by showing its relevance for development planning. Second, it presents the role and importance of strategic environmental assessment in designing and implementation of development policy. Third, the paper sets-out the concept of economic valuation of ecosystem services by discussing what it means and what is at stake if valuation of ecosystem services is ignored in the process of development policy making. The methods of capturing economic contribution of ecosystem services at policy level are discussed with examples in the paper.The main focus of this paper is how ecosystem services can be used in policy scale environmental impact assessment. The paper argues that ecosystem services can be an appropriate indicator to weight developmental policies, programs and plans to ensure the consideration of environmental balancing at the policy level. The paper suggests that the roles of ecosystem services in macroeconomic policies including ecosystem accounting, poverty alleviation and employment generation can be used to link environmental policies and SEA with development policies for a successful impact assessment at policy and program levels. By building upon the various contemporary initiatives within UNEP and outside, the paper in its synthesis section, flags-up necessary knowledge gaps, challenges and lessons learned in integrating values of ecosystem services in strategic environmental assessments.  相似文献

Despite its high potential to support decision-making, the role of policy assessment in real-world policy making in the field of poverty and social inequalities remains largely questioned. In this study, we analyse policy assessment's role in a context of real-world policymaking, by means of a case study on a legislative proposal on integration policy for immigrant newcomers in the Brussels-Capital Region, for which we evaluate the potential effects on poverty and social inequalities. We first analyse the policy process surrounding the policy proposal – a process that is often treated as a black box within policy assessment research. Understanding the factors that influence and determine the decision-making process, enables us to gain insight into the potential decision-support function(s). Second, we develop an approach to policy assessment that aims to fully exploit its potential to contribute to the functions of both instrumental and conceptual learning. For this purpose, we propose to introduce the approach of realist evaluation and to focus on evaluating the underlying policy intervention theory from the perspective of poverty and social inequalities. Finally, we illustrate this new approach and its added value by applying it to the legislative proposal on integration policy and analyse its contribution to policy-oriented learning.  相似文献

Strategic environmental assessment (SEA) aims to provide a sound theoretical basis on which to plan for biodiversity and ecosystem services (ES). With the multi-purpose and increasing use of SEA worldwide, it is timely to evaluate the effectiveness of SEA practice in integrating biodiversity and ES considerations. Here, we derive criteria from the International Best Practice Principles on Biodiversity and Ecosystem Services in Impact Assessment to evaluate six Australian SEAs conducted for urban development plans. We use qualitative and quantitative content analysis to examine the endorsed SEA reports. We identify and analyse text references related to the evaluation criteria and use word counting of keywords to supplement and cross-check the validity of our findings. Four significant results emerge from our analysis. First, while goals to achieve no net loss (NNL) or net gain outcomes for biodiversity are mentioned in all case studies, their poor specification may limit their effectiveness. Second, there is limited integration of ES considerations into the SEA reports, limiting the potential advantages that such an approach could provide. Third, offsetting is the most documented type of mitigation measure, potentially signalling a lack of evidence in implementing early steps of the mitigation hierarchy, including avoidance. This could be explained by the low level of integration of biodiversity and ES considerations from the early stages in the planning process, where there is more flexibility to apply such steps. Fourth, biodiversity management systems and follow-up activities lack detailed information to judge whether they will be useful to demonstrate NNL outcomes. Based on these findings, we present recommendations for enhancing the integration of biodiversity and ES considerations in SEAs. Our approach provides a general framework that can be applied to evaluate SEAs elsewhere in the world from a biodiversity and ES conservation perspective.  相似文献

The concept of ecosystem services as developed for the Millennium Ecosystem Assessment (MA) is currently the most extensive, international, scientific concept dealing with the interaction between the world's ecosystems and human well-being. The fundamental asset is seen in the relevancy of the concept at the science–policy interface. Albeit, the mainstreaming of ecosystem services into policy making requires a framework that allows the transition of the scientific concept into the rationale of policy making. We hypothesize that the procedure of policy impact assessment is a suitable venue for this transition. This brings up two questions: 1) where in the process of policy impact assessment can ecosystem services be mainstreamed? 2) How can the impact on ecosystem services properly be accounted for? In this paper we distinguish two groups of policy cases: explicit cases directly addressing ecosystem services, and implicit cases of policies that follow other purposes but may have unintended impacts on ecosystem services as a side effect. The second group covers a wide range of policies for which we set out a framework for mainstreaming of ecosystem services. The framework is exemplary designed for the instrument of ex-ante impact assessment at European policy making level. We reveal that the two concepts of the MA and of the European policy impact assessment are indeed compatible, which makes the integration of the ecosystem service concept possible. We conclude that the linkage of the scientifically validated concept of ecosystem services with the policy concept of impact assessment has the potential of improving the credibility of the latter.  相似文献

A consistent framework to address biodiversity, ecosystem services and their societal values is now established with the MEA (Millennium Ecosystem Assessment) and the TEEB (The Economics of Ecosystems and Biodiversity). These and other studies point to the urgency in considering actions that can revert the process of degradation of biodiversity values and its supporting ecosystems. Safeguarding livelihoods is a common objective in ecosystem approaches as well as in strategic environmental assessment (SEA) effort to promote sustainability. Human activities, as direct and indirect development drivers, are crucial targets for SEA to have a strategic contribution in influencing priorities, by showing strategic reasons for change. Rather than keeping only a control and mitigation role on the assessment of effects and impacts of development on the environment, SEA has the capacity to understand the decisional and development context and to drive development opportunities into pathways that are inclusive of environmental and sustainability priorities. The development opportunities provided by ecosystem services can be explored in SEA through strategic approaches to enhance the value of the benefits and avoid the negative impact of human actions on ecosystem services. SENSU, a research team at IST-Portugal, advocates the strategic-based and collaborative oriented approach in SEA based on Partidario (2007) SEA framework of critical decision factors (CDF). A methodology to allow the consideration of ecosystem services in SEA is being developed and tested. This paper will share research advances on how ecosystem services can be incorporated into SEA as a fundamental component of strategic assessment in support of decision-making.  相似文献

Considerable empirical research has been conducted on why policy tools such as environmental assessment (EA) often appear to have ‘little effect’ (after Weiss) on policy decisions. This article revisits this debate but looks at a mediating factor that has received limited attention to-date in the context of EA — political power. Using a tripartite analytical framework, a comparative analysis of the influence and significance of power in mediating environmental policy integration is undertaken. Power is analysed, albeit partially, through an exploration of institutions that underpin social order. Empirically, the research examines the case of a new approach to policy-level EA (essentially a form of Strategic Environmental Assessment) developed by the World Bank and its trial application to urban environmental governance and planning in Dhaka mega-city, Bangladesh. The research results demonstrate that power was intimately involved in mediating the influence of the policy EA approach, in both positive (enabling) and negative (constraining) ways. It is suggested that the policy EA approach was ultimately a manifestation of a corporate strategy to maintain the powerful position of the World Bank as a leading authority on international development which focuses on knowledge generation. Furthermore, as constitutive of an institution and reflecting the worldviews of its proponents, the development of a new approach to EA also represents a significant power play. This leads us to, firstly, emphasise the concepts of strategy and intentionality in theorising how and why EA tools are employed, succeed and fail; and secondly, reflect on the reasons why power has received such limited attention to-date in EA scholarship.  相似文献

This paper presents a critical analysis of the potential role of ecosystem services within environmental assessment, including both strategic environmental assessment (SEA) and environmental impact assessment (EIA). It identifies some of the common problems with current environmental assessment practice and then explores whether integrating ecosystem services may be able to help address some of these problems. Case studies are included to illustrate different approaches to using ecosystem services within environmental assessment and to highlight how context (e.g. sector, scale, environmental situation) will influence the most appropriate way of integrating ecosystem services into environmental assessment practice. The analysis also reflects on how ecosystem services' potential role may, or may not, differ from previous integrated approaches to environmental assessment and what lessons can be learnt from their development.Two main approaches are recognised from the literature and the case studies to integrating ecosystem services within environmental assessment: firstly a comprehensive approach, where the assessment framework is entirely guided by ecosystem services; and secondly a philosophical approach that applies more of a light-touch ecosystems-thinking mind-set, helping to frame the assessment methodology rather than fundamentally defining it. Inevitably, there are variations between these two extremes, and benefits and criticisms of both.The authors conclude that ecosystem services provides a potentially valuable framing for environmental assessment, but that it requires a pragmatic, context specific consideration of how ecosystem services can be used to help address some of the common problems with current environmental assessment practice. There is also a need to recognise that at times it may just not be appropriate if it does not provide added value.  相似文献

The provision of important river ecosystem services (ES) is dependent on the flow regime. This requires methods to assess the impacts on ES caused by interventions on rivers that affect flow regime, such as water abstractions. This study proposes a method to i) quantify the provision of a set of river ES, ii) simulate the effects of water abstraction alternatives that differ in location and abstracted flow, and iii) assess the impact of water abstraction alternatives on the selected ES. The method is based on river modelling science, and integrates spatially distributed hydrological, hydraulic and habitat models at different spatial and temporal scales. The method is applied to the hydropeaked upper Noce River (Northern Italy), which is regulated by hydropower operations. We selected locally relevant river ES: habitat suitability for the adult marble trout, white-water rafting suitability, hydroelectricity production from run-of-river (RoR) plants. Our results quantify the seasonality of river ES response variables and their intrinsic non-linearity, which explains why the same abstracted flow can produce different effects on trout habitat and rafting suitability depending on the morphology of the abstracted reach. An economic valuation of the examined river ES suggests that incomes from RoR hydropower plants are of comparable magnitude to touristic revenue losses related to the decrease in rafting suitability.  相似文献

Because natural ecosystems and ecosystem services (ES) are both critical to the well-being of humankind, it is important to understand their relationships and congruence for conservation planning. Spatial conservation planning is required to set focused preservation priorities and to assess future ecological implications. This study uses the combined measures of ES models and ES potential to estimate and analyze all four groups of ecosystem services to generate opportunities to maximize ecosystem services. Subsequently, we identify the key areas of conservation priorities as future forestation and conservation hotspot zones to improve the ecological management in Chongqing City, located in the upper reaches of the Three Gorges Reservoir Area, China. Results show that ecosystem services potential is extremely obvious. Compared to ecosystem services from 2000, we determined that soil conservation could be increased by 59.11%, carbon sequestration by 129.51%, water flow regulation by 83.42%, and water purification by 84.42%. According to our prioritization results, approximately 48% of area converted to forests exhibited high improvements in all ecosystem services (categorized as hotspot-1, hotspot-2, and hotspot-3). The hotspots identified in this study can be used as an excellent surrogate for evaluation ecological engineering benefits and can be effectively applied in improving ecological management planning.  相似文献

Mangroves are known for their global environmental and socioeconomic value. Despite their importance, mangrove like other ecosystems is now being threatened by natural and human-induced processes that damage them at alarming rates, thereby diminishing the limited number of existing mangrove vegetation. The development of a spatial vulnerability assessment model that takes into consideration environmental and socioeconomic criteria, in spatial and non-spatial formats has been attempted in this study. According to the model, 11 different input parameters are required in modelling mangrove vulnerability. These parameters and their effects on mangrove vulnerability were selected and weighted by experts in the related fields. Criteria identification and selection were mainly based on effects of environmental and socioeconomic changes associated with mangrove survival. The results obtained revealed the dominance of socioeconomic criteria such as population pressure and deforestation, with high vulnerability index of 0.75. The environmental criteria was broadly dispersed in the study area and represents vulnerability indices ranging from 0.00?C0.75. This category reflects the greater influence of pollutant input from oil wells and pipelines and minimal contribution from climatic factors. This project has integrated spatial management framework for mangrove vulnerability assessment that utilises information technology in conjunction with expert knowledge and multi-criteria analysis to aid planners and policy/ decision makers in the protection of this very fragile ecosystem.  相似文献

Over the past three decades, considerable effort has been invested in the development of complex and comprehensive ecosystem classifications and inventories in many parts of North America. Paralleling this has been an evolution in those hierarchical frameworks guiding the development and application of classifications. However, resource management agencies continue to grapple with the dilemma of applying multiple classification and inventory templates over large jurisdictions, especially as they attempt to address ecosystem management objectives. Given that Canada and the United States share ecosystems and that commitments have been made by all levels of government to make progress towards ecosystem-based approaches to management, there is a need to provide the proper tools. Comprehensive goals will not be achieved without collaboration and cooperation.This paper outlines the range of ecosystem classification approaches that exist in the Upper Great Lakes region. Canadian and American national hierarchical frameworks are briefly examined. Specific information needs and tasks are outlined which must be followed, independent of national boundaries, for the successful integration of planning and monitoring programs for large regional ecosystems.A general model is proposed for the development and application of an integrated, multi-scale and bi-national ecosystem classification, inventory and information system. This approach would facilitate data sharing and communication across jurisdictional boundaries.  相似文献

Agri-environment schemes (AES) are major policy tools in Europe to increase the environmental performance of agriculture. However, there is evidence that AES's implementation is not achieving the intended objectives and that current monitoring and evaluation frameworks are not adequate to fully assess their environmental effects. We argue that systematic consideration of ecosystem services would greatly benefit the implementation and assessment of AES, and that SEA represents a suitable platform to do this. We illustrate a case study of an ecosystem service-inclusive SEA applied to a rural development program and related AES in Italy. Results indicated that provision and consumptions of a wide array of ecosystem service are affected by AES and that current data management systems would allow to appraise these effects with acceptable efforts. In some other cases however sample field surveys would be needed. The case also shows the importance of mutual learning and knowledge brokerage between SEA practitioners and program officers. Overall, findings suggest that integrating ecosystem service in the design and assessment of AES would provide policy-makers and stakeholders with more focused information and ultimately improve their effectiveness.  相似文献

The development of major linear infrastructures contributes to landscape fragmentation and impacts natural habitats and biodiversity in various ways. To anticipate and minimize such impacts, landscape planning needs to be capable of effective strategic environmental assessment (SEA) and of supporting environmental impact assessment (EIA) decisions. To this end, species distribution models (SDMs) are an effective way of making predictive maps of the presence of a given species. In this paper, we propose to combine SDMs and graph-based representation of landscape networks to integrate the potential long-distance effect of infrastructures on species distribution. A diachronic approach, comparing distribution before and after the linear infrastructure is constructed, leads to the design of a species distribution assessment (SDA), taking into account population isolation. The SDA makes it possible (1) to estimate the local variation in probability of presence and (2) to characterize the impact of the infrastructure in terms of global variation in presence and of distance of disturbance. The method is illustrated by assessing the impact of the construction of a high-speed railway line on the distribution of several virtual species in Franche-Comté (France). The study shows the capacity of the SDA to characterize the impact of a linear infrastructure either as a research concern or as a spatial planning challenge. SDAs could be helpful in deciding among several scenarios for linear infrastructure routes or for the location of mitigation measures.  相似文献

Ourconceptual development is less tangible. At the same time it ismore urgent. We are directed to assess and monitor novelcharacteristics such as biodiversity and ecosystem health. They areconsidered to be the basis of modern, ecosystem management.Specialists in wildlife, fisheries, soil scientists, agronomists,and foresters are revising the established tenets of theirdisciplines to pursue maximum biodiversity. Sustainability assessment is needed to build sustainable farming systems. A broad range of sustainability concepts, methodologies and applications already exists. They differ in level, focus, orientation, measurement, scale, presentation and intended end-users. In this paper we illustrate that a smart combination of existing methods with different levels of application can make sustainability assessment more profound, and that it can broaden the insights of different end-user groups. An overview of sustainability assessment tools on different levels and for different end-users shows the complementarities and the opportunities of using different methods. In a case-study, a combination of the sustainable value approach (SVA) and MOTIFS is used to perform a sustainability evaluation of farming systems in Flanders. SVA is used to evaluate sustainability at sector level, and is especially useful to support policy makers, while MOTIFS is used to support and guide farmers towards sustainability at farm level. The combined use of the two methods with complementary goals can widen the insights of both farmers and policy makers, without losing the particularities of the different approaches. To stimulate and support further research and applications, we propose guidelines for multilevel and multi-user sustainability assessments.  相似文献

The monitoring of resource condition is receiving renewed attention across several levels of government in Australia. This interest is linked to substantial investment in environmental remediation and aquatic ecosystem restoration in particular. In this context, it is timely to consider principles which ought to guide the development and implementation of monitoring programmes for wetland ecosystems. A framework is established which places monitoring in the context of the strategic adaptive management of wetlands. This framework requires there has to be clear goals for the extent and condition of the resource, with these goals being defined within thresholds of acceptable variability. Qualitative and, where possible, quantitative conceptual models linking management interventions to management goals should be the basis of indicator selection and assessment. The intensity of sampling ought to be informed by pilot surveys of statistical power in relation to the thresholds of acceptable variability identified within the management plan.  相似文献

河流生态质量的监测和评价是从河流生态系统健康状况的角度对河流质量进行的评价。河流生态健康的评价已经向多要素多指标综合、多种评价方法(预测模型法、生物完整性指数、多要素综合评价)、流域尺度方向发展。该文重点介绍了国外评价体系产生的背景和研究基础,分析了广泛应用的几类评价方法的特点、在不同国家和流域的应用情况以及各方法的应用前景,分析了国内开展河流生态质量评价研究的发展过程、阶段性研究进展和应用案例,并根据目前研究基础评述了我国评价体系现存问题及应用前景,为河流生态质量评价体系的建立及发展方向提供建议和参考。  相似文献
