ABSTRACT: A mathematical programming model is proposed to determine economically efficient urban water resource allocation and pricing policy by maximizing the sum of the consumer and producer surplus. The optimization of this nonlinear problem is accomplished by the use of linear programming algorithm. The feasibility of using recycled water for municipal purposes is examined in a planning context. The impact of higher water quality discharge standards on pricing and allocation of water is analyzed and the attractiveness of water reuse option is demonstrated.  相似文献

A rational water price system plays a crucial role in the optimal allocation of water resources. In this paper, a fuzzy pricing model for urban water resources is presented, which consists of a multi-criteria fuzzy evaluation model and a water resources price (WRP) computation model. Various factors affecting WRP are comprehensively evaluated with multiple levels and objectives in the multi-criteria fuzzy evaluation model, while the price vectors of water resources are constructed in the WRP computation model according to the definition of the bearing water price index, and then WRP is calculated. With the incorporation of an operator's knowledge, it considers iterative weights and subjective preference of operators for weight-assessment. The weights determined are more rational and the evaluation results are more realistic. Particularly, dual water supply is considered in the study. Different prices being fixed for water resources with different qualities conforms to the law of water resources value (WRV) itself. A high-quality groundwater price computation model is also proposed to provide optimal water allocation and to meet higher living standards. The developed model is applied in Jinan for evaluating its validity. The method presented in this paper offers some new directions in the research of WRP.  相似文献

ABSTRACT The long-term effects of presently used and alternatively proposed water pricing policies were studied using some tools of operations research and economics. A discrete deterministic dynamic programming model was structured and operated to determine the optimal water supply capacity expansion paths for a hypothetical residential community with a given water pricing policy. The objective of the model was the maximization of future discounted consumers'surpluses plus producer's revenues net of the long-run cost of supply. State variables were the size of system capacity in MGD and stage variables were the times of feasible capacity increase in years. Demand curves, population sizes, and growth rates for various economic sectors of the community were assumed known, as well as short-run production and capital construction costs. Several policies, including constant unit rates, decreasing or increasing block rates and summer differential rates were tested. It was concluded that price plays a major role in the short-run allocation and long-run planning and conservation of water supplies. Conservational pricing policies were advocated as means of lowering the long-run cost of water, using the water price-demand function as a planning tool. Further research in these areas was recommended.  相似文献

Increasing water scarcity is increasing pressure on water management institutions, particularly in the area of water rights. A common response is to formalise water tenure, one of several options for securing access and resolving conflicts concerning water allocation. This article looks at four contexts where negotiation, self-governance and concepts of legal pluralism may help improve water resource management. Existing users and potential new users need to negotiate before water resources are developed. Users can participate in forums with authority to solve basin management problems through self-governance. Negotiated water transfers offer an alternative to water acquisition by expropriation.  相似文献

The Ta'iz region of Yemen is facing serious water problems. Total water use has become unsustainable. While agriculture places a heavy demand on the region's water resources, supplies for the fast growing city and the industrial sector are severely rationed despite their much higher willingness-to-pay for water relative to the returns on most agricultural uses. The article considers several decentralized management options for enhancing sustainability and improving intersectoral water allocation. These include, taxing groundwater extractions, taxing inputs used in pumping groundwater, and implementing a tradable water rights regime. The first two options could lead to resource conservation but are politically difficult to implement and may not necessarily result in better intersectoral water allocation. The tradable water rights regime has potential for achieving the twin objectives of resource conservation and improved intersectoral resource allocation. If farmers' de facto water rights were legitimized, this option would be more acceptable to them. However, the following additional conditions need to be met for making the option viable: (a) a set-aside allocation is made for lifeline supplies for the poor; ( b) the water law provides for separation of water rights from land rights; and (c) community organizations are involved as co-managers of the region's water resources.  相似文献

Food security and sustainable development require efficient use of water resources, especially in irrigation. Economic pricing can be an effective tool to achieve more efficient water use, provided it is supported by other policies in implementation. Applying various water pricing and cost recovery arrangements is suggested for efficient allocation. Any adverse impact on farmers’ incomes must be addressed and more reliable service must accompany higher prices. Experience from several countries suggests a variety of implementation issues. Essential complements to water pricing are water distribution rules and technological choices at critical nodes in the delivery system that allow farmers flexibility in conserving water in response to higher prices. Among supporting institutions, water users associations seem a higher priority than water markets.  相似文献

ABSTRACT: A two-layered confined-unconfined numerical model for flow and mass transport is developed for the San Jacinto Basin. The model structure is determined by the geological structure of the Basin and model parameters are calibrated using 20 years of historical records. The total number of historical head observations used for the flow model calibration is 1,117 and the total number of the estimated parameters is 91. The two-layered transport model is also calibrated using historical water quality records. Sensitivity analysis of the flow model shows that only 68 parameters (out of a total of 91) are relatively sensitive and reliable. However, the unreliable parameters (23 of them) are found to be insensitive and thus not significant to the prediction and management of conjunctive use of surface water and ground water. The developed flow model has been used to study the two proposed artificial recharge scenarios for the San Jacinto Basin. We have found that during a relatively dry condition, an artificial recharge rate of 80 acre-ft/day can be achieved during the recharge period October through January. However, for a relatively wet condition, only 80 percent of the proposed rate can be effectively stored in the Basin during these months.  相似文献

ABSTRACT The American Indian occupies a unique place in the federal system of government There are indications that this relationship will continue and that Indian reservations are at the threshold of economic development. As this occurs, the nature and extent of Indian water rights becomes more important to Indian and non-Indian alike. The determination of these rights is a matter of more than judicial decisions. To a large degree the determination of these rights will rest in the non-judicial arena and will be influenced by the perceptions of those rights held by Indians and water allocation officials, both state and federal. If the perceptions of these political actors are not congruent, then political conflict will occur as the rights become more important. To depend solely upon the judicial system to resolve these conflicts entails risks and costs to both Indians and to allocating officials. Indians are taking seriously the federal policy of Indian self-determination, and water allocation officials run decided risks in failure to realize this. An alternative suggested is to include Indians as consulting parties when decisions are being made that affect Indian interests.  相似文献

Agricultural irrigation accounts for nearly 70% of the total water use around the world. Uncertainties and climate change together exacerbate the complexity of optimal allocation of water resources for irrigation. An interval‐fuzzy two‐stage stochastic quadratic programming model is developed for determining the plans for water allocation for irrigation with maximum benefits. The model is shown to be applicable when inputs are expressed as discrete, fuzzy or random. In order to reflect the effect of marginal utility on benefit and cost, the model can also deal with nonlinearities in the objective function. Results from applying the model to a case study in the middle reaches of the Heihe River basin, China, show schemes for water allocation for irrigation of different crops in every month of the crop growth period under various flow levels are effective for achieving high economic benefits. Different climate change scenarios are used to analyze the impact of changing water requirement and water availability on irrigation water allocation. The proposed model can aid the decision maker in formulating desired irrigation water management policies in the wake of uncertainties and changing environment.  相似文献

Based on the national database of 28,104 water rights (concessions) granted in Colombia, this paper presents an analysis of how the principles of equity and sustainability are reflected in water allocation. Concessions appear to be an exclusionary mechanism since only a minority of small water users have concessions and the distribution of water volumes among those who have them is extremely inequitable. The 2009 Gini coefficient calculated for water concessions granted for agriculture was 0.90 compared with the rural land Gini of 0.88 (both indicators grouping holdings under the same entity). More than half of the Colombian departments have a higher Gini coefficient for water than for land, suggesting that water rights are at least as unequally distributed as land, in one of the most inequitable countries in Latin America. Water allocated to domestic, agriculture and hydropower use indicates a lack of consistency of water allocation criteria across regions. The volumetric and administrative attributes of water allocation in Colombia do not account for environmental flows or the concerns of marginalised groups of society that have limited access to the mechanism. Water allocation as a technical task, with limited transparency and secluded from public scrutiny, does not contribute to the solution of increasing water-related conflicts.  相似文献

Applications of systems methodology to water problems of the Tucson basin are summarized. Natural recharge is estimated by means of a discrete convolution relation in which the unit impulse response of an aquifer is derived from basic hydro-dynamic laws. A temporal model of sequences of wet and dry periods during the summer thunderstorm season is based on a multiple linear regression equation that relates total rainfall amount during the wet period to the duration of the wet period and volume of peak rainfall. A spatial model predicts point rainfall frequency of maximal and minimal amounts of thunderstorm rainfall. A static management model allocates Tucson groundwater, Avra Valley water, Colorado River water, and reclaimed waste water to municipal, industrial, and agricultural users within a pricing framework. For a range of pricing policies the model clearly demonstrates the opportunity costs to the community by use of higher-priced water supplies such as Colorado River water in lieu of Tucson groundwater. The role of worth of data studies in relation to data analysis, model building and management studies is also introduced.  相似文献

The concept of integrated water management is uncommon in urban areas, unless there is a shortage of supply and severe conflicts among the users competing for limited water resources. Further, problem of water management in urban areas will aggravate due to uncertain climatic events. Therefore, an Integrated Urban Water Management Model considering Climate Change (IUWMCC) has been presented which is suitable for optimum allocation of water from multiple sources to satisfy the demands of different users under different climate change scenarios. Effect of climate change has been incorporated in non-linear mathematical model of resource allocation in term of climate change factors. These factors have been developed using runoff responses corresponding to base and future scenario of climate. Future scenarios have been simulated using stochastic weather generator (LARS-WG) for different IPCC climate change scenarios i.e. A1B, A2 and B1. Further, application of model has been demonstrated for a realistic water supply system of Ajmer urban fringe (India). Developed model is capable in developing adaptation strategies for optimum water resources planning and utilization in urban areas under different climate change scenarios.  相似文献

/ Collaboration of countries with an aim to share fresh surface water resources promises to generate potential joint benefits. Unfortunately, existing agreements lack the perspective and capacity to produce any real action in efficient cross-border water allocation. When that problem is encountered by any two adjacent countries claiming riparian rights to the same watercourse, this paper suggests that apossible solution to be examined is a water market. This market requires the relevant countries to engage in a bargaining process as described in the theory of bilateral monopoly. The bargaining process should determine both the water quantity to be transferred and the price to be paid. However, there has to be a fair allocation of the joint benefits resulting from the transfer for a sustainable price solution. As an empirical illustration, the paper examines the case of river Nestos shared by Bulgaria and Greece in the southern Balkans. A net revenue function quadratic in water is specified and estimated using scarce data on three agricultural crops in Greece. Irrigation water management is crucial for agricultural production and livelihood security in Morocco as in many other parts of the world. For the implementation of an effective water management, knowledge about farmers' demand for irrigation water is crucial to assess reactions to water pricing policy, to establish a cost-benefit analysis of water supply investments or to determine the optimal water allocation between different users. Previously used econometric methods providing this information often have prohibitive data requirements. In this paper, the Contingent Valuation Method (CVM) is adjusted to derive a demand function for irrigation water along farmers' willingness to pay for one additional unit of surface water or groundwater. An application in the Middle Draa Valley in Morocco shows that the method provides reasonable results in an environment with limited data availability. For analysing the censored survey data, the Least Absolute Deviation estimator was found to be a more suitable alternative to the Tobit model as errors are heteroscedastic and non-normally distributed. The adjusted CVM to derive demand functions is especially attractive for water scarce countries under limited data availability.  相似文献

Efficiency in the use of water for irrigation is normally defined in a physical sense - engineering and agronomic; and it is often assumed that higher efficiency is desirable. However, in an economic sense, there is an optimum range in the level of physical efficiency. Normally it can be said that as water prices increase, it becomes more rational to increase physical efficiency by selecting and adopting improved methods of controlling, measuring and applying water, and to design systems of pricing and regulations that will promote optimal allocation and efficient use. However, the value of water is often extremely low, in which case there may be little economic incentive to improve physical efficiency unless forced by physical factors that affect production and productivity such as soil characteristics, waterlogging or nutrient leaching.
The combination of regulations and prices that are used to allocate irrigation water reflect the conflicting goals of redistribution of income in favor of agriculture and needs to encourage efficient use of water. Regulations and pricing systems also depend on the value of water, the dependability of supplies, systems of delivery and the extent to which flows can be regulated.
Using examples and case studies, this paper discusses physical and economic efficiencies and their interrelationships. It emphasizes the role of pricing and regulations and provides general guidelines.  相似文献

An inexact rough-interval two-stage stochastic programming (IRTSP) method is developed for conjunctive water allocation problems. Rough intervals (RIs), as a particular case of rough sets, are introduced into the modeling framework to tackle dual-layer information provided by decision makers. Through embeding upper and lower approximation intervals, rough intervals are capable of reflecting complex parameters with the most reliable and possible variation ranges being identified. An interactive solution method is also derived. A conjunctive water-allocation system is then structured for characterizing the proposed model. Solutions indicate a detailed optimal allocation scheme with a rough-interval form; a total of [[1048.83, 2078.29]:[1482.26, 2020.60]] would be obtained under the pre-regulated inputs. Comparisons of the proposed model to a conventional and an interval two-stage stochastic programming model are also conducted. The results indicate that the optimal objective function values of TSP and ITSP always fall into the range of , while they are sometimes out of the range of ; the optimal solutions of decision variables also present this feature. This implies the reliability of IRTSP in handling conjunctive water allocation problems.  相似文献

A simulation-based interval quadratic waste load allocation (IQWLA) model was developed for supporting river water quality management. A multi-segment simulation model was developed to generate water-quality transformation matrices and vectors under steady-state river flow conditions. The established matrices and vectors were then used to establish the water-quality constraints that were included in a water quality management model. Uncertainties associated with water quality parameters, cost functions, and environmental guidelines were described as intervals. The cost functions of wastewater treatment units were expressed in quadratic forms. A water-quality planning problem in the Changsha section of Xiangjiang River in China was used as a study case to demonstrate applicability of the proposed method. The study results demonstrated that IQWLA model could effectively communicate the interval-format uncertainties into optimization process, and generate inexact solutions that contain a spectrum of potential wastewater treatment options. Decision alternatives can be generated by adjusting different combinations of the decision variables within their solution intervals. The results are valuable for supporting local decision makers in generating cost-effective water quality management strategies.  相似文献

ABSTRACT: Relevant literature was reviewed from which a model of residential water conservation was developed. Four residential conservation program interventions were posited: 1) public education, 2) pricing variables, 3) water use restrictions, and 4) building code requirements. Four exogenous variables affecting residential water use were also posited: 1) temperature, 2) rainfall, 3) household income, and 4) household size. The impacts of these eight variables on residential per capita daily use were assessed by cross sectional and time series analysis. Study results generally supported the porposed model, with less consistent support obtained for pricing variables and conservation beliefs. The paper concludes with the hypothesis that an inclining block rate structure coupled with an informational program designed to inform consumers of their consumption under each block will have a synergistic impact.  相似文献

ABSTRACT: The solution of a water resource allocation problem by an alternative social arrangement is presented. Classical Austrian economic theory and the “new resources economics” provide both theoretical and practical evidence to support the development of well-defined, private property rights to the water resource in question. A conflict analysis demonstrates that management of the Manayunk Canal by a firm would reconcile existing confrontations through compromise use of the water resource. Benefit and cost calculations show that a compromise among industrial and recreational interests, currently competing in the political arena, would increase social benefits.  相似文献
