The Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA or Superfund) did not ignore the fifty individual states when establishing responsibility, authority, and liability for cleaning up hazardous waste sites. Although CERCLA gives EPA the ultimate authority to select a remedy for a contaminated site, the law was drafted not only to allow for state activity without EPA, but also for significant state input when EPA is involved. The relationship between a state (and its environmental laws) and EPA can help decide the remedial and financial interests of any potentially responsible party (PRP). This article discusses the relevant CERCLA provisions, recent court decisions, and resolved and unresolved issues in federal-state Superfund involvement, and recommends several common-sense strategies for PRPs when working with a state in a Superfund cleanup.  相似文献

Delisting (up-front or not) of hazardous waste streams (with or without stabilization or any other form of treatment) can be an effective approach for reducing high sludge disposal costs because a nonhazardous classification of the waste will alleviate the financial burden associated with the disposal costs. Facilities may petition EPA to remove individual waste streams from regulation as listed hazardous wastes under the Resource Conservation and Recovery Act (RCRA). EPA encourages the use of up-front delisting petitions because they have the advantage of allowing the applicant to know what treatment levels for constituents should be sufficient to render specific wastes nonhazardous before investing in new or modified waste treatment systems. Thus, up-front delisting allows new facilities to receive exclusions prior to generating wastes that, without upfront exclusions, would unnecessarily have been considered hazardous. On July 18, 1991, EPA proposed to use the EPA Composite Model for Landfills (EPACML) when considering delisting petitions and evaluating the impact of the petitioned waste on human health and the environment. The use of the EPACML provides consistency in delisting decisions. Further, this new model allows a two-to-three-times higher dilution than the previously used Vertical and Horizontal Spread (VHS) model. This article presents case studies from several industry sectors where stabilization and delisting were used to manage wastes in a reliable, cost-effective, and environmentally sound manner.  相似文献

The U.S. Environmental Protection Agency (EPA) has proposed regulations that would require corrective action (e.g., soil excavation and groundwater removal and treatment) at municipal solid waste landfills (MSWLFs) and hazardous waste treatment, storage, and disposal facilities (TSDFs). This paper presents an overview of the proposed corrective action regulations, and discusses their relationship to proposed or existing closure and post-closure care regulations. The paper then presents estimated corrective action cost curves for various MSWLF scenarios defined by landfill area, average waste thickness, and the presence or absence of a clay liner. The paper finally illustrates the economic benefits of sound closure and postclosure care by comparing estimated costs of corrective action to estimated costs of closure and postclosure care at MSWLFs.  相似文献

The planning and design of regional hazardous waste management system (RHWMS) involves selection of treatment and disposal facilities, allocation of hazardous wastes and waste residues from generator to the treatment and disposal sites and selection of the transportation routes. An improved formulation based upon multi-objective integer programming approach is presented to arrive at the optimal configuration of RHWMS components. This formulation addresses important practical issues like unique characteristics of the hazardous wastes reflecting on waste–waste and waste–technology compatibility. A utility function approach is presented to integrate both cost and risk related objectives. An illustrative case example is presented to demonstrate the usefulness of the improved formulation as a tool which can be used by environmental planning agencies in regional planning for hazardous waste management.  相似文献

Thousands of known hazardous waste sites across the country require remediation, with thousands more yet to be discovered, at estimated cleanup costs of billions of dollars over the next few decades. With this enormous financial burden placed on all members of society through increased prices, taxes, and lost investment opportunities, policy makers face the difficult prospect of defining cleanup standards that meet the goals of protecting human health and the environment and achieving remediation in the most cost-effective manner. Using a statistical methodology to investigate factors influencing the cost of RCRA corrective action, this article examines site characteristics that significantly affect cleanup costs and explains differences in costs among EPA's four proposed Subpart S corrective action options.  相似文献

Unlike that of western countries, the solid waste of Asian cities is often comprised of 70-80% organic matter, dirt and dust. Composting is considered to be the best option to deal with the waste generated. Composting helps reduce the waste transported to and disposed of in landfills. During the course of the research, the author learned that several developing countries established large-scale composting plants that eventually failed for various reasons. The main flaw that led to the unsuccessful establishment of the plants was the lack of application of simple scientific methods to select the material to be composted. Landfills have also been widely unsuccessful in countries like India because the landfill sites have a very limited time frame of usage. The population of the developing countries is another factor that detrimentally impacts the function of landfill sites. As the population keeps increasing, the garbage quantity also increases, which, in turn, exhausts the landfill sites. Landfills are also becoming increasingly expensive because of the rising costs of construction and operation. Incineration, which can greatly reduce the amount of incoming municipal solid waste, is the second most common method for disposal in developed countries. However, incinerator ash may contain hazardous materials including heavy metals and organic compounds such as dioxins, etc. Recycling plays a large role in solid waste management, especially in cities in developing countries. None of the three methods mentioned here are free from problems. The aim of this study is thus to compare the three methods, keeping in mind the costs that would be incurred by the respective governments, and identify the most economical and best option possible to combat the waste disposal problem.  相似文献

The evaluation of a hazardous waste disposal site is a complicated process because it requires data from diverse social and environmental fields. These data often involve processing of a significant amount of spatial information which can be used by GIS as an important tool for land use suitability analysis. This paper presents a multi-criteria decision analysis alongside with a geospatial analysis for the selection of hazardous waste landfill sites in Kurdistan Province, western Iran. The study employs a two-stage analysis to provide a spatial decision support system for hazardous waste management in a typically under developed region. The purpose of GIS was to perform an initial screening process to eliminate unsuitable land followed by utilization of a multi-criteria decision analysis (MCDA) to identify the most suitable sites using the information provided by the regional experts with reference to new chosen criteria. Using 21 exclusionary criteria, as input layers, masked maps were prepared. Creating various intermediate or analysis map layers a final overlay map was obtained representing areas for hazardous waste landfill sites. In order to evaluate different landfill sites produced by the overlaying a landfill suitability index system was developed representing cumulative effects of relative importance (weights) and suitability values of 14 non-exclusionary criteria including several criteria resulting from field observation. Using this suitability index 15 different sites were visited and based on the numerical evaluation provided by MCDA most suitable sites were determined.  相似文献

 This paper deals with the present scenario of hazardous waste management practices in Thailand, and gives some insights into future prospects. Industrialization in Thailand has systematically increased the generation of hazardous waste. The total hazardous waste generated in 2001 was 1.65 million tons. It is estimated that over 300 million kg/year of hazardous waste is generated from nonindustrial, community sources (e.g., batteries, fluorescent lamps, cleansing chemicals, pesticides). No special facilities are available for handling these wastes. There are neither well-established systems for separation, storage, collection, and transportation, nor the effective enforcement of regulations related to hazardous wastes management generated from industrial or nonindustrial sectors. Therefore, because of a lack of treatment and disposal facilities, these wastes find their way into municipal wastewaters, public landfills, nearby dump sites, or waterways, raising serious environmental concern. Furthermore, Thailand does not have an integrated regulatory framework regarding the monitoring and management of hazardous materials and wastes. In addition to the absence of a national definition of hazardous wastes, limited funding has caused significant impediments to the effective management of hazardous waste. Thus, current waste management practices in Thailand present significant potential hazards to humans and the environment. The challenging issues of hazardous waste management in Thailand are not only related to a scarcity of financial resources (required for treatment and disposal facilities), but also to the fact that there has been no development of appropriate technology following the principles of waste minimization and sustainable development. A holistic approach to achieving effective hazardous waste management that integrates the efforts of all sectors, government, private, and community, is needed for the betterment of human health and the environment. Hazardous waste incineration (HWI) in rotary kilns and the disposal of the residual slag on landfills play an important role in German waste treatment. In order to save disposal costs the elution behaviour of HWI-slag should be further optimised. Quality-improved slag may be disposed off on cheaper landfill sites still applying to landfill regulations. In a new process-integrated approach hazardous waste is mixed with limestone, which initiates chemical reactions with heavy metals in the rotary kiln yielding new compounds of different solubility. In this work HWI-slag/limestone mixtures are thermally treated and then examined by elution tests. Experimental data indicate that the heavy metals pertinent to landfill class assignment of a HWI-slag share a solubility minimum at a CaO-content of about 15%. Such improved HWI-slags are allowed to be disposed off on cheaper landfill sites. Furthermore, a new combination of thermodynamic calculation methods is applied to predict heavy metal solubility for different process conditions. Used models hold the opportunity to explain the tendencies of heavy metal leaching and propose plausible chemical reactions. With it, a new tool to examine the impact of temperature treatment and slag composition on heavy metal elution from HWI-slag is presented.  相似文献

The Resource Conservation and Recovery Act (RCRA) was enacted in 1976. The Hazardous and Solid Waste Amendments (HSWA) of 1984 specify “corrective action” requirements for protecting human health and the environment from environmental contamination at active hazardous waste treatment, storage, and disposal facilities. RCRA and its corrective action requirements are designed to prevent the creation of new Superfund sites by regulating and remediating active facilities. The RCRA corrective action process has four basic components: the facility assessment, facility investigation, corrective measures study, and corrective measures implementation. Allocating costs for hazardous waste site cleanup among potentially responsible parties is unique to the specific circumstances, history, and data for the site. As such, distinct technical approaches are often needed considering the Gore and Torres factors to develop an overall allocation. These factors include both technical and nontechnical considerations that the trier of fact must weigh to arrive at the overall allocation. This article reviews the legal and technical framework in allocating cleanup costs at hazardous waste sites and presents several case histories illustrating the integration of fact, science and law in the final allocation.  相似文献

A hazardous waste assessment has been completed on ash samples obtained from seven sewage sludge incinerators operating in the UK, using the methods recommended in the EU Hazardous Waste Directive. Using these methods, the assumed speciation of zinc (Zn) ultimately determines if the samples are hazardous due to ecotoxicity hazard. Leaching test results showed that two of the seven sewage sludge ash samples would require disposal in a hazardous waste landfill because they exceed EU landfill waste acceptance criteria for stabilised non-reactive hazardous waste cells for soluble selenium (Se). Because Zn cannot be proven to exist predominantly as a phosphate or oxide in the ashes, it is recommended they be considered as non-hazardous waste. However leaching test results demonstrate that these ashes cannot be considered as inert waste, and this has significant implications for the management, disposal and re-use of sewage sludge ash.  相似文献

BackgroundHealthcare waste comprises all wastes generated at healthcare facilities, medical research centers and laboratories. Although 75–90% of these wastes are classified as household waste posing no potential risk, 10–25% are deemed to be hazardous, representing a potential threat to healthcare workers, patients, the environment and even the general population, if not disposed of appropriately. If hazardous and non-hazardous waste is mixed and not segregated prior to disposal, costs will increase substantially. Medical waste management is a worldwide issue. In Iran, the majority of problems are associated with an exponential growth in the healthcare sector together with low- or non-compliance with guidelines and recommendations. The aim of this study was to reduce the amounts of infectious waste by clear definition and segregation of waste at the production site in Namazi Hospital in Shiraz, Iran.Materials and methodsNamazi Hospital was selected as a study site with an aim to achieving a significant decrease in infectious waste and implementing a total quality management (TQM) method. Infectious and non-infectious waste was weighed at 29 admission wards over a 1-month period.ResultsBefore the introduction of the new guidelines and the new waste management concept, weight of total waste was 6.67 kg per occupied bed per day (kg/occupied bed/day), of which 73% was infectious and 27% non-infectious waste. After intervention, total waste was reduced to 5.92 kg/occupied bed/day, of which infectious waste represented 61% and non-infectious waste 30%. The implementation of a new waste management concept achieved a 26% reduction in infectious waste.ConclusionA structured waste management concept together with clear definitions and staff training will result in waste reduction, consequently leading to decreased expenditure in healthcare settings.  相似文献

Strategies for remediation of drilling mud wastes at a typical deep sour gas well site in the foothills of Alberta were assessed in terms of financial and social costs and benefits, in alignment with established sustainable remediation and decision analysis principles. Managers of contaminated sites containing historical drilling wastes are challenged with managing liability through several regulatory changes over time. Excavation and disposal of the contaminated soil from the site was the only means of securing regulatory release, with the nearest landfill located 150 km away. A perception exists that in many cases excavation and disposal inflicts unnecessary levels of site intrusiveness and public disturbance when other options achieving a similar risk end point may do so for lower social cost. The study tested this hypothesis to ascertain whether the currently accepted solution is the best option when the wider costs and benefits to society and the environment are included. Eight remedial strategies were assessed using cost–benefit analysis, including using environmental economics techniques to quantify social and environmental impacts. The economic model showed that methods such as capping in‐place or engineered encapsulation were superior to full excavation and disposal from financial and sustainability perspectives. Quantified external costs and benefits such as road damage, greenhouse gas emissions, public nuisance and safety, and community amenity value were influential in identifying superior options. It was demonstrated that $0.2 million of societal costs could be avoided by choosing capping over landfill disposal. This represents substantial implications when viewed in the context of this and other operators’ portfolios of hundreds of abandoned wells in the area. ©2016 Wiley Periodicals, Inc.  相似文献

Hospital waste management is an imperative environmental and public safety issue, due to the waste's infectious and hazardous character. This paper examines the existing waste strategy of a typical hospital in Greece with a bed capacity of 400-600. The segregation, collection, packaging, storage, transportation and disposal of waste were monitored and the observed problematic areas documented. The concentrations of BOD, COD and heavy metals were measured in the wastewater the hospital generated. The wastewater's toxicity was also investigated. During the study, omissions and negligence were observed at every stage of the waste management system, particularly with regard to the treatment of infectious waste. Inappropriate collection and transportation procedures for infectious waste, which jeopardized the safety of staff and patients, were recorded. However, inappropriate segregation practices were the dominant problem, which led to increased quantities of generated infectious waste and hence higher costs for their disposal. Infectious waste production was estimated using two different methods: one by weighing the incinerated waste (880 kg day(-1)) and the other by estimating the number of waste bags produced each day (650 kg day(-1)). Furthermore, measurements of the EC(50) parameter in wastewater samples revealed an increased toxicity in all samples. In addition, hazardous organic compounds were detected in wastewater samples using a gas chromatograph/mass spectrograph. Proposals recommending the application of a comprehensive hospital waste management system are presented that will ensure that any potential risks hospital wastes pose to public health and to the environment are minimized.  相似文献

In this study a system analysis is presented for a European registration system for hazardous waste shipment notifications. The administrative procedures for the notifications according to the European Community (EC) directives are in use in several Member States, among others the Netherlands and Belgium. The new system should enable efficient notification procedures, without the large number of forms and the delays in obtaining transit and import permissions that are currently observed. Only one form is needed for each hazardous waste transport within the EC, accompanying the transport.The system also allows the generation of compiled information for all EC Member States by using a database structure. Rather than manually administrating the information of the forms, this information is transmitted and stored electronically. With an estimated number of 100,000 transfrontier transports of hazardous waste per year in the European Community, this greatly decreases time and costs for aggregating hazardous waste transport data. This aggregated information is necessary for the implementation, evaluation and further development of a coherent EC waste management policy for hazardous waste treatment and disposal.  相似文献

Efficient, cost effective measures for the safe disposal of hazardous wastes have been developed to meet the needs of industries in Brisbane and the surrounding area. Liquid hazardous wastes are neutralised, oxidised, or reduced as appropriate, and fixed (solidified) by the addition of fly-ash and cement kiln dust to form a material of the consistency of coarse gravel. Fixation is performed in cells dug in solid clay, holding about 70 tonnes. Fixed material containing pesticides, paints or organic solvents is left in the clay cells, capped with clay; fixed inorganics and waste oils having no toxic contaminants are used for land contouring on the site. Leachate tests on the latter have been uniformly below 10 times USEPA Drinking Water guidelines — that is, 10 times better than the limits nominated by the EP Leach Test (1980). Bores around the site have detected no leachates during the past seven years. A simple but effective management system keeps wastes segregated and confirms the identity of each batch of waste on receipt. All costs are charged to the waste generator including costs of correcting errors.  相似文献

In 1994, the U.S. Department of Energy (DOE) initiated a contract reform program intended to strengthen oversight capabilities and encourage the creation of contract and incentive structures, which would effectively facilitate the treatment of onsite contamination and waste. The remedia‐tion and disposal of these legacy wastes is the core of the Department's environmental manage‐ment mission (Government Accountability Office [GAO], 2003). Despite a concerted effort toward achieving the goals of the reform, progress has been slow. Many projects continue to necessitate cost and time extensions above those originally agreed upon. Although the Department insti‐tuted an accelerated cleanup program in 2002, promising to shave some $50 billion and 35 years from its earlier cost and schedule projections, there have been delays in critical project areas that call into question the attainability of the proposed reductions (GAO, 2005). Numerous explana‐tions have been offered as to why achieving these goals has proven so difficult, many of which have concluded that flawed contracting practices are to blame. This article concludes that the root of the problem is much deeper and that the organizational criticisms aimed at DOE are as much a legacy as the waste itself. Although the focus of this article is on large former nuclear weapons sites, these types of contracting and organizational issues are often found at other gov‐ernment and private complex hazardous waste sites. © 2006 Wiley Periodicals, Inc.  相似文献
