To be effective, climate change adaptation needs to be mainstreamed across multiple sectors and greater policy coherence is essential. Using the cases of Malawi, Tanzania and Zambia, this paper investigates the extent of coherence in national policies across the water and agriculture sectors and to climate change adaptation goals outlined in national development plans. A two-pronged qualitative approach is applied using Qualitative Document Analysis of relevant policies and plans, combined with expert interviews from non-government actors in each country. Findings show that sector policies have differing degrees of coherence on climate change adaptation, currently being strongest in Zambia and weakest in Tanzania. We also identify that sectoral policies remain more coherent in addressing immediate-term disaster management issues of floods and droughts rather than longer-term strategies for climate adaptation. Coherence between sector and climate policies and strategies is strongest when the latter has been more recently developed. However to date, this has largely been achieved by repackaging of existing sectoral policy statements into climate policies drafted by external consultants to meet international reporting needs and not by the establishment of new connections between national sectoral planning processes. For more effective mainstreaming of climate change adaptation, governments need to actively embrace longer-term cross-sectoral planning through cross-Ministerial structures, such as initiated through Zambia’s Interim Climate Change Secretariat, to foster greater policy coherence and integrated adaptation planning.  相似文献

With cities facing climate change, climate adaptation is necessary to reduce risks such as heat stress and flooding and maintain the goals of sustainable urban development. In climate change literature, the focus has been on developing a new dedicated policy domain for climate adaptation. Yet, empirical evidence shows that in practice actors are searching for solutions that not only serve climate adaptation, but integrate the adaptation objective in existing policy domains (e.g., urban planning, water management, public health). The integration of adaptation in other policy domains, also called “mainstreaming climate adaptation,” can stimulate the effectiveness of policy making through combining objectives, increase efficient use of human and financial resources and ensure long-term sustainable investments. A better understanding of the process of mainstreaming is, however, lacking. The article introduces a conceptual model for mainstreaming climate adaptation to enhance our understanding of the concept as well as the barriers and opportunities that influence these integration processes and to explore strategies for overcoming barriers and creating opportunities. Two Dutch case studies—related to urban planning—are used to illustrate the value of the model. The cases demonstrate the dynamic process of mainstreaming and raise discussion of the appropriate criteria for evaluating mainstreaming in relation to the aims of climate adaptation. The paper concludes with an exploration of specific strategies to facilitate the mainstreaming of adaptation in existing and new policy domains.  相似文献

Sustainable use of natural resources and sustainable development are concepts that are gaining momentum globally in the advent of global warming and climate change. The threshold for the entry in force of the Paris Agreement on Climate Change was achieved exactly 5 days after the unveiling of Botswana’s Vision 2036 document. This development framework envisages sustainable economic development and climate change adaptation. This article uses exploratory research methodology of systematic document analysis to analyze these principles in the context of Botswana. It investigates government's intentions in achieving the third pillar of the national vision. Botswana has declared its intensions to reduce carbon emissions by 15% by 2030 through the intended nationally determined contributions. While the country’s ambitions are largely forward-looking and aligned with those of the Paris Agreement, the economic diversification plans of Botswana threaten to potentially contribute significantly to the emission of greenhouse gases. The article applies sustainability and/or sustainable development theory in examining the relationship between the Paris Agreement and Botswana’s vision. It concludes that there is link between the two documents, both of which are anchored of the development which is environmentally sustainable. It further concludes that developing nations should make international commitments which are aligned to their developmental plans.  相似文献

This paper reviews the progress in climate change adaptation (CCA) policies both under the United Nations Framework Convention on Climate Change (UNFCCC) and in major regions and countries, including the EU and its major member countries, the influential developed countries in the Asia-Pacific region, the emerging economies and the least developed countries (LDCs). The progress made in China in CCA policies is also reviewed and compared with that in other countries. Finally, good international practices are proposed for China’s policy development. It is found that adaptation has been given the same priority as mitigation since the twenty-first century with regard to climate change-related actions. The topics related to adaptation in the international climate change negotiations under the UNFCCC have evolved from mechanisms for finance and technology development and transfer exclusively in the early stages to implementation of practical adaptation programs and actions. Since 2006, major developed and developing countries have frequently set forward specific CCA policies or general climate change policies involving adaptation in the form of laws, frameworks, strategies, and plans. The LDCs have also been working on National Adaptation Programmes of Action and subsequent National Adaptation Plans with the support from the financial mechanisms under the UNFCCC. Therefore, globally, it has become a common practice to develop national or regional policies to plan and guide CCA actions. China has established climate change policies involving adaptation at the national, regional, and sectorial levels since 2007. However, these policies have strong limitations in their knowledge base, strategic positioning, contents, and implementation mechanisms, e.g. lack of a sound knowledge base, an international perspective, clear responsibilities for policy implementation, and appropriate monitoring and evaluation mechanisms. It is recommended that China should further strengthen its technical capabilities in climate change projections as well as impact, vulnerability, and risk assessment, and develop methodologies and techniques for the preparation, impact assessment and implementation of CCA policies. Furthermore, future CCA strategies or plans should be developed with an emphasis on China’s vision and strategic position on the world stage.  相似文献

Climate change impacts affecting coastal areas, such as sea-level rise and storm surge events, are expected to have significant social, economic and environmental consequences worldwide. Ongoing population growth and development in highly urbanised coastal areas will exacerbate the predicted impacts on coastal settlements. Improving the adaptation potential of highly vulnerable coastal communities will require greater levels of planning and policy integration across sectors and scales. However, to date, there is little evidence in the literature which demonstrates how climate policy integration is being achieved. This paper contributes to this gap in knowledge by drawing on the example provided by the process of developing cross-sectoral climate change adaptation policies and programmes generated for three coastal settlement types as part of the South East Queensland Climate Adaptation Research Initiative (SEQCARI), a 3-year multi-sectoral study of climate change adaptation options for human settlements in South East Queensland, Australia. In doing so, we first investigate the benefits and challenges to cross-sectoral adaptation to address climate change broadly and in coastal areas. We then describe how cross-sectoral adaptation policies and programmes were generated and appraised involving the sectors of urban planning and management, coastal management, emergency management, human health and physical infrastructure as part of SEQCARI. The paper concludes by discussing key considerations that can inform the development and assessment of cross-sectoral climate change adaptation policies and programmes in highly urbanised coastal areas.  相似文献

While impacts of climate change on agricultural systems have been widely researched, there is still limited understanding of what agricultural innovations have evolved over time in response to both climatic and non-climatic drivers. Although there has been some progress in formulating national adaptation policies and strategic planning in different countries of South Asia, research to identify local-level adaptive strategies and practices is still limited. Through eight case studies and a survey of 300 households in 15 locations in India, Nepal and Bangladesh, this paper generates empirical evidence on emerging agricultural innovations in contrasting socio-economic, geographical and agro-ecological contexts. The study demonstrates that several farm practices (innovations) have emerged in response to multiple drivers over time, with various forms of institutional and policy support, including incentives to reduce risks in the adoption of innovative practice. It further shows that there is still limited attempt to systematically mainstream adaptation innovations into local, regional and national government structures, policies and planning processes. The paper shows that the process of farm-level adaptation through innovation adoption forms an important avenue for agricultural adaptation in South Asia. A key implication of this finding is that there is a need for stronger collaborations between research institutions, extension systems, civil society and the private sector actors to enhance emerging adaptive innovations at the farm level.  相似文献

Smallholder farmers in sub-Saharan Africa are confronted with climatic and non-climatic stressors. Research attention has focused on climatic stressors, such as rainfall variability, with few empirical studies exploring non-climatic stressors and how these interact with climatic stressors at multiple scales to affect food security and livelihoods. This focus on climatic factors restricts understanding of the combinations of stressors that exacerbate the vulnerability of farming households and hampers the development of holistic climate change adaptation policies. This study addresses this particular research gap by adopting a multi-scale approach to understand how climatic and non-climatic stressors vary, and interact, across three spatial scales (household, community and district levels) to influence livelihood vulnerability of smallholder farming households in the Savannah zone of northern Ghana. This study across three case study villages utilises a series of participatory tools including semi-structured interviews, key informant interviews and focus group discussions. The incidence, importance, severity and overall risk indices for stressors are calculated at the household, community, and district levels. Results show that climatic and non-climatic stressors were perceived differently; yet, there were a number of common stressors including lack of money, high cost of farm inputs, erratic rainfall, cattle destruction of crops, limited access to markets and lack of agricultural equipment that crossed all scales. Results indicate that the gender of respondents influenced the perception and severity assessment of stressors on rural livelihoods at the community level. Findings suggest a mismatch between local and district level priorities that have implications for policy and development of agricultural and related livelihoods in rural communities. Ghana’s climate change adaptation policies need to take a more holistic approach that integrates both climatic and non-climatic factors to ensure policy coherence between national climate adaptation plans and District development plans.  相似文献

Faced with global climate change, local elites are confronted with the main dilemma of a developing country: development requires economic growth, but this effort also requires consideration of environmental factors and sustainable patterns of production and consumption. Based on empirical evidence from qualitative research on businesses and political elites in Chile—a paradigmatic South American middle-income country—this paper explores the extent to which local elites are aware of the severity of challenges posed by global climate change and identify main climate change concerns in their discourse. The degree to which domestic elites are aware of the paradigm shift they must assume toward clean industrial production is a key issue of environmental governance that involves private non-governmental actors. This paper gives clues to a better understanding of what is happening with strategic actors in developing nations and their understanding of their decision-making capacity concerning environmental policy and investments for facing global climate change. The main conclusion of the research is that awareness of climate change in local elites’ discourse is relative. It is not accompanied by a full acceptance of their agency and is not leading to a paradigm shift toward a clean model of development because of domestic elites’ position within globalization processes.  相似文献

Over the past decades, significant experience has been gained in demand-driven research on climate change in many countries. In the Netherlands, a competitive call for proposals for large research programmes at the interface between policy, science and private sector was issued in 2001. Members of the Dutch climate research community proved they were able to develop two large research programme proposals which were funded: ‘Climate changes Spatial Planning’ and its successor ‘Knowledge for Climate’. The programmes ran from 2004 to 2012 and from 2008 to 2014, respectively. Both programmes can be considered as a 10-year research programme experiment to develop knowledge about both the climate system and climate compatible development by crossing disciplines, institutions and national research funding strategies. Within this 10-year period, a trend can be observed in which a ‘top-down’ climate impact assessment approach is increasingly combined with a ‘bottom-up’ approach. Based on the 15 articles presented in this special issue (and others), we argue that this development has enriched both fundamental and applied research on climate adaptation. Despite the predominantly Dutch-oriented scope of the presented research, we believe that such experiences can be of international interest. Climate adaptation research finds itself in between global systems knowledge on the one hand and practical needs and experiences at the local, regional and national level on the other. This demands the utmost from all actors involved to enable an efficient and constructive flow and use of knowledge and expertise.  相似文献

Attention toward climate adaptation has been growing among governments over the past decade. In the European Union (EU) alone, nine countries have national plans for adaptation (with more in preparation), there are some 30 sub-national plans, and every Member State has policies to address adaptation. Given the recent attention given toward this subject a question that arises is: can climate change adaptation be considered a policy field? As a unit of analysis, policy fields are widely studied in the social sciences. However, the definition of policy fields such as environmental policy or agricultural policy is taken for granted. Oddly for such a common concept, very little attention is paid to what policy fields are in and of themselves or how they can be identified. Given these shortcomings, this article first attempts to fill this gap by theoretically defining what a policy field is by identifying and assigning their characteristics and dynamics. Based upon a literature review, it shows that policy fields are three-dimensional entities comprised of substantive authority, institutional order, and substantive expertise. The second task of this article is to apply this definition to adaptation policy activity in England and determine whether adaptation can be considered a policy field there.  相似文献

Climate change will affect all sectors of society and the environment at all scales, ranging from the continental to the national and local. Decision-makers and other interested citizens need to be able to access reliable science-based information to help them respond to the risks of climate change impacts and assess opportunities for adaptation. Participatory integrated assessment (IA) tools combine knowledge from diverse scientific disciplines, take account of the value and importance of stakeholder ‘lay insight’ and facilitate a two-way iterative process of exploration of ‘what if’s’ to enable decision-makers to test ideas and improve their understanding of the complex issues surrounding adaptation to climate change. This paper describes the conceptual design of a participatory IA tool, the CLIMSAVE IA Platform, based on a professionally facilitated stakeholder engagement process. The CLIMSAVE (climate change integrated methodology for cross-sectoral adaptation and vulnerability in Europe) Platform is a user-friendly, interactive web-based tool that allows stakeholders to assess climate change impacts and vulnerabilities for a range of sectors, including agriculture, forests, biodiversity, coasts, water resources and urban development. The linking of models for the different sectors enables stakeholders to see how their interactions could affect European landscape change. The relationship between choice, uncertainty and constraints is a key cross-cutting theme in the conduct of past participatory IA. Integrating scenario development processes with an interactive modelling platform is shown to allow the exploration of future uncertainty as a structural feature of such complex problems, encouraging stakeholders to explore adaptation choices within real-world constraints of future resource availability and environmental and institutional capacities, rather than seeking the ‘right’ answers.  相似文献

In climate change adaptation, contract farming can facilitate the adoption of coping and adaptation strategies, but such dynamics are less understood in the literature. This study uses primary data collected from a cross section of crop farmers in northern Ghana and a simultaneous equation systems approach to examine the links between contract farming and adoption of climate change coping and adaptation strategies. The major coping and adaptation strategies used by farmers include spraying of farms with chemicals, row planting, mixed farming, mixed cropping and crop rotation. Econometric results confirm that contract farming enhances the adoption of climate change adaptation strategies, but there is also a feedback effect on contract farming, such that farmers adopting more adaptation strategies have higher probabilities to get contract offer. This makes contract farming a viable policy instrument to consider in climate change adaptation. Furthermore, land ownership and extension services exert significant positive influence on adoption. As much as possible, coping and adaptation strategies should effectively be communicated to crop farmers. Policy-wise, development actors and successive governments in Ghana should encourage and facilitate contract or group farming, as was in the case of the National Block Farming, led by Ghana’s Ministry of Food and Agriculture.  相似文献

This article proposed the concept of"climate capacity"as a way of measuring human’s adaptiveness to climate change.This article also focused on the related concepts like ecological carrying capacity,water resources carrying capacity,land carrying capacity as well as population carrying capacity.The concept of climate capacity was articulated against a background of global climate and environmental change.Essentially,China’s efforts to adapt to climate change was a matter of improving climate capacity,which is the ecosystem as well as the frequency,the intensity and the scale of human’s social activities that the climatic resources of a particular geographic area were supposed to support.The climate capacity has two components.One is the natural climate capacity,which includes temperature,sunlight,precipitation,extreme climatic events,etc.The other is the derived climate capacity,which includes water resources,land resources,ecological systems,climatic risks,etc.The climate capacity can be developed or be transferred between regions by taking engineering,technology or regime-based adaptive measures.However,these adaptive measures must be implemented under the principle of economic rationalism,ecological integrity,climate protection,and social justice.It is expected that by combining the climate capacity and its threshold value with the assessment of climate change risks,we are able to predict the optimal population carrying capacity and the scale of socioeconomic development,and furthermore,provide policy support for the socioeconomic development strategy and adaptive planning.In the regions with high climate capacity,there is a symbiotic relationship between adaptation and socioeconomic development.But,in the regions with limited climate capacity,irrational development may further damage the environment.Taking the Yangtze River delta,a region with high climate capacity,and a region of Ningxia,a region with limited climate capacity,as illustrative examples,the authors of this article analyzed the policy implications of climate capacity and further made suggestions on the problems of capacitylimited adaptation and development-driven adaptation.This article argued that the concept of climate capacity can not only be used as an analytical instrument of climate change economics,but also it can provide research support for planning regional adaptation and development with climate change impact and risk assessments.  相似文献

While many national governments struggle to maintain global climate change as a high priority issue, many local governments are taking action to fill the policy gaps. This study examines how local governments across the United Kingdom of Great Britain are reframing climate change. We compiled a dataset of newspaper publications covering climate change over a 10-year timeframe, plus survey and interview responses from local governance practitioners, to identify a shift in national discourse that has changed the priority level of climate change in UK local governance. This paper argues that many local governments are strategically reframing climate change as alternative issues in order to make progress in climate adaptation planning.  相似文献

Climate change is one of the risks that society faces today. Among other things, it has the potential to interfere with the water environment, and thus it can be a relevant factor in current work with river basin management plans (RBMPs) in Denmark. At the same time, climate change in theory has characteristics that can pose challenges, if included in such a planning process. In this article, it is investigated what the attitudes towards climate change are among actors in the planning process, and what the main drivers, barriers and challenges related to including climate change in the RBMPs are, compared to the theoretical challenges. The investigation consists of a document study of hearing responses, interviews, and a survey among Danish municipalities. The overall results are that there are many attitudes towards the inclusion of climate change as a factor in RBMPs and that this diversity theoretically can be a challenge in the planning process. The main theoretical and practical barriers and challenges in connection with inclusion of climate change in RBMPs relate to lacking knowledge and uncertainty.  相似文献

While there is general agreement on the necessity for local adaptation, there is a wide range of different understandings of what type of adaptation is seen as legitimate. It is often contested who should actively steer and take part in local adaptation, for which reasons and based on what kind of mandate, and with which methods. Planning theory can serve as a helpful reference point for examining the sources of legitimacy for adaptation in an urban context. From a planning perspective, adaptation is concerned with climate change as one out of many issues planning has to respond to. The layered co-existence of planning paradigms in practice suggests diverse, sometimes contradictory sources of legitimacy for urban planning and—as we claim here—also for climate change adaptation. This study examines the legitimacy of adaptation from a planning theoretical perspective in Helsinki, drawing on semi-structured interviews and social network analysis to show how adaptation is commonly understood from a rationalist perspective as an apolitical activity with local authorities’ experts designing and implementing adaptation. Nevertheless, some of the central actors understand adaptation as a communicative activity and a common deliberation of solutions. The co-occurrence of disparate paradigms results in ambiguous legitimacy that can impede the successful implementation of local climate change adaptation.  相似文献

Across Europe, national governments have started to strategically plan adaptation to climate change. Making adaptation decisions is difficult in the light of uncertainties and the complexity of adaptation problems. Already large amounts of research results on climate impacts and adaptive measures are available, and more are produced and need to be mediated across the boundary between science and policy. Both researchers and policy-makers have started to intensify efforts to coproduce knowledge that is valuable to both communities, particularly in the context of climate change adaptation. In this paper, we present results from a study of adaptation governance and information needs, comparing eight European countries. We identify sources and means for the retrieval of information as well as gaps and problems with the knowledge provided by scientists and analyzed whether these appear to be contingent on the point in the policy-making cycle where countries are. We find that in this early phase of adaptation planning, the quality of the definition of needs, the way uncertainty is dealt with, and the quality of science–policy interaction are indeed contingent on the stage of adaptation planning, while information needs and sources are not. We conclude that a well-developed science–policy interface is of key importance for effective decision-making for adaptation.  相似文献

基于广泛系统的文献梳理和总结,凝练了“十二五”以来中国应对气候变化政策和行动的现状、特点及成效,并提出针对性建议。主要结论包括:从外部环境看,国际形势对中国应对气候变化事业的推动作用呈现递减态势,之前“以外促内”的国内气候治理特点逐步转化为“内生动力为主”和“内外协调”;从政策制定和执行模式看,“集思广益”“上书模式”持续,“上下互动”“智库支持”的政策学习特点更加明显;从政策体系上看,已经形成相对成熟的符合中国国情的完整体系,推动气候治理能力显著提高;从政策总体特点看,呈现规划主导并引领、行政手段先行市场机制跟进、由点到面有序扩展、环境与气候协同治理、中央和地方互动博弈形成动态平衡、短期内政策成本较高等特点。“十二五”至今,中国应对气候变化政策行动效果明显,提前实现了2020年应对气候变化目标,并在污染治理、经济发展等方面产生广泛协同效应。“十三五”中期以来,中国应对气候变化组织管理机构进行了重大调整,从中央到地方气候政策和行动进入调整阶段。同时,更加强调气候政策和环境政策的协同。展望未来,中国应对气候变化政策和行动应该尽快走出调整期,充分利用新体制的优势,以碳总量控制目标为抓手,坚定推动以全国碳排放权交易为中心、多措互补的政策体系,注重适应行动以应对不断放大的气候风险,继续提高公众对应对气候变化政策的认知度、接受度和参与度,并不断加强技术研发和储备。  相似文献

In various countries, actors try to reconcile climate science and policy through joint knowledge production (JNP). While many conceptual analyses of JNP exist, empirical studies that actually try to assess JNP processes are rare. This paper aims to fill this gap through an empirical analysis of the ‘Hotspot Zuidplaspolder’ project in which scientists, policymakers and other actors collaboratively looked for ways to ‘climate proof’ existing plans for urban development in one of the deepest polders of the Netherlands. The analysis is done by identifying and explaining the credibility and salience of the knowledge produced as well as the perceived legitimacy of the JNP process. Seven success factors derived from existing literature were used in the analysis. Stakeholders appeared to evaluate this project as positive, but the analysis shows that criteria and thresholds regarding success differ between the actors involved. We found three underlying design principles that should be followed to enhance the success of future JNP projects. First, it is necessary to organize several instances for reflection on the project processes. Second, new reward structures are needed to stimulate actors to take new initiatives and come up with creative ideas. Third, projects and programs should provide room to make mistakes and learn from them. This first set of empirical design principles for JNP is useful but should be further refined and nuanced in order to better deal with the social complexity of climate change and other wicked problems.  相似文献
