Managing mangroves in Bangladesh: A strategy analysis   总被引:1,自引:0,他引:1  
Bangladesh, favoured by a tropical climate, houses the world’s largest stretch of mangroves forests (Sundarbans Reserved Forest) and plantations. Around half of the forests of the country occur in the coastal zone. People extract various goods and services from the mangroves. Nevertheless the mangrove forests are depleting. Although the extent of the Sundarbans forest has not changed much, its decline is of a qualitative nature. Mangrove plantations are increasing in area but they are losing growing stock. To arrest this, Bangladesh has adopted several strategies. The ‘Sustainable Ecosystem Management’ strategy has now been adopted instead of the ‘Sustained Yield Principle’. Biodiversity conservation and enhancement has been taken as a key management goal. A zoning system is being developed for both production and protection purposes. The government facilitates alternative income for the local people by generating activities for the communities which are dependent on the forest. Different non-governmental organizations collaborate with the government in reducing the local people’s dependence on the forest. Coastal plantations are erected to protect people from cyclones and to make the land more suitable for habitation. Through this greening of the coastal belt tree plantation is encouraged in coastal villages. Coastal embankments are being planted and leased to poor settlers in exchange for routine maintenance of the embankments. Plantations on newly accreted mud flats help in stabilizing the land, which can later on be settled by victims of erosion elsewhere. These adopted management measures do not only contribute to forestry resource management but also to the social, environmental and economic wellbeing of the coastal communities. In response to climate change, coastal communities are expected to experience increasing coastal impacts of sea-level rise (SLR). Strategies formulated and implemented to curb these impacts can thus be more effective if scientific findings on the response to climate change and SLR impacts on coastal communities are taken into consideration and not based merely on the need for coastal protection due to physical coastal erosion. There is also the need to determine the level of awareness of sea-level rise and responses in coastal communities to improve adaptation planning. This study assesses the impact of future erosion on the coastal land cover of Ghana. This assessment estimates approximately 2.66 km2, 2.77 km2, and 3.24 km2 of coastal settlements, 2.10 km2, 2.20 km2 and 2.58 km2 of lagoons, 1.39 km2, 1.46 km2 and 1.71 km2 of wetlands to be at risk of inundation by the year 2050 based on coastal erosion estimates for the 2.6, 4.5 and 8.5 Representative Concentration Pathways (RCPs) used in the Fifth Assessment Report (AR5) of the Intergovernmental Panel on Climate Change (IPCC). This study also assesses the level of awareness of respondents to SLR on the coast of Ghana and explores the availability and level of integration of scientific knowledge of SLR into coastal adaptation strategies in Ghana. Assessment of the awareness of SLR responses to the changing climate in Ghana is made through semi-structured interviews at national, municipal/district and coastal community scales. Although settlements may be inundated based on the coastal erosion estimates, coastal dwellers interviewed cherish their proximity to the sea and are determined to maintain their occupancy close to the sea as spatial location influences their source of livelihood (fishing). Respondents lack knowledge/understanding of SLR, as the majority of household interviewees attributed the rise or fall in sea level to God. Respondents from Ngiresia alleged that the ongoing coastal sea defence project in their community has led to increased malaria cases.  相似文献

Coastal ecosystems generate diverse services, such as protection, production of food, climate regulation and recreation across the globe. These services are vital for extremely vulnerable coastal areas for enhancing present and future adaptation capacity under changing climate. Bangladesh has long coastline which provides opportunities to large population for multiple resource uses; and threats from extreme natural disasters. The CBACC-Coastal Afforestation is the priority initiative of Bangladesh NAPA that has come in actions under first LDCF adaptation project. The project has focused to reduce climatic vulnerability through enhancing resilience of coastal forests and adaptive capacity of communities. With a total of 6,100 ha of new mangrove plantation and introducing 10 important mangrove species in existing monoculture areas, the project increased protective and carbon rich forest coverage, and also functional capacity of coastal vegetation to adapt to current and future climatic shocks. Concurrently, the project developed co-benefit regime for community based adaptation through innovating integrated land uses for livelihoods of adjacent households. A new land use model (Forest, Fish and Fruit-Triple F) has been implemented to restore fallow coastal lands into community based livelihood adaptation practices. The Triple F practice has reduced inundation and salinity risks and freshwater scarcity in cultivation of agricultural crops and fish. The rational land uses improved household adaptation capacity of landless households through short-, mid- and long-term income generation. The project lesson has further focus to justify the land use innovation for harnessing potential opportunities of ecosystem based adaptation in coastal Bangladesh.  相似文献

This study assesses the role of trees in adaptation strategies of rural households to local environmental change in the central highlands of Ethiopia. Change in tree cover was assessed by producing Land Use and Land Cover (LULC) maps using satellite remote sensing images, and household survey was conducted to generate socioeconomic data. The results show that tree cover has increased over the last 30 years, mostly in the form of eucalyptus woodlots around homesteads. Eucalyptus reportedly helps households pass through livelihood shocks and provide protection against negative effects of climate change and variability. Despite some concerns on the part of local agricultural experts that planting eucalyptus may affect future food production, farmers are converting their croplands into eucalyptus woodlots. We conclude that land use planning and proper allocation of land resource is important to improve local livelihoods while also supporting adaptation of communities to local environmental change in general and climate change in particular.  相似文献

A strategy for recovering endangered species during climate change is to restore ecosystem processes that moderate effects of climate shifts. In mid‐latitudes, storm patterns may shift their intensity, duration, and frequency. These shifts threaten flooding in human communities and reduce migration windows (conditions suitable for migration after a storm) for fish. Rehabilitation of historic floodplains can in principle reduce these threats via transient storage of storm water, but no one has quantified the benefit of floodplain rehabilitation for migrating fish, a widespread biota with conservation and economic value. We used simple models to quantify migration opportunity for a threatened migratory fish, steelhead (Oncorhynchus mykiss), in an episodic rain‐fed river system, the Pajaro River in central California. We combined flow models, bioenergetic models, and existing climate projections to estimate the sensitivity of migration windows to altered storm patterns under alternate scenarios of floodplain rehabilitation. Generally, migration opportunities were insensitive to warming, weakly sensitive to duration or intensity of storms, and proportionately sensitive to frequency of storms. The rehabilitation strategy expanded migration windows by 16–28% regardless of climate outcomes. Warmer conditions raised the energy cost of migrating, but not enough to matter biologically. Novel findings were that fewer storms appeared to pose a bigger threat to migrating steelhead than warmer or smaller storms and that floodplain rehabilitation lessened the risk from fewer or smaller storms across all plausible hydroclimatic outcomes. It follows that statistical downscaling methods may mischaracterize risk, depending on how they resolve overall precipitation shifts into changes of storm frequency as opposed to storm size. Moreover, anticipating effects of climate shifts that are irreducibly uncertain (here, rainfall) may be more important than anticipating effects of relatively predictable changes such as warming. This highlights a need to credibly identify strategies of ecosystem rehabilitation that are robust to uncertainty. The objective of this paper is to examine the current institutional arrangements for governance of the Arabuko-Sokoke Forest Reserve (ASFR) and show their major contribution in the ASFR co-management business of conserving the forest and providing livelihoods to the poor forest-dependent communities. Despite the fact that funding from non-governmental organizations ended, the ASFR co-management business did not stall. The institutional arrangements for co-management were deemed to be the major component that contributed to the continuation of the ASFR co-management business. To demonstrate this hypothesis, the paper explores four main areas that shape the institutional arrangement of the ASFR co-management regime, informed by common property theories: (1) how governance arrangement structures for the ASFR are organized; (2) villagers’ perceptions and awareness of the co-management structure; (3) co-management arrangement for access, ownership and use of the various forest resources; and (4) importance of the forest resources to the households. The co-management piloting and non-piloting communities adjacent to the forest and who have been depending on the forest as a source of their livelihoods are compared in order to understand the role of the ASFR co-management institutional arrangements in the sustainability of its business.  相似文献

Bamboo forests, due to their special characteristics and ecological functions, play an important role in sustainable forest management and rural development in China. Over the past two decades, China has successfully established millions of hectares of bamboo forest, which has restored fragile ecosystems, provided benefits to local communities, alleviated rural poverty and eased timber shortages. However, there is potential for further improvements to the bamboo forest estate. This paper analyses the current state of bamboo forest resources and management, and the roles of the bamboo forest industry in social development, economic growth and ecosystem protection in China. We examine the main issues related to governance systems, local economic development and traditional management practices. Finally, we suggest some directions for future development.  相似文献

Coastal erosion results in loss of land, which impacts the economy, coastal residents and settlement plans, especially in the context of rising sea levels caused by climate change. Studying soil particle-size fractions in mangrove forests will help provide a better understanding of the relationship between soil proportions and coastal processes as well as the role of mangrove forests to support coastal planning and management. Soil samples were collected at 26 sampling plots at depths of 10 cm and 40 cm in the Cu Lao Dung (CLD), Long Phu (LP) and Vinh Chau (VC) mangrove forests in Viet Nam’s Soc Trang Province. The soil proportions based on six different particle-sizes (<0.074 mm, 0.074–0.1 mm, 0.1–0.25 mm, 0.25–0.5 mm, 0.5–1.0 mm, and >1.0 mm) were measured using a dry sieving method. Analysis showed that soil particle-sizes ranging between 0.074 and 0.5 mm made up 75–95 % of the soil sample weight at both depths. The high standard deviation values of soil proportions of each given particle-size among sampling plots indicated the soil proportions by particle-size varied widely across the sampling plots. Cluster analysis found similar pattern of soil particle-size proportions for samples collected in CLD and VC, and different pattern of soil particle-size proportions in samples collected at LP, which is more impacted by the Mekong River flow and has a thin mangrove forest belt.?Non-metric dimension scaling (NMDS) analysis showed that sampling plots across the landward sites of the three mangrove forest areas were distributed in the nearby locations (Stress?=?0.11). This indicated that soil proportions of particle-sizes of samples collected from areas of the natural forest composed of different species were more similar. Such similarities were not found, however, in samples collected from middle and seaward plots dominated by single-species plantations.  相似文献

Conservation of biodiversity in managed forest landscapes needs to be complemented with new approaches given the threat from rapid climate change. Most frameworks for adaptation of biodiversity conservation to climate change include two major strategies. The first is the resistance strategy, which focuses on actions to increase the capacity of species and communities to resist change. The second is the transformation strategy and includes actions that ease the transformation of communities to a set of species that are well adapted to the novel environmental conditions. We suggest a number of concrete actions policy makers and managers can take. Under the resistance strategy, five tools are introduced, including: identifying and protecting forest climate refugia with cold-favored species; reducing the effects of drought by protecting the hydrological network; and actively removing competitors when they threaten cold-favored species. Under the transformation strategy, we suggest three tools, including: enhancing conditions for forest species favored by the new climate, but currently disfavored by forest management, by planting them at suitable sites outside their main range; and increasing connectivity across the landscape to enhance the expansion of warm-favored species to sites that have become suitable. Finally, we suggest applying a landscape perspective and simultaneously managing for both retreating and expanding species. The two different strategies (resistance and transformation) should be seen as complementary ways to maintain a rich biodiversity in future forest ecosystems.  相似文献

The Ada peninsular in Ghana has suffered rapid coastal erosion and inundation for over half a century, accompanied by loss of property and livelihoods, economic stagnation and salt water intrusion. Government intervened to respond to these threats by implementing a sea defence project. A preliminary assessment indicates the project will deal with some urgent needs of property loss reduction and invigorate livelihood and economic opportunities. However, it will have minimal beneficial impacts on groundwater salinization, and may actually intensify salinity of surface water in the Volta River and adjoining water points by shifting salinity intrusion further upstream to affect hitherto salinity-free areas. The spatial reach of the salinity shift is uncertain. The potential for further sea level rise will aggravate and accentuate the region’s water scarcity dilemma if a coherent water management strategy is not sort sooner. The project demonstrates the limitations of employing static, narrow objectively designed sea defence project as a response to coastal erosion and inundation, because it lacks the capacity to deal with dynamism, complexity and multi-dimensional impacts associated with climate change related sea level rise.  相似文献

Plant communities along tropical coastlines are often affected by natural and human disturbances, but little is known about factors influencing recovery. We focused on mangrove forests, which are among the most threatened ecosystems globally, to examine how facilitation by herbaceous vegetation might improve forest restoration after disturbance. We specifically investigated whether recovery of mangrove forests in harsh environments is accelerated by nurse plants and whether the beneficial effects are species-specific. Quantification of standardized effects allowed comparisons across performance parameters and over time for: (1) net effect of each herbaceous species on mangrove survival and growth, (2) effects of pre- and post-establishment factors associated with each herbaceous species, and (3) need for artificial planting to enhance growth or survival of mangrove seedlings. Mangrove recruitment in a clear-cut forest in Belize was accelerated by the presence of Sesuvium portulacastrum (succulent forb) and Distichlis spicata (grass), two coastal species common throughout the Caribbean region. The net effect of herbaceous vegetation was positive, but the magnitude of effects on mangrove survival and growth differed by species. Because of differences in their vegetative structure and other features, species effects on mangroves also varied by mechanism: (1) trapping of dispersing propagules (both species), (2) structural support of the seedling (Distichlis), and/or (3) promotion of survival (Sesuviumn) or growth (Distichlis) through amelioration of soil conditions (temperature, aeration). Artificial planting had a stronger positive effect on mangrove survival than did edaphic conditions, but planting enhanced mangrove growth more in Sesuvium than in Distichlis patches. Our study indicates that beneficial species might be selected based on features that provide multiple positive effects and that species comparisons may be improved using standardized effects. Our findings are not only relevant to the coastal environments found in the Caribbean region, but our assessment methods may be useful for developing site-specific information to restore disturbed mangrove forests worldwide, especially given the large pool of mangrove associates (>45 genera) available for screening.  相似文献

In forest management and ecological research, consideration of the impacts and risks of climate change or management optimisation is complex. Computer models have long been applied as tools for these tasks. Process-based forest growth models claim to overcome the limitations of empirical statistical models, but the capacity of different process-based models and modelling approaches have rarely been compared directly. This study evaluates stepwise multiple regression models in comparison to four process-based modelling approaches (3-PG, 3-PG+, CABALA and Forest-DNDC) for greenfield predictions of Eucalyptus globulus plantation growth from 2 to 8 years after planting throughout southern Australia.  相似文献

Scientific consensus shows that the changes related to climate change are already occurring and will intensify in the future. This will likely result in significant alterations to coastal ecosystems such as mangroves, increase coastal hazards and affect lifestyles of coastal communities. There is increasing speculation that mangrove, a socio-economically important ecosystem, will become more fragile and sensitive to uncertain climate variability such as sea level rise. As a result, mangrove-dependent societies may find themselves trapped in a downward spiral of ecological degradation in terms of their livelihoods and life security. Strengthening the resilience capacity of coastal communities to help them cope with this additional threat from climate change and to ensure sustainability calls for immediate action. In this context, this paper critically examines the regional implications of expected sea level rise and threats to mangrove-dependent communities through a case study approach. The main objective is to highlight the requirement for climate change communication and education to impart information that will fulfil three expectations: (1) confer understanding; (2) assess local inference on climate change through a participatory approach; and (3) construct a framework for climate change awareness among mangrove-dependent communities through community-based non-formal climate change education. This scale of approach is attracting increasing attention from policymakers to achieve climate change adaptation and derive policies from a social perspective.  相似文献

Mangrove forests provide important ecosystem services, but are under constant pressure from natural, anthropogenic, and climate change related disturbances. Environmental drivers on mangrove change at large spatial scales, other than sea level rise, are not well understood. In here, we use spatially explicit methods to identify the main environmental drivers of mangrove coverage change over a decade in the landscape of the North coast of the Yucatan peninsula, Mexico. A post-supervised classification approach on seven SPOT 5 multispectral satellite images was used to construct thematic maps of mangrove coverage between 2004 and 2014. A linear regression model between the thematic maps was performed to estimate the mangrove coverage change rate per pixel. Climate surfaces for annual maximum, minimum and mean temperature, and annual mean and cumulative precipitation for the region were calculated for the period 1980–2009 using data obtained from the National Meteorological Service. The effect of environmental variables on mangrove coverage change rates was assessed with a boosted generalized additive model (boosted GAM). The lowest and highest overall accuracy obtained for the time series thematic maps were 87.14% (Kappa?=?0.78), and 97.5% (Kappa?=?0.95), respectively. The most influential environmental variables on mangrove coverage change were annual cumulative precipitation (21%), and annual maximum temperature (9%). Current climate change scenarios for the region predict an increase in temperature and a decrease in precipitation, intensifying environmental stress on this ecosystem. Therefore, adequate management strategies are fundamental to help maintain the mangrove forest under changing environmental conditions.  相似文献

This paper reports a study of costs and benefits of Coral Triangle Initiatives (CTI) and Mangrove Rehabilitation Projects (MRP) in the Solomon Islands. It was observed that the communities have different attitudes and perceptions toward climate change challenges. The different scales and magnitudes of climate change impacts that are perceived at these sites, and the different subsistence realities make them have varied responses and points of view regarding such impacts. For instance, respondents from Oibola experienced the most adverse impacts from climatic change events compared to those living in the Naro and Sairaghi sites. Introduction of CTI and MRP has driven the villagers to travel out far from their traditional fishing grounds to catch enough fish to sell and support their families. This implies higher fishing costs and time for commute. From a social perspective, this weakens the communal bond in the community. In spite of these trade-offs, the respondents expressed satisfaction with the level of benefits received from the projects, which included the rehabilitation of the ecosystems and breeding grounds for fish and habitats around the area. We mapped the costs and benefits of these projects to the villagers, and although no amounts or figures were disclosed, the benefits are compared against corresponding costs. One key factor for the success of the initiatives was the cooperation and involvement of recipient villagers, and even including the management MPAs.  相似文献

The Hammam Lif shoreline, which is part of the Gulf of Tunis (North-East of Tunisia), suffered from a dramatic erosion event during a storm in 1981. Therefore, eight successive and detached breakwaters were built to protect it. The effect of these protection works on the evolution of this coastline is assessed using aerial photographs geo-referenced by digital photogrammetric methods. Results show that a general accretion has developed behind the detached breakwaters, with the formation of seven tombolos and one salient. The response of the coastline depends on the characteristics of the protective works (length, distance to coast, and spacing). Detached breakwaters which are short, far from the coastline and distant from each other, give rise to very small tombolos or salients. On the other hand, longer breakwaters which are near the coastline and closely spaced, give rise to more developed tombolos, showing that these structures are the most efficient.  相似文献

A new ecosystem-based climate envelope modeling approach was applied to assess potential climate change impacts on forest communities and tree species. Four orthogonal canonical discriminant functions were used to describe the realized climate space for British Columbia's ecosystems and to model portions of the realized niche space for tree species under current and predicted future climates. This conceptually simple model is capable of predicting species ranges at high spatial resolutions far beyond the study area, including outlying populations and southern range limits for many species. We analyzed how the realized climate space of current ecosystems changes in extent, elevation, and spatial distribution under climate change scenarios and evaluated the implications for potential tree species habitat. Tree species with their northern range limit in British Columbia gain potential habitat at a pace of at least 100 km per decade, common hardwoods appear to be generally unaffected by climate change, and some of the most important conifer species in British Columbia are expected to lose a large portion of their suitable habitat. The extent of spatial redistribution of realized climate space for ecosystems is considerable, with currently important sub-boreal and montane climate regions rapidly disappearing. Local predictions of changes to tree species frequencies were generated as a basis for systematic surveys of biological response to climate change.  相似文献

Conservation of biodiversity relies heavily on protected areas but their role and effectiveness under a warming climate is still debated. We estimated the climate-driven changes in the temperature niche compositions of bird communities inside and outside protected areas in southern Canada. We hypothesized that communities inside protected areas include a higher proportion of cold-dwelling species than communities outside protected areas. We also hypothesized that communities shift to warm-dwelling species more slowly inside protected areas than outside. To study community changes, we used large-scale and long-term (1997–2019) data from the Breeding Bird Survey of Canada. To describe the temperature niche compositions of bird communities, we calculated the community temperature index (CTI) annually for each community inside and outside protected areas. Generally, warm-dwelling species dominated communities with high CTI values. We modeled temporal changes in CTI as a function of protection status with linear mixed-effect models. We also determined which species contributed most to the temporal changes in CTI with a jackknife approach. As anticipated, CTI was lower inside protected areas than outside. However, contrary to our expectation, CTI increased faster over time inside than outside protected areas and warm-dwelling species contributed most to CTI change inside protected areas. These results highlight the ubiquitous impacts of climate warming. Currently, protected areas can aid cold-dwelling species by providing habitat, but as the climate warms, the communities’ temperature compositions inside protected areas quickly begin to resemble those outside protected areas, suggesting that protected areas delay the impacts of climate warming on cold-dwelling species.  相似文献
