A multi-objective optimisation approach to water management   总被引:3,自引:0,他引:3  
The management of river basins is complex especially when decisions about environmental flows are considered in addition to those concerning urban and agricultural water demand. The solution to these complex decision problems requires the use of mathematical techniques that are formulated to take into account conflicting objectives. Many optimization models exist for water management systems but there is a knowledge gap in linking bio-economic objectives with the optimum use of all water resources under conflicting demands. The efficient operation and management of a network of nodes comprising storages, canals, river reaches and irrigation districts under environmental flow constraints is challenging. Minimization of risks associated with agricultural production requires accounting for uncertainty involved with climate, environmental policy and markets. Markets and economic criteria determine what crops farmers would like to grow with subsequent effect on water resources and the environment. Due to conflicts between multiple goal requirements and the competing water demands of different sectors, a multi-criteria decision-making (MCDM) framework was developed to analyze production targets under physical, biological, economic and environmental constraints. This approach is described by analyzing the conflicts that may arise between profitability, variable costs of production and pumping of groundwater for a hypothetical irrigation area.  相似文献

This paper focuses on impediments to environmentally sound management practices and how these might be overcome, with an emphasis on the role of environmental management systems, supply chains and civil society. It argues that: Farmers are under increased pressure to cut costs and improve production but with little opportunity to increase prices. Commonly short-term economic interest has damaging environmental implications. Current government policy, in Australia and in many other jurisdictions, relies heavily on voluntary arrangements, education and information, as the main policy instruments through which to persuade farmers to adopt better environmental farm management - e.g. the recent push to encourage the use of voluntary environmental management systems. However, there is good evidence to suggest that these can only make a valuable contribution when combined with a range of other policy instruments, including positive and negative incentives, intervention by third parties and in some cases, an underpinning of regulation. Arguably, what is needed is a strategy that builds on the strengths of voluntary environmental management arrangements while compensating for their weaknesses by combining them with other, complementary policy instruments. If so, we must engage with a range of questions that have not so far figured substantially in the policy debate. Although the principal focus has been on the role of government in bringing about on-farm change in management practices, supply chain pressure (at least in respect of agricultural chemicals and practices which threaten food safety) and civil society action are also potentially powerful mechanisms for bringing about change. Government can and should play a role in harnessing such forces in the interests of improved environmental on-farm practices.  相似文献

Summary During the last ten years environmental quality and energy have emerged as important national issues right along with the economy. The central proposition appears to be that environmental concerns are inversely related to concern about energy and the economy. The common assumptions about public perception of the trade-offs between environmental quality, economic growth, and energy production are shown to be invalid. In any event it is unlikely that public policy makers will find themselves strongly pulled by a highly polarized public.David J. Rosen is an assistant professor in the Department of Human Ecology, Cook College of Environmental and Agricultural Sciences, Rutgers University (U.S.A.) where he teaches in the interdisciplinary International Environmental Studies and Human Ecology curricula. While formally trained as a political scientist (Ph D, Rutgers University, 1975) for the past six years his research on energy and environmental matters has become increasingly interdisciplinary. The subjects of his work have ranged from the international energy system to the provision of solar energy incentives by state government. Securing flows for environmental purposes from an already fully utilized river is an impossible task--unless users are either coerced into freeing up water, or offered incentives to do so. One sensible strategy for motivating users to liberate volumes is to offer them economic compensation. The right amount for that compensation then becomes a key environmental management issue. This paper analyses a proposal to restore and maintain ecosystems on a stretch of the Río Conchos in northern Mexico, downstream from a large irrigation district that consumes nearly all local flows. We present here estimates of environmental flow requirements for these ecosystems and compute compensation figures for irrigators. These figures are derived from crop-specific irrigation water productivities we statistically estimate from a large set of historical production and irrigation data obtained from the district. This work has general implications for river ecosystem management in water-stressed basins, particularly in terms of the design of fair and effective water sharing mechanisms.  相似文献

The possibility of exploiting multiple resources is usually regarded as positive from both the economic and the environmental point of view. However, resource switching may also lead to unsustainable growth and, ultimately, to an equilibrium condition which is worse than the one that could have been achieved with a single resource. We developed a dynamic model where users exploit multiple resources and have different levels of preference among them. In this setting, exploiting multiple resources leads to worse outcomes in both economic and ecological terms than the single resource case under a wide range of parameter configurations. Our arguments are illustrated using two empirical situations, namely oil drilling in the North Sea and whale hunting in the Antarctic.  相似文献

In this paper, we document and analyse the recent decline (2007–2013) in domestic water consumption in Barcelona. The postulates of ecological modernisation and market environmentalism celebrate these declines as an example of sustainable development, thanks to the combination of more efficient technologies and economic incentives. However, these interpretations ignore the new framework of social relations introduced by technologies and markets and take environmental improvements as homogeneous and universal regardless of distributional issues. Therefore, it would be perfectly possible to achieve optimal environmental situations in the context of deteriorating social conditions, particularly in terms of access to basic resources by the most disadvantaged. We explored the relationships between declining domestic water consumption and the uneven impact of the economic crisis on Barcelona’s urban geography. We found that the alleged increase in environmental sustainability that follows decline in resource use translates into highly uneven social impacts in terms of both accessibility and consumption. These results show that water flows have profound political dimensions and that water justice in terms of distributional costs and benefits but also in terms of recognition and participation of the less well-off should be a fundamental component of future urban water policies in this area.  相似文献

In marine areas throughout the world where recreational boats are densely located, concentrations of copper in the water are being found to be in excess of government standards, due to the hull coatings used on these boats. Copper-based hull coatings are intended to be antifouling in that they retard the growth of algae, barnacles and tubeworms; but alternatives exist that can eliminate the harm that copper contamination does to marine organisms. A variety of policy options are available to mandate or provide economic incentives to switch to these less harmful alternatives. This paper puts forth a conceptual framework for thinking about how to design and evaluate alternative policies to transition to nontoxic boat hulls, drawing from the authors' experience designing a policy for use in San Diego Bay. Many of the issues raised are broadly applicable to environmental problems where the solution involves a large-scale replacement of durable consumer goods.  相似文献

This paper seeks to identify some promising policy options which could be part of a strategic and holistic effort to address India's future water challenges. Significant increases in agricultural water productivity would be a major factor in reducing the need for developing new water sources. Crop diversification, appropriately targeted to account for the present agricultural systems and available water resources, will increase productivity. Furthermore, much more emphasis needs to be placed on effective management of the groundwater resources through renewed efforts to enhance artificial recharge and conservation. Also, efforts should be revived to improve the existing surface irrigation systems. In particular, systems could be reconfigured to provide a more reliable water supply and allow effective community level management, where appropriate. Finally, while some of the increasing demands from domestic and industrial users will be met by the development of groundwater and reallocation of water from the agricultural sector, this will not be sufficient. Given that such conditions are emerging in states with high economic growth and relatively water scarce basins, this will require the further development of water resources. In some cases, these conditions along with the demand for reliable water for high value crops, will be part of the justification for inter‐basin transfers.  相似文献

These days, corporate annual reports are full of references to shareholder wealth creation. In today's highly competitive capital markets, most chief executives understand that unless they are seen as value creators, investors will place their scarce capital somewhere else. Clear evidence of the growing importance, even dominance, of shareholder wealth creation is the growing use of a performance measure known as economic value added (EVA®).1 Within ten years, it is almost certain that most large, publicly traded companies in the United States will be using EVA or something like it as a primary performance evaluation tool. Recently, many non-American companies have also adopted it to better align the incentives of managers with shareholders and to signal their commitment to value creation. EVA is not widely known or understood among environmental specialists, and those who have heard about it often fear it. We find this attitude unfortunate. In this article, we discuss EVA and how its use can aid corporate environmental managers in promoting more proactive environmental investments, and in funding capital investments on environmental improvement, waste reduction, and pollution control in their companies. The use of EVA and other shareholder value measures can also improve general capital investment decisions by integrating environmental factors that affect the long-term interests of the corporation into the managerial decision-making process.  相似文献

Two of the eight Millennium Development Goals (MDGs) adopted by the United Nations General Assembly in September 2000 are: eradication of extreme poverty and hunger; and ensuring environmental sustainability. The link between depressed livelihoods and unsustainable use of land and natural resources can be seen in Kenyan rangelands. Here, the local community is dependent on land and its resources for livelihoods, but the demand and competition is increasing, endangering both the resources they depend on and threatening environmental health. Amboseli is an Arid and Semi-Arid Land (ASAL) area that experiences ecological constraints, resource limitations, and low economic investment. Local communities in such landscapes are resource-dependent for their daily livelihoods, and have few socio-economic opportunities. Pastoralism, which is the main source of their wealth, continues to decline and exploitation by a few local elites and poor local leadership further depresses livelihoods. Other challenges to these poor rural landscapes are increasing human population which increases demands on natural resources and environment; persistent hunger; low universal primary education; poor gender equality and empowerment of women; environmental degradation; and lack of local and global partnership for development. This paper focuses on the two Millennium Development Goals mentioned above. Linkages, challenges and opportunities in enhancing rural livelihoods while promoting environmental sustainability in rural landscapes of the Amboseli Rural Landscape are discussed.  相似文献

The aim of our article is to follow how global policy models affect local policy making. Each city has unique local challenges in promoting development, e.g. economic growth, but also needs to find a balance between these targets and demands for sustainable city solutions. In our empirical study, we follow how ideas of waterfront development – to attract new inhabitants and promote economic growth – and global demands of carbon control were used interactively in a strategic spatial planning process in the city of Tampere, Finland. During the six-year planning process, these two policy targets became interdependent, created a new policy-making domain, and led to a combinatorial development of sustainability elements arising from this domain. These findings demonstrate the serial use of global policy models in the creation of a local urban ‘sustainability fix’. To conclude, the intertwinement of diverse global policy models in a city planning process creates easily a recursive cycle that redefines urban sustainability within cities and intercity networks. This perspective makes local policy narratives and strategic planning highly important in urban sustainability research as promoting urban sustainability becomes an inherently ambivalent practice.  相似文献

We propose here an improved multi-objective optimisation model that considers eco-environmental water demand (EWD) for allocating water resources in a river basin over the long term. The model considers economic, social, and environmental objectives, and it improves on traditional optimisation methods by emphasizing not only the water demand of the artificial ecosystem but also that of the natural ecosystem. Water resource constraints are considered. The hybrid genetic simulated annealing algorithms (HGSAA) technique incorporates a genetic algorithm (GA) and a simulated annealing (SA) algorithm, which have strong local and global searching abilities, in order to solve the highly non-linear model and avoid local and pre-mature convergence. In the method, the water demands of users in the planning year serve as the basis for long-term optimisation using a forecasting procedure. In this study, the combined forecasting method based on the principle of optimal combination is built to forecast domestic and industrial water demands. The proposed model and method are subsequently used in a companion paper to optimise water allocation in the Haihe River basin in China [An eco-environmental water demand based model for optimising water resources using hybrid genetic simulated annealing algorithms. Multiple factors including climate change, price uncertainties, and geopolitical instability have prompted many industries to investigate the feasibility of replacing traditional petroleum-based fuels with biofuel alternatives. However, to make this transition successful, these new biofuels must be environmentally sustainable and the necessary support infrastructure must be in place to make the production, distribution, and storage of these biofuels technologically feasible and cost effective. Developing a value chain, spanning from feedstock production to distribution to end users, requires garnering buy-in from multiple stakeholders by demonstrating environmental, economic, and social benefits and incentives. Two critical factors are the environmental benefits achieved from the use of the biofuel technology and the degree of resilience of the value chain to emergent conditions to ensure steady supply to consumers. Moreover, different biofuel pathways have different costs, benefits, and risks which must be compared. In this paper, we describe how environmental sustainability can be modeled using life cycle assessment (LCA) and how the resilience of value chain initiatives can be modeled using a scenario-based decision model. We then describe how sustainability and resilience assessments can be integrated in an iterative, anticipatory LCA framework. These assessments can be used as the basis for a business case for various investments, as well as a means for promoting responsible innovations, with the aviation industry used as a case study.  相似文献

The environmental impacts of agriculture depend on both the longrun and shortrun production decisions of farmers. In the longrun, technologies and quasi-fixed factors are selected and put in place through investment. In the shortrun, production plans are made and implemented conditionally upon available technologies and quasi-fixed factors. An important implication is that the environmental effects of agricultural activities result from an integration of economic decisions, private good production practices and biophysical processes. Viewed from a system perspective, these processes transform a set of private and environmental inputs into a set of private good and environmental outputs. It follows from this logic that the environmental impacts or performance of agriculture result not only from the nature of available technologies, but also how those technical opportunities are exploited in response to market and public policy incentives and constraints. This paper presents results of an application of such an integrated model of biophysical and economic processes to evaluate the potential responsiveness of water quality impacts of agricultural field crop practices to changes in economic incentives.  相似文献

The property rights regime is an important link between the yield of a natural resource and the appropriation and maintenance incentives of its users. This paper discusses the theoretical background for this link and provides insights as to the function of the property rights regime, drawing from recent developments in the economics literature on optimal ownership patterns and the theory of repeated games. The performances of different resource ownership patterns are evaluated using the criterion of economic efficiency. The economic theory of property rights is based on the idea that, because contractual arrangements are bound to be incomplete, there is scope for opportunistic behaviour and therefore the resulting resource management is likely to be inefficient. Optimal resource ownership patterns are viewed as solutions to the problem of structuring private users' incentives in accordance with the socially desirable management of resources.  相似文献

Corporate Social Responsibility (CSR) has become one of the most widespread business topics among the academic community. Various issues like environmental pollution, economic crisis, corruption, poverty are of major importance these days and besides governments and policy makers responsibility it is obvious that corporations are also part of these problems. In Europe the last 15 years, governments, NGOs, small and large enterprises are making an effort to establish in their business CSR strategies so as to become more competitive and innovative in the global market. The research presents the way 8 Greek companies from the metallurgy sector publish CSR activities and which dimensions of CSR are more common among Greek companies. The companies were selected according to a study of ICAP Group about CSR and Leading Employers in Greece. The findings reveal how Greek companies during the economic crisis make their effort to be more active especially on environmental issues, human resources, health and safety and contribution to local communities. The results of their efforts are controversial as far as their CSR strategy concerns.  相似文献

The exploitation of shale gas resources is a significant issue of environmental justice. Uneven distributions of risks and social impacts to local site communities must be balanced against the economic benefits to gas users and developers; and unequal decision-making powers must be negotiated between local and central governments, communities and fracking site developers. These distributive and procedural elements are addressed in relation to UK policy, planning, regulatory and industry development. I adopt an explicitly normative framework of policy evaluation, addressing a research gap on the ethics of shale gas by operationalising Shrader-Frechette’s Principle of Prima Facie Political Equality. I conclude that UK fracking policy reveals inherent contradictions of environmental justice in relation to the Conservative Government’s localist and planning reform agendas. Early fracking policy protected communities from harm in the wake of seismic risk events, but these were quickly replaced with pro-industry economic stimulation and planning legislation that curtailed community empowerment in fracking decision-making, increased environmental risks to communities, transferred powers from local to central government and created the conditions of distributive injustices in the management of community benefit provisions. I argue that only by “re-localising” the scale of fracking governance can political equality be ensured and the distributive and procedural environmental injustices be ameliorated.  相似文献

At first ‘sustainable mining’ could be perceived as a paradox—minerals are widely held to be finite resources with rising consumption causing pressure on known resources. The true sustainability of mineral resources, however, is a much more complex picture and involves exploration, technology, economics, social and environmental issues, and advancing scientific knowledge—predicting future sustainability is therefore not a simple task. This paper presents the results from a landmark study on historical trends in Australian mining, including ore milled, ore grades, open cut versus underground mining, overburden/waste rock and economic resources. When complete data sets are compiled for specific metals, particular issues stand out with respect to sustainability—technological breakthroughs (e.g. flotation, carbon-in-pulp), new discoveries (e.g. uranium or U), price changes (e.g. Au, boom/bust cycles), social issues (e.g. strikes), etc. All of these issues are of prime importance in moving towards a semi-quantitative sustainability model of mineral resources and the mining industry. For the future, critical issues will continue to be declining ore grades (also ore quality and impurities), increased waste rock and associated liabilities, known economic resources, potential breakthrough technologies, and broader environmental constraints (e.g. carbon costs, water). For this latter area, many companies now report annually on sustainability performance—facilitating analysis of environmental sustainability with respect to production performance. By linking these two commonly disparate aspects—mining production and environmental/sustainability data—it becomes possible to better understand environmental sustainability and predict future constraints such as water requirements, greenhouse emissions, energy and reagent inputs, and the like. This paper will therefore present a range of fundamental data and issues which help towards quantifying the resource and environmental sustainability of mining—with critical implications for the mining industry and society as a whole.  相似文献
